Decree of the Federal Ministry of Transport on the economical operation of road vehicles for motor transport

on the economy of the operation of road vehicles for motor transport
The Federal Ministry of Transport shall, in agreement with the participating central authorities pursuant to Article 16 (1) (b) of Decree No. 54 / 1953 Coll., on road traffic, as amended by the statutory measure of the Bureau of the National Assembly No 13 / 1956 Coll.:
§ 1
An organisation which has the management, ownership or use of a road motor or trailer (hereinafter referred to as "the organisation ') shall ensure the economy of its operation in accordance with the requirements of safe road traffic and the reduction of adverse environmental effects by:
(a) provide for the care of road motor vehicles or trailers (hereinafter referred to as "vehicles") in accordance with Annex 1 to this Decree;
(b) provide regular training of car-operating personnel on the function, operation, maintenance, repair and conditions of operation of individual marks, vehicle types and performance;
(c) establish, for each vehicle, the operating standards for fuel consumption by calculation in accordance with Annex 2 to this Decree, or, where appropriate, the uniform operating standards for consumption laid down by the superior or, where applicable, by the central authority referred to in Article 2 (2);
(d) establish, for each vehicle, the operating standards for the consumption of oils as set out in Annex 3 to this Decree, or, where appropriate, the uniform operating standards for the consumption laid down by the superior or, where applicable, by the central authority referred to in Article 2 (2);
(e) regularly and at least every calendar month, evaluate fuel and oil consumption by comparing actual consumption with the operating standard established in accordance with points (c) and (d) and, if a difference of more than 10% is established, ensure daily monitoring of consumption and, where appropriate, monitoring of consumption after a consistent transport performance until the cause of the difference is clarified; If the actual consumption is more than 10% higher than the established operating standard of consumption, it shall remove the cause of the increased consumption without delay after clarification or if the actual consumption is higher as a result of operational effects, adjust the operating standard of consumption to the actual consumption, but not more than the total operating standard calculated in accordance with Annexes 2 and 3 or the uniform consumption standards established by the supervisor or, where appropriate, by the central authority referred to in Article 2 (2); if the actual consumption is more than 10% lower than the established operating standard of consumption, it shall examine, if necessary, the operational standard of consumption taking into account of actual consumption.
§ 2
(1) Controlled or, where appropriate, central authorities in their field of competence
(a) establish organisational, material and technical conditions to ensure the economy of the operation of vehicles of subordinate organisations;
(b) monitor and evaluate the consumption of fuel and oils by subordinate organisations.
(2) The competent authorities and, where appropriate, the central authorities may, in their field of competence, establish uniform operating standards for fuel and oil consumption corresponding to specific operating conditions; the standards shall not exceed those laid down in Annexes 2 and 3.
§ 3
(1) The number of kilometres travelled by vehicles and their main groups under normal road conditions (Annex 1, Part III) after which overhauls of vehicles and, where appropriate, the total repairs of the main groups are carried out shall be determined in order to make the operation of vehicles economical, to ensure economic control and planning.
(2) The competent authorities or, where appropriate, the central authorities may, in their field of competence, determine the number of kilometres travelled to general vehicle repair and, where appropriate, to the total repair of the main groups, by way of derogation from the provisions of Annex 1, Part III, where justified by the operational effects in which the vehicle is operated (Annex 2).
(3) If the technical condition of the vehicle or the main group so justifies, the general repair of the vehicle or the general repair of the main group shall be carried out even before the number of kilometres travelled has been passed, or postponed until the technical condition so requires. The reasons for the earlier implementation of such a correction must be duly justified.
(4) The total (general) repair of passenger cars, buses, special vehicles, special vehicles and lorries above 5 tonnes of useful weight is carried out for the period during which the vehicle is written down in accordance with special regulations, 2) i.e. during its economic life. At the end of the economic life only if the basic reproductive renewal of the vehicle park is not ensured. General repair of trucks up to 5 tonnes of useful weight, except for special vehicles and special vehicles, shall not be carried out from the date specified by the Federal Ministry of Transport.
