of 9 September 1977
on the education of new scientists and study visits
The Czechoslovak Academy of Sciences, together with the Slovak Academy of Sciences, shall, in agreement with the central government bodies which manage universities, with the central government bodies which manage the award of scientific degrees and with the Federal Ministry of Technical and Investment Development, provide, in accordance with § 50 (a) and (b) of Act No. 39 / 1977 Coll., on the Education of New Scientists and on the Further Improvement of Qualification of Scientists ("the Act '):
INTERNAL SCIENTIFIC ASPIRANCE
Admission procedure
(1) A maximum age limit of 35 years shall be set for applicants for admission to an internal scientific aspiration (hereinafter referred to as "internal aspiration ').
(2) The length of the previous practice required for admission to an internal aspiration under Section 11 (a) of the Act is determined by a socialist organisation designated as a training centre for each field of scientific education (hereinafter referred to as the "training centre") according to the nature of the field of scientific education.
(3) Graduates of higher education at work who have completed the practice before and during the course of their studies may be recognised if they have been held at the workplace in which the applicant has obtained the necessary knowledge in the relevant field of scientific education.
(1) The training centre announces the initiation of the admission procedure to the internal aspiration publicly. It shall indicate in particular:
(a) the fields of scientific education to which candidates are recruited;
(b) the conditions laid down for admission;
(c) the documents to be submitted by tenderers;
(d) the place where the tenderers are to register;
(e) the deadline for filing the application.
(2) At the request of the organisation for which the candidate is to be scientifically raised, the training centre may receive candidates for internal aspiration even if the initiation of the admission procedure has not been announced in advance.
(1) The following documents shall be attached to the application for an internal aspiration to the training centre directly or through the organisation for which the applicant is to be raised:
(a) a CV with evidence of education, professional experience, any other evidence of previous examinations referred to in Article 4 (6);
(b) the expression of the organisation to which the candidate is an employee, in the employment relationship resulting from the membership relationship to the single agricultural cooperative or to the production cooperative, or in another similar relationship (hereinafter referred to as "employment relationship"), in the case of university graduates without prior experience, the expression of the faculty at which the candidate completed his university studies; a statement on the application for an internal aspiration shall also include an evaluation of the candidate with whom he has been informed; if the statement of the organisation or faculty is not directly attached to the application for an internal aspiration, they shall be requested by the training centre from the relevant organisation or faculty;
(c) a list of published and unpublished works of the candidate or expert opinions on such works.
(2) If the application has formal deficiencies or if some of the information referred to in points (a) and (c) of paragraph 1 is not duly substantiated, it shall invite the applicant's training centre to remedy those deficiencies and shall set a reasonable time limit for their removal. If the deficiencies are not remedied within the prescribed time limit, the application shall not be taken into account.
(3) If the applicant does not comply with the conditions laid down for admission to an internal aspirant under § 1 and § 11 of the Act, the application shall be rejected.
Admission test
(1) The candidate for internal aspirant shall take the entrance exam at the training centre before the Admission Commission (Section 5). The purpose of the entrance examination shall be to verify in general the assumptions of the candidate for scientific work.
(2) A candidate who fulfils the conditions laid down for admission to an internal aspirant shall invite a training centre for the admission test at least 14 days before it takes place.
(3) During the test, the candidate is to demonstrate skills and talents for the chosen field of scientific education. Furthermore, the applicant is to demonstrate knowledge of the foundations of marxism- leninism at least in the scope of the curriculum of university education and Russian and at least one other world language, namely English, French, German or Spanish, at least to the extent prescribed for university.
(4) The acceptance test shall be oral and shall, as a general rule, take place in all parts referred to in paragraph 3; as appropriate, the individual parts of the admission test may be held separately.
(5) The acceptance test shall take a maximum of two hours, if divided into individual parts, each of which shall last a maximum of 30 minutes.
