on the Agreement between the Government of the Republic of Czechoslovakia and the Government of the People's Republic of Romania on the protection of agricultural plants from pests and diseases.
The Agreement between the Government of the Czechoslovak Republic and the Government of the People's Republic of Romania on the protection of agricultural plants against pests and diseases, signed at Bucharest on 31 October 1952, was approved by the Government on 8 July 1952 and ratified on 31 December 1952 by the President of the Republic.
The instruments of ratification were exchanged in Prague on 25 February 1953.
This Agreement shall enter into force on the date of the exchange of instruments of ratification in accordance with Article 10 thereof and shall therefore become effective on 25 February 1953.

HAS ADOPTED THIS AGREEMENT:
AGREEMENT
between the Government of the Czechoslovak Republic and the Government of the People's Republic of Romania on the protection of agricultural plants against pests and diseases
The Government of the Czechoslovak Republic and the Government of the People's Republic of Romania consider it desirable to take effective action in order to reduce as far as possible the losses in agriculture, pests and diseases arising, have appointed their agents:
Government of the Czechoslovak Republic of Robert Schmelz, extraordinary and authorised Ambassador of the Czechoslovak Republic in Bucharest,
Government of the People's Republic of Romania, Simion Bughič, Minister of Foreign Affairs of the People's Republic of Romania,
who, after submitting their full powers to each other, found them in good and proper form, agreed on the following:
Each year, both Contracting Parties undertake to carry out on a continuous basis measures on their territory in order to minimise losses in agriculture caused by pests and diseases of agricultural plants.
The two Contracting Parties shall undertake:
1. to carry out systematic surveillance in their territories of agricultural plants in order to identify the presence of pests and diseases of agricultural plants referred to in Article 3 of this Convention;
2. to take the necessary measures, reduce and destroy outbreaks of pests and diseases of agricultural plants by any means, by chemical, agro-technical and agri-biological means and by any other means at their disposal;
3. to provide quarantine measures in places where pests and dangerous diseases are discovered and to prohibit transport to the territory of the other Party of material of plant origin, in particular seeds, seedlings and agricultural plants, which could be the source of the spread of such pests and diseases.
Both Contracting Parties undertake to take the measures provided for in Article 2 against the following pests and dangerous diseases:
1. Potato almonds (Leptinotarsa decemlineata Say).
2. Potato Mol (Phtorimaea opercuella Zell).
3. Potato nematode (Heterodera rostochiensis Woll).
4. Worm San José (Aspidiotus perniciosus Comst.).
5. Fruit friendly (Hyphantria cunea Drury).
6. Potato cancer (Synchytrium endobioticum Schilb Perc.).
7. Septoriosa linn (Septoria linicola).
8. Beet moth (Phtorimaea ocelatella).
The list of pests and diseases may be supplemented or amended by an additional agreement of the Contracting Parties.
The two Contracting Parties shall draw each other's attention to the occurrence of pests and diseases in agricultural plants referred to in Article 3 on their territory.
The two Contracting Parties agree that consignments, from one State to another, of goods of plant origin, such as seeds (seeds), seedlings, seeds (seeds), onions (cepa), lard (seges), (generally), grafting (surculus), cuttings (viviradix), branches (propago), and cereals of all kinds, leguminous vegetables, fruit, cotton shall be subject to the obligation to issue plant-medical (phytopathological) certificates by which the competent public authorities certify that the consignment does not contain pests and diseases of agricultural plants referred to in Article 3 and that consignments do not originate from the districts where such pests and diseases occur.
If undestroyed outbreaks of potato almonds are found in the territory of a Contracting Party, the Contracting Parties shall allow the export or import of potatoes, plants or parts of plants with land only from uncontaminated places.
In order to prevent the introduction of pests and plant diseases from third countries, the Contracting Parties shall adapt on their territory the introduction and transit of plants or parts thereof (seeds (seeds), onions (cepa), grafts (surculus), cuttings (viviradix), branches (propago), plantae inoculatae, etc.) from any other country. Such transport shall be permitted only with the plant health certificate, the certificate of origin and in compliance with the measures prescribed by the plant protection authorities of the Contracting Parties.
The Contracting Parties undertake to designate border stations within their territory to allow the transport of plants from third countries.
The two Contracting Parties agree to supply each other, at pre-agreed prices, with plant protection products, after equipment, machinery and other material needed to implement quarantine measures against pests and agricultural plant diseases and to check whether potato mandelins are free before dispatch.
In the event of a mass reproduction of pests and diseases in agricultural plants, the Contracting Parties shall assist each other by sending plant-health experts to the territory of the affected State.
The Parties agree that:
1. exchange all laws and regulations in force in their territory concerning the protection of agricultural plants against pests and diseases;
2. twice a year (15 September and 15 January) shall exchange reports on the results of the surveys carried out on cultivated and uncultivated land for the purpose of detecting pests and diseases of agricultural plants, as well as on the experience gained in combating such pests and diseases;
3. They shall immediately report on the detection of new outbreaks of potato mandrel on their territory, as well as a summary report on the occurrence of potato mandella on 15 September each year.
The Parties agree to convene conferences on the protection of agricultural plants on which practical issues relating to pest control and quarantine measures in their territory would be addressed. The conferences will be held alternately in the Czechoslovak Republic and the People's Republic of Romania; the duration and place of their conduct shall be determined by agreement between the Parties.
This Agreement shall be ratified. The instruments of ratification will be exchanged in the shortest time in Prague.
The Agreement will enter into force on the date of the replacement of the instruments of ratification and will be valid for five years. If one of the Contracting Parties has not been denounced one year before the expiry date, it shall be extended for a further five years.
Dane in Bucharest on 31 October 1952 in two copies, each in the Czech and Romanian languages; the two texts are equally authentic.
