of 25 May 1960
on national committees
The National Assembly of the Czechoslovak Republic decided on the following Act:
Status and role of national committees in the development of socialist society
(1) The National Committees - the broadest organisations of workers - are the authorities of state authority and administration in the regions, districts and municipalities.
(2) National Committees are an expression of the union of workers, peasants and intelligence led by the working class. In all their activities, they are constantly strengthening and deepening this union.
National committees shall be composed of Members who are elected to the people, accountable to the people and may be dismissed at any time from the decision of their constituents.
(1) Under the leadership of the Communist Party of Czechoslovakia, the National Committees organise economic and cultural construction on their territory and are the leading guardians of the socialist facilities of the people. All their activities are directed towards the universal development of an advanced socialist society.
(2) The issues of economic and cultural construction are addressed and the measures taken are implemented by the collective elected bodies, with the broadest participation of the workers - plenary sessions, the National Committee Council and the Commission. These commissions are an important tool to expand the participation of workers in direct management of the economy and culture, and they are decided by Members together with other citizens.
National committees are constantly creating conditions for workers to participate creatively in the continued development of society, to implement their initiative and activity on a mass scale, to gain ever richer experience in state management and to grow up in conscious organizers of socialist construction. By doing so, the national committees not only multiply their forces, but also carry out an important task in the communist education of workers.
National committees work closely with voluntary social organisations, in particular the Revolutionary Union Movement and the Czechoslovak Youth Union. Together with them, they organise workers to deal with and carry out economic and cultural policy tasks, develop socialist competition and the education of workers, and consolidate the relations of cooperative cooperation.
(1) The National Committees are under the constant control of the working people, fully accountable to them and regularly hold accounts for their activities.
(2) Critics, comments, complaints, proposals and initiatives are accepted by national committees with full attention and knowledge of the rich experience of the working people from the practice of socialist construction.
National committees shall, in their work, combine national tasks with the fulfilment of the specific needs of their territory, guiding the principle that the interests of all the people are superior to those of the sub-national and local.
(1) The national committees ensure the comprehensive development of the economy and the state budget on the basis of the state plan for the development of the national economy and the state budget.
(2) National Committees manage and are responsible for the socially important sectors of the economy and culture, in particular the production of agricultural, construction and local industries, housing and civil construction, road transport, water, health, social, communal and other services, the development of education and culture. The continuous development of these sections significantly affects the pace of development of the entire national economy and contributes to increasing the material and cultural level of the population.
(3) The national committees shall cooperate in planning and ensuring the development of the economy managed directly by the ministries and shall ensure consistency of the activities and development of all sectors of the national economy within their territory. Involved in the deployment of production forces, mobilising resources and reserves to implement the plan throughout the national economy, ensuring the establishment of effective and economical links between production, disposal, supply and transport, the effective cooperation of businesses and organisations in their territory, as well as the economical use of funds spent on socialist construction.
(1) The national committees are managed and fully responsible in particular for the continuous development of:
agricultural production; organise the development of socialist large-scale production, ensure the consolidation of uniform agricultural cooperatives and state goods, introduce the latest knowledge of science and technology into agricultural production, increase soil fertility and protect the agricultural land fund; plan and organise the purchase of agricultural products and are responsible for the fulfilment of the purchase plan;
the construction and production of certain building materials; ensure housing and civil construction, maintain the housing fund, its full use and fair allocation; manage the construction of municipalities and ensure that their appearance is continuously improved;
industrial production of local importance, services, repairs and maintenance for the population; ensure the supply of coal to the population;
supply of both the national economy and the population with water;
public passenger and freight road transport and its effective organisation; manage the road network and a significant part of auto-repair;
public catering; ensure consistency of the activities of all public catering establishments;
education, culture and education of the people; ensure close links between the school and life and, in cooperation with voluntary social organisations, ensure the development of cultural and awareness-raising activities aimed at disseminating scientific world opinion, increasing the universal education of workers and art, promoting folk artistic creativity and creating conditions for the rich cultural and social life of workers;
preventive and medical health care for the population and social security of workers.
(2) The effective performance of these tasks by the national committees
manage economic organisations, educational, cultural, awareness-raising, health, social and other facilities, project and other institutes and, where necessary, establish other such organisations, entrust them with the management of part of their national assets, appoint and remove their managers and manage their activities;
manage, in accordance with its own plan and budget, the necessary investment and other material and financial resources and determine the number of staff;
provide training for professionals, including medium-level training and provide for further professional and political growth of all workers;
develop, in cooperation with the authorities of the Revolutionary Trade Union Movement and the single agricultural cooperatives, socialist competition for workers and organise voluntary work brigades and self-help actions for citizens.
(3) National Committees
supervise the smooth supply of all kinds of goods to the population, deploy shops and improve the network according to the needs of the population, take care to increase the culture of sales and develop its progressive forms;
ensure the enhancement of nature and the protection of soil, forests, air and watercourses, thereby creating an ever richer source of people's well-being as well as an appropriate environment for the health and rest of workers;
provide citizens, especially school-based youth, with the right to work;
create conditions for the development of physical education and sport;
contribute to the strengthening of the country's defensibility in all respects.
National committees shall have the right to monitor the activities of national authorities and economic organisations within their territory, to assess how they perform their tasks, to draw their attention to the shortcomings in their activities and to request their removal; assist them in carrying out their tasks. Economic organisations managed by central authorities shall cooperate with national committees and carry out the tasks necessary to ensure the planned development of regions, districts and municipalities.
(1) National committees ensure that laws are implemented, protect the socialist features of the working people, the socialist property, the rights and legitimate interests of citizens and socialist organisations, ensure public order and respect for the rules of socialist coexistence. All citizens lead to this in cooperation with voluntary social organisations.
(2) The national committees shall elect and dismiss judges and judges from the people in accordance with the provisions of the specific laws. They evaluate how the courts in their district perform their tasks and help them.
National committees shall be entitled to issue generally binding regulations where they are required to carry out their tasks. Such regulations shall not be contrary to laws and other legislation.
A system of national committees. Role of national committees in the management of the country's economic and cultural development
(1) The system of national committees, the manner in which they are managed and the activities and the construction of their bodies are based on the principle of democratic centralism, in which the central management of economic and cultural construction of society is effectively linked to the broad competence and responsibility of national committees of all stages, while applying creative initiatives and active participation of workers.
(2) The system of national committees is composed of regional national committees, district national committees and local and local national committees.
(3) The municipal national committees operate in the cities which are the seat of the regions and districts and in other large municipalities of a urban character designated by the Regional National Committee.
(4) The municipal national committees in Bratislava, Brno, Ostrava and Pilsen have the status of district national committee. In the districts of these cities, there are district national committees.
(5) In the capital of Prague there is the National Committee of the capital of Prague, which is the regional national committee. In Prague districts are the district national committees.
(6) With the consent of the population, a local national committee may be set up for several municipalities by decision of the Regional National Committee.
(1) The role of national committees in economic and cultural construction is based on the following principles:
1. The Regional National Committees shall be responsible for the proper definition and uniform performance of the economic and cultural construction tasks of the National Committees. In carrying out these tasks, they shall be based on the unity of national and local interests. They help to secure national tasks in the region, organise the use of all its resources and reserves, ensure the proper distribution of the economy managed by the national committees, and actively propose to the central authorities a solution to regional development problems. It manages the activities of the regional national committees and creates the conditions for all national committees in their territory to be able to carry out their tasks successfully in the development of the economy and culture. Directly managed by economic and budgetary organisations of regional importance. They ensure the unity of sectoral and territorial aspects in the management and planning of the development of the national economy and culture.
2. Regional national committees are the main element of economic and cultural development management in the system of national committees. They shall be responsible for the proper determination of the tasks of economic and cultural construction carried out by the district, urban and local national committees and for the uniform performance of those tasks. They manage and help to develop the economic and cultural activities of urban and local national committees and are decisive in managing the development of agricultural production, education and culture. They guide the construction of municipalities and ensure its high economy. It directly manages those economic, educational, social, health and other organisations that operate and meet the needs of workers mainly within the district. Involved in managing the comprehensive development of the economy in the region and ensuring the comprehensive development of the district.
3. Local and urban national committees, which are closest to the working people, manage or manage businesses and facilities that satisfy the needs of the population mainly in the territory of the municipality. They play a particularly important role in deepening socialist democracy and in ensuring the growth of the material and cultural levels of the population.