(6) On the basis of the documents presented, the Reception Board may accept as part of the entrance exam
(a) of the chosen field of scientific education, of marxism- leninism, of Russian or another world language, a test prescribed to verify the results of the relevant studies in the internal aspiratory (§ 19 (1) of the Act), which the candidate has already carried out before or previously carried out the relevant valid candidate examination within the meaning of the rules on management in the award of scientific degrees;
(b) a Russian or other world language state examination of the language concerned or a proven fact that the language in question is the mother tongue of the applicant or that the applicant has attended a secondary or university school at which the language was the language of the teaching.
(1) The receiving committee shall have the following composition:
The Head of the Training Workplace (1) or another designated worker shall be chairman. Other members are the envisaged trainer and scientist or expert in the relevant field of scientific education, to be designated by the Chairman of the Commission. They are also members of the Admission Commission: a worker designated by the Institute responsible for the management of the study of marxismus-leninism (§ 12 (3)) and representatives of the Department of Languages (§ 13 (4)). The acceptance test may also be attended by a representative of the organisation for which the candidate is to be scientifically raised.
(2) A decision on the overall result of the acceptance test requires the presence of at least three members of the receiving committee.
(3) In a private session, the Reception Board shall evaluate the outcome of the entrance examination in a comprehensive manner and shall decide on the overall result of the entrance examination by a majority of the members present. In the event of a tie, the chairman shall vote. The overall assessment of the result of the acceptance test shall be expressed in terms of "benefit 'or" benefit'. Similarly, the individual parts of the entrance examination shall be evaluated if they have taken place separately. The total result of the entrance examination may not be expressed as "benefit 'if the candidate fails to meet the requirements laid down for the entrance examination from the chosen field of scientific education or from the basis of marxism-leninism.
(4) The training centre shall notify the applicant in writing of the result of the entrance examination within eight days of its completion.
(5) If more than the planned number of new arrivals is successfully passed, the receiving committee shall determine the order. In determining the ranking, the receiving committee shall also take into account the practice, the publication activities of the candidates or the results of the competitions for the best student scientific work.
(6) A candidate who did not benefit from the admission test may repeat it not earlier than one year.
(1) An entry shall be made of the result of the admission examination, in which the receiving committee shall also make recommendations for the course of the internal aspiration, e.g. for the determination of the subjects of the vocational examination (Sections 18 and 19) and for the study plan (Sections 11).
(2) The Admission Board may state in the entry test log that the examination carried out from Russian or another world language has a level corresponding to that prescribed for the verification of language studies during the internal aspiration and propose that the training centre recognise it as such (§ 21).
Admission to internal aspiration
(1) The training centre shall notify the decision on the outcome of the admission procedure to the tenderer and the organisation for whose needs the candidate is to be raised in writing within eight days of the end of the admission procedure. The decision not to accept shall state the reasons.
(2) The starting date for the internal aspiration shall be determined by the training centre according to its operating conditions; for applicants admitted to an internal aspiration for the needs of another organisation, in agreement with that organisation.
Internal scientific aspirant management
Trainer
(1) The instructor of an internal scientific aspirant (hereinafter referred to as the "internal aspirant") is selected from among the leading experts in the field of scientific education, who have an overview of the state of research in the relevant field of science, experience of putting the results of scientific work into practice, knowledge of methodological and world-class issues in the field of scientific education and will be a personal example of the internal aspirant in terms of moral and active social activity.
(2) The training centre shall designate the internal aspirant of the trainers from its scientific or scientific teaching staff who are doctors of science, university professors, lecturees or scientists with higher creative competence (Section 38 (2) of the Act). The training centre shall always designate trainers in writing. To determine the trainer, his consent is required.
(3) The training centre may also appoint an external collaborator by the instructor if it complies with the qualification requirements referred to in paragraph 2; if the external collaborator is in employment with a particular organisation, the agreement of that organisation is required.
(4) One trainer is not to be assigned to scientific education simultaneously by more than five participants in scientific education in all the forms laid down in Section 13 of the Act.
