DECLARATION
of 14 February 2008
amending Decree No 529 / 2005 Coll., on administrative security and on classified information registers
The National Security Authority shall determine, pursuant to Articles 23 (2) and 79 (7) of Act No. 412 / 2005 Coll., on the protection of classified information and on security competence, as amended by Act No. 32 / 2008 Coll.:
Decree No 529 / 2005 Coll., on administrative security and on classified information registers, is amended as follows:
1. In Article 1 (1), at the end of the text in point (b), the words "and the scope of the cover materials of the classification grade reserved for classified information shall be added."
2. In Article 2, at the end of point (c), the dot is replaced by a comma and the following points (d) and (e) are added:
"(d) by means of a portable box of any kind of briefcase, briefcase, suitcase, portable safety deposit box or courier bag which, when transporting or transmitting a classified document, is secured against unauthorised tampering with its contents, for example by locking a mechanical or code lock or sealing, sealing and bearing the name and address of the authority of the State, legal person or natural person involved in the operation and indicating:" Do not open and prevent the formation of the Police of the Czech Republic or the National Security Office immediately, "
(e) by the original of the classified document, a copy of the classified document delivered or a copy of the classified document produced, as indicated in the division. ';
3. The heading "Registration of a classified document 'is inserted under the title of Section 7.
4. Paragraph 7 (1) is deleted.
Paragraphs 2 to 4 shall be renumbered paragraphs 1 to 3.
5. In Article 7 (1), the words "at least to columns 1 to 12 and 14 to 16 of the Protocol 'are deleted.
6. In Article 7 (3), at the end of point (c) of the comma, the words "For example, the registration mark of the originator or consignor may be used as another registration mark," shall be replaced by a dot.
7. Under the heading of Section 8, the following heading is inserted: "Drawing up a classified document and its particulars'.
8. In Article 8, the following paragraph 3 is added:
"(3) A copy of the classified document shall be drawn up in the number of copies shown in the distribution form. Those who produce a paper shall immediately, after its approval, destroy defective copies, copies which are not included in the box, and drafts of an unapproved paper in such a way as to prevent their reconstruction and identification of the classified information contained therein. Similarly, the underlying material shall be destroyed after its use if it is not registered. The classified grade material reserved for the cleanup of a classified document shall be paper-based and non-paper-based material containing classified classified information of a grade-based which is neither original nor pure shall be intended for the production of such material; for example, it is a material which arises at the hearing and is the basis for the resulting classified document or official conclusion of the hearing, or a copy of the classified document. If the underlying material becomes part of a classified document, it shall be registered. When the cryptographic writes2a is completed, the underlying material must not be produced.

9. Article 9, including the title and footnotes Nos 3 and 6, reads:
Preparation of the consignment for the transport and transport of the consignment
(1) When transporting a consignment by the holder of a postal licence (3), the classified document is transported in two envelopes. The internal envelope shall include the consignor, the name and full address of the addressee, the classification level and the reference number of the classified document or other registration mark. The external envelope shall be indicated by the consignor and the addressee, the classification level and its abbreviation in the number of the negotiating classified document, if used. When a classified document cannot be placed in an envelope, it shall be placed in solid packaging which shall be accompanied by the same particulars.
(2) In the case of carriage of a consignment by a postal licence holder (3), the form of the postal service may be used:
(a) is the place of delivery of the consignment in the Czech Republic;
(b) the holder of the postal licence confirms in writing the receipt of the consignment to the consignor;
(c) the addressee confirms in writing the receipt of the consignment to the holder of the postal licence;
(d) the holder of the postal licence is responsible for the loss, damage and loss of the contents of the consignment.
(3) When transporting the consignment by courier service, the classified document shall be transported in a portable box, envelope or solid packaging. The consignor, the name and full address of the addressee, the classification level and the reference number of the classified document or other registration mark shall be indicated on the cover or hard packaging.
(4) When transporting the consignment by courier service, the courier shall take such measures to prevent unauthorised persons (6) from accessing classified information.

10. Under the heading of Section 10, a heading is inserted: "The storage and lending of a completed classified document '.
11. in Article 13 (3), "§ 7 (2)" is replaced by "§ 7 (1)";
12. in Paragraph 19 (1), the last sentence is deleted;
Efficacy
This Decree takes effect on 1 March 2008.
