DECLARATION
Ministry of Education of the Slovak Socialist Republic
of 1 February 1979
on admission to secondary school studies
The Ministry of Education of the Slovak Socialist Republic, in agreement with the Ministry of Health of the Slovak Socialist Republic and with the other participating central authorities, provides, pursuant to Sections 5 (4) and 22 (4) of Act No. 63 / 1978 Coll., on measures in the system of primary and secondary schools, and pursuant to Sections 14 (2) (f) and 24 (6) of the Slovak National Council Act No. 79 / 1978 Coll., on State Administration in Education:
Basic provisions
This decree follows up on the basic legal system (1) and regulates the admission of candidates to study in secondary vocational schools, gymnastics, secondary vocational schools, conservations, secondary schools for working and vocational schools (hereinafter referred to as "secondary schools'); does not apply to admission to study in military schools, schools of the National Security Corps and schools of the Department of Correctional Education of the Slovak Socialist Republic.2)

Admission of applicants with basic education to daily studies in secondary schools
Conditions for admission to first years
(1) In the first years of daily study in secondary school studies, applicants who are invited to study in the number laid down in the plan will be recruited:
(a) by the beginning of the following school year, the ninth or eighth year of the basic nine-year school is successfully completed;
(b) have the medical capacity to study the chosen field of study and to pursue the profession, supported by the opinion of the physician concerned;
(c) they shall not reach the eighteenth year of age by the end of the calendar year in which they begin to study;
(d) carry out the entrance examination successfully if they are not forgiven under Article 5 (4) and (5).
(2) Candidates for admission to secondary school of art industry, secondary vocational school of art or art or technical fields of art in secondary vocational schools, secondary medical school for "Dental Laboratory" and "Rehabilitation Officer," in the conservatory, secondary education school and in the vocational training school for visually impaired youth are also subject to a talent test.
(3) Admission to a secondary vocational school to the field of study "Modelling and clothing design, including scenic costumes," shall be subject to at least one year of experience in the relevant field acquired in a classroom or employment relationship.
(4) The condition of admission to the secondary vocational school in the field of study "Deep coal mining" is teaching in the relevant field of study.
(5) The condition referred to in paragraph 1 (c) shall not apply to applicants for admission to the field of study referred to in paragraphs 3 and 4, to the conservatory in the field of "Singing 'and to secondary schools for youth requiring special care.
Application to study
(1) Candidates who are students of a basic nine-year-old school submit an application to the study field before 15 January on the prescribed form (3) to the principal of the school they attend; applicants who perform compulsory schooling outside the territory of the Czechoslovak Socialist Republic, principal of the school in the Czechoslovak Socialist Republic, in which they are kept in the register. If the applicant is a minor, the application must also be signed by the legal representative of the applicant.
(2) Candidates who are in an employment relationship or similar employment relationship (hereinafter referred to as "employment relationship") or in an educational relationship shall submit an application for study on a prescribed form (3) before 15 January to an organisation to which they are in a teaching or working relationship (hereinafter referred to as "organisations").
(3) The applicant shall attach to the application evidence of his / her abilities, talents and interests (e.g. confirmation of participation and placement in the Olympics, sports or art competitions, copyright of discovery, invention, improvement of design or industrial design adopted under specific regulations) .4)
(4) A candidate who is a citizen with a changed working capacity will also be accompanied by a decision of the Social Security Assessment Board of the relevant District National Committee. 5)
(1) The Director of the basic nine-year school (for applicants who are in a teaching or professional capacity, the organisation) is responsible for drawing up the personal characteristics of the candidate. The personal characteristics of the candidate shall include information on the ability and interests of the candidate in relation to the chosen field of study, the characteristics of the candidate and the expression of whether the school or organisation recommends the candidate to study. With the personal characteristics of the school or organization of the applicant, the applicant shall be informed and, if he is a minor, his legal representative. The candidate or legal representative may add his or her observations to the personal characteristics.
(2) The principal of the basic nine-year-old school shall be responsible for the proper completion of the application and its addition by expressing to the competent doctor the medical condition of the candidate and his medical fitness for the study and for the performance of the chosen profession, adding to it the personal characteristics of the pupil and other documents referred to in paragraphs 3 (3) and (4) of Section 3 and sending the application, with the exception referred to in paragraph 3, to the secondary school to which the applicant applies by 15 February.
