on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait
On 30 June 1971, the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait was signed in Kuwait.
Pursuant to Article 8 thereof, the Agreement entered into force on 17 January 1972.
The Czech version of the Agreement is hereby published at the same time.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait
The Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait, seeking the development of friendly relations and mutual understanding between their countries and seeking to extend and consolidate cultural cooperation on the basis of the principles of mutual respect, equality and non-interference in the internal affairs of the other State,
have decided to conclude this Agreement and to this end have appointed their agents:

who, after exchanging their full powers, found in good and proper form, have agreed on the following:
Both Parties will promote mutual educational, scientific and cultural cooperation as far as possible. To this end, they shall in particular:
(a) exchange of university professors, lecturers, scientific, technical and cultural staff;
(b) exchange of university graduates, scientists and researchers for short-term study visits on the basis of study plans;
(c) exchange of students for study at universities;
(d) the provision of scholarships to students from another State;
(e) the extension of the study of languages and literature of peoples of the other state to their universities and institutes;
(f) cooperation on the basis of specific agreements to be concluded for this purpose on projects aimed at ensuring the preservation of cultural heritage monuments and the civilisation of nations of both states.
The Contracting Parties shall exchange plans and provide each other with information on the scope and content of higher education, postgraduate and secondary education in order to establish the equivalence of scientific degrees, degrees, diplomas and certificates, awarded by the competent institutions in accordance with the laws of both countries. They'll make a special deal.
The Parties shall assist in a better understanding of the civilisation and culture of the other country, in particular in the following ways:
(a) strengthening contacts and facilitating cooperation between the two countries in the fields of literature, science and culture;
(b) the exchange of scientific, technical, educational and artistic publications, materials and equipment;
(c) by organising scientific, educational and artistic exhibitions;
(d) visits by artists and artistic groups of one State to the territory of the other State;
(e) the exchange of radio and television programmes, recordings and records, as well as artistic, popular scientific and educational films;
(f) by exchange of visits to relevant scientific and cultural representatives of both States.
The Parties shall endeavour to develop friendship and mutual knowledge of the peoples of the two States through:
(a) promoting cooperation and exchange of sportsmen and sports cooperatives, organising sport competitions and exchanging relevant experts;
(b) promoting tourist tours between the two countries.
The Contracting Parties shall provide each other, within the framework of their respective laws, with all possible concessions for imports into their national territories, with the equipment necessary for the implementation of this Agreement, such as paintings, exhibition exhibits, books, films, gramophone records, as well as library equipment, gramophone recorders, magnetophones, radio receivers and film projectors.
The provisions of this Agreement shall not concern the obligations of any person to comply with the legislation on the entry, residence and departure of aliens in force in both States.
The Parties will draw up implementation plans for cooperation for certain periods of time for the implementation of this Agreement.
This Agreement shall enter into force on the date of the exchange of notes by which the Contracting Parties notify each other that all the necessary conditions for the approval of this Agreement have been fulfilled.
This Agreement shall be concluded for a period of four years and shall be extended for a further period of the same duration, unless one of the Contracting Parties has communicated in writing to the other Contracting Party its wish to terminate the Agreement six months before the end of that period.
In order to prove this, the undersigned signed this Agreement in Kuwait on 30 June 1971.
Negotiated in duplicate, each in Arabic, Czech and English, each text being equally authentic. In the event of a different interpretation, the English text will be decisive.
