concerning the Convention between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on Cooperation in Health
On 4 December 1957, the Convention between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on Health Cooperation was negotiated in Prague.
The Government approved the Convention on 12 March 1958. The approval of the Convention by the competent Soviet authorities was communicated by a note dated 7 January 1958 and its approval by the Government of the Czechoslovak Republic was communicated by a note dated 28 April 1958.
Pursuant to Article 14 of the Convention, the Convention entered into force on 28 April 1958.

CONVENTION
between the Government of the Czechoslovak Republic
and the Government of the Union of Soviet Socialist Republics
on cooperation in health care
The Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics, led by their wish to contribute to further strengthening friendly relations between the peoples of the two countries and to extending cooperation in the field of health and medical science, decided to conclude this Convention on Cooperation in Health and appointed by their agents:

Those who exchanged power of attorney and found them in proper form and in complete order agree on this:
The Parties shall promote and develop cooperation and shall provide mutual assistance at all sections and on all health and medical science issues, so that such cooperation contributes to the constant improvement of the health status of the people of both countries.
1. The Parties shall exchange scientific research plans from all fields of medical science and information on the results of scientific research, taking into account the possibility of mutual coordination of scientific research.
2. The Parties shall exchange plans and programmes of medical meetings and conferences and shall allow each other to participate in them for scientific staff.
1. The Parties shall promote the development of direct cooperation between the scientific research medical institutes of both countries. This cooperation will consist in particular of establishing direct contacts between the staff of these institutes, exchanging scientific research plans, exchanging scientific work and other scientific information, carrying out joint research, as well as sending each other scientific staff.
2. The Parties shall promote the development of cooperation in the field of medical press and the participation of the other Party's scientists in the work of the Editorial Councils of medical journals.
3. The Parties shall promote the development of cooperation between higher medical schools under the cultural cooperation agreement concluded between the two countries.
The Parties shall exchange experiences on the prevention and treatment of various diseases as well as on the organisation of preventive care for the population.
1. The Contracting Parties shall allow each other to receive constitutional treatment in their healthcare establishments to the patients of the other Party under an agreement between the health ministries of both Parties.
2. Each Contracting Party shall provide free medical treatment to the citizens of the other Party who are in their territory in the event of sudden illness.
3. Issues related to spa treatment are covered by a separate agreement.
The Parties shall inform each other of infectious diseases and of important epidemiological events that could affect the epidemiological situation in the other country.
The Parties shall immediately inform each other of the emergence of quarantine infectious diseases on their land, water and air routes by which passengers or costs of the other Party are carried.
If sanitary and anti-epidemic measures of a greater scale are to be implemented along the Czechoslovak-Soviet state borders, both parties shall agree on how to implement them in such a way that they can be implemented, preferably at the same time and in the same way.
The Parties will enhance cooperation in health education among the population.
The Parties will send health professionals to each other to exchange experiences on various health and medical science issues and to provide scientific and practical assistance.
The Parties will exchange various material on the organisation, planning and management of health care, information on health laws, data on health statistics, scientific work, monographs and medical journals, scientific documentation, medical films, strains of various bacteria and viruses, samples of medicines and products of the medical industry, as well as other material.
To implement this Convention, the Ministry of Health of the Contracting Parties shall negotiate a specific cooperation and mutual assistance plan each year.
The two Parties shall bear the expenses associated with the implementation of this Convention on the basis of equality and mutual benefits:
1. The expenses associated with the posting of health workers shall be borne by the Party in respect of which the staff are seconded.
2. The expenditure relating to the stay of officially invited experts for meetings and conferences shall be borne by the beneficiary Party; travel expenses to and from the place of destination and small personal expenses shall be borne by the sending party.
3. When exchanging health professionals on a reciprocal basis, all costs associated with their stay shall be borne by the receiving Party; the fare to and from the place of destination shall be paid by the sending party.
4. Each Contracting Party shall provide the sick citizens of the other Party with the necessary treatment free of charge pursuant to Article 5 (1) and (2) of this Convention. The receiving party does not carry any expenses associated with the transport of the sick and their stay in its country before and after constitutional treatment.
5. Prints, samples, scientific documentation and other similar material are generally exchanged free of charge; any refund shall be agreed in particular by both Parties.
6. The mutual statement of expenditure shall be made in accordance with the payment agreement applicable between the Contracting Parties.
This Convention shall be concluded for a period of 5 years and shall be extended automatically for a further 5 years, unless one of the Contracting Parties demonstrates its intention to terminate it 6 months before its expiry.
This Convention shall be subject to approval under the national provisions of each Contracting Party and shall become effective on the date of the exchange of the communication on its approval.
Written in two copies, each in the Czech and Russian languages, the two texts being equally authentic.
