of 12 April 2018
on how the cost of health services is measured for redistribution purposes
According to § 21f (d) of Act No. 592 / 1992 Coll., on Insurance for Public Health Insurance, as amended by Act No. 145 / 2017 Coll.:
Subject matter
This Decree regulates, for the purpose of redistribution, the method of valuation of the costs of health services reported in 2017.
Method of pricing the cost of health services
(1) Health insurance undertakings for the purpose of redistribution shall, in accordance with paragraphs 2 to 6, evaluate the costs of health services reported in 2017 in accordance with the legislation.
(2) The costs of health services provided by special bed care providers and subsequent and long-term bed care providers, with the exception of those for post-intensive care and long-term intensive nursing care, are to be valued at the minimum flat rate per day of hospitalisation referred to in Annex 1, Part B, point 1 (b) of Decree No 348 / 2016 Coll., on the determination of the value of the points, the level of payment of the services paid and the regulatory restrictions for 2017.
(3) The cost of health services included in the surrender payment for providers in the field of general medical practice and providers in the field of practical medicine for children and young people is valued at the amount of the basic capitalisation rate for the converted number of insured persons according to Annex 2 to Decree No. 348 / 2016 Coll. in the amount of CZK 48 for the converted insured person.
(4) The cost of health services, the reimbursement of which is set out in the Crown Decree No 348 / 2016 Coll. and which cannot be valued in accordance with paragraphs 2 and 3, is valued at the amount set out in Decree No 348 / 2016 Coll.
(5) The cost of health services which cannot be measured in accordance with paragraphs 2 to 4 shall be measured by the product of the value of the point referred to in § 3 and the number of points of health performance, including the increase in the personnel costs of performance carriers, as defined in Decree No. 134 / 1998 Coll., which issues a list of health performance with points, as amended, for the relevant health performance in the year in which the health services were provided.
(6) The cost of health services which cannot be measured in accordance with paragraphs 2 to 5 is valued at the amount of remuneration applied for the health services provided.
(1) The value of 1.12 CZK shall be used for all health services provided by health care providers providing emergency bed care.
(2) If the cost of a health service cannot be included in the valuation referred to in paragraph 1, the valuation referred to in Article 2 (5) shall apply to:
a) outpatient care provided by the provider of outpatient health care in expertise 603 and 604 according to Decree No. 134 / 1998 Coll. value of the point of CZK 1.08,
b) health services provided by hemodialysis care providers value of a point of CZK 0.91,
c) health services provided by the health rescue service provider value of a point of CZK 1.13; the same value of the point shall also be used for the evaluation of health services provided by patient transport providers of emergency care;
d) health services provided by outpatient care providers within the medical emergency service value of a point of CZK 1,
e) health services provided by special outpatient care providers value point of CZK 1.02,
f) health services provided by providers in the field of practical medicine and practical medicine for children and adolescents, including the performance of transport of health workers declared by these professionals, value of the point of CZK 1.08,
g) outpatient care in expertise 809 and 810 according to Decree No. 134 / 1998 Coll. including magnetic resonance imaging, computer tomography and denzitometry, and further in expertise 403 and 806 according to Decree No. 134 / 1998 Coll. provided by the provider of outpatient health care value point of CZK 1.12,
h) outpatient care in expertise 222, 801, 802, 804, 805, 807, 812 to 819, 822 and 823 according to Decree No. 134 / 1998 Coll. including the performance of cervical screening provided by the provider of outpatient health care value of a point of CZK 0.71,
i) outpatient care in professionals 911, 914, 916, 921 and 925 according to Decree No. 134 / 1998 Coll., including the performance of transport of health workers declared by these professionals, provided to the provider of outpatient health care by the value of the point of CZK 1,02,
j) outpatient care in professionals 902 and 917 according to Decree No. 134 / 1998 Coll. provided by providers of outpatient health care, including the performance of transport of health workers declared by these professionals, the value of the point of 0.80 CZK,
k) health services provided by health transport service providers value point of CZK 0.96,
l) health services of follow-up intensive care and long-term intensive nursing care provided by providers of follow-up and long-term bed care value point of CZK 1,
m) specialized outpatient care provided to outpatient health care providers not referred to in points (a), (b), (g) and (h) and to downstream and long-term care providers the value of a point of CZK 1.03.
Efficacy
This Decision shall enter into force on 20 April 2018.