(3) The applicant's applications for the four-year course of study at the secondary vocational school shall be sent by the principal of the basic nine-year school by 5 February to the district national committee responsible for the school's headquarters. The District National Committee shall send applications by 18 February to the organisations indicated in the application. They shall be sent by the organisation by 1 March to the secondary vocational training centre indicated by the applicants in the application.
(4) The organisation shall be responsible for the proper completion of the application of a candidate who is in a teaching or working relationship and for supplementing it by expressing to the competent doctor the condition of the candidate and his medical capacity to pursue the profession for which he is trained; attach the personal characteristics of the applicant and the other documents referred to in paragraphs 3 (3) and (4) of Section 3 and send the application to the secondary school to which the applicant applies by 15 February.
Reception and talent trials
(1) Candidates for studies shall take place at the time specified in Section 20 of the secondary school entrance exam. Admission exams are written, anonymous. Their content and scope are governed by the guidelines of the Ministry of Education of the Slovak Socialist Republic ("the Ministry of Education ').
(2) A talent test is part of the entrance examination in schools and in the fields referred to in Section 2 (2). Talent exams are anonymous where the nature of the exam allows. The objective of the talent tests is set out in the Annex which forms part of this decree. The content and scope of the talent test shall be determined by the Director of the High School.
(3) The admission examinations referred to in paragraph 1 shall not be carried out by applicants for admission to medical professional schools in the fields of study "Nurse 'and" Infantry'.
(4) The principal of the secondary school shall waive the admission examination for applicants, taking into account the personal characteristics of the tenderers, if:
(a) in the last four years of the basic nine-year-olds, they had an excellent grade in the semester and at the end of the school year from compulsory subjects; or
(b) are successful solvers of some of the Olympics determined by the Ministry of Education and placed in the district, county or national round at the first three places (in the conservatories and in the winners of national or international art competitions) and have, in the midterm and at the end of the school year in the last four years of the basic nine-year school, an average benefit of at least 1,5; or
(c) are members of a youth peak sports centre or, as athletes at the time of attendance at a basic nine-year school, have obtained first to third place in individual or collective sports in national and national championships or inter-state sports competitions and have had an average benefit of at least 1.5 in the midterm and at the end of the school year in the last four years of the basic nine-year school; or
(d) are authors of the discovery, invention, improvement or industrial design in accordance with the specific regulations.4)
(5) The examination shall be waived only if:
(a) the number of candidates satisfying the conditions referred to in paragraph 4 shall not exceed the planned number of pupils who may be admitted to school or to the relevant field of study;
(b) the reason for admission without the examination shall be supported by evidence, as a general rule, at the same time as the application but not later than one hour before the beginning of the examination;
(c) the candidate has successfully passed the talent test in cases where the test is prescribed.
(6) The candidate who failed the talent test does not take the entrance exam at the school where the talent test is prescribed, but at the school which he mentioned in his application for study in second place.
(7) Candidates who, for duly substantiated serious reasons (in particular health and compulsory schooling outside the territory of the Czechoslovak Socialist Republic) are unable to attend the entrance examination within the prescribed time limit, the Director of the secondary school for which the applicant applies, after consultation with the relevant Regional National Committee, will allow the examination at a replacement date. The term of the replacement examination, the school where the examination will take place and the content of the examination shall be determined by the school director after consultation with the Regional National Committee, which shall conduct the school professionally.
Decision on adoption
(1) Admission to secondary school is decided by the Director; for admission to the secondary vocational training centre, the Director of the secondary vocational training centre shall decide after prior consultation with the organisation for which the pupil will be raised.
(2) Candidates who, in accordance with the decision of the Social Security Assessment Board of the District National Committee, are citizens with altered capacity for work shall be recruited first before candidates who meet all the conditions of admission equivalent.
(3) The Director of the secondary school shall decide whether or not to accept candidates in accordance with the planned number of first-year pupils within eight days of the written examination; the decision shall be notified without delay to the tenderer, if the minor is his / her legal representative, and to the district national committee responsible for the principal nine-year-old school of which the candidate is visiting, (6) or the seat of the organisation to which the candidate is in a teaching or employment relationship.