(5) The management of internal aspirants is part of the duties of the trainer at the training centre. The assignment of internal aspirants shall be calculated in the number of staff of the collective led by the trainer or the collective in which the trainer operates.
(6) The instructor is responsible for the course of the scientific education of an internal aspirant and is obliged to attend to it in such a way that the internal aspirant is consistently guided primarily by:
(a) creative scientific work and the application of its results in social practice;
(b) to obtain the necessary knowledge on methodological and world-class issues - the trainer cooperates with the workplace responsible for managing the study of internal aspirant marxism (§ 12 (3)),
(c) to meet all the identified objectives of internal aspirant within a given period and, if possible, before its expiry;
(d) participation in public social activities;
(e) to acquire the necessary knowledge of Russian and other world languages.
(7) In particular, the instructor:
(a) conduct training for an internal aspirant;
(b) draw up, with the participation of an internal aspirant, his study plan;
(c) proposes, in agreement with the internal aspirant and, where appropriate, with his maternity home (Section 8 of the Act), a research topic which will be the subject of the final scientific work (Section 28) and leads the internal aspirant to work on the subject;
(d) propose, as appropriate, to the head of the training centre the designation of specialists, consultation with other experts, the inclusion of an internal aspirant in special courses, seminars, etc., the residence of an internal aspirant in other training centre departments or his secondment to study in another organisation or abroad;
(e) propose a way of providing both physical and financial security for the education of an internal aspirant.
Trainer-specialist
The training centre may, on the basis of a proposal from the instructor, designate an internal aspirant as a specialist for a specific part of the subject or time of study (e.g. for partial or related fields) from scientific, scientific or professional staff of the training centre or from staff working in other organisations, after prior agreement of the organisation to which they are working. The training centre shall always designate a specialist in writing. In order to determine the trainer-specialist, it is necessary his consent.
Study
Methods of scientific education of an internal aspirant
(1) During the course of scientific education, the internal aspirant acquires methods of scientific work, methods of applying scientific results in social practice, deepens knowledge of the relevant field of scientific education, or related disciplines, and theoretical knowledge of subjects of professional examination and their practical use, improves its knowledge of marxism-leninism and languages, performs prescribed examinations, solves the selected research topic and processes the results of the solutions in the form of final scientific work.
(2) On the advice of the instructor, the internal aspirant is familiar with the work of other scientific or scientific training services of the training centre, taking part in special courses, seminars, exercises, lectures, discussions, etc., organised by the training centre or other organisation. It can be broadcast for study stays in another organisation or abroad.
(3) The head of the training centre is responsible for the fact that the world-class and methodological education of the internal aspirant is part of its management by the instructor and the training centre throughout the entire internal aspirant. The training centre allows the internal aspirant to participate in lectures, seminars and discussions on general methodological and world-class issues of the relevant field of scientific education as well as on serious issues of national economy, culture and other social areas.
Study Plan
(1) The specific content of the scientific education of an internal aspirant is determined in its study plan, which, on a proposal from the instructor, will be approved by the head of the training centre within two months of the adoption of the internal aspirant for scientific education.
(2) The study plan contains a fundamental line of scientific education for an internal aspirant. It includes the most important tasks characterising the content and process of scientific education. Part of the study plan also includes tasks in world-class and methodological education. The study plan shall be adapted in such a way that the performance of the tasks can be monitored on an ongoing basis within the specified time limits and that it allows for a gradual improvement and adaptation according to the internal aspiration procedure.
(3) Before submitting to the head of the training centre, the instructor shall discuss the draft study plan in the department (department) in which the scientific education of the internal aspirant is to be held, or with the parent workplace of the internal aspirant, with which he will also agree specific conditions for cooperation in scientific education.
(4) The study plan shall be binding on all persons and organisations involved in the internal aspiration. If the study plan needs to be amended for serious reasons, the change needs to be discussed in the same way as its approval.
