of 16 December 2002
on cultural awards awarded by the Ministry of Culture
The Government mandates the implementation of Act No. 218 / 2000 Coll., on the Budget Rules and on the amendment of certain related laws (Budget Rules), as amended by Act No. 493 / 2000 Coll., Act No. 141 / 2001 Coll., Act No. 187 / 2001 Coll., Act No. 450 / 2001 Coll., Act No. 320 / 2001 Coll., Act No. 202 / 2002 Coll. and Act No. 320 / 2002 Coll.:
Subject matter
This Regulation sets out the types of cultural awards awarded by the Ministry of Culture (hereinafter referred to as "the Ministry ') and the conditions for their award.
Valuation types
The Ministry may award the following awards:
(a) the State Prize for Literature,
b) State Award for the Translation Work,
c) Award of the Ministry of Culture for the benefit of theatre, music, art and architecture,
d) Ministry of Culture Award for the Benefits in Cinematography and Audiovisual,
e) Ministry of Culture Prize for Memorial Care,
f) Ministry of Culture Award for the contribution to the development of Czech culture,
g) Ministry of Culture Award in the fields of interest in artistic activities,
h) Library of the Year Award,
i) Award for the most beautiful Czech book of the year,
(j) Gloria musaealis Prize,
k) Ministry of Culture Award - Designer of the Year,
l) Ministry of Culture Award at the Biennial of graphic design Brno,
m) Ministry of Culture Award - the award to the film of Visegrad countries,
(n) the title "Carrier of the tradition of folk crafts,"
(o) the Artis bohemiae amicis medal,
p) The benefactor of Czech culture,
q) Knight / Lady of Czech Culture.
State Prize for Literature
(1) The State Prize for Literature is awarded for the evaluation of the important original literary work (1) of Czech literature, published in the form of a printed non-periodic publication in the Czech language in the year of award or in the year preceding. The State Prize for Literature may also be awarded for evaluation of current literary works.
(2) The State Prize for Literature is awarded to the author.
(3) The State Prize for Literature can be awarded on 28 October each year. Only one State Prize for Literature may be awarded in a calendar year.
(4) The State Prize for Literature consists of a diploma and a cash award of CZK 300,000.
(1) Proposals for the award of a valuation pursuant to Article 3 may be submitted by natural or legal persons before 31 May of the year of the award of the valuation.
(2) The application for the award of an award pursuant to Article 3 shall be made in writing and shall include the name, surname and place of permanent residence or, where applicable, residence, if the permanent residence has not been granted (hereinafter referred to as "permanent residence '), the author proposed for the award of the award and the justification for the proposal.
State Award for Translation Work
(1) The State Award for the translation work is awarded for evaluation of the translation of the literary work 1) from a foreign language to a Czech language, issued in the year of award or the year preceding, taking into account the work of the author of the translation in the field of translation of literary works. The State Award for the translation work may also be awarded for evaluation of the author's work in the field of translation of literary works.
(2) The State Award for the translation work is awarded to the author.
(3) The State Prize for the Translation Work can be awarded on 28 October each year. In a calendar year, only one State Prize may be awarded for the translation work.
(4) The state award for the translation work consists of a diploma and a cash award of CZK 300,000.
(1) Proposals for the award of a valuation pursuant to Article 5 may be submitted by natural or legal persons before 31 May of the year of the award of the valuation.
(2) The application for the award pursuant to Article 5 shall be submitted in writing and shall include the name, surname and place of residence of the author proposed for the award of the award and the justification for the proposal.
Award of the Ministry of Culture for contribution in the field of theatre, music, art and architecture
(1) The Ministry of Culture award for the contribution in the field of theatre, music, art and architecture is awarded for the evaluation of exceptional artistic works or interpretations or for long-term artistic merit in the field of theatre, music, art and architecture.
(2) The award of the Ministry of Culture for the contribution in the field of theatre, music, art and architecture is awarded in the fields
(a) theatre,
(b) musical,
(c) art;
(d) architecture.
(3) The prize of the Ministry of Culture for the contribution in the field of theatre, music, art and architecture is awarded to a natural or legal person.