Local and urban national committees mainly ensure the development of agricultural production, the consolidation of uniform agricultural cooperatives and the purchase of agricultural products. They use all citizens' activities and initiatives to address agricultural development issues. Local and urban national committees shall develop services and local production, in particular in cities and other larger municipalities, to which several surrounding municipalities have their links; establish service-providing undertakings to ensure better satisfaction of the growing needs of the population and to gradually eliminate the gap between the city and the countryside. They are responsible for the overall housing policy in the village. They manage school, cultural and other facilities and, in cooperation with social organisations, take care of the development of education and the rich cultural life of workers. They deal with ordinary citizens' issues.
(2) The role of the National Committee of the City of Prague and the District National Committees in Prague will be defined by the Government, taking into account the two-stage system and the nature of the tasks of the National Committees in the capital of the Republic.
The national higher-level committee shall direct and manage the activities of the national lower-level committees and shall take full care of their competences and responsibilities. The national higher-level committee cooperates closely with the national lower-level committees to prepare its own actions, familiarises them with the important problems of political, economic and cultural development addressed by the higher-level authorities and provides them with effective assistance in carrying out their tasks.
The activities of the national committees shall be managed and controlled by the Government.
(1) The main instrument for managing economic and cultural construction is the State Plan for the Development of the National Economy and the State Budget. On their basis, the national committees shall establish a plan of economic and cultural construction and a budget for the sections managed by them.
(2) The State Plan for the Development of the National Economy and the State Budget set out the guidelines, pace and proportion of the development of the economy managed by the National Committees and the main tasks in cultural construction.
In doing so, the state plan sets out the basic tasks that must be performed by each regional national committee to ensure the proportional development of the entire national economy. The volume of investment and other material and financial resources and the number of staff shall be determined by the regional national committees collectively for all sectors managed by the national committees; to the extent necessary, it shall be established for all or only certain regions separately for certain sectors or parts thereof.
Similarly, the national higher-level committee shall proceed towards the national lower-level committees and towards the undertakings and organisations it manages.
(3) Each national committee shall draw up its own plan and budget, which shall, while respecting the indicators of the state plan and budget, specify in more detail the proportions and tasks of the development of economic and cultural construction managed by it. When drawing up and providing plans and budgets, it shall monitor the aspect of the comprehensive development of the national economy on its territory and shall decide separately, in accordance with the urgency of needs and local conditions, on the use of funds for investment and other material and financial resources and labour. It seeks the highest economy.
(4) The Government is constantly investigating the performance of the national committees and evaluating the results of their activities. It shall take the measures necessary to ensure the proper performance of the tasks of the national committees. Similarly, the national higher-level committee is working towards the lower-level national committees and towards the undertakings and facilities under its authority.
(1) The ministries (central bodies) are required to cooperate closely with the regional national committees in drawing up draft state plans and state budgets and to address the serious problems of economic and cultural development. They create conditions for national committees to carry out their tasks and provide them with versatile assistance.
(2) Ministries (central bodies) operating in sectors managed by national committees in close cooperation with regional national committees are particularly monitoring, controlling and assisting in the implementation of the main tasks of plans and budgets, ensuring a high level of professional management, applying the latest knowledge of science and technology and issuing directives on issues requiring uniform national regulations.
If some of the resolutions of the National Committee are contrary to the plan or budget, the law, regulation or resolution of the Government, the resolution of the National Committee of the Higher Level or the resolution or directives of the Central Government, following the laws, regulations or resolutions of the Government, and if the rectification of the National Committee itself, the National Committee of the Higher Level or the Government withdraws such a resolution. The Council of the national higher-level committee may suspend the enforcement of such a resolution; submit the matter to its national committee without delay.
Activities and construction of national committees
The management of economic and cultural construction in its territorial district is carried out by the National Committee by collective bodies composed of Members - the plenary session, the Board and the Commissions of the National Committee. The Plenary Session of the National Committee shall be composed of the bodies of the National Committee, the economic and budgetary organisation, the direction of their activities and the main tasks and control their implementation.
Members shall deal directly with and ensure the performance of the tasks of the National Committee in plenary, board and commission. The Plenipotentiary Board shall act in this way, shall act and exercise its decisions and decisions of the higher institutions.