(5) Indicative values of kilometric performances (3) of tyre tyres under normal road conditions are set out in Annex 1, Part IV. In their field of competence, the competent authorities may determine the kilometric performance of tyres and, where appropriate, their service life by way of derogation under specific operating conditions.
§ 4
(1) The organisation may only use in service vehicles with a properly functioning remote computer or tachographem.4) A vehicle that does not meet this condition shall be disabled by the organisation until the defect has been remedied.
(2) The organisation is required to ensure, in vehicles equipped with a tachograph, that the tachograph with the recording disc is in operation during the transport performance and that the recording is evaluated, in particular as regards the speed and technique of driving, breaks, etc. The evaluation shall be carried out in accordance with the methodological guidelines issued by the competent central authority in its field of competence in an agreement with the competent central administration of the Republic in matters of transport.
§ 5
Specific provisions shall be laid down in:
(a) conditions for permanent decommissioning and management, 5)
(b) principles for normalisation of stocks of the main groups, 6)
(c) the handling of discarded vehicles and of main groups and groups whose stocks exceed the standards laid down by the specific provisions referred to in (b), (7)
(d) the method of keeping records of vehicle maintenance and repair and of the operation of tyre tyres. 8)
§ 6
(1) This decree shall not apply to vehicles of the armed forces, armed corps and People's militia; the specific rules of the competent central authorities apply to such vehicles.
(2) The provisions of § 1 (c), (d) and (e), § 2 (1) (b) and Annexes No 2 and 3 do not apply to the operation of vehicles equipped with special warning lights in accordance with specific regulations. 9)
(3) The provisions of § 1 (c), (d) and (e) and Annexes 2 and 3 do not apply to vehicles entrusted by the organisation to the personal care of the worker under specific regulations; (10) Paragraph 1 (a) of this Decree provides for the organisation of such vehicles to an appropriate extent in an agreement negotiated with the worker. 11)
§ 7
This decree takes effect 12), 1 July 1981.

Basic provisions
The organisation shall take care of vehicles in particular by ensuring:
(a) during the period prior to entry into service
- qualified takeover of the vehicle,
- the complete technical documentation for the vehicle relating to operation and maintenance and, where appropriate, repairs,
- early and professional training of car workers,
- recommended special technical equipment, special tools and other equipment within the scope of expected maintenance and repair by the organisations,
- spare parts, accessories, equipment, equipment and operating materials in the range and volume of expected maintenance and repair of vehicles carried out by organisations;
(b) after the vehicle has been put into service, the maintenance and repair of the vehicle, as prescribed by the vehicle manufacturer (importer); during the guarantee period, the car repair service or other organisation authorised by the manufacturer (importer) of the vehicle shall carry out security inspections and repairs.

Maintenance (13)
Basic provisions
(1) Maintenance includes the treatment of vehicles, planned maintenance and seasonal maintenance.
(2) All defects detected during maintenance must be remedied.
Daily service of vehicles
(1) The driver shall check in particular:
(a) the amount (s) of fuel, coolant, engine oil, fluid in booster gear and other equipment, brake fluids, washer fluids, condition and tension of wedge belts;
(b) the function of brakes, steering, engine, control and control devices and mechanisms and external lighting, signalling devices, wipers, sprinklers, door locks, trailer brakes, winter heating equipment, ventilation in summer;
(c) tightness of pressure air conduction and filling of liquids (if there are no traces of leakage under the vehicle);
(d) the condition of the tyres and their thickening, the hinge for the trailer (semi-trailer), the mechanical locking and connection of the trailer (semi-trailer), the brake hoses and the wiring of the electrical installation, the fixing of the wheels;
(e) the purity of the front and side windows of the cab (bodywork), rear-view mirrors, retro-reflectors, lamps, vehicle registration marks,
(f) completeness of the prescribed vehicle equipment;
(g) whether the useful mass of the vehicle, axle load and permissible dimensions specified for the vehicle including the load are exceeded and whether the load on the vehicle is properly located and fixed.
