DECLARATION
Czech Labour Safety Authority
of 13 March 1981
on ensuring safety of work and technical equipment in inland navigation
The Czech Labour Safety Authority provides, pursuant to § 5 (1) (d) of Act No. 174 / 1968 Coll., on State Professional Safety Supervision, in agreement with the competent authorities and organisations:
Scope
(1) The Decree lays down the obligations of legal and natural persons (hereinafter referred to as "organisations") 4 and their personnel in the operation, maintenance and repair of vessels, loading, unloading and other operations related to their operation.
(2) Ships, floating machines and floating equipment with or without their own propulsion, with the exception of small planting.1, shall be regarded as vessels under this Regulation)
(3) The Decree does not apply to the activities referred to in paragraph 1 in respect of:
(a) vessels of the armed forces of the Federal Ministry of Defence;
(b) vessels of the armed corps of the ministries of the Interior, the National Security Corps and the Border Guard and Border Protection Services;
(c) floating machines which under specific regulations are subject to supervision by the authorities of the State Mining Administration.
General requirements for ensuring safety of work
(1) Workplaces and special purpose communications, when exposed to weather effects, must be secured against slip and, under reduced visibility, shall be illuminated, except for those workplaces on floating or manoeuvring vessels where lighting would jeopardise the safety of navigation.
(2) In ports, at transhipments, at navigation facilities, and wherever there is continuous or mass untying or anchoring of vessels, they must be identified and kept clean and in order to maintain access routes to individual untying positions.
(3) The sources of danger, such as mechanisms and equipment, places where persons may fall, passages, hatches and openings on the vessel must be properly secured and labelled with safety colours, signs and tables in accordance with specific regulations. (2) The holes and holes on the vessel shall be reliably covered by hatches or bars. The openings or openings shall be marked with a distinctive coating of the inside of the hatches so that the marking is visible when they are opened; the hatches shall be secured against their self-sealing.
(4) Escape routes, corridors and passages must be transparent, not blocked by any material. The escape routes shall be marked.
(5) The organisation shall equip the workplace with a first-aid kit with regard to the nature and extent of the activity carried out and the prescribed means of fire protection, fire regulations and, where appropriate, other fire documentation as appropriate.
(6) Workers are required to ensure that the space in which they work is safe from the point of view of job safety and that they do not jeopardise the safety and health of others.
(7) The organisation shall determine where and under what circumstances it is permissible to carry out work in which there is a risk of explosion and fire.
Working with mechanisms
(1) Repair mechanisms must be secured against accidental entry into service. Therefore, they must be disconnected from energy sources and their main power supply or controls marked with a warning sign "The device shall be operated."
(2) In particular, when working with mechanisms, it shall be prohibited to:
(a) overloading them;
(b) interfere with them during their operation;
(c) remove protective covers (except for repair).
Work with ropes
(1) When working with ropes, care should be taken in particular to
(a) the rope which binds has always been in the perspective of the worker;
(b) the rope used for tying has always been aligned or curved on the winding drums or on board in such a way as to avoid further action;
(c) only the required length has been dialed from the winch when handling the rope;
(d) when the vessel is retained or tied to a tow, the rope has not been firmly attached to the pachola;
e) the rope did not reach the sharp edges.
(2) In particular, when working with ropes:
(a) use damaged ropes;
(b) use silon ropes to tow and stop vessels;
(c) release hand-held ropes;
d) work with ropes without protective gloves,
e) Stay in front of the ropes in an endangered space and enter the rope loops while working with them;
(f) bend the ropes other than through the pulley, the horn and the pachola.
(3) The binding agents used must be in perfect condition. The organisation shall designate a worker who shall be responsible for the storage and registration and for the implementation of the revisions of the binding agents.
Work with anchor
(1) It is forbidden to stay close to the anchor chain when anchor. When anchored by an anchor thrown off the deck, the anchor chain (rope) shall be between the anchor and the side of the ship.
(2) If the anchor is tangled in ropes or chains during lifting, it shall not climb on it when it is removed. If a boat is used for rescue, its load capacity shall be respected.
