on conditions for storage, possession and handling of black hunting powder, dust free, matches and ammunition
According to § 86 (7) of Act No. 288 / 1995 Coll., on firearms and ammunition (Firearms Act), the Czech Mining Authority provides:
Subject matter
The decree sets out conditions for the storage, possession and handling of black hunting powder ("black dust '), dust and matches, conditions for the storage and storage of ammunition, (1) as well as their largest permitted quantities stored and kept by entrepreneurs (2) in the field of weapons and ammunition.
Basic concepts
For the purposes of this decree:
(a) black powder of ammunition used in ammunition or as a filler for firing a weapon designed to use black powder;
(b) powder-free ammunition used in ammunition intended to be fired from a weapon designed for the use of powder-free;
(c) a matchstick metal housing containing an igniting or incendiary substance intended as an igniting agent in the ammunition for hand guns or as an igniting agent for fuses;
(d) Class 1 substances of solid or liquid explosive substances which may cause damage to health, life and property in the event of an explosion;
(e) articles of Class 1 which contain one or more explosive substances;
(f) the retail space of the premises of the entrepreneur intended for customer service;
(g) adjacent premises in the premises of the entrepreneur intended for the possession of black dust, dust free powder, matches and ammunition for sale in the premises of the premises;
(h) storage of black powder, dust free, matches and ammunition in excess of the maximum permitted quantity authorised by this Decree;
(ch) by keeping separate storage of Class 1 substances or articles in a separate space;
(i) joint storage of Class 1 substances and articles in one compartment;
(j) a mass explosion explosion which, after local initiation, spreads almost immediately and practically to the full amount of the explosive.
Substances and articles of Class 1, subclasses and tolerance groups
(1) For the purposes of this Decree, black powder, free dust, matches and ammunition are to be classified as substances and articles of Class 1. The division of substances and articles into subclasses and groups of tolerability is given in Annex 1, which is part of this Decree.
(2) Classification codes and identification numbers are assigned to Class 1 substances and articles by subclasses and tolerance groups. Examples of Class 1 substances and articles by classification code and identification number are given in Annex 2, which is part of this Decree.
Conditions for storage, storage and handling of black dust, dust free, matches and ammunition
(1) The sale of black powder, dust free, matches and ammunition is permitted only in premises approved for this purpose under special regulation.3)
(2) The largest permitted quantities of substances and articles held in sales premises and adjacent premises in residential and non-residential buildings are listed in Annex 3, which is part of this Decree.
(3) The substances and articles of Class 1 referred to in paragraph 1 shall be kept in such a way that any explosion or fire does not endanger the lives and health of persons.
(4) Class 1 substances and articles are sold and kept only by:
(a) in the original packaging of the manufacturer,
(b) dry and in such a way that their temperature does not exceed 40 ° C;
(c) separately from flammable and slightly flammable objects.
(5) Conditions for the possession of Class 1 substances and articles:
(a) substances and articles of the tolerance group "S" outside matches may be kept together;
(b) black dust, free dust and matches shall be stored separately in separate cabinets or boxes in the case of stowage in one room.
(6) It is prohibited to use open fires, hot objects and smoking in sales and adjacent areas. These spaces shall be equipped with fire extinguishers and fire protection devices in accordance with the specific regulations.4)
(7) Access to the adjacent premises is permitted for a period of time strictly necessary, only to the employees of the store and the supervisory authorities. 5)
(8) The substances and articles referred to in paragraph 1 shall be secured in sales and adjacent premises against misuse, loss and theft by the implementation of appropriate measures, in particular adequate building modifications and technical collateral under specific rules. 6)
(9) The provisions on the storage of explosives shall apply to black powder, free-of-charge dust and matches in quantities exceeding the maximum permitted quantities set out in Annex 3, which is part of this Decree. 7)
(1) Holders of a group B or C8 firearms licence are permitted to overtake 8) for their own use only sports or hunting hub 9) with a central fire.
(2) When overcharging bullets, working with dust and matches is permitted only in enclosed spaces.
(3) When overcharging charges:
(a) prohibited the use of open fires, hot objects and smoking;
(b) the instructions of the manufacturers of individual parts of cartridges must be followed;
(c) only authorised to use instruments and equipment in technical conditions guaranteeing safety and health at work and safety of operations in accordance with the manufacturer's or importer's instructions.
(4) A mechanically damaged cartridge cannot be used for further filling.
(5) Matches and dust free of charge are stored in the manufacturer's packaging separately in cabinets or containers (10) in a dry place at temperatures below 40 ° C. Boxes cannot be located in residential buildings in living rooms and kitchen. 11)
(6) Holders of a weapon designed to be fired using black powder shall store matches and black dust in the manufacturer's packaging separately in cabinets or containers in dry places at temperatures below 40 ° C. Boxes cannot be located in residential buildings in living rooms and kitchen.
Efficacy
This Decree shall take effect on 1 March 1996.