Plenary meetings of the National Committee
(1) The Plenary Session of the National Committee is convened for a substantive discussion and resolution of the fundamental issues of economic and cultural life of the region, district, city or village.
(2) The national committee at its plenary sittings shall in particular:
(a) lay down political and economic guidelines for the establishment of a plan and budget, approve plans and budgets setting out the tasks of subordinate organisations and national committees of a lower degree, and allocate resources for their implementation; discuss the half-yearly and annual results of the implementation of the plan and budget and approve the results of the management of the subordinate organisations and the annual comprehensive economic analyses as well as the final account of the national committee;
(b) address fundamental issues related to the management and planning of the comprehensive development of the economy within its territory and to the provision of tasks in the various sectors of the economy and culture managed by national committees;
(c) provide for partisan and governmental resolutions in the conditions of its territory;
(d) establish and abolish economic and budgetary organisations in sectors managed by national committees;
(e) manage the activities of its Board, commissions, trade unions and national committees of lower grades; monitor the performance of their role as organisers for the performance of the tasks of the national committees and assess the results of their work.
(3) The National Committee at its plenary sittings
(a) elect and remove the Chairman of the National Committee, its Deputy, Secretary and other members of the Board;
(b) establish a commission, elect and dismiss its chairmen and other members;
(c) establish and abolish the trade unions of the National Committee and establish and relieve their heads;
(d) elect and dismiss judges and judges from the people in accordance with the provisions of special laws and discuss reports on the activities of the courts in their constituency.
(4) It is for the National Committee to issue generally binding regulations. Where necessary and without delay, the Council of the National Committee may issue a regulation; such regulation shall expire if the national committee does not approve it at the next plenary session.
(1) Plenary meetings of the National Committee are convened whenever necessary to address important and fundamental issues. Plenary meetings of regional national committees shall be convened at least four times a year, regional and urban national committees at least six times a year and local national committees at least eight times a year.
(2) The Plenary Session of the National Committee shall be convened by the Chairman of the National Committee on the basis of a resolution of the Council. If at least a quarter of Members or the national committee of a higher level so requests or its advice, the President shall convene the national committee for an extraordinary plenary session.
(3) The National Committee may be held in a resolution if a majority of its Members are present; a majority of the votes of Members present shall be required for the validity of the resolution.
(1) The preparation of the Plenary Session of the National Committee shall be organised by its Council in close cooperation with the Commissions and with the Members of the National Committee and with the widest participation of the workers. Proposals for important resolutions of the National Committee shall, as a general rule, be submitted after consultation with the authorities of the National Committees of the Lower Level.
(2) The Plenary Session of the National Committee shall be prepared in such a way that, on the basis of the analyses, the issues of economic and cultural life of the region, district or municipality can be discussed and addressed. Members must be informed of the proposals put forward in due time in order to be able to assess them in a universal manner, make comments on them or make further proposals if necessary.
(3) The plenary session of the National Committee is public. The Council is aware of its actions and the proposed programme.
National Committee Board
(1) The Council is the executive body of the National Committee. It shall ensure and organise the performance of the tasks of the National Committee at all sections of economic, cultural and other social activities under the guidelines of its National Committee, national higher-education committees and their advice. It shall be responsible for addressing all major issues of broader scope, unless they are reserved for a plenary session of the national committee.
(2) The Board of the National Committee shall in particular:
(a) organise the preparation and implementation of the economic and budget development plan; while focusing on the security of the main elements of economic and cultural development, on addressing more important issues common to several sectors and on addressing issues beyond one sector's main context;
coordinate the development of the economy managed by the National Committee with the development of the economy managed by the Ministry;
develop and carry out the tasks arising from resolutions of the National Committee and the Councils of the National Higher Level Committees;
discuss and address the initiative proposals of committees, Members, trade unions and national committees of lower grades and their advice;
(b) regulate and coordinate the activities of the commissions and manage the activities of the trade unions of the National Committee;
ensure the management of economic and budgetary organisations managed by the competent national committee and appoint and remove their managers;
(c) directs and manages the activities of the National Committees' Councils of Lower Degrees and provides them with effective assistance in carrying out their tasks, in particular in ensuring the proportional development of the economy, in applying progressive management methods and in improving the management methods of organisations;
(d) organise a continuous check of the implementation of party and governmental resolutions, the resolution of the National Committee and its own and the effectiveness of the measures taken to ensure the tasks of the plan and budget;
ensure timely and correct handling of complaints and incentives for workers.
