amending and supplementing the Decree of the Ministry of Education of the Czech Socialist Republic No. 83 / 1984 Coll., on the provision of scholarships and contributions to university students
The Ministry of Education of the Czech Socialist Republic, in agreement with the Ministry of Finance of the Czech Socialist Republic, the Ministry of Labour and Social Affairs of the Czech Socialist Republic and with other participating central authorities, provides pursuant to § 98 (2) of Act No. 39 / 1980 Coll., on Higher Education:
The Decree of the Ministry of Education of the Czech Socialist Republic No. 83 / 1984 Coll., on the provision of scholarships and contributions to university students, is amended as follows:
1. Paragraph 16, including the title, reads:
Conditions for and amounts of grants and grants
(1) The central authorities, regional national committees, state economic organisations, cooperative organisations and social organisations (hereinafter referred to as "organisations") may, with a view to obtaining university-qualified staff at the places of work in the Ústí nad Labem district, Teplice, Most, Chomutov, Česká Lípa and Sokolov district, provide ministerial, regional and corporate scholarships (hereinafter referred to as "scholarships"). Students who undertake, by written agreement, to remain at least:
(a) 5 years at the place of work designated by the organisation shall in principle be granted from the 2nd year of study a scholarship of 1200 Kčs;
(b) 7 years at the place of work designated by the organisation shall in principle be granted from the 2nd year of study a scholarship of 1400 Kns.
(2) In order to obtain university-qualified staff at work in other territorial areas selected by the participating central authority in agreement with the relevant Ministry of Labour and Social Affairs as regards regional scholarships and the relevant Regional National Committee in accordance with the National Economy Development Plan, organisations may provide scholarships in principle in the last two years of study. Students who undertake, by written agreement, to remain at least:
(a) 5 years at the place of work designated by the organisation, a grant of a scholarship of CZK 1000 per month for the preferred field of study;
(b) 5 years at the place of work designated by the organisation shall be awarded a scholarship of 800 CZK per month for other fields of study.
(3) The organisations may also provide students with the following contributions:
(a) a contribution to textbooks, teaching aids and cultural needs of 400 CZK per year;
(b) the reimbursement of the proven fare for the carriage of public bulk vehicles on taking up school and the end of the school year, as well as the reimbursement of the proven fare for visiting the family during the school year; for married students, the fare shall be paid once a month and for single students no more than once every three months. When a train is driven, the fare of the second class of the passenger train is paid and, at a distance of over 100 km, the express fee is paid. The reimbursement of the fare is granted only up to the amount of the fare at a discount to which the student is entitled. Expenditure on local means of transport shall not be reimbursed by the organisation,
(c) a contribution to a spouse who cannot be employed of 500 Kns per month, reduced where appropriate by the amount of the provision allowance or social scholarship; where he is employed and receives sickness or cash assistance in maternity or assistance in the treatment of a member of the family or an invalidity or partial invalidity pension, the allowance shall be reduced by the amounts thus paid;
(d) an allowance for each child who is not provided for 100 Kčs per month; if both spouses - students have entered into a scholarship agreement, a provision allowance shall be granted to only one of them,
(e) a one-off social assistance of up to 1000 CZK per school year in cases of special consideration.
(4) In a written agreement concluded in accordance with paragraph 1 or 2, the student shall undertake to return the scholarship or, where appropriate, the scholarship and contribution or the corresponding part thereof, if the commitment is not fulfilled in whole or in part. The period of basic (replacement) military service and the period of additional maternity leave shall not be counted until the period worked.
(5) The student shall immediately submit the agreement or a copy thereof to the Dean. "
2. Paragraph 17, including the title, reads:
Duration of grants and grants
(1) Scholarships and allowances shall be granted for the period laid down in the Agreement from the first day of the month in which the Agreement was concluded.
(2) Scholarships and, where appropriate, scholarships and allowances may also be granted to students who repeat the year for health reasons, serious family reasons or other special considerations.
(3) Scholarships and, where appropriate, scholarships and contributions under Article 16 (1), (2) and (3) (c) and (d) shall be granted for a period of 12 months in the school year; students studying according to an individual study plan shall be granted scholarships or, where appropriate, scholarships and contributions for the period of study determined by an individual study plan. "
3. In Paragraph 18, the reference to Paragraph 16 (2) is deleted and replaced by a reference to Paragraph 16 (1) and (2).
This Decree shall take effect on 1 October 1986.