(4) The adoption decision is valid only for the following year.
(5) The applicant may, within eight days of the date of notification by the Director of the secondary school, lodge an appeal with the Regional National Committee, which shall conduct the school on a professional basis. The appeal shall be decided by the Regional National Committee responsible for the secondary school, to which the applicant applies; if they are a secondary vocational training centre, after consultation with the Directorate-General of the Production Economic Unit to a superior organisation obtained by the applicant.
Admission of applicants with basic education to daily study in teaching fields at secondary vocational schools
Conditions for admission to first years
In the first year of daily study in the field of secondary vocational education, the number of candidates who have been awarded a course of study shall be:
(a) by the beginning of the following school year, the ninth or eighth year of the basic nine-year school is successfully completed;
(b) have the medical fitness to study the chosen field of study and to pursue the profession, as attested by the competent doctor's opinion.
Application to study
(1) Applications to study in the fields of secondary vocational education shall be submitted by pupils of basic nine-year-olds to the principal of the school they attend; applicants who perform compulsory schooling outside the territory of the Czechoslovak Socialist Republic, the principal of the school in the Czechoslovak Socialist Republic, in which they are kept in the register, after the start of recruitment by individual organisations at the dates set by the annual implementation plan for qualified staff.
(2) The applicant shall ensure the addition of applications (3) by expressing the candidate's health status to the doctor concerned, adding to it the documents referred to in Article 3 (3) and (4) and submitting it to the principal of the school he visits. The application shall also be signed by the legal representative of the tenderer.
(3) The principal of the basic nine-year-old school shall ensure the proper completion of the application, shall attach to it the personal characteristics of the pupil and the other documents referred to in paragraphs 3 (3) and (4) of Section 3, and shall, within 15 days of receipt of the application, send the application to the district national committee responsible for the school's headquarters.
(4) The Regional National Committee shall forward the application within seven days of receipt of the application to the organisation which the pupil referred to first. If the organisation has its head office in another district, the district national committee shall refer the application to the district national committee according to the head office of the organisation which shall forward it within seven days of receipt of the organisation.
Decision-making of admission
(1) The organisation shall assess the suitability of the admission of the candidate to the chosen field of study, including medical fitness and the use of the candidate in the organisation after completion of the course of study, and shall send an application with a reasoned statement as to whether the candidate is recommended for admission within three weeks of receipt of the application to the Director of the secondary vocational course referred to in the application.
(2) The Director of the secondary vocational training centre, after consulting the organisation, shall decide, within eight days of receipt of the application, whether or not to accept the candidate. The head of the secondary vocational training centre shall immediately notify the applicant and, if he is a minor, his legal representative, the district national committee responsible for the basic nine-year-old school he attends and the organisation of the pupil.
(3) The applicant may, within eight days of the date of notification, lodge an appeal with the Regional National Committee, which shall be the head of the vocational training centre. The Regional National Committee responsible for the secondary vocational training centre to which the applicant applies shall decide on the appeal after consultation with the Directorate-General of the production unit to the superior organisation of the pupil.
(4) If the applicant does not submit an appeal against non-acceptance, the Director of the secondary vocational training centre shall return his application to the district national committee responsible for the seat of the basic nine-year-old school of which the pupil attends within three working days of the expiry of the period of appeal.
(5) Within seven days of receipt of the application, the District National Committee shall send the application to the organisation indicated in second place by the tenderer for further proceedings under paragraphs 1 and 2.
(6) If the applicant has not indicated a second organisation in the application or has not been accepted for study, the district national committee shall discuss with the applicant further possibilities of study or preparation for future occupation.