Study of Marxism-Leninism
(1) The study of marxismus-leninism of an internal aspirant follows on from his university studies in this field, develops them and leads the internal aspirant to a creative Marxist-Leninist thinking, teaches him Marxismus-Leninism as a method of scientific knowledge and practical activity so as to become his basic orientation in professional work and in his social engagement. The study of marxism-leninism of the internal aspirant focuses on the general problems of Marxist-Leninist theory, and on philosophical, methodological, economic, ideological and practical political issues related to his field of scientific education.
(2) The Czechoslovak Academy of Sciences (hereinafter referred to as "ČSAV"), together with the Slovak Academy of Sciences (hereinafter referred to as "SAV"), and in agreement with the central authorities of the State Administration, which manage universities, the High School of the Political Central Committee of the Communist Party of Czechoslovakia, the Institute of Marxism-Leninism of the Central Committee of the Communist Party of Slovakia, lays down a single model thematic plan for the study of Marxism-Leninism in scientific education.
(3) The study of marxismus-leninism of internal aspirants shall be managed and organised, in cooperation with their training centres, by the departments designated by the authorities referred to in paragraph 2. The workplaces in charge of the management of the study of marxismus-leninism also provide this study for internal aspirants of training centres which do not fall within the competence of the institution or organisation in which the workplaces in charge of the management of the study of marxismus-leninism are set up, in agreement with the training workplaces of these internal aspirants. In such cases, the costs associated with this study shall be borne by the maternity or training centre under Section 28 of the Act.
(4) The training centre will apply to the internal aspirant immediately after the completion of the admission procedure for the study of marxism- leninism at the relevant workplace responsible for the management of the study.
Language studies
(1) The study of languages consists of studying Russian and studying another world language, one of the following languages: English, French, German or Spanish.
(2) The aim of language learning is to achieve such knowledge as to enable the internal aspirant to speak on issues related to the field of scientific education with the necessary knowledge of technical terminology, to use foreign-language technical literature in his work and to follow professional lectures. In addition, the internal aspirant is to adopt a normal form of written speeches in the relevant field of scientific education (query, short report, resume, etc.).
(3) Language studies shall be carried out either separately or in accordance with paragraphs 4 to 6.
(4) The study of Russian and other world languages is provided by the higher education institutions, the ČSAV and SAV organizational units (hereinafter referred to as the "Department of Languages") and the Socialist Academy in their special courses. Language sections also provide language learning for internal aspirants of training centres which are not within the competence of the institution or organisation where the relevant language department is set up, in particular if, at the place of the training centre, the relevant language course of the Socialist Academy is not organised, in agreement with the training centres of those internal aspirants. In such cases, the costs associated with this study shall be borne by the maternity or training centre under Section 28 of the Act. The tests of languages (§ 21) are always carried out by an internal aspirant before a commission designated under § 25.
(5) The methodology, scope of lexical and grammatical requirements and teaching texts are set out by the Head of the Department of Languages or by the Head of Language Course of the Socialist Academy in the framework of the guidelines issued by ČSAV and the SAV in agreement with the Central Authorities of the State, which are managed by universities.
(6) The training centre shall apply to the internal aspirant immediately after completion of the admission procedure to study languages in the relevant language department or with the competent authority of the Socialist Academy.
(7) During the course of scientific education, the internal aspirant may ask the relevant language department for individual consultations, focusing primarily on the technical terminology and the faculties of the relevant field of scientific education.
Annual evaluation and other control of internal aspiration
(1) The head of the training centre is responsible for the scientific and pedagogical level of the scientific education of internal aspirants throughout its scope at the training centre. It shall ensure that the best conditions are created for it and that it becomes a matter for the entire training facility, especially for the department or department, where the scientific education of an internal aspirant is directly being conducted. It provides for timely discussion of study plans and topics of final scientific work (§ 28) and, where necessary, calls for methodological advice from trainers. It shall inform the Constitutional (Scientific) Council of the outcome of scientific education, which shall discuss and evaluate it at least once a year. It shall report the outcome to the supervisory authority.
