Ministry of Foreign Affairs
The Ministry of Foreign Affairs has indicated that at the 1997 and 1998 meeting of the Working Group on the Transport of Dangerous Goods of the United Nations Economic Commission for Europe, proposals for amendments and additions "Annexes A - Provisions on Dangerous Substances and Articles' and" Annexes B - Provisions on Means of Transport and Transport 'of the European Agreement on the International Carriage of Dangerous Goods by Road (ADR), adopted in Geneva on 30 September 1957, published under No 64 / 1987 Coll. *)
The amendments and additions "Annexes A 'and" Annexes B' entered into force on 1 January 1999 on the basis of Article 14 (3) of the ADR Agreement and entered into force on that date for the Czech Republic.
The Czech translation of the amendments and additions to the annexes is announced simultaneously.

Provisions on dangerous substances and articles
Amendments and additions valid from 1 January 1999
DEFINITIONS AND GENERAL PROVISIONS
2000 In paragraph (1) for the sixth definition instead of the "ninth" to state "tenth" and insert three further definitions of the following text:
"- under the term" piece "the complete product of the package consisting of a package or IBC and its contents ready for dispatch. This term includes the gas containers referred to in point 2211, as well as articles which, due to their size, weight and shape, may be transported unpacked or transported in containers, lats or other means of transport. This term does not cover unpackaged articles or substances which are transported freely in containers or in vehicles or substances transported in cisterns;
- under the name "IMDG Code" International Maritime Dangerous Goods Code issued by the International Maritime Organization (IMO) in London;
- under the term "ICAO Technical Instruments" Technical Instructions for the Safe Transport of Dangerous Goods by Air issued by International Civil Aviation Organizations (ICAO) in Montreal. "
2002 In paragraph (3) (a), replace the text of Note 2 as follows:
"NOTE 2: Where the provisions of paragraph 10 011 apply, the total quantity of dangerous goods carried by one transport unit shall be expressed in accordance with the provisions of this paragraph for the calculation of the maximum total quantity per transport unit. ';
Paragraph (8) (a) shall supplement the following text at the end of the new paragraph:
"A mixture or solution containing one or more of the substances listed or classified under heading No and one or more non-hazardous substances shall not be subject to the provisions of the ADR Agreement if the hazard characteristics of the mixture or solution are such that they do not meet the criteria (including experience criteria for human exposure) for classification in any class. ';
Item to be completed by a new paragraph of the following text:
"(15) Shippers of dangerous goods subject to the provisions of this Annex shall ensure that personnel involved in the activities linked to the transport process receive training on a thematic basis on their responsibility (see Annex B, paragraph 10 316). '
2007 At the end of paragraph (c), the following sentence shall be added:
"In such a case, the provisions of paragraph (1) (10) 500 shall apply only to the inscriptions and vehicle safety marks. ';
2011 At this point, instead of "1997," state "1999" (twice) and instead of "1996," state "1998."
EXEMPTION OF SUBSTANCES AND SPECIFIC PROVISIONS FOR SINGLE CLASS
2101 After the substance of the digit 4 of the substance identification number 0143 give a new Note 3 of the following wording:
"NOTE 3: The competent authority may approve the inclusion of these mixtures in Class 3 on the basis of the Series 2 and Series 6 (c) tests at least three pieces ready for transport (see paragraph 2300 (9)). ';
Refigure the original three to five to four to six.
After the substance identification number 0150:
Number the current "Note" as "Note I." To add a new remark as follows:
"NOTE 2: The competent authority may approve the inclusion of these mixtures in Class 4.1 on the basis of the Serie 6 (c) test at least three pieces ready for transport. '
Release the word "industrial" for numerals

2102 Change the last sentence of paragraph (14) as follows:
"Such unpacked items may be fixed in boxes or stored in lats or other suitable handling storage or transport equipment in such a way that they cannot be lost during transport under normal conditions. '
Insert new paragraph (15) of the following text:
"(15) If large explosive articles, as part of their operational safety and suitability for testing, are successfully subjected to tests of adequate ADR intensity, they may be approved for carriage under ADR conditions. ';
Refigure the original paragraphs (15) and (16) to (16) and (17).
2105 Before the last sentence of paragraph (1) insert the sentence of the following text:
"In the case of unpackaged articles, the marking shall be placed on the article, on its transport or on its handling, storage or transport equipment. ';
In paragraph (3), delete in its second part the words: "containing one or more corrosive substances according to the criteria for class 9 numbers'
2115 In paragraph (2), insert the words "inscriptions and" before the words "safety marks"
2201 For digit 1 and delete the whole "NOTE 3"

"NOTE: Articles operating as shock absorbers shall not be subject to the provisions of the ADR if each article:
(a) has a volume of gas space not exceeding 1 litre and a filling pressure not exceeding 50 bar;
(b) has a minimum burst pressure of four times the filling pressure at 20 ° C;
(c) it is made of material which does not form fragments when torn;
(d) is exposed to fire, is protected against rupture by means of means limiting fire or by devices to reduce internal pressure; and
(e) it is manufactured according to the quality of the standards approved by the competent authority. ';
After the previous note insert a new entry and note:
"3353 Fuming bags, gas-filled or gas-fuelled MODULE 3353, gas-fuelled or 3353
NOTE 1: This designation applies to articles used as life-saving appliances in vehicles, containing gas or a mixture of compressed gases classified in Class 2 and with or without small quantities of pyrotechnic material. For units with a pyrotechnic substance igniting effect shall be contained in the vicinity of the pressure vessel so that the unit can be excluded from Class 1 in accordance with the NOTE to paragraph 2100 (2) (b), in conjunction with paragraph 16.6.1.4.7 (a) (ii) Manual of Tests and Criteria, Part I. In addition, the units shall be designed or packaged for transport in such a way that the burst of the pressure vessel or the risk of spreading occurs when the fire enters. This must be determined by analysis. The pressure vessel shall comply with the gas (s) contained in the pressure container.
NOTE 2: Inflatable bags or safety belts which are installed in vehicles or complete vehicle groups (such as steering columns, door panels, seats, etc.) are not subject to ADR regulations. '
(3) amend the text of the last two subparagraphs as follows:
"Each piece shall be clearly and permanently marked:
(a) the identification number of the substance or article contained in it, with the letters "UN" assigned;
(b) in the case of different items with different identification numbers in one piece:
- the identification numbers of substances or articles with the letters "UN," or
- letters "LQ" 2 /
These markings shall be placed in a square area of 100 x 100 mm framed by a black line with dimensions. If the size of the piece so requires, the dimensions may be reduced provided the markings remain clearly visible. '

"2 / LQ letters" stands for English words "Limited Quantities"
2207 Edit paragraph (3) as follows:
"(3) Gas numbers 1A, 1O and 1F, excluding 2203 silane, are permitted as carrier (spray) substances or components thereof or for the filling of 1950 aerosols; Gases of numbers 2A and 2F, except for methyl silane identified by the substance identification number 3161; and 1070 nitrous oxide 20. '
Change the wording of paragraph (4) as follows:
"(4) All gases of numbers 1 and 2, except pyrophoric gases and highly edible gases (gases with LC50 less than 200 ppm) are permitted as filling gases for 2037 small containers containing gas (cartouche). '
2210 Complete the following sentence at the end of paragraph (1) (a):
"However, where such packages have a total gross weight of not more than 2 kg in accordance with the" General packing conditions "of paragraph 3500 (1), (2) and (5) to (7) are sufficient. ';
2212 In paragraph (1), in the last subparagraph, instead of the words "part of the standards", indicate "directives and standards:"
At the end of paragraph (1), add another alinea as follows:
