DECLARATION
of 28 February 2013
amending Decree No. 499 / 2006 Coll., on Construction Documentation
The Ministry of Local Development provides pursuant to § 193 of Act No. 183 / 2006 Coll., on Territorial Planning and Construction Regulations (Construction Act), as amended by Act No. 227 / 2009 Coll. and Act No. 350 / 2012 Coll.:
Decree No. 499 / 2006 Coll., on Documentation of Buildings, is amended as follows:
1.
(1) This decree sets out the scope and content of:
(a) documentation for the decision on the location of the construction or installation;
(b) documentation for the decision to change the use of the territory;
(c) documentation for the decision to change the effects of the use of the building on the territory;
(d) joint documentation for the issue of a joint territorial decision and building permit;
(e) project documentation for the declaration of construction referred to in § 104 (1) (a) to (e) of the Building Act or project documentation for the issue of building permits;
(f) documentation for the implementation of the construction; and
(g) documentation of the actual implementation of the construction.
(2) This decree also sets out the details of the documentation of the cutting works, the content of the building diary, the simple record of the construction and the way in which they are managed.
(3) This decree does not apply to the design documentation for the construction of aircraft, railway and rail structures, including railway, motorway, road, local roads and public purpose roads pursuant to § 194 (c) of the Construction Act. '
2. The following Sections 1a to 1d are inserted after Section 1, including the headings:
Documentation for the decision on the location of the construction or installation
(K § 86 (7) of the Building Act)
The scope and content of the documentation for the decision on the location of the construction or installation is set out in Annex 1 to this Decree.
Documentation for the decision to change the use of the territory
(K § 86 (7) of the Building Act)
The scope and content of the documentation for the decision to change the use of the territory is set out in Annex 2 to this Decree.
Documentation for the decision to change the impact of the use of the building on the territory
(K § 86 (7) of the Building Act)
The scope and content of the documentation for the decision to change the effect of the use of the building on the territory is set out in Annex 3 to this Decree.
Joint documentation for the issue of a joint territorial decision and building permit
(K § 94a (7) of the Building Act)
The scope and content of the common documentation for the issue of a joint zoning decision and building permit are laid down in Annex 4 to this decree. ';
3.
Project documentation
(Articles 105 (8) and 110 (5) of the Building Act)
The scope and content of the project documentation for the declaration of construction referred to in § 104 (1) (a) to (e) of the Building Act or for the issue of a building permit is set out in Annex 5 to this Decree. '
4. In Paragraph 3, "2 'is replaced by" 6';
5. In Article 4 (1), the words "acquired under § 125 (1) and (3) of the Building Act are laid down in Annex 3 'are replaced by the words" set out in Annex 7'.
6. In the heading of Section 5, "7 'is replaced by" 8';
7. In Section 5, the words "attached to the declaration of intention to remove the construction pursuant to Section 128 (1) of the Construction Act are laid down in Annex 4 'are replaced by the words" Annex No 8'.
8. In Section 6, "5 'is replaced by" 9';

Documentation must always contain parts A to E with the scope and content of individual parts adapted to the nature and importance of the construction or installation (hereinafter referred to as "construction") and the conditions in the territory.
And the accompanying message
A.1 Identifying information
A.1.1 Construction data
(a) the name of the building;
(b) the place of construction (address, descriptive numbers, cadastral territory, parcel numbers of the land),
(c) the subject matter of the dossier.
A.1.2. Data on the applicant
(a) the name, surname and place of permanent residence (natural person); or
(b) the name, surname, business name, registration number, if assigned, place of business (natural person undertaking); or
(c) business name or name, IC, if assigned, address of the registered office (legal person).
A.1.3. Data on the documentation processor
(a) the name, surname, business name, business name, business address, if any, or business address (legal person);
(b) the name and surname of the main designer, including the number under which it is entered in the register of authorized persons maintained by the Czech Chamber of Architects or by the Czech Chamber of Authorised Engineers and Technicians active in the construction, with a marked field or specialization of its authorization,
(c) the names and surnames of the designers of the individual parts of the documentation, including the number under which they are entered in the register of authorized persons maintained by the Czech Chamber of Architects or by the Czech Chamber of Authorised Engineers and Technicians active in the construction, with a marked field or specialization of their authorization.
A.2 List of input materials
A.3 Territory details
(a) the extent of the area covered; built-in / unbuilt territory,
(b) the current use and construction of the territory;
(c) data on the protection of the territory under other legislation1 (conservation, conservation zone, especially protected area, flood area, etc.),
(d) data on outflows;
(e) details of compliance with the zoning documentation, the objectives and tasks of zoning;
(f) details of compliance with general land use requirements;
(g) details of compliance with the authorities concerned;
(h) a list of exceptions and discount solutions;
(i) a list of related and contingent investments;
(j) a list of the land and buildings concerned by the location of the construction (according to the cadastral).
A.4 Construction data
(a) a new construction or modification of the completed construction;
(b) the purpose of the use of the construction;
(c) permanent or temporary construction;
(d) data on the protection of construction under other legislation1) (cultural monument, etc.),
(e) details of compliance with technical requirements for construction and general technical requirements for the barrier-free use of buildings;
(f) details of compliance with the requirements of the authorities concerned and those resulting from other legislation2),
(g) a list of exceptions and discount solutions;
(h) proposed construction capacity (built-in area, built-in space, usable area, number of functional units and their size, number of users / workers, etc.),
(i) basic balance of construction (media and mass needs and consumption, rainwater management, total quantity produced and types of waste and emissions, etc.),
(j) basic construction assumptions (time data on implementation of the construction, breakdown into stages),
(k) the indicative cost of the construction.
A.5 Breakdown of buildings and technical and technological equipment
B Technical summary report
B.1 Description of construction territory
(a) the characteristics of the building plot;
(b) the list and conclusions of the surveys and analyses carried out (geological survey, hydrogeological survey, construction historical survey, etc.);
(c) existing protection and security zones;
(d) the location in relation to the flood area, subdolled area, etc.,
(e) impact of the construction on surrounding buildings and land, protection of the surroundings, impact of the construction on drains in the territory;
(f) requirements for rendering, demolition, wood felling,
(g) requirements for the maximum records of the agricultural land fund or land intended for the performance of the forest function (temporary / permanent);
(h) territorial technical conditions (in particular the possibility of connecting to existing transport and technical infrastructure);
(i) the physical and temporal linkages of the construction, which are conditional, caused, related investments.
B.2 General description of the construction

