ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 11 February 2021
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
The Government shall, with effect from 12 February 2021, from 00: 00 to 14 February 2021, limit the free movement of persons when entering the territories of Cheb, Sokolov and Trutnov and leaving them in such a way that:
I. prohibits
(a) all persons resident or resident in Cheb, Sokolov and Trutnov districts leave the district;
(b) any person who does not have a place of permanent residence or residence in the territory of Cheb, Sokolov and Trutnov, entry, movement and residence in the territory of those counties;
except:
1. travel for the purpose of carrying out a profession or activities for reinsurance
(a) security, internal order and crisis management;
(b) the protection of public health, the provision of health or social care, including volunteering;
(c) public public transport and other transport infrastructure;
(d) services for residents, including supplies and delivery services;
2. children, pupils and students participating in education in establishments for which no operating restrictions are imposed pursuant to the Government of the Czech Republic Resolution of 7 January 2021 No 13, and their necessary escort,
3. urgent journeys which are strictly necessary for the protection of life, health, property or other legally protected interests;
4. travel to work and to perform business or other similar activities and to perform the duties of a public official or constitutional officer;
5. trips to ensure the necessary needs of relatives and loved ones or needs for another person (e.g. volunteering, neighbourhood assistance), child care, animal care,
6. necessary travel to health and social services facilities, including the provision of necessary accompanying relatives and loved ones, and veterinary care facilities,
7. necessary travel to deal with official matters, including the necessary accompanying of relatives and loved ones;
8. necessary travel for the purpose of individual spiritual care and service,
9. necessary travel for the purpose of veterinary care;
10. necessary trips to attend the wedding, statements of persons entering the registered partnership together and the funeral,
11. travel back to his place of residence or residence;
II. Orders
(a) to all persons benefiting from the exemptions referred to in point I. an obligation to demonstrate the justification for the use of those exemptions;
(b) all persons residing and moving within the territory of the district, except those referred to in point I / 2 of the Emergency Measures of the Ministry of Health of 7 December 2020, No. MZDR 15757 / 2020- 43 / MIN / KAN, are required to use a medical face mask (surgical mask) or a respirator or semi-mask without an exhaust valve with a filtration efficiency of at least FFP2, KN95 or N 95,
- in all internal areas of buildings, outside the places of permanent residence, residence or accommodation,
- public transport,
- at all other publicly accessible places and public spaces where at the same place and at the same time there are at least 2 persons less than 2 metres apart, unless they are exclusively family members;
III. Provides that the obligations set out in points I. and II. (a) shall not apply to persons who, demonstrably through the territory of that district, merely transit, such as, in particular, international transport workers; persons transiting in such a way shall be prohibited from stopping in the territory of that district unless strictly necessary;
IV. Strongly recommends at all workplaces and places of work or services in the territory of the district where it is not possible to ensure a minimum distance of 2 metres between workplaces or places of work or service, or workplaces where there is increased accumulation of staff and other persons in common areas, that:
1. the introduction of regime and organisational measures leading to:
(a) restrictions on the physical contact of persons, including the possible creation of separation bulkheads between locations;
(b) restrictions on the accumulation of persons in public spaces;
(c) promotion of work from home, organisation of working hours and breaks, shift rotation management,
(d) adequate ventilation or ventilation of the workplace, increased hand hygiene and environment;
2. access to the place of work, occupation or other activity, agency and seasonal workers and to the place of work, occupation or service by persons who do not engage in work, occupation or other activities at the place of work,
3. the possibility of carrying out antigenic testing of workers and workers every three days has been ensured.