(4) The Ministry of Culture award for the contribution in the field of theatre, music, art and architecture can be awarded on 28 October each year. In a calendar year, only one Ministry of Culture Award may be awarded in each field under paragraph 2 for the benefit of theatre, music, art and architecture.
(5) The Ministry of Culture award for the contribution in the field of theatre, music, art and architecture consists of a diploma and a cash award of CZK 300,000.
(1) Proposals for the award of a valuation pursuant to Article 7 may be submitted by natural or legal persons, before 31 May of the year of the award of the valuation.
(2) An application for the award of an award pursuant to Article 7 shall be submitted in writing and shall include the name, surname and place of residence of the natural person, or the business name and registered office of the legal person proposed for the award of the award, the designation of the relevant field referred to in Article 7 (2) and the justification of the proposal.
The Ministry of Culture Award for the Benefits in Cinematography and Audiovisual
(1) The Ministry of Culture's award for the benefit in the field of cinematography and audio-visual works is awarded for the evaluation of exceptional artistic, artistic, interpretation or technical achievements in the production, production, dissemination and storage of cinematographic and audiovisual works (1a) or for research or promotion activities in the field of cinematography and audiovision or for long-term merit in the field of cinematography and audiovision.
(2) The prize of the Ministry of Culture for the benefit of cinematography and audiovision is awarded to a natural or legal person; it may also be granted to a natural person in memory.
(3) The Ministry of Culture Award for the benefit of cinematography and audiovision can be awarded on a yearly basis on 27 October. In a calendar year, no more than two Ministry of Culture Awards may be awarded for the benefit of cinematography and audiologies, only one of which may be awarded to a living natural person or legal person.
(4) The Ministry of Culture award for the benefit in the field of cinema and audiovision consists of a diploma and a cash award of CZK 300,000. In the case of an in-memoriam award, no cash valuation shall be provided.
(1) Proposals for the award of a valuation pursuant to Paragraph 8a may be submitted by natural or legal persons before 31 May of the year of the award of the valuation.
(2) The application for an award pursuant to Paragraph 8a shall be submitted in writing and shall include the name, surname and place of residence of the natural person, or the business name and registered office of the legal person proposed for the award of the award, and the justification for the proposal. In the case of an in memoriam award proposal, the proposal shall include the name and surname of the natural person proposed to award the award, the justification of the proposal and the name and surname of the natural person who could take over the valuation.
Ministry of Culture Award for Memorial Care
(1) The Ministry of Culture Prize for Memorial Care is awarded to evaluate the extremely important results or creative achievements achieved in the field of conservation, exploration, preservation and presentation of cultural monuments, conservation, conservation, conservation, conservation, conservation or archaeological findings.
(2) The Prize of the Ministry of Culture for Memorial Care is awarded to a natural person; it can also be awarded in memoriam.
(3) The Ministry of Culture Prize for Memorial Care can be awarded annually on 18 April, which is the International Day of Monuments and Mansions. In a calendar year, a maximum of two awards from the Ministry of Culture for Memorial Care may be awarded, only one of which may be awarded to a living person.
(4) The Ministry of Culture Prize for Memorial Care is composed of a diploma, embossed plaque including an etue and a cash award of CZK 200,000. In the case of an in-memoriam award, no cash valuation shall be provided.
(1) Proposals for the award of awards pursuant to Article 9 may be submitted by the Scientific Council for State Monument Care, by a professional organisation of State Monument Care or by civil associations which, according to their statutes, carry out activities in the protection of cultural monuments, monuments, monuments or archaeological findings until 15 February of the year of award.
(2) The application for a valuation pursuant to Article 9 shall be submitted in writing and shall include the name, surname and place of residence of the natural person proposed for the award of the valuation and the justification of the proposal. In the case of an in memoriam award proposal, the proposal shall include the name and surname of the natural person proposed to award the award, the justification of the proposal and the name and surname of the natural person who could take over the valuation.
