on the Treaty on friendship, cooperation and mutual assistance between the Czechoslovak Socialist Republic and the German Democratic Republic
On 3 October 1977, the Treaty on Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the German Democratic Republic was signed in Berlin.
The Treaty was approved by the Federal Assembly of the Czechoslovak Socialist Republic and ratified by the President of the Republic. The instruments of ratification were exchanged in Prague on 20 April 1978.
Pursuant to Article 11 thereof, the Treaty entered into force on 20 April 1978.
The Czech version of the Treaty is hereby published at the same time.

TREATY
on friendship, cooperation and mutual assistance between the Czechoslovak Socialist Republic and the German Democratic Republic
the Czechoslovak Socialist Republic and the German Democratic Republic,
Building on the fact that in the historically short period since the liberation of the famous Soviet army from Hitler's fascism, in the process of socialist construction between the Czechoslovak Socialist Republic and the German Democratic Republic, a strong bond of brotherly friendship and universal cooperation based on marxism-leninism and socialist internationalism has been established,
firmly determined to develop their close friendship to the benefit of both States, their nations and the socialists' community and to support the legal process of further convergence of socialist countries and nations,
attaching great importance to further improving political and ideological cooperation, developing and deepening socialist economic integration,
DETERMINING the principles and objectives of socialist foreign policy to create the most favourable international conditions for the construction of socialism and communism,
attach fundamental importance to the protection of the territorial integrity and sovereignty of both states against any plot;
firmly determined to comply consistently with the commitments under the Warsaw Treaty of Friendship, Cooperation and Mutual Assistance of 14 May 1955,
led by a determined effort to contribute to the strengthening of the unity of all socialist countries, consisting of the unity of the social establishment and the final objectives,
affirming that the consolidation, development and protection of socialist achievements achieved by the heroic efforts and dedication of the people are a common international duty of the socialist countries,
to promote further consolidation of peace and security in Europe and around the world and to contribute to the implementation of the principles of peaceful coexistence in relations between states with a different social establishment and, on this basis, to develop fruitful and mutually beneficial cooperation between them and to act decisively against all forces of hostile easing of tension,
convinced that the contractual system established between socialist states and capitalist states and its further expansion is essential for ensuring security and for the integrity of existing borders in Europe,
Recalling that the German Democratic Republic has fulfilled the principles of the Potsdam Agreement and has become a sovereign independent socialist state a full member of the United Nations,
Taking into account the remarkable results achieved by both countries in building a developed socialist society,
attach great importance to the further development and improvement of the contractual basis of their relations and to the changes that have taken place in Europe and worldwide,
guided by the objectives and principles of the United Nations Charter,
agree as follows:
In accordance with the principles of socialist internationalism, the High Contracting Parties will continue to deepen their relations of lasting and unbreakable friendship and brotherly mutual assistance in all areas. In this spirit, they will develop all-round cooperation and provide each other with universal support, based on mutual respect for national sovereignty and independence, equality and non-interference in internal affairs.
The High Contracting Parties will increasingly use the material and intellectual potential of their nations and states to build a socialist and communist society and to consolidate the socialist community.
In line with the principles and objectives of socialist economic integration, and in order to better meet the ever-increasing material and spiritual needs of their peoples, they will use all existing opportunities to expand and intensify mutually beneficial bilateral and multilateral economic and scientific and technological cooperation, including within the framework of the Council of mutual economic assistance.
Both sides will continue to coordinate and harmonise national economic plans in the long term, expand specialisation and cooperation in production and research, align prospective measures in important areas of the economy, science and technology, exchange knowledge and experience gained from the building of socialism and communism, and, in order to increase the efficiency of social production, ensure the ever closer synergies between national economies of both states.
The High Contracting Parties shall facilitate cooperation between the State authorities and the social organisations of workers.
The two Parties will promote the development of good neighbourly socialist cooperation in all areas of social life and further planned development of direct relations between the occupants of the plant for the exchange of working experience, as well as between counties and counties, cities, universities and other institutions. They will assist in friendly contacts between workers and all citizens of both countries and will attach particular importance to the development of contacts between the youth of both countries.
The High Contracting Parties will plan to develop and deepen cooperation between both countries in science and culture, education, literature and art, press, radio, television and film, health, environmental protection, tourism, physical education and sport in other areas.
The High Contracting Parties will promote in general the further development of fraternity relations between all states of the Socialist Community and will always act in a spirit of strengthening their unity and unity. They will take the necessary measures to protect and defend the historical features of socialism, security and independence of both countries.
The High Contracting Parties will continue to seek consistent implementation of the principles of peaceful coexistence of states with different social establishment, the Final Act of the Conference on Security and Cooperation in Europe, the extension and deepening of the process of easing tensions and will actively contribute to the definitive exclusion of war from the life of nations. They will do everything to defend peace in the world and to protect nations from the plot of aggressive forces of imperialism and response, to stop arms races, to stop universal and complete disarmament, to definitely eliminate colonialism in all its forms and speeches, and to support states liberated from colonial oppression in strengthening their national independence and sovereignty.
The High Contracting Parties consider the invulnerability of national borders in Europe, including those created as a result of World War II and post-war development, as the most important prerequisite for ensuring European security. They shall be firmly committed together, in partnership with the other Member States of the Warsaw Treaty on Friendship, Cooperation and Mutual Assistance of 14 May 1955 and in accordance with it, to ensure the integrity of the borders of the Warsaw Treaty Member States, including the borders between the German Democratic Republic and the Federal Republic of Germany.
Together, both sides will face all signs of revanshism and militarism, and will strive to consistently respect the treaties concluded to consolidate European security.
In accordance with the four-party agreement of 3 September 1971, the High Contracting Parties will maintain and develop their contacts with West Berlin, based on the fact that it is not part of the Federal Republic of Germany and will not be managed in the future.
If one of the High Contracting Parties is exposed to an armed attack by any State or group of States, the other High Contracting Party shall consider it an attack against itself and shall immediately provide all assistance, including military assistance, and shall support it by all means at its disposal in exercising the right to individual or collective self-defence under Article 51 of the Charter of the United Nations.
The High Contracting Parties shall immediately inform the United Nations Security Council of the measures taken pursuant to this Article and shall follow the provisions of the United Nations Charter.
The High Contracting Parties shall inform and advise each other on all relevant international and other issues and shall base their activities on an agreed common position.
This Treaty is subject to ratification and will enter into force by exchange of instruments of ratification, which will take place as soon as possible in Prague.
This contract shall be concluded for a period of 25 years and shall be automatically extended by a further 10 years unless one of the High Contracting Parties wishes to terminate it and notify it 12 months before the expiry of the period.
Done at Berlin, 3 October 1977, in duplicate, each in the Czech and German languages, the two texts being equally authentic.