(3) The Council of the National Committee uses mass organizational and educational activities to ensure the tasks of various forms of mass organisation. It shall convene meetings of the best workers and innovators, a technical economic conference, shall hold discussions on important issues and shall consult with social organisations in the preparation of serious measures by the national committee. Under the co-operation of Members and based on the citizens' initiative, it organises and directs the creation of street and settlement committees and committees of women.
The Council shall take its decisions at all times in the College, meeting as necessary, but at least once every 14 days. It shall be settled by a majority of its members.
(1) The Council shall be composed of the Chairman of the National Committee, its Deputy, Secretary and other members of the Board.
(2) The Council of the Regional National Committee and the National Committee of the City of Prague have between 15 and 18 members.
(3) The Council of the District National Committee, the City National Committee in Bratislava, Ostrava, Brno and Pilsen and the District National Committee in Prague have 12 to 15 members.

(5) The number of members of the Board may be increased as necessary, with the agreement of the Board of the national higher-level committee; Government approval is required to increase the number of members of the Regional National Committee Board.
(1) The Council shall be elected by the national committee for the entire term of office.
(2) The Council is subordinate and accountable to its national committee. He shall report regularly on his activities.
(3) The National Committee may withdraw its advice and its individual members at any time.
(4) The Council shall remain in office after the expiry of its term of office until the newly elected national committee elects advice.
(1) The Council of the National Higher Level Committee directs and manages the activities of the Councils of the National Lower Level Committees and assists them in carrying out their tasks.
(2) The Council of the National Committee may repeal the resolution of the Board of the National Lower Level Committee under the conditions laid down in Paragraph 20.
(3) The Council of the National Committees is under the authority of the Government.
(1) The chairman of the national committee shall represent the national committee externally. It shall ensure the proper functioning of the Council, in particular to convene and manage its meetings and to ensure that their resolutions are implemented. The President of the National Committee shall sign the Regulation and other resolutions of the National Committee and its Board, together with the Secretary.
(2) The Deputy Members shall represent the President and shall be responsible for the sections entrusted to them as members of the Board. The Board of the National Committee may delegate the chairperson's representation to another member on a case-by-case basis.
Commission of the National Committee
The Commission shall be the initiative, executive and control bodies of the National Committee, equipped with decision-making powers to manage the sections for which they have been established.
The Commission is a significant form of direct participation by workers in the resolution and performance of the tasks of economic and cultural construction, the preparation and provision of the plan and budget of the National Committee, the provision of operational management of enterprises, cultural, health, social and other facilities.
(1) The Commission of the National Committee shall in particular:
(a) resolve problems in relation to the preparation and implementation of the tasks of the plan and budget, the resolution of the National Committee and its Board;
(b) participate in the preparation and examination of all proposals submitted to the plenary session of the national committee; submit their own proposals to the Board and to the Plenary Session of the National Committee on their own initiative;
(c) control the implementation of partisan and governmental resolutions, the resolutions of the national committee and its advice on the activity section for which the commission has been established; take measures to address identified deficiencies;
(d) decide on all important issues relating to the security of the plan and the development of undertakings and equipment, unless they are reserved for a plenary session of the national committee or its board;
(e) they have the right to request from the heads of undertakings, from the boards of single agricultural cooperatives, from the heads of the national committee, etc., the development of measures necessary to prepare and secure the plan and to mobilise all local resources and reserves. They shall ensure that such measures are discussed with workers in the undertaking; support the development of socialist competition on their basis;
(f) organise inspections of the activities of undertakings and establishments, discuss the state of their work with their managers and impose binding measures on them to address deficiencies;
(g) decide the various issues of greater social importance and important issues concerning citizens.
(2) The Commission focuses its main attention on the work between the population and those working in enterprises and establishments; working closely with workers' organisations, in particular the Revolutionary Union Movement and the Czechoslovak Youth Union. They use the experience of workers, their incentives and their comments to develop measures aimed at improving their activities and increasingly meeting citizens' needs.