(2) When driving the vehicle and at stops the driver checks in particular
(a) the function and operation of all control devices, in particular steering, brakes and control devices;
(b) the function of the vehicle's engine and transmission systems;
(c) the temperature of each unit, the leakage of liquids, the state of the tyres, the connection of the trailer (semi-trailer), the securing of bodywork and cargo sidewalls, the purity of windscreens and side windows, lamps, retro-reflectors, vehicle registration marks and the operation of lamps and signalling devices.
(3) After the completion of the daytime power of the vehicle, in particular:
(a) dry cleaning, i.e. cleaning (or cleaning by vacuum cleaner) of the floor, cleaning of the seats and interior of the bodywork or cabin, and, where appropriate, washing of the vehicle in accordance with Article 7;
(b) the addition of all operating materials;
(c) check the brake function (in the winter period, release condensate from the air pumps and fill the filling into the anti-freeze pump and spray the filling into the air system), control, control and control devices and mechanisms, external lighting, signalling equipment, wipers, sprinklers,
(d) check that liquids and pressure air do not escape from the system, check the condition of the tyres, fastening the wheels, the external condition of the bodywork and visual inspection of the other parts of the vehicle, their integrity and connections (frame, feathers, wipers, exhaust pipe, etc.) and the integrity of the filling of the injection pump,
(e) disconnection of accumulators if the vehicle is equipped with a battery disconnection device.
(4) The driver shall also check other parts of the vehicle and equipment specified by the organisation, taking into account the recommendations of the vehicle manufacturer (importer), special type of vehicle or superstructure, or taking into account the specific use of the vehicle in service, before driving, while driving and after the end of the daily traffic performance.
Planned vehicle maintenance
(1) The planned maintenance of vehicles shall be carried out to the extent specified by the organisation in accordance with the instructions of the manufacturer (importer) of the vehicle and in accordance with Article 4 within the time limits specified in the following range:
(a) planned maintenance A between 3000 and 7000 km, but not later than 3 months of vehicle operation,
(b) planned maintenance B between 12 000 and 20 000 km but not later than 6 months of vehicle operation,
(c) scheduled maintenance C between 36 000 and 60 000 km, but not later than 12 months of vehicle operation.
(2) The management or, where appropriate, the central authorities may, in their field of competence, set uniform ranges and deadlines for the planned maintenance of vehicles corresponding to the specific conditions of operation; they must comply with paragraph 1.
(3) When using objective diagnostic methods and procedures and equipment, the scope and maintenance periods may be modified after prior agreement of the superior body of the organisation and the vehicle manufacturer (importer).
(1) In particular, the following work shall be carried out in the planned maintenance A:
(a) washing step II;
(b) for engine
- tension of wedge belts to the prescribed value,
- check and fill the oil into the injection pump and speed regulator, draw the feed pump clutch,
- check the integrity of the injection pump seals,
- leak check and relief brake function,
- engine status check by listening,
- check of engine leakage,
- check the state of the exhaust and suction pipes;
(c) for the fuel system
- check the integrity and tightness of the pipes and all screw connections,
- cleaning of the gross fuel cleaner for the transport pump;
(d) for cooling systems
- check the leakage status of the rubber joints and functions of the caps, fillers and discharge holes, leakage and storage of the radiator,
- control of the operation of fans,
- checking the state, purity and composition of the coolant;
(e) for the clutch
- control and adjustment of the coupling switching mechanism (clutch booster),
- lubrication of the switch bearing and pin of the switch lever,
- check the liquid state in the receptacle;
(f) for the transmission
- check the state of oil filling (lubricant),
- control of the speedometer drive (tachograph),
- leak check;
(g) for the braking system
- check of brake efficiency, adjustment of brake keys,
- the release of condensate from the air tanks and tyre filler, the addition of a filling of an anti-freeze pump (in winter),
- cleaning of oil separator,
- check the tightness of the system, tightening connections,
- control of the pressure regulator,
- control and adjustment of the automatic load regulator or braking device,
- the control of the liquid in the receptacle,
- lubrication of the brake system mechanism
- inspection of compressor fixation and operation and cleaning of compressor air cleaner;
(h) for steering and chassis
- control of the state and will of driving,
- lubricating the steering and suspension mechanism,
- control of nuts wheels,
- check the state and plane of disks
- checking of suspension equipment, including lubrication,
- checking the fit and attachment of the spare wheel,
- checking the operation of the replacement wheel lift and start-up device and lubricating it;
(ch) electrical accessories and fittings
- checking the condition and purity of accumulators, their fixing, electrolyte quantities and density,
- control of the status of the battery connector, check of the connection of the conductors,
- control and adjustment of lights,
- checking of equipment to connect the set,
- check the tachograph and the tachograph and their functioning, including their function and check the integrity of the seals;
(i) for bodywork
- check the condition of rear-view mirrors,
- checking the vision from the driver's seat to ensure that the vision is not restricted by the additional location of foreign objects (stickers, talismans, etc.),
- check the function of wipers and sprinklers.