(2) The training centre assesses at the end of each year the state and level of scientific education of individual internal aspirants on the basis of written reports of trainers; In doing so, it shall decide on the continuation of scientific education, on the possible modification of the study plan according to the expected occupational classification of the internal aspirant after the completion of the scientific education and shall take further measures as necessary. The evaluation may also be attended by representatives of the maternity centres (Section 8 of the Act).
(3) The training centre may, in agreement with the internal aspirant or with his / her maternity home (Section 8 of the Act), in the course of scientific education in justified cases change the form of scientific education if the conditions for the scientific education of the internal aspirant are thus thus more favourable.
(4) When changing the form of scientific education and changing the training centre, the period of scientific education and the previous time after the beginning of the scientific education and the completion of the test shall be included.
Rights and obligations of internal aspirants
(1) The internal aspirant is a member of the department or department working group at the training centre at which it is classified during the period of scientific education. The internal aspirant shall attend regular meetings at which scientific or educational questions concerning the activities of the department or department shall be discussed. In the framework of the training centre he participates in public social activities. The internal aspirant is entitled to use laboratories, cabinet rooms, libraries, study publications and materials training the workplace to the same extent as the staff of the workplace.
(2) The internal aspirant is obliged to perform conscientiously all the tasks of scientific education given primarily by the study plan, within the time limits laid down by this plan to carry out the prescribed tests, to work on the final scientific work and to seek the successful completion of the internal aspirant at a specified time or even before its expiry.
(1) If the internal aspirant does not fulfil his duties and study plan without serious reasons, the head of the training centre will warn him.
(2) In the event of the reneglect of the duties of the head of the training centre, he shall warn the internal aspirant in writing and, if necessary, inform the maternity centre (Section 8 of the Act). If the internal aspirant fails to fulfil its obligations even after written notice, the head of the training centre shall proceed in accordance with Section 23 (3) (a) of the Act.
Tests in internal aspirant and final scientific work
Prescribed tests in internal aspirant may be conducted in any order within the time limits set by the study plan.
Expert test
(1) The expert examination will be carried out by an internal aspirant from the wider scientific basis of the relevant field of scientific education and also from different parts of other fields. The technical examination shall verify whether the internal aspirant has acquired the knowledge needed to work on research tasks, whether it is capable of synthesising knowledge from related areas of science and their practical use, and whether it has knowledge of generally methodological and world-class issues of the relevant field of scientific education.
(2) An internal aspirant shall take place in its training centre.
(1) The examination shall be written and oral. The written examination consists in drawing up a report on the subject, as far as possible, on the close subject of the final scientific work of the internal aspirant (§ 28). The written examination also includes a short written interpretation (thesis) of the anticipated content of the final scientific work. The subject of the report and its scope shall be determined by the instructor as instructed by the head of the training centre. In justified cases, in particular if the internal aspirant can submit published original work in addition to the thesis, a report is not required. The thesis or report shall be submitted by the internal aspirant to the President of the Examination Committee (§ 23 (1)) one month before the date of the oral examination.
(2) The oral examination is a scientific debate before the Examination Committee. The oral examination shall take place in full so as to allow a comprehensive evaluation of the theoretical knowledge of the internal aspirant in terms of the synthetic approach and relationship of the disciplines of the relevant field of scientific education. The oral exam shall take no more than two hours.
(3) During the oral examination, the internal aspirant receives questions from individual subjects set for the vocational examination, focusing on the issue of final scientific work and on the methodological and world-class issues of the field of scientific education.
(4) The list of subjects from which topics for the oral examination are selected is published by ČSAV in cooperation with SAV, with the central government bodies which manage universities and with the central government bodies which manage the award of scientific degrees. The content and focus of the technical examination within the individual subjects and the general methodological and world-class issues of the field of scientific education shall be determined in specific cases by the training centre.
