DECLARATION
of 28 January 2005
on the conditions of organisation and financing of competitions and fashion shows
The Ministry of Education, Youth and Sports provides according to § 112 of Act No. 561 / 2004 Coll., on Pre-school, Basic, Medium, Higher Vocational and Other Education (Education Act):
Subject matter
(1) This decree applies to competitions and exhibitions (hereinafter referred to as "competitions') organised for children, pupils and students (hereinafter referred to as" pupils') of schools and educational establishments (hereinafter referred to as "schools') in private education declared or co-proclaimed by the Ministry of Education, Youth and Sports (hereinafter referred to as" the Ministry ').
(2) The provisions of this Order also apply to the preparation of competition organised for selected participants (hereinafter referred to as "concentration ') before and before regional and central wheels and their deployment for international competitions.
Organisation of competitions
(1) The competitions are organised according to the age categories of pupils, vocational focus, or according to the type of school or field of education, as a general rule in the form of advanced bikes, school bicycles, district bikes, regional bikes, central bikes.
(2) Participation in competitions is voluntary for pupils.
Announcement of competitions
(1) The Ministry declares national and international competitions.
(2) The Ministry may announce competitions together with the central authorities of the state administration, local authorities, civil associations or other legal persons on the basis of a written agreement. Expenses associated with competitions shall be shared by the promoters in advance.
(3) The counties may participate in the security of the competitions referred to in paragraphs 1 and 2, after consultation with their promoters.
(4) Schools may participate in the security of school cycles of the competitions referred to in paragraphs 1 and 2.
(5) The applicants for competitions referred to in paragraphs 1 and 2 shall determine the professional orientation and thematic circuits of the competitions, where appropriate, specify details of the organisation of the individual competitions in the organisational order, which shall include in particular the breakdown of the age categories of pupils, the setting of conditions for participation and evaluation of the competitions, and, if required, the specific focus of the competition, the details of safety and health, the conditions for the fitness of the pupil, etc.
(6) Each year, the Ministry shall issue an overview of the competitions it declares in accordance with paragraphs 1 and 2, including their individual steps. This summary shall be published by 31 August of the previous school year in the Bulletin of the Ministry of Education, Youth and Sports and in a way that allows remote access.
(7) The date of the lowest round of the competition is crucial for the inclusion of the competition in the overview for the relevant school year.
(8) At international competitions, pupils shall be selected on the basis of the results of the central rounds of the competitions referred to in paragraphs 1 and 2, or on the basis of the results of the concentration organised for selected participants of the central rounds.
Financial security of competitions
(1) The Ministry provides funding to the counties and other legal persons (hereinafter referred to as the "organiser") to cover the costs associated with the organisation of the district, county and central rounds of competitions announced under Article 3 (1) and (2).
(2) The Ministry and the regions can contribute funds to the implementation of the concentration organised before the regional and central rounds of competitions.
(3) The Ministry provides funding to cover costs related to the implementation of the concentration organised for selected participants in the central rounds before their deployment to international competitions.
Payment of costs
(1) The organiser provides pupils, persons overseeing pupils, jurors, arbitrators and other persons involved in the security of the competition, with compensation for the proven cost of transport by public means of transport (hereinafter referred to as fare) for district, regional or central wheels.
(2) The organiser may provide the pupils, the persons supervising the pupils, the jurors, the arbitrators and other persons involved in the security of the competition with food or the cost of meals.

(4) The organiser may pay travel expenses for persons supervising pupils, jurors, referees and other persons involved in the security of competitions when using a road motor vehicle, where this is economically advantageous.
(5) The organizer may arrange for a special bus for transport to the venue of the competition if it is economically or organically advantageous.
(6) Total expenditure relating to competitions is borne by the organiser and includes expenditure on the preparation, promotion and actual performance of the competition.
(7) The contribution of the pupil or sending school to the partial reimbursement of the costs associated with the organisation of the relevant transfer round of the competition may be a condition for the participation of pupils in the individual training courses announced in accordance with § 3 (1) and (2).
(8) The Ministry contributes to the reimbursement of the costs of the competitors and their necessary escorts associated with participating in international competitions.
Rewards for participants
(1) Competitors who place themselves in 1st to 3rd place belong to a gift or a book order (hereinafter referred to as a gift).
(2) The price of the gift in kind may not exceed the amount of the national budget
(a) in the district round
1. 600 CZK for winner - individual, or
2.1,200 CZK for winning team,
(b) in the regional round
1. 900 CZK for winner - individual, or
2.1,500 CZK for winning team,
(c) in the central round
1.1,400 CZK for winner - individual, or
2. 2 400 CZK for winning team.
(3) The sum of the value of the gifts in kind for the contestants who are placed in second and third places must not exceed the amount determined for the gift in kind for the competitor in first place.
(4) For contests for which the exact order of all participants is not determined, the total price of the gifts provided shall not exceed three times the value of the gift in question for the winner referred to in paragraph 2.
Safety and health
(1) The sending school provides for the safety and health of pupils during transport to and from competitions, unless otherwise agreed with the legal representative of the pupil. During the competition, the organiser ensures the safety and health of pupils.
(2) For sport, artistic and other competitions, where the nature of the competition so requires and is given by the rules of organisation, it ensures the safety and health of pupils sending the school in full unless otherwise agreed with the legal representative.
Provision of information on competition results
The organizer of the regional round shall, within one month of the end of the relevant round, inform the Ministry of the name, surname, year of birth of the competitors who have placed themselves in the first to 10th places and the addresses of the schools they attend. The central wheel organizer shall provide the above details of all competitors.
Repeal
Decree No. 285 / 2003 Coll., on the organisation and financing of competitions and shows for pupils is hereby repealed.
Efficacy
This decree shall take effect on the day of its publication.