(2) The planned maintenance B shall be performed in the range of maintenance A and other work, in particular:
(a) for engine
- checking the operation of the heated engine and oil pressure on the vehicle control apparatus,
- tightening of loose connections,
- checking and adjusting the will of the valves,
- cleaning of air cleaner, change of filter inserts or change of oil in cleaner (check more frequently in dusty environment),
- control of electrical connections and fastening of the trigger,
- check engine storage and all connections,
- control of the degree of smoke and volume content of CO;
(b) for the fuel system:
- cleaning, replacement of inserts of a fine fuel cleaner,
- control and adjustment of injectors to the prescribed value,
- check the storage and tightness of the tank or the exhaust system,
- check the storage and leakage of the injection pump,
- lubrication and adjustment of the injection pump control,
- check the tightness of the carburetor, adjustment of running empty;
(c) for cooling systems
- control of the operation and tightness of the water pump, re-checking of bearing clearance, distance of fan from radiator, tension of wedge belts and fixing of fans,
- tightening of rubber joints, checking the tightness of faucet heating,
- check the condition and leakage of the oil cooler, function of the closing valve of the oil cooler,
- checking the operation of thermostat and thermometer or other cooling device (without dismantling),
- check the condition and operation of radiator seals, lubricating control devices
(d) for the clutch
- checking the correct operation of the clutch,
- check the function of the coupling booster;
(e) in the case of a transmission
- tightening of gearbox connections, drawing of gearbox connections to the frame (engine) and checking the integrity of the flexible fit,
- checking of cleavage in grooves and joints in joint shafts, tightening of joints,
- checking of clearance in the gearing of the distribution system (without dismantling),
- control of the integrity of cuffs and protectors;
(f) for the braking system
- check the condition of the ropes, cableways, trolleys, levers and pins of the braking system and their lubrication,
- parking brake adjustment check,
- control of the free running of the service brake pedal (adjustment and de-ventilation),
- check for leakage of brake pipes, hoses and their integrity,
- check the function of the return valves - air leakage,
- detection of a single braking air loss,
- testing of brake activity,
- checking the relief brake,
- check of brake lining condition;
(g) for steering and chassis
- check the condition of the front axle, the clearance of vertical and spherical pins and the condition of the steering rods,
- check the axial forces of bearings at raised axle,
- control of power steering connections and control of its functions,
- control of tractors, rods, lever, arms and steering column, if not damaged or deformed, and retraction,
- control of maximum wheel deflection at raised axle, adjustment of stops,
- adjustment of axle geometry,
- retraction of the frame connections, checking whether the welds are broken or if other cracks appear,
- control and tightening of all screw connections prescribed by tightening moments,
- control of shock absorbers, pens, stirrers, pen holders and coupling tightening, control of body height (chassis) for air conditioning,
