on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Syrian Arab Republic on cooperation in the field of state and local administration
On 11 September 1985, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Syrian Arab Republic on cooperation in the field of state and local administration was signed in Damascus. The Agreement entered into force on 7 April 1986 on the basis of Article 9 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Syrian Arab Republic on cooperation in the field of state and local administration
The Government of the Czechoslovak Socialist Republic and the Government of the Syrian Arab Republic, led by common interests and the aim of consolidating world peace, friendship and understanding between nations and wishing to strengthen friendly relations and further deepen cooperation, have agreed as follows:
The Parties will expand and deepen cooperation in the field of state and local administration.
To this end, the competent authorities of both States shall exchange and send each other written material, publications, knowledge and experience in the fields of:
(a) management and structures of state and local administration;
(b) development of services for urban and rural population;
(c) the creation and protection of the environment;
(d) organisation and provision of fire protection.
The Parties shall encourage the mutual exchange of experience, consultation and study of methods of work in the areas referred to in Article 1 by means of mutual visits to the experts of the competent authorities of both States.
The Parties shall endeavour to familiarise their public with the achievements of the Czechoslovak Socialist Republic and the Syrian Arab Republic in the areas covered by this Agreement.
The Contracting Parties shall create conditions for the establishment of cooperative contacts between the cities of their States.
The Contracting Parties shall, within the framework of their national rules, provide the national citizens of the other Contracting Party who will be seconded under this Agreement with the necessary conditions to be able to fulfil their tasks.
State citizens of the sending State must comply with the applicable national rules of the receiving State.
For the purpose of implementing this Agreement, the Parties shall negotiate for certain periods implementing cooperation protocols covering agreed actions as well as the financial terms and conditions for their implementation.
Implementation of this Agreement will be provided by the Ministry of Interior of the Czech Socialist Republic and the Ministry of Interior of the Slovak Socialist Republic in cooperation with other competent authorities of the Czechoslovak Socialist Republic and the Ministry of Local Administration of the Syrian Arab Republic.
The Contracting Parties may, by mutual consent, supplement or amend, where necessary, the provisions of the individual Articles of this Agreement.
This Agreement shall be subject to the approval of both Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be negotiated for an unlimited period. Each Contracting Party may be denounced in writing; in that case, it shall expire three months after the date of receipt of the statement to the other Contracting Party.
Dane in Damascus on 11 September 1985 in duplicate, each in Czech, Arabic, French. In the event of a different interpretation, the French language version will be decisive.
