amending Decree No. 134 / 1998 Coll., which publishes a list of health performance with points, as amended
The Ministry of Health provides pursuant to § 17 (4) of Act No. 48 / 1997 Coll., on Public Health Insurance and on the amendment and amendment of certain related laws, as amended by Act No. 245 / 2006 Coll., Act No. 261 / 2007 Coll., Act No. 298 / 2011 Coll. and Act No. 369 / 2011 Coll.:
Decree No. 134 / 1998 Coll., which publishes the list of health performance with point values, as amended by Decree No. 55 / 2000 Coll., Decree No. 135 / 2000 Coll., Decree No. 449 / 2000 Coll., Decree No. 101 / 2002 Coll., Decree No. 291 / 2002 Coll., Decree No. 493 / 2005 Coll., Decree No. 620 / 2006 Coll., Decree No. 331 / 2007 Coll., Decree No. 439 / 2008 Coll., Decree No. 244 / 2009 Coll., Decree No. 472 / 2009 Coll., Decree No. 397 / 2010 Coll., and Decree No. 411 / 2011 Coll., is amended as follows:
1. in the Annex to Chapter 1, under heading 2, the words "health care 'are replaced by the words" paid services';
2. In the Annex to Chapter 1, item 4, the word "health 'is deleted.
3. In the Annex to Chapter 1, item 19, the words "health care 'are replaced by the words" services paid' and the words "paragraph 5 'are replaced by the words" paragraph 4'.
4. In the Annex to Chapter 2 (1) (1) (1) and (2), the words "medical establishments' are replaced by the words" providers'.
5. In Chapter 2 (1) (3) of the Annex, the word "LSPP 'is replaced by the words" emergency services' and the words "care provided 'are replaced by" services provided'.
6. 2. urgent psychiatric examination, emergency intervention, emergent psychotherapy and pharmacotherapy, electroconvulsive psychotherapy, nursing process and psychiatric rehabilitation
OD may be reported no more than 7 days per month. '
96. In the Annex to Chapter 5, point 9, including the title, is deleted.
Points 10 and 11 shall become points 9 and 10 respectively.
97. The performance of the author's expertise 108 (only nephrological haemolemination methods), 203, 501, 502, 503, 504, 505, 506, 507, 601, 602, 603, 604, 605, 606, 607, 701, 702, 704, 705, 706, 707, 708, 709 is assigned a minute overhead rate of 3,44 points per minute of power time.
The performance of the author's expertise 511, 512, 513, 514, 515, 516, 517, 611, 612, 613, 614, 615, 616, 711, 714, 715, 716 and 717 is assigned a minute overhead rate of 5,16 points per minute of power.
The performance of the author's expertise 521, 522, 523, 524, 525, 526, 527, 621, 622, 623, 624, 625, 626, 721, 724, 725, 726, 727 and 728 is assigned a minute overhead rate of 6,89 points per minute of power.
The performance of the author's expertise 531, 532, 533, 534, 535, 536, 537, 631, 632, 633, 634, 635, 636, 731, 734, 735, 736 and 737 is assigned a minute overhead rate of 10,33 points per minute of power.
The performance of the author's expertise 911, 913, 914, 916, 921, 927 is assigned a minute overhead rate of 2,09 points per minute of power.
The performance of the author's expertise 014, 015 is assigned a minute overhead rate of 3,59 points per minute of power.
The one-minute overhead rate for one minute of power allocated by this decree to the performance of individual copyright experts shall be calculated on 1 July of each calendar year by adding to the present value the average annual inflation rate (measured by the index of consumer prices) published by the Czech Statistical Office for the past year. The minute overhead rates thus calculated shall be rounded to two decimal places and shall apply from 1 January to 31 December of the following calendar year.
The contract between the health insurance company and the provider may, on the basis of economically justified costs, agree a higher one-minute overhead rate than indicated in the decree, but up to a maximum of 300% of that value.
The contract between the health insurance company and the provider may, on the basis of economically justified costs, agree a lower minute overheads rate than indicated in the decree, up to a maximum of 30% of that value.