Assessment of technical conditions for fire protection:
(a) the calculation and assessment of outgoing distances and the definition of fire-fighting areas;
(b) ensuring the necessary amount of fire water and, where appropriate, other fire extinguishing equipment;
(c) the intended fitting of the building reserved for fire safety equipment, including the setting of requirements for the execution of the construction;
(d) evaluation of access roads and entry areas for fire-fighting equipment, including the possibility of intervention by fire protection units.
B.2.9 Energy management principles

B.2.10 Sanitary requirements for construction, requirements for working and communal environments
Principles for dealing with building parameters (ventilation, heating, lighting, water supply, waste, etc.), as well as principles for dealing with the impact of construction on the surrounding area (vibration, noise, dust, etc.).
B.2.11 Principles for the protection of construction against adverse effects of the external environment
The penetration of radon from subsoil, delusional currents, seismicity, noise, flood prevention measures, etc.
B.3. Connection to technical infrastructure
(a) technical infrastructure connection points, transplants,
(b) connection dimensions, power capacities and lengths.
B.4 Transport solutions
(a) a description of the transport solution;
(b) the connection of the territory to the existing transport infrastructure;
(c) to the right in peace.

Description and protection of environmental effects of the construction
(a) environmental impact - air, noise, water, waste and soil;
(b) the impact on nature and landscape (tree protection, conservation of monuments, plant and animal protection, etc.), conservation of ecological functions and ties in the landscape;
(c) the impact on the Natura 2000 system of protected territories;
(d) a proposal to take account of the conditions of the conclusion of the investigation procedure or of the opinion of the EIA;
(e) proposed protection and safety zones, scope of restrictions and conditions of protection under other legislation.
B.7 Protection of the population
Compliance with the essential requirements for the performance of the public protection tasks.
B.8 Principles of organisation of construction
(a) connection of construction sites to existing transport and technical infrastructure;
(b) protection of the surroundings of the construction site and requirements for related rendering, demolition, wood felling;
(c) maximum records for construction sites (temporary / permanent);
(d) the balance sheet of the land works, the requirements for input or deponium of earth.
C Situation drawings
C.1 Situation drawing of broader relations
(a) measure 1: 1 000 to 1: 50 000;
(b) connection of the construction to transport and technical infrastructure;
(c) existing and proposed protection and security zones;
(d) the marking of the boundaries of the territory concerned.
C.2 Overall situation drawing
(a) measure 1: 200 to 1: 1,000, for large buildings 1: 2 000 or 1: 5 000,
(b) existing buildings, transport and technical infrastructure;
(c) land border;
(d) the border of the territory concerned;
(e) basic altimeter and semi-copy,
(f) proposed structures,
(g) the determination of the altitude of the 1st above deck for buildings (± 0.00) and the height of the treated terrain; maximum height of structures,
(h) communication and reinforced areas;
(i) vegetation areas.
C.3 Coordination situation drawing
(a) measure 1: 200 to 1: 1 000, for large-scale buildings 1: 2 000 or 1: 5 000, for a change in the building, which is a cultural monument, for a building in a conservation or conservation zone of the scale 1: 200;
(b) existing buildings, transport and technical infrastructure;

C.4 Catastral situation drawing
(a) the scale by the cadastral map used;
(b) a sketch of the building plot, the required location of the building,
(c) identification of links and effects on the environment.
C.5 Special situation drawing
Situation drawings made on an appropriate scale, as appropriate, showing the special requirements of objects, technological equipment, technical networks, infrastructure or related engineering measures.

D.2 Characteristic cuts
(including cuts documenting the link to the existing installation in particular with regard to the depth of the construction of the proposed construction and construction of the existing one)
