Ministry of Interior of the Czech Socialist Republic
of 19 May 1976
laying down the principles governing training of fire protection personnel
The Ministry of Interior of the Czech Socialist Republic, in agreement with the participating central authorities, provides for the fire protection of:
Scope
(1) The Decree regulates the principles of training on the fire protection of persons (hereinafter referred to as training), which are in a working, Member, teaching or other similar relationship to organisations (1) carrying out such training as part of preventive fire protection measures.
(2) Training in railway, water and air transport organisations, forest management organisations, Czechoslovak People's Army departments and facilities, the National Security Corps services, the Ministry of Interior and the State Mining Administration organisations is governed by specific legislation.
(3) The provisions of this Decree do not apply to the training of fire protection inspection staff of national committees, members of public and competitive fire departments, professional firemen in public and plant fire departments.
Responsibility for training
Training in organisations shall be the responsibility of the Head of Organisation.
Training levels
First degree training
(1) The first-degree training shall include an interpretation of the essential obligations of workers while complying with fire safety regulations, an interpretation of the fire hazard in the organisation and an instruction on the use of essential fire extinguishers.
(2) First-degree training shall take part in:
(a) persons who are in a working, Member, teaching or other similar relationship to the organisation (hereinafter referred to as "workers");
(b) students enrolled in organisations where they acquire professional experience;
(c) staff not mentioned under (a) and (b) and carrying out work in the premises of organisations; The organisation shall adjust the content and scope of first-degree training to such persons accordingly.
Second degree training
(1) Second degree training contains a detailed interpretation of the fire hazard characteristic of the workplace (production technology, storage of flammable substances, etc.), the alarm guidelines, the fire plan and the organisation's rules of fire; one third of the overall scope of second-degree training shall be aimed at practical training.
(2) Second-degree training shall take part in:
(a) first-degree staff;
(b) workers who move to another workplace or other work where this level of training is required.
Second-degree training shall be carried out by the organisation once every two years, unless a shorter period is set by the head of the organisation or a superior body, taking into account the increased fire hazard. However, training of fire protection personnel in organisations at a time when they are not employed shall be carried out at least once a year.
Third degree training
(1) Third-degree training includes detailed familiarity with the system and fire protection management in the organisation, the basic knowledge of the burning and extinguishing process of flammable substances and the content of relevant state technical and sectoral standards.
(2) Third-degree training shall take part in:
(a) management organisations (3) and their representatives;
(b) other senior staff of the organisation at all stages of management and personnel who undertake first and second level training;
(c) members of the Fire Technical Commission, fire prevention personnel in organisations; masters of the fire brigade shall take part in training if they are not professional firemen;
(d) personnel responsible for the research and development of products or technology.
(3) Third-degree training shall be carried out by the organisation once every three years, unless a shorter period is set by the head of the organisation or a superior body.
(1) The knowledge obtained for third-degree training shall be verified by a panel of experts designated by the head of the organisation; for managers referred to in Section 6 (2) (a), the expert commission of the superior body. For successful completion of third-degree training, the head of the organisation shall issue a certificate on a proposal from the expert committee.
(2) Workers referred to in Article 6 (2) who have failed to verify knowledge are obliged to submit to a new verification of knowledge within three months.
Training organisation
For all training stages, the organisation shall draw up thematic plans and a timetable for the training to be discussed with the management body and the relevant national committee - fire protection inspections. The thematic plan and schedule of training of managers referred to in § 6 (2) (a) shall be discussed by the superior body with the Regional National Committee - Fire Protection Inspection (National Committee of Prague - Urban Fire Protection Inspection) according to the organisation's headquarters.
(1) Training is usually provided by the organisation by its staff. First and second level training shall be carried out by fire protection staff in organisations, managers or other authorised personnel who have successfully completed third degree training.
(2) The training of third-degree managers referred to in Article 6 (2) (a) shall be provided by the superior authority. In the case of other third-degree staff, the organisation shall, as a general rule, provide such training by its competent staff in cooperation with the fire protection staff in the organisation.
The organisation shall keep documentation on the training. The documentation on training and verification of knowledge of workers referred to in Article 6 (2) (a) shall be kept by the superior authority.
Common, transitional and final provisions
Organisations cooperate in training with the authorities of the Revolutionary Trade Union Movement, the Association of Fire Protection of the Czechoslovak Socialist Republic, or other social organisations.
(1) First and second-degree training for newly recruited workers and second-degree training for workers transferred to another work or workplace are required by the organisation to ensure that the worker is assigned or transferred to another workplace.
(2) Third-degree training for newly recruited workers or those assigned to the functions where this level of training is required will ensure the organisation within three months of the recruitment or transfer of the worker. For the staff referred to in Section 6 (2) (a), the training shall be provided by the superior body within the same period.
(3) The second and third-degree training provided for in this Decree will be ensured by the organisation at the latest within one year of its effectiveness by persons who are workers at the beginning of the Decree. Third-degree training for the staff referred to in Section 6 (2) (a) shall be provided by a superior body within the same period.
Specific regulations governing training or verification of workers' knowledge of fire protection are not affected by this ordination.4)
They shall be deleted:
1. Paragraph 8 of the Order of the Minister of the Interior No 169 / 1955 Ú. l., on the security and organisation of fire protection in the plants;
2. the Ministry of the Interior Directive of 19 October 1959, No. PO-1638 / 1959, for the training of staff of fire protection plants whose further validity has been notified in the amount of No 47 / 1967 Coll. (XVIII / 9).
This Decree shall take effect on 1 July 1976.