The other part of the overhead resulting from the different costs of individual bed care providers is covered by public health insurance in the form of a overhead assigned to the day of treatment.
2.1 Bed care providers providing acute bed care
In one or more of the sectors contracted, they contract the value of overheads allocated to the treatment date at points between 28,78 and 93,50 points. The director assigned to the treatment date shall be established in a uniform manner for the provider.
2.2 Providers providing other bed care
These are mainly providers of post-bed care, long-term bed care and special-bed care, i.e. providers who do not show up with treatment days, except for examination when receiving and releasing, no other medical performance. The value of the overhead assigned to the treatment date for long-term bed care providers is set at 172,60 points.
The value of the overhead assigned by this decree to the treatment date shall be calculated on 1 July of the calendar year by adding to the current value the average annual inflation rate (measured by the index of consumer prices) for the previous year published by the Czech Statistical Office. The minute overhead rates thus calculated shall be rounded to two decimal places and shall apply from 1 January to 31 December of the following calendar year.
In the contract between the health insurance company and the provider, on the basis of the economically justified necessary costs, a higher value may be agreed on the direction assigned to the OD than indicated in the decree, but not more than 400%.
In the contract between the health insurance undertaking and the provider, on the basis of the economically justified costs, a lower value of the direction assigned to OD than that specified in the decree may be agreed, but not more than 30%. '
102. In Chapter 7 (3) of the Annex to the "General 'section of the" Personnel costs' is replaced by "public '.
103. In Annex Chapter 8:
"Chapter 8
Transport and reimbursement of travel expenses
1. TRANSPORT
The transport is a part of the health services provided by the health emergency care service provider (ZSS), the health transport service (ZDS), the transport of patients with urgent care (PPNP) or other entities which meet the conditions laid down in the specific regulations.
1.1. Transport includes:
1. transport of patients
2. transport of patients' escorts
3. transport of infectious patients
4. journeys by vehicles of the ZSS
5. driving by PPNP vehicles
6. transport of pathological neonates and neonates with low birth weight
7. air transport
8th transport to and from the autopsy
9. transport of medical workers in the visiting service
10. medical transport in emergency care
11. transport of transfusion products, special medicines, tissues, cells and organs for transplantation, transport of a doctor or another healthcare professional to a specialised and necessary performance.
1.1.1. Patient transport
The transport of the patient means the transport of the patient between the providers of paid services or to the providers of paid services for treatment, examination or treatment and back to their own social environment.
1.1.2. Transport of patients' escorts
Patient accompanying means an accompanying person who is not a member of the vehicle crew and is present in relation to the patient's health.
The patient's replacement is reported by adding the number of kilometres travelled with the escort to the number of kilometres travelled with the patient and being reported to the health insurance company in which the patient is insured.
As a patient's escort, only the patient's journey is reported, the unpatient's journey (return) is not covered by public health insurance.
1.1.3. Transport of infectious patients
The transport of infectious patients means the transport of patients with infectious and parasitic diseases, carried out under a special regime according to health regulations.
1.1.4. Secondary transport
Secondary transport means the transport of a patient between the providers of paid services by the relevant ZDS or the transport of a patient between the contracting providers exclusively under the conditions of continuous provision of urgent care during transport by the relevant PPNP to such contractual provider which has staff security, technical and material equipment needed to provide additional services paid.
1.1.5. Transport of ZSS patients
Transport of patients by ZSS means transport of the exit group of the ZSS to the patient and transport of the patient under conditions of continuous provision of pre-hospital emergency care.
1.1.6. Patients transport PPNP
The transport of patients with urgent care means their transport between providers exclusively under conditions of continuous provision of urgent care during transport.
1.1.7 Air transport
The air transport of patients shall be carried out in exceptional cases on the basis of the approval of the revised physician.
1.1.8 Transport to and from autopsy
The transport to and from the autopsy shall be reported as a fixed rate transport performance per kilometre travelled. The driving of an unladen vehicle without the deceased shall not be reported.