ACCEPTANCE OF SUPPLIERS WHO HAVE BASIC EDUCATION TO STUDY IN EMPLOYMENT WITH EXCEPTION OF MEDIUM SCHOOLS FOR WORKERS
Conditions of admission
(1) Candidates who, in the number laid down in the plan, are recruited to study at work
(a) have basic education;
(b) they shall reach the age of 18 in the year of commencement of the studies;
(c) have the medical capacity to study in the chosen field of study and to pursue the profession, as evidenced by the opinion of the physician concerned;
(d) successfully perform a talent test if they apply to study at a school or in the field of study referred to in § 2 (2),
(e) carry out the admission examination successfully, unless they have been forgiven pursuant to Article 5 (4) and (5);
(f) at the time of the start of their studies at the secondary vocational training centre, they shall be in an employment relationship corresponding to the chosen field of study or school and shall be in employment for at least three years;
(g) at the time of the start of their studies, they shall be in employment for at least three years;
(h) at the time of the beginning of their studies in vocational or secondary vocational schools, they shall demonstrate a three-year learning relationship or a three-year employment relationship, as a general rule, in the relevant field. In doing so, applicants for admission to study in secondary industrial schools, secondary artistic and industrial schools, secondary agricultural technical schools in the field of "Agricultural Mechanisation," secondary forestry and secondary hotel schools shall demonstrate that they have completed the final apprenticeship examination in the field corresponding to the field of study they wish to study, or that they have completed a qualification examination in the field of employment in accordance with the specific regulations; applicants who do not meet this condition shall demonstrate basic knowledge and skill to the extent specified by the curriculum of the subject of practice or workshop for the daily study of the relevant field of study.
(2) Exemptions from the required length of employment referred to in points (f) to (h) of paragraph 1 may be authorised by the school director, after consulting the Regional National Committee, which shall conduct the selected school; in justified cases, the required length of the teaching or employment relationship may be wholly waived by women who are caring for at least one child, citizens with altered working capacity and disabled pensioners who are applying for admission to higher education, secondary education and secondary education.
Application to study
(1) Applicants shall submit applications for study on the prescribed form (7) to the principal of the school chosen by means of the organisation to which they are in employment before 1 February. The organisation shall supplement the application with the personal characteristics of the applicant, including an indication of whether it recommends it to study and send it to the Director of the selected secondary school by 15 April.
(2) Candidates who are not in employment submit applications for studies by 1 February through the district national committee responsible for the place of residence of the tenderer. The Regional National Committee shall supplement the application with the personal characteristics of the candidate, the opinion on his studies and send it to the Director of the selected secondary school by 15 April.
(3) The applicant shall attach to the application the documents referred to in Article 3 (3) and (4).
Reception and talent trials
(1) Candidates shall take their written entrance examinations at the school for which they are applying. The organisation of these examinations shall be determined by the Ministry of Education. The exams are anonymous.
(2) In the schools referred to in § 2 (2), applicants shall also take a talent test in addition to the written examination referred to in paragraph 1. The objective of the talent test is set out in the Annex which forms part of this decree. The content and scope of the talent test shall be determined by the Director of the High School. Talent exams are anonymous where the nature of the exam allows.
(3) Article 5 (3) to (7) shall also apply to admission and talent examinations.
Decision-making of admission
(1) The Director of the secondary school shall decide on the admission of the candidate.
(2) The adoption decisions shall be subject to the provisions of Section 6, with the exception of prior discussion with the organisation and notification of the decision to the district national committee.
(3) A candidate who has not been recommended by the organisation for study may also be admitted to study at work.
ACCEPTANCE OF SUPPLIERS TO STUDIES IN MIDDLE SCHOOL FOR WORKERS
Conditions of admission
(1
(a) have obtained basic education and successfully passed the final apprenticeship examination before starting the course;
(b) have the medical fitness to study at a secondary school for workers and for the pursuit of the profession, supported by the opinion of the competent doctor;
(c) have successfully passed the entrance examination, unless they have been forgiven under Article 5 (4) and (5).
(2) Candidates are included in the field of study corresponding to the field of study in which they successfully passed the final apprenticeship examination.
Admission to study
(1) Applications to study in secondary schools for workers are submitted by applicants before 1 February on the prescribed form (7) through an organisation to which they are working or teaching. The application for a minor candidate must also be signed by his legal representative. Candidates who are not in employment shall submit applications for study by the selected secondary school for workers through the District National Committee responsible for the applicant's residence until 1 February. The applicant shall attach to the application the documents referred to in Article 3 (3) and (4).