Ministry of Culture Award for contribution to the development of Czech culture
(1) The Ministry of Culture Award for the contribution to the development of Czech culture is awarded for the evaluation of permanent merit for the development of culture in municipalities, regions and the Czech Republic in the performance of cultural services to the public or for the contribution in the involvement of the Czech Republic in international programmes in the field of culture.
(2) The Ministry of Culture award for the contribution to the development of Czech culture is awarded to a natural or legal person.
(3) The Ministry of Culture Award for the contribution to the development of Czech culture can be awarded annually. In a calendar year, a maximum of five Ministry of Culture awards may be awarded for the contribution to the development of Czech culture.
(4) The Ministry of Culture award for the contribution to the development of Czech culture consists of a diploma and a cash award of CZK 100,000.
(1) Proposals for the award of a valuation pursuant to Article 11 may be submitted by natural or legal persons before 31 December of the year preceding the award of the valuation.
(2) An application for an award pursuant to Paragraph 11 shall be made in writing and shall include the name, surname and place of permanent residence of the natural person, or the business name and registered office of the legal person proposed for the award of the award, and the justification for the proposal.
Award of the Ministry of Culture in the fields of interest artistic activities
(1) The Ministry of Culture award in the fields of interest artistic activities is awarded to evaluate long-term activities in the various fields of interest artistic activities, or to create an excellent work of art in these fields.
(2) The award of the Ministry of Culture in the fields of interest art activities is awarded in the fields
(a) theatrical and verb activities;
(b) traditional folk culture and folklore;
(c) music activities;
(d) audiovisual and visual activities;
(e) dance activities;
(f) children's artistic activities.
(3) The prize of the Ministry of Culture in the fields of interest artistic activities is awarded to a natural or legal person.
(4) The Ministry of Culture award in the fields of interest arts can be awarded annually on the occasion of national shows or festivals. In a calendar year, only one Ministry of Culture prize in the fields of interest artistic activities may be awarded in each field referred to in paragraph 2.
(5) The Ministry of Culture award in the fields of interest art activities consists of a diploma and a cash award of CZK 50,000.
(1) Proposals for the award of valuations pursuant to Article 13 may be submitted by natural or legal persons before 31 December of the year preceding the award of the valuation.
(2) The application for an award pursuant to Article 13 shall be submitted in writing and shall include the name, surname and place of residence of the natural person, or the business name and registered office of the legal person proposed for the award of the award, the designation of the relevant field referred to in Article 13 (2) and the justification of the proposal.
Library of the Year Award
(1) The Library of the Year award is awarded to evaluate the long-term merit of developing libraries in municipalities or the exceptional contribution to the development of public library and information services.
(2) The Library of the Year Prize is awarded in categories
(a) basic library, 2)
(b) significant action in the field of the provision of public library and information services.
(3) The Library of the Year price referred to in paragraph 2 (a) is awarded to the library operator registered in the library register. 3) The Library of the Year price referred to in paragraph 2 (b) shall be awarded to the natural person or the library operator according to the previous sentence.
(4) The Library of the Year award can be awarded annually in October on the occasion of Library Week. A maximum of five Library of the Year prizes in the categories referred to in paragraph 2 may be awarded in a calendar year.
(5) The Library of the Year award consists of a diploma for all awards awarded in the categories referred to in paragraph 2 and a cash award of CZK 70 000 for a maximum of one prize in each category according to paragraph 2.
(1) Proposals for the award of a valuation pursuant to Article 15 may be submitted by natural or legal persons before 5 August of the year of the award of the valuation.
(2) An application for award pursuant to Article 15 shall be submitted in writing and shall include the name, surname and place of permanent residence of the library operator proposed for the award of the award, if it is a natural person, or a commercial firm or the name and address of the library operator proposed for the award of the award, if it is a legal person, the designation of the relevant category referred to in Article 15 (2) and the justification of the proposal. Furthermore, in the case of an application for a valuation pursuant to Article 15 (2) (b), the application shall include the name and surname and place of permanent residence of the natural person proposed for the award of the valuation.
Price for the most beautiful Czech book of the year
(1) The award for the most beautiful Czech book of the year is awarded for the evaluation of non-periodical publication4) as a technical product and functional object which has not yet been published in this printing and visual form.