Repair and maintenance services of vessels
(1) The scaffolding or assembly platforms used in the repair or maintenance of vessels must comply with the working conditions on a fixed base and must comply with the special regulations.3)
(2) When dismantling the device, care must be taken to avoid sudden release of the disassembled parts. Heavy disassembled parts shall be secured against unforeseen movement before complete release. The disassembled parts of the device shall be postponed so as not to prevent the safe movement of workers and shall be secured against falling or sliding.
(3) When handling equipment containing or contaminated with oil, diesel or other flammable liquids, fire-fighting and pollution prevention measures shall be followed by such substances.
(4) In particular, the following measures shall be carried out when working in ships' tracks:
(a) ensure that the wheels or gearing prevent accidental rotation;
(b) to place a warning sign on the starting device of the main machine;
(c) to assign a working group or individual supervisor;
(d) to ensure that work is done by launching a lifeboat for water; the boat shall be equipped with the necessary means of rescue;
(e) to close properly the track boxes or rails in the track gearing after work and before the main machine is started.
Extraction of vessels to land
(1) The following conditions shall be met when hauling vessels on land using a ship lift:
(a) prior to the start of the work, a check must be made on the throughput of the rails, wagons, ropes and the entire area on which the wagons will be handled;
(b) access of persons to the vicinity of the lift ropes and to the space between the towed vessel and the water shall be restricted while the vessel is on land; to this end, warning signs prohibiting unauthorised entry must be placed on the access points to the lift area;
(c) the articles or material on board the vessel drawn up must be secured against the drop or fall.
(2) In the case of vessels established at the border, the condition and resistance of each border must be checked separately.
(3) For the extraction of vessels on land, the organisation shall designate personnel who may operate the ship lift and identify, outside the obligations set out in paragraphs 1 and 2, any other necessary measures concerning all operating modes and equipment.
Cargo handling and materials
(1) The cargo and materials to which it is handled must be secured against fall or drop. When handling them, escape routes, safety and fire exits shall not be built and proper operation of machinery and equipment shall not be disturbed. The organisation shall ensure that unauthorised persons do not have access to the handling areas.
(2) Road vehicles and railway wagons must be secured against spontaneous movement when transferring cargo or material.
(3) Cargo handling and materials are prohibited
(a) to stay in the vicinity of handling areas when transposing with dredge;
(b) to keep persons other than those designated in the loading area;
(c) enter the loading area of the vessel by a mass substrate;
(d) exceed the permissible load on the storage floor.
Connection with vessels
(1) To be transferred from a vessel to a vessel or, where appropriate, to a shore, it shall be permitted only if the distance or cant between them allows for crossing; in other cases, any of the following types of connections shall be used:
(a) gangways;
(b) ladders, stairs,
(c) swivel arms,
(d) boats.
(2) The transition bays must be at least 0,4 m wide, the bays for carrying batches must be at least 0,8 m wide. The connecting bridge shall have transverse drawbars and at least one side of the railing of 0,9 m high The edges of the footbridge shall be painted white (strip 0,05 m wide).
(3) The lines must be fixed in such a way as to avoid displacement, roll-over or swing.
Use of personal protective equipment
(1) Personal protective equipment which may cause sparks shall not be used in the handling of Class I and Class II flammable liquids (e.g. suits of synthetic substances with metallic components).
(2) Lifejackets are mandatory for workers to use:
(a) wherever the edge of the vessel does not have a handrail;
(b) in the case of rescue work and in the event of a vessel's accident,
(c) when using a lifeboat for work and rescue purposes;
(d) when leaving the vessel by means of a swivel arm;
(e) when leaving the vessel when untying in the lock;
(f) when the anchor is removed;
(g) if the organisation or master of the vessel so determines, according to local conditions and working conditions.
Training
Organisations shall be required to train the master of the vessels demonstrably at least once every two calendar years and other personnel at least once per calendar year on this decree and on the rules for ensuring the safety of work and technical equipment in the scope of the performance and management of the work covered by this decree.
Efficacy
This Decree shall take effect on 1 September 1981.