Test of Marxism-Leninism
(1) By testing Marxism-Leninism, the internal aspirant is to prove that he controls the foundations of Marxism-Leninism in the unity of all its components, and that he has learned the knowledge and methods of Marxist theory, particularly for scientific work in the relevant field of scientific education.
(2) An internal aspirant, in whose field of scientific education one of the essential parts of marxism- leninism is the subject of a vocational examination, shall only take the test of marxism- leninism from those parts (fields) of marxism- leninism which are not directly the subject of its professional examination.
(3) The examination is oral and generally also written. The oral exam shall take no more than an hour.
(4) The test of marxism-leninism is carried out by an internal aspirant at the workplace who has been entrusted to direct this study. This workplace decides whether an internal aspirant should also perform a written examination and, in agreement with its trainer, determines the assignment, orientation and scope of the written work to the test of marxism- leninism. The internal aspirant shall submit the written work to the President of the Examination Committee (§ 24 (1)) one month before the date of the oral examination.
Language examinations
(1) By testing the Russian and other world languages, the internal aspirant is to demonstrate that it controls those languages within the scope of the requirements set out in Section 13 (2).
(2) The examination of the relevant language is conducted by an internal aspirant in the relevant language department.
(3) The examinations of languages are oral and each of them lasts a maximum of 30 minutes.
(4) The training centre may, on a proposal from the Admission Board pursuant to Paragraph 6 (2), recognise the entrance exam from the language concerned as prescribed to verify the results of language learning during the internal aspiration.
(5) An internal aspirant who, on the basis of the documents submitted, has demonstrated that he has carried out a state examination from the language in question, or has demonstrated that the language is a mother tongue, or that he has attended a secondary or university school at which the language was a teaching language, the training centre may recognise that fact as a language test. In the case of an internal aspirant whose field of scientific education is the relevant language, successful completion of the professional examination shall also be considered as a test from the relevant language.
If an internal aspirant has carried out any of the prescribed tests (Section 19 of the Act) before being admitted to an internal aspirant, this test shall be considered to be valid also within the meaning of this Decree, unless its period of validity has expired within the meaning of the rules on management in the award of scientific degrees.
Test Panel
(1) The expert examination panel shall be at least three members. The chair of the examination committee shall be the head of the training centre or another designated staff.
(2) The members of the examination committee shall be appointed by the head of the training centre after consultation with the competent chair of the defence committee from experts in the relevant or related field of scientific education with a scientific rank or degree, and, exceptionally, from other staff of similar level. In so doing, at least one member of the Commission shall be a doctor of science, a university professor or a scientific worker with a scientific qualification grade I. One of the members of the test committee is the trainer. A member of the Test Panel may also be a representative of the workplace responsible for managing the study of marxism-leninism of the internal aspirant.
(1) The test committee for Marxism-Leninism tests is at least three. The chair of the Examination Committee shall be the head of the appropriate workplace responsible for the management of the study of marxismus-leninism or another designated worker.
(2) The members of the Examination Committee are appointed by the head of the relevant workplace responsible for managing the study of marxism- leninism, so that significant experts for all parts (fields) of marxism- leninism are represented in the panel. A member of the Marxism-Leninism Test Committee is also an internal aspirant trainer. If the instructor is unable to attend the examination for serious reasons, he shall ensure the participation of another scientific or scientific teacher.
The examination committee for Russian or other world language examination shall be at least three members. The chair of the Examination Board shall be the head of the relevant language department or any other designated staff. The members of the examination committees shall be the staff member of this department designated by its head and coach of the internal aspirant or other designated staff. The head of the relevant language department may appoint another member of the examination committee from the staff of the department.
Meeting of test committees
(1) The validity of the tests prescribed in the internal aspirant and the decision on the outcome of these tests require the presence of at least three members of the relevant test panel.
(2) The examination committee shall discuss the outcome of the examination in a private session and shall act by a majority of the members present. In the event of a tie, the chairman shall vote.
