of 30 May 1953
on measures in the fields of wages, pensions and certain social benefits in connection with the abolition of the ticket supply system.
The successes of the working people in building socialism in our homeland have enabled us to abolish the bound market. In order to create favourable conditions in the field of wages, pensions and certain social benefits in order to facilitate the transition from the tied market to the free market, the Government of the Czechoslovak Republic, with the agreement of the President of the Republic pursuant to § 42 (1) of Act No. 241 / 1948 Coll., on the first five-year Economic Development Plan of the Czechoslovak Republic (Act on the Five-Year Plan):

Část I.

Salary measures.
§ 1.
Increase in basic tariff rates.
(1) The applicable basic tariff rates (both time and task rates) are increased as follows:
a) horníkům pracujícím pod zemí a dělníkům jim naroveň postaveným o částku0,70 Kčs za hodinu;
b) dělníkům pracujícím v povrchových zařízeních přímo souvisících s dolem o částku 0,50 Kčs za hodinu;
c) dělníkům pracujícím v hutních provozech, na které se vztahuje usnesení vlády ze dne 13. listopadu 1951 o opatřeních k zvýšení výroby hutního průmyslu, o částku0,60 Kčs za hodinu;
d) dělníkům pracujícím v horkých provozech nebo v provozech jim na roveň postavených o částku 0,44 Kčs za hodinu.
The list of workers to whom the provisions under points (a) (b) and (d) apply shall be defined by the central competent authority with the agreement of the National Labour Commission.
(2) Dělníkům, na které se nevztahuje ustanovení odstavce 1, se zvyšuje základní časový tarif o částku 0,34 Kčs za hodinu.
Where the basic time rate is determined for an exchange or a week, the new basic time rates shall be determined by the competent central office, with the agreement of the National Labour Commission, according to the number of working hours.
The duty rate shall be as follows:
(a) if they work in an estimated task equal to the basic time tariff increased by 10%, the task tariff shall be equal to the new basic time tariff increased by 9%;
(b) if they work in a measured task equal to the basic time tariff increased by 20%, the task tariff shall be equal to the new basic time tariff increased by 18%.
Other task rates shall be determined by the central competent authority with the agreement of the National Labour Commission.
The duty rates shall be rounded to the pennies, if the remainder is at least 5 tenths of the pennies, downwards, if more than 5 tenths of the pennies, upwards.
§ 2.
Increases in monthly salaries.
The basic monthly salaries of employees subject to the provisions of Act No. 244 / 1948 Coll., on state wage policy, including civil servants whose pay ratios are regulated in accordance with Act No. 66 / 1950 Coll., on employment and pay ratios of civil servants, and Act No. 67 / 1950 Coll., on employment and pay ratios of professional judges, prosecutors and judicial candidates, as well as spiritual churches and religious societies whose benefits are regulated under Act No. 218 / 1949 Coll., on economic security of churches and religious societies shall be increased as follows:

od 1.001 do 1.200 Kčs o částku 40 Kčs
měsíčně.
§ 3.
Increasing the work rewards of domestic workers.
The conversion hourly wage of domestic workers is increased by 0,34 CZK per hour. If the conversion hourly wage is not fixed and the remuneration is determined only by head or by other units of measurement, the remuneration shall be determined by the central office responsible, with the agreement of the National Labour Commission.
§ 4.
Increasing other work rewards.
The remuneration not covered by § § 1 to 3, in particular those of landlords, shall be adjusted by the central competent authority with the approval of the National Labour Commission.
§ 5.
Announcement of new wage rates.
The new adjusted wage (pay) rates will be declared by the competent central office; if the employees whose wages are regulated by Act No 244 / 1948 Coll., on State wage policy, do so after prior approval by the State wage commission.

Část III.

Measures in the field of family allowances.
§ 13.
Increase in family allowances.
(1) The amount of family allowances provided for in Article 4 (1) of Act No. 90 / 1949 Coll., on family allowances, as amended by Act No. 242 / 1949 Coll., adjusting certain social benefits, is increased and is monthly as of 1 June 1953:
na 1 dítě 70 Kčs,
na 2 děti 170 Kčs,
na 3 děti 310 Kčs,
na 4 děti 470 Kčs,
na 5 dětí 630 Kčs a
increases by 160 ccs per month for each other unprovided child.
(2) The family allowance (child allowance) raised in accordance with paragraph 1 includes a child allowance and allowances of a similar nature to those paid by the employer to children and other members of the family.
(3) The provisions of paragraphs 1 and 2 shall not apply to staff who hold land above 0,5 ha (in grazing areas over 2 ha) or who live as family members in a common household with such landowners; for determining the amount of family allowances (child allowances), the current rules continue to apply.
§ 14.
Family allowances shall be paid monthly. Family allowances for April and May are due in June 1953.

Část IV.

Final provisions.
§ 15.
The provisions contrary to this Regulation shall be repealed.
§ 16.
This Regulation shall enter into force on 1 June 1953; All members of the government will do it.