(2) The award for the most beautiful Czech book of the year is awarded on the basis of the results of the public competition 5) announced annually by the Ministry together with the Memorial of National Papermaking through the press and in the information system with a remote direction.6)
(3) The award for the most beautiful Czech book of the year is awarded in categories
(a) specialised literature;
b) beautiful literature,
(c) literature for children and youth;
(d) textbooks for schools of all degrees and other didactic aids;
(e) books on fine arts,
(f) catalogues,
(g) bibliophily and authors' books.
(4) The award for the most beautiful Czech book of the year is awarded to a legal person based in the Czech Republic or to a citizen of the Czech Republic who are publishers of the non-periodic publication referred to in paragraph 1 (hereinafter referred to as "publisher"), for placing this non-periodic publication first in one of the categories referred to in paragraph 3.
(5) The award for the most beautiful Czech book of the year can be awarded annually on 23 April, which is the World Day of the book and copyright. In the calendar year, only one award for the most beautiful Czech book of the year may be granted in each category referred to in paragraph 3.
(6) The award for the most beautiful Czech book of the year consists of a diploma and a cash award of CZK 50,000.
(1) Natural or legal persons may enter in the tender provided for in Article 17 (2) non-periodic publications pursuant to Article 17 (1) which have been or will be issued by the publisher from 1 January to 31 December of the year preceding the award of the valuation pursuant to Article 17.
(2) The deadline for the submission of applications pursuant to Article 17 (2) is laid down by the Ministry and the National Written Memorial for each year.
(3) The application for an invitation to tender referred to in Article 17 (2) shall be submitted in writing to the advertisers for each non-periodic publication referred to in Article 17 (1) separately and shall include the name of the non-periodic publication, the name, surname and place of residence of the publisher entered in the tender, if any, or the name and registered office of the publisher entered in the tender, if the legal person, the designation of the category referred to in Article 17 (3), the justification of the proposal, a copy of the proof of payment of the admission fee of CZK 500 for each application and annex under the rules of competition.
(4) The Minister of Culture (hereinafter referred to as "the Minister") shall decide on the award of the award in accordance with Article 17 on the basis of a recommendation from the Commission appointed by the applicant.
(5) The details of the conduct of the tender pursuant to Article 17 (2) and the composition of the commission, the manner in which it operates and other formalities shall be laid down in the rules of competition and the rules of procedure issued by the Ministry.
Gloria musaealis price
(1) The Gloria musaealis prize is awarded to evaluate the importance of the use of collections of a museum nature entered in the central register of collections (7) ("the collection") for educational activities and the importance of the collection activities of museums and galleries for the preservation of movable cultural heritage.
(2) The Gloria musaealis award is awarded on the basis of the results of the public competition 5) announced annually by the Ministry together with the Association of Museums and galleries of the Czech Republic and the Czech Committee of the International Council of Museums by means of the press and in the information system with a remote direction.6)
(3) Gloria musaealis award in categories
(a) museum exhibition of the year,
(b) museum publications of the year,
(c) the museum achievement of the year.
(4) The Gloria musaealis award is granted to a natural or legal person who is the owner of the collections (the "owner of the collection") for placing first in one of the categories referred to in paragraph 3. If the Czech Republic or a local self-governing body is the owner of the collection, the Gloria musaealis prize is awarded to the organizational component or to the state or local self-governing body that manages the collection.
(5) The Gloria musaealis Prize can be awarded on 18 May, which is the International Day of Museums. In a calendar year, only one Gloria musaealis prize may be awarded in each category referred to in paragraph 2.
(6) The Gloria musaealis award consists of a diploma, a sculpture and a cash award of CZK 70,000.
(1) The collection owner may enter the tender provided for in Article 19 (2) which, from 1 January of the year preceding the year of award, first made available to the public an exhibition using the collection for at least 1 month, issued a non-periodic publication, including a publication published on the electronic medium, on a thematic basis drawn from the collection or from the scientific research activities of the museum intended for the public, or improved the collection activity or care of the collection in a significant and long-term manner. If the Czech Republic or a local self-governing body is the owner of the collection, the provisions of the previous sentence shall apply mutatis mutandis to the state or local self-governing organisation (s) managing the collection.