(2) The organisation or, where appropriate, the district national committee responsible for the applicant's residence shall supplement the application with the personal characteristics of the tenderer, give an opinion on his studies and send it to the Director of the school chosen by 15 April.
(3) Candidates whose entrance examinations have not been waived pursuant to § 5 (4) and (5) shall hold written entrance examinations at the dates referred to in § 20. The organisation, content and scope of the examinations are determined by the Ministry of Education.
(4) The Director of the School shall decide on the admission of the candidate in accordance with the provisions of Section 6, with the exception of prior discussion with the organisation and notification of the decision to the Regional National Committee.
(5) A candidate who has not been recommended by the organisation to study may also be admitted to study.
ACCEPTANCE TO STUDIES IN MIDDLE TRAINING TEACHERS AND MIDDLE TRAINING SCHOOLS FOR ABSOLVENTS OF SCHOOLS GRANTING COMPLETE MEDIUM EDUCATION
Conditions for admission to a daily study for high school graduates in secondary vocational schools
(1) A day-to-day study for high school graduates in secondary vocational schools may be accepted in the number laid down in the plan by candidates who:
(a) receive full secondary education at the Gymnasium by the beginning of the following school year;
(b) have the medical conditions for the study of the chosen field of study and for the pursuit of the profession;
(c) have successfully passed a talent test if they have applied to study at a school or in the field of study referred to in § 2 (2).
(2) Candidates shall not take an entrance exam, except for the talent test referred to in paragraph 1 (c), but only an interview.
(3) Pupils of the final year of Gymnasium shall submit daily study applications for graduates of Gymnasium in secondary vocational schools, together with the documents referred to in Sections 3 (3) and (4) by 10 May to the principal of the school at which they graduate; The Director of this School shall supplement the application with the personal characteristics of the graduate and send it by 20 May to the Director of the secondary vocational school to which the applicant applies.
(4) Graduates who apply to study for graduates of secondary vocational schools after non-admission to higher education shall submit an application directly to the Director of the selected secondary vocational school before 15 August, who shall request from the Dean of the relevant faculty their documents submitted and the application to study at university.
(5) The Director of the selected secondary vocational school shall decide on the admission of the candidate. The adoption decisions are subject to the provisions of Section 6.
Conditions for admission to employment for graduates of schools providing full secondary education
(1) To study in the field of employment in secondary vocational schools and in secondary vocational schools for graduates of full secondary education, applicants who have been awarded a plan shall be recruited:
(a) have a full secondary education;
(b) have the medical fitness to study the chosen field of study or teaching as well as to pursue the profession, as attested by the physician's opinion;
(c) at the beginning of their studies, they are in an employment relationship corresponding to the chosen field of study or school;
(d) at the beginning of their studies in secondary industrial schools, in secondary school of art, in secondary agricultural technical schools in the field of "Mechanisation of agricultural production," in secondary forestry technical schools and in secondary hotel schools, they shall demonstrate at least a one-year employment relationship in the field and training in the field corresponding to the focus of the school at which they wish to study, or have carried out a qualification test in the field of employment in accordance with specific regulations. Candidates who do not fulfil this condition shall demonstrate basic knowledge and skills in the interview referred to in paragraph 3 to the extent specified by the curriculum of the subjects of practice or the workshop course for the daily study of the relevant field of study. The condition of duration of employment, training in the field or qualification examinations or examinations from the basis of the subjects of practice or workshop teaching shall not apply to applicants from graduate graduates who provide training; (8) the fields of study in secondary vocational training and four-year teaching courses completed by the graduate examination;
(e) have successfully passed the talent test if they have applied to study at a school or in the field of study referred to in § 2 (2).
(2) Article 11 shall apply to the submission of written applications for studies.
(3) Candidates shall not take the admission test, except for the talent test referred to in paragraph 1 (e), but only the admission interview at the dates referred to in paragraph 20.
(4) The Director of the secondary school shall decide on the admission of the candidate. The adoption decisions shall be subject to the provisions of Section 6, with the exception of prior consultation with the organisation and notification of the decision to the district national committee.
(5) A candidate who has not been recommended by the organisation to study may also be admitted to study.