(1) In their activities, the Commission is managed and controlled by the national committee. The Council of the National Committee shall direct and coordinate the work of the commissions and shall generalise their experience.
(2) The Commission shall, within its competence, decide and take measures and may give binding instructions to the heads of the relevant departments of the national committee and to the heads of undertakings and establishments managed by the national committee.
(3) If the Commission's action is contrary to the plan or budget, to another resolution of the National Committee or its Board, or to the resolutions, regulations and directives of the higher institutions, and if the Commission does not act alone, the National Committee or its Council shall revoke the resolution of the Commission.
(1) As a general rule, two thirds of the members of the members of the National Committee shall be elected to the commissions and the other members shall be elected from the best workers from the factories, from the single agricultural cooperatives, from cultural facilities, etc.
(2) As a general rule, the National Committee shall elect a member of the Board as chairman of the Commission, and as a general rule the Head of Department shall elect a member of the Board.
(3) The Commission shall meet whenever necessary to carry out its tasks. They shall act by a majority of their members.
In order to extend the participation of workers in the performance of their tasks, the Commission shall create assets from model workers, experts from different sections of economic and cultural life and from public workers; they shall be based on the Advisory and Working Councils of the Citizens of Enterprises and Equipment; organise and manage civil control.
The Commission of national committees of higher and lower degrees shall cooperate and assist each other. The Commission does not have the right to impose tasks on commissions or on the advice of national committees of lower degrees.
Members of national committees
(1) The Member of the National Committee shall represent his constituents in the National Committee. They shall consult them on all important measures, deal with the problems of the constituency and apply their experience, proposals and comments in the National Committee and its bodies.
(2) A national committee member meets regularly with his constituents, explains to them the policy of the Communist Party of Czechoslovakia, familiarises them with the laws, regulations and resolutions of the government, resolutions of the national committee and national committees of higher degrees, mobilizes and organises them to implement them. It regularly deposits accounts from its activities to voters.
(3) Member of the National Committee shall consolidate contact with the collective working in the competitions of his constituency, obtain them for cooperation with the National Committee and develop cooperation with trade unions and their bodies. It shall keep them regularly informed of the tasks of the National Committee and shall require them to provide incentives for their work.
(4) A member of the national higher-level committee shall maintain close contact with, assist and cooperate with the lower-level national committees in his constituency.
A national committee member shall be obliged to participate actively in the work of the national committee, to work on a commission and to perform his duties conscientiously.
(1) The Council of the National Committee is required to create the conditions for the successful operation of the members of the National Committee, in particular to keep Members regularly informed of the important problems of political, economic and cultural development, of its own actions and of the measures of the higher institutions and of the exchange of experience in their activities.
(2) The Council, the Commission and the trade unions of the National Committee are discussing in advance with a national committee member more serious measures directly affecting citizens of its constituency.
(1) The Member of the National Committee shall, as a matter of initiative, submit to the National Committee, its Board and the Commissions for consideration of matters falling within their competence.
(2) The Member of the National Committee shall be entitled to raise questions related to their activities at the advice and commission. These questions must be answered within 15 days.
(3) A Member of the National Committee shall have the right to request from the Heads of Trade Union any explanation relating to the activities of the trade unions which must be provided to him without delay.
(4) The Member of the National Committee shall have the right to discuss complaints and comments from citizens with the heads of undertakings, establishments and facilities within the national committee and to recommend measures to address deficiencies. In more serious cases, it shall contact the national committee, its advice or the relevant committee to impose appropriate measures on the manager in the interests of the citizens to remedy the deficiencies.
(1) The role of a national committee member is fair. An undertaking, cooperative or other organisation in which a Member works shall be obliged to allow it to perform its duties.
(2) The performance of the duties of a national committee Member shall not lead to any damage to the earnings of the staff member, nor to any reduction to the rights and entitlements arising from the employment relationship. The provisions of paragraphs 1 and 2 shall also apply to citizens elected by the National Committee as members of its commission.
(3) The Government shall adjust the claims of the Presidents, their Deputy Members, Secretaries and other members of the Councils of the National Committees which will arise if they are unable to carry out their regular duties.