(2) The deadline for the submission of applications pursuant to Article 19 (2) runs from 1 January of the year preceding the year of award of the valuation pursuant to Article 19 to 28 February of the year of award of the valuation.
(3) The application for an invitation to tender referred to in Article 19 (2) shall be submitted to the applicants on the prescribed form for each subject-matter of the competition separately and shall include the name, surname and place of permanent residence of the owner of the collection, if any, of the natural person, or the name and registered address of the owner of the collection, if any, of the legal person, the registration number of the collection, the category designation referred to in Article 19 (3), the name and description of the subject of the competition, a copy of the document of the payment of the competitive fee of CZK 800 for each application and an annex under the rules of competition. Furthermore, in the case of filing an application for a category pursuant to § 19 (3) (a), the date and place of the exhibition, in the case of filing an application for a category under § 19 (3) (b), the date of issue of the non-periodic publication, in the case of filing an application for a category under § 19 (3) (c), the date from which the subject of the competition can be assessed. Where, pursuant to paragraph 1, an organisational component or a State or a local authority body which manages the collection is entered in the tender, it shall indicate in the application its name, registered office and details of the founder.
(4) The Minister shall decide on the award of the award in accordance with Paragraph 19 on the basis of a recommendation from the Commission appointed by the appellant.
(5) The details of the conduct of the tender provided for in Article 19 (2) and the composition of the commission, the manner in which it operates and other formalities shall be laid down by the competition rules issued to the applicant.
Ministry of Culture Award - Designer of the Year
(1) The Ministry of Culture Award - Designer of the Year is awarded for the evaluation of the extraordinary artwork 1) in the field of product design, including industrial design.
(2) The Prize of the Ministry of Culture - Designer of the Year is awarded in the framework of the Czech Grand Design Annual Awards announced annually by the main organiser through the press and in the information system with remote direction6).
(3) The Prize of the Ministry of Culture - Designer of the Year is awarded to the author.
(4) The Ministry of Culture Award - Designer of the Year can be awarded annually. In a calendar year, only one Ministry of Culture Award - Designer of the Year can be awarded.
(5) The Prize of the Ministry of Culture - Designer of the Year consists of a diploma and a cash award of CZK 70,000.
(1) The evaluation body of the Czech Grand Design Annual Awards appointed by the main organiser of art works (1) created in the field of product design, including industrial design, for the period from 30 November of the year 2 years preceding the year of award until 30 November of the year preceding the year of award of the award of the award, will select a work which will recommend to the Minister for the award of the award pursuant to § 20a.
(2) Details of the selection of works, their evaluation and award of the Czech Grand Design Annual Awards and the composition of the evaluation body of the Czech Grand Design Annual Awards, the manner in which they operate and other requirements will be adapted by the Statutes issued by the main organiser.
Ministry of Culture Award at the Biennial of Graphic Design Brno
(1) The prize of the Ministry of Culture at the Biennial of Graphic Design Brno is awarded for the evaluation of the art work (1) from the field of graphic design.
(2) The prize of the Ministry of Culture at the Biennial of Graphic Design Brno is awarded in the framework of the Biennial of Graphic Design Brno announced every other year on the basis of the decision of the Ministry of Moravian Gallery in Brno as the main organizer by means of the press and in the information system with remote direction.6)
(3) The prize of the Ministry of Culture at the Biennial of graphic design Brno is awarded to the author.
(4) The prize of the Ministry of Culture at the Brno Biennial of Graphic Design can be awarded in the year of the Biennial of Graphic Design Brno, usually on the day of its launch. Only one Ministry of Culture prize at the Brno Biennial of Graphic Design can always be awarded.
(5) The Ministry of Culture award at the Brno Biennial of Graphic Design consists of a diploma and a cash award of CZK 100,000.
(1) At the Biennial of Graphic Design Brno, the author can sign his art work (1) from the field of Graphic Design, if this work complies with the terms and conditions of the Biennial of Graphic Design Brno.