(3) The benefit obtained during the test shall be expressed in two stages: benefit, benefit.
(4) The test and its outcome shall be recorded on the prescribed form, signed by the chairman and all members of the examination committee present.
(5) The test panel shall issue a certificate of the test result to the internal aspirant.
Non-participation in tests and repeat tests
(1) If the internal aspirant cannot appear within the prescribed time limit for the test, he shall apologize in advance to the chairman of the test committee, who, if he recognises the reason for the apology, shall set a replacement date. If an internal aspirant does not arrive for the test without a serious reason, this has the same consequences as if it did not benefit from the test. The same consequences for withdrawal from the exam.
(2) An internal aspirant may only repeat the marxism- leninism expert and test once, not earlier than three months after the date of the unsuccessfully completed test.
Final scientific work
(1) Internal aspiration focuses from the outset on addressing a specific research topic. The theme is to be socially important, appropriate in terms of education, linked to wider collective work on the planned research task and aimed at the future scientific activity of the internal aspirant. The subject shall not be processed solely for the purpose of internal aspiration.
(2) The topic is approved by the head of the training centre by the end of the first year at the latest. As the case may be, the subject may be determined in a framework and in the course of the solution.
(3) The course of work and its completion are gradually evaluated in the working group at the training centre.
(4) The results of the solution of the topic are processed by an internal aspirant in the form of final scientific work, which it will submit to its trainer.
(5) The final scientific work shall be submitted by the trainer with his assessment to the head of the training centre.
Interruption and termination of internal aspiration
Internal aspiration interruption
(1) The reason for the interruption of the internal aspirant is in particular the onset of military basic service, maternity leave and health reasons for the internal aspirant.
(2) The period of interruption of the internal aspiration should not in principle exceed 18 months. In specially justified cases, such as repeated maternity leave, the training centre may, exceptionally, interrupt internal aspirant for longer periods.
End of internal aspiration
(1) If the internal aspiration is completed by the completion of the final scientific work, the date of completion of the internal aspiration shall be the last day of the calendar month following the day on which the head of the training centre, on a proposal from the instructor, notifies the internal aspirant of its agreement to submit an application for the initiation of a science award procedure.
(2) If the internal aspirant is to be abolished under § 23 (3) (a) and (b) of the Act, the training centre will give the internal aspirant an opportunity in advance to comment on the draft decision and to make comments.
(3) If an internal aspirant is brought up for the needs of a parent's workplace (Section 8 of the Act), the training centre shall also notify the completion or abolition of the internal aspirant to that workplace.
ACCOUNTING SCIENTIFIC ASPIRANTURE
(1) Paragraph 1 to 7 shall apply mutatis mutandis to admission procedures for applicants for special-purpose scientific aspirant, with the possibility of admission to the special-purpose scientific aspirant by candidates with completed higher education, generally under 35 years of age, with at least three years of experience in the chosen field of scientific education, only on the proposal of their parent institutions.
(2) For the conduct of purposeful scientific aspirants, their studies, examinations, the preparation of final scientific work, the interruption and termination of the purposeful scientific aspirant shall apply mutatis mutandis, with the following derogations:
(a) the special-purpose scientific aspirant processes a research topic at the training centre, the selection of which is the responsibility of the maternity centre. The subject shall be chosen to form part of or follow-up to the development plan of the mother's science and technology and to suit the prospective tasks of the mother's workplace. The topic must be agreed in advance with the training centre and can be included in the tasks of the training centre's development plan and techniques when required;
(b) the end of the special purpose scientific aspiration during its duration pursuant to § 23 (2) and (3) of the Act shall discuss the training facility in advance with the maternity centre.
EXTERNAL SCIENTIFIC ASPIRANTURE
(1) Paragraph 1 to 7 shall apply mutatis mutandis to the admission procedure of applicants for external scientific aspiration, with the following derogations:
(a) no upper age limit shall be fixed for applicants for external scientific aspirant;