ACCEPTANCE TO HIGH YEAR SCHOOL
Admission to higher years of daily study in secondary schools, with the exception of two and three years of study in secondary vocational schools
(1) Candidates who are not pupils or apprentices of another secondary school and fulfil the conditions set out in § 2, with the exception of points (d) and (1), may be accepted as part of a school plan, except in Article 16 (1), if they successfully perform differences tests on the teaching substance of previous years. The content and scope of the differences tests shall be determined by the principal of the secondary school to which the applicant applies.
(2) Paragraphs 3, 4 and 6 shall apply to the submission of applications for studies and to decisions on admission.
(3) The transfer of pupils or apprentices to higher years of daily study in another secondary school is governed by specific regulations.
Admission to higher education at secondary schools
(1) Candidates for admission to higher education in secondary schools, even if they have an education higher than the basic ones, are subject to differences in teaching material from previous years. The content and scope of the differences tests shall be determined by the principal of the secondary school to which the applicant applies.
(2) The conditions of admission, the submission of applications for studies and decisions on admission are subject to the provisions of Sections 10, 11 and 13.
COMMON PROVISIONS
Dates of admission tests
(1) Talent examinations for day-to-day studies at secondary schools (with the exception of the study of graduates at secondary vocational schools) are held in the first full calendar week of March.
(2) Admission examinations for day-to-day studies at secondary schools (excluding those of high school graduates at secondary vocational schools) are held on the first Tuesday and Wednesday of April.
(3) Admission interviews and, where appropriate, talent examinations for the daily study of high school graduates in secondary vocational schools shall be held by candidates who applied in May, at the end of June. Candidates who have applied in August will hold admission interviews or talent examinations at the end of August. Admission interviews on both dates shall only be held when more candidates than pupils can be accepted as planned. The exact interview date shall be determined by the Director of the secondary vocational school for which the candidate applies.
(4) Admission examinations for study at work
(a) secondary schools working on Tuesday, Wednesday and Thursday in the last full calendar week of May;
(b) other secondary schools from 10 to 31 May; the exact date shall be determined by the Regional National Committee, which shall be the head of the school. Talent examinations shall take place within a time limit to be determined by the Director of the secondary school.
(5) Partitions for higher years of daily study in secondary schools and higher years of study at work shall take place within a period to be determined by the Director of the secondary school for which the applicant is applying.
FINAL PROVISIONS
Admission of foreign nationals to study
This decree also applies to foreign nationals who are allowed to reside in the territory of the Czechoslovak Socialist Republic. The admission of foreign nationals shall be decided by the Director of the secondary school, after consultation with the Regional National Committee, which shall conduct the secondary school professionally.
Repeal
They shall be deleted:
1. the Decree of the Ministry of Education of the Slovak Socialist Republic of 29 December 1975 No 15 749 / 1975-II / 1 on admission to higher and secondary education schools registered in the amount of 40 / 1975 Coll.,
2. § 5 to 9 of Decree of the Ministry of Education of the Slovak Socialist Republic No. 5 / 1977 Ú. v. SSR on secondary schools for workers in the system of educational and educational establishments for youth preparation for the labour occupation, registered in the amount of 11 / 1977 Coll.
Efficacy
This decree shall take effect on the day of its publication.

Annex to Decree No 52 / 1979 Coll.
Targets of talent trials
1. The aim of the talent examinations in art or art technical studies in secondary arts and in secondary vocational schools is to determine the degree of artistic talent of the tasks of drawing, painting or modelling and special artistic technical disposition of the tasks focused on the field of study.
2. The aim of the talent test at the conservatory is to determine the degree of technical maturity in singing or in playing the chosen musical instrument and the assumptions of the candidate for further musical development, with the candidate for admission to the study field "Dance" of his physical disposition and musicality. At the conservatory for visually impaired young people in Prague, there is a degree of technical maturity in the game of selected musical instrument, auditory orientation and basic knowledge from general learning about music.
3. The aim of the talent exam at the expert tunnelling school for visually impaired young people is to verify the musical hearing and manual skills of the candidate.
4. The aim of the talent test at secondary health schools of the candidate for admission to the study field "Dental Laboratory" is to identify his drawing and modelling skills; for a candidate for admission to the field of study "Rehabilitation worker ', the identification of his mobility and swimming skills.