(2) The deadline for submitting applications to the Brno Biennial of Graphic Design is set by the main organizer separately for each year.
(3) The application for the Biennial of Graphic Design Brno is submitted to the chief organizer in writing and contains the name and name of the work, surname and permanent residence of the registered author and attachment according to the rules of the Biennial of Graphic Design Brno.
(4) For the selection of registered works, which will be included in the Biennial of Graphic Design Brno, the organizational committee will appoint the Biennial of Graphic Design Brno, appointed by the main organizer, the international selection committee. The international jury, appointed by the main organiser, will select from the works thus assigned, a work which will recommend to the Minister for the award of the award pursuant to § 21.
(5) The details of the progress of the Brno Biennial of Graphic Design and the composition of the Organizing Committee of the Biennial of Graphic Design Brno, the international selection committee and international juries, the manner in which they operate and other requirements will be adapted by the Brno Biennial of Graphic Design and the Rules of Procedure issued by the Ministry together with the main organizer.
Prize of the Ministry of Culture - prize of the Visegrad countries' film
(1) The Prize of the Ministry of Culture - the prize of the film of Visegrad countries is awarded for the evaluation of audiovisual work 1a) for children and youth of national cinematography of the Czech Republic, the Republic of Hungary, the Republic of Poland or the Slovak Republic (the Visegrad Group).
(2) The Prize of the Ministry of Culture - the award to the film of Visegrad countries is awarded in the framework of the International Film Festival for Children and Youth in Zlín announced annually by the main organizer through the press and in the information system with a remote direction.6)
(3) The prize of the Ministry of Culture - the prize of the Visegrad film is awarded to a natural person or legal person.
(4) The Prize of the Ministry of Culture - the award to the film of Visegrad countries can be awarded annually, as a rule at the end of the International Film Festival for Children and Youth in Zlín. Only one Prize of the Minister of Culture can always be awarded - the award to the film of Visegrad countries.
(5) The Prize of the Ministry of Culture - the prize of the film of Visegrad countries consists of a sculpture and cash award of CZK 100,000.
(1) The international festival of films for children and youth in Zlín for awards pursuant to § 23, the Visegrad Group countries may register their audiovisual work (1a), produced from 1 May of the year 2 years before the award of the award until 15 March of the year of the award, provided that these works comply with the conditions laid down by the International Film Festival for Children and Youth in Zlín.
(2) The deadline for applying to the international festival of films for children and youth in Zlín ends on 15 March of the year of award pursuant to § 23.
(3) The application for the international festival of films for children and youth in Zlín shall be submitted to the principal organizer in writing and shall include the name of the work, year and country of manufacture, the name, surname and place of permanent residence of the author of the written work and annexes according to the statute of the international festival for children and youth in Zlín.
(4) The International Film Jury of Visegrad countries of the International Film Festival for Children and Youth in Zlín, appointed by the main organizer, will select a winning piece to recommend to the Minister for the award of the award in accordance with § 23.
(5) Details of the course of the international film festival for children and youth in Zlin and the composition of the international jury for the played film of the Visegrad countries, its way of action and other formalities will be adapted to the status of the international film festival for children and youth in Zlin, issued by the main organizer.
Title "Carrier of the tradition of folk crafts"
(1) The title "Carrier of the tradition of folk crafts" is given to evaluate the skills, knowledge of traditional folk craft practices and technologies and to try to preserve them, present them in public and transmit them to future generations.
(2) The title "Carrier of the tradition of folk crafts" is awarded to a citizen of the Czech Republic if he operates one of the traditional folk crafts.
(3) The title "Carrier of the tradition of folk crafts" can be awarded annually on the occasion of the Days of European Heritage. In a calendar year, a maximum of five titles "Carrier of the tradition of folk crafts" may be awarded.
(4) The title "Carrier of the tradition of folk crafts" consists of a diploma and a cash award of CZK 50,000.
(1) Proposals for the award of a valuation pursuant to Paragraph 25 may be submitted by natural or legal persons before 31 December of the year preceding the award of the valuation.
