amending Decree No. 177 / 2009 Coll., on the Closer Conditions for Termination of Education in Secondary Schools by Graduate Examination, as amended, Decree No. 3 / 2015 Coll., on certain Education Documents, as amended, and Decree No. 15 / 2005 Coll., laying down the formalities for long-term projects and annual reports, as amended
The Ministry of Education, Youth and Sports provides, pursuant to § 11, § 28 (7), § 81 (12) and § 113a (2) of Act No. 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (Education Act), as amended by Act No. 179 / 2006 Coll., Act No. 242 / 2008 Coll., Act No. 49 / 2009 Coll., Act No. 472 / 2011 Coll., Act No. 370 / 2012 Coll., Act No. 82 / 2015 Coll., Act No. 178 / 2016 Coll., Act No. 101 / 2017 Coll., and Act No. 284 / 2020 Coll.:

Amendment of the Decree on the Closer Conditions for Termination of Education in Secondary Schools

Decree No. 177 / 2009 Coll., on the Closer Conditions of Termination of Education in Secondary Schools, as amended by Decree No. 90 / 2010 Coll., Decree No. 274 / 2010 Coll., Decree No. 54 / 2011 Coll., Decree No. 273 / 2011 Coll., Decree No. 371 / 2012 Coll., Decree No. 173 / 2014 Coll., Decree No. 214 / 2015 Coll., Decree No. 197 / 2016 Coll., Decree No. 311 / 2016 Coll., Decree No. 243 / 2017 Coll. and Decree No. 232 / 2018 Coll., are amended as follows:
1. in Paragraph 1 (a):
"(a) the limit of success of the lowest possible score or percentage that the pupil must achieve in order to test the common part of the graduate examination in the form of a didactic test (hereinafter referred to as the" didactic test ") successfully, or the lowest possible evaluation expressed by the points, percentages or classification degree which the pupil must achieve in order to pass the profile part of the graduation examination or part thereof successfully,"
2. In Article 1 (f), the words "common parts' are inserted after the words" the entry of tests', the words "the entry of written work from the Czech language and literature, the entry of written work from a foreign language 'and the words" and written work' are deleted.
3. In Article 1 (g), the word "common 'is replaced by" profile' and the words "according to the catalogue of testing requirements of the common part of the graduation examination (hereinafter referred to as" catalogue ')' are deleted.
4. In Article 1 (h), the words "and written work 'are deleted.
5. In Article 2 (3), the first to third sentences are replaced by the sentence "In the spring test period, the didactic tests shall take place between 2 May and 15 May. ', the words" and written works' shall be deleted and the words "1 September of the school year 'shall be replaced by the words" 15 August preceding the school year'.
6. In Article 2 (4), the words ", tests from the Czech language and literature and from a foreign language carried out by written work (" written work ') and the examinations carried out by written examination ("written work') 'shall be inserted after the words" practical examination'.
7. In Article 2 (5), the words "and the written work of the common part of the graduation examination ', the words", oral examinations of the common part in the period from 1 September to 20 September' and the words "and written work 'are deleted and the words" 1 February' are replaced by the words "15 January '.
8. In Article 2 (7), the words "oral examinations of the common part and specific terms' are deleted.
9. In Paragraph 3 (1), the words "and written work 'are deleted.
10. in Paragraph 4 (1), the words "the common and profile sections of the graduation examination and of the common part of the graduate examinations of mathematics and mathematics expanding" shall be added at the end of the text of point (h).
11. in Article 4 (4), the words "partial examinations or" shall be deleted, the words "tests" shall be replaced by "tests" and the words "profile sections of the graduation examination" shall be inserted after the words "subject."
12. in Paragraph 4 (8):
"(8) The school shall transmit to the pupil a certified extract from the Centre's information system no later than 5 days after the transmission of the Centre's data pursuant to paragraph 5. In the event of non-compliance with the information contained in the extract, the pupil shall send the correct data to the school within 5 days. ';
13. in Article 5 (2):
"(2) At his request, the student is extended by 30 minutes the duration of the didactic test from the Czech language and literature and has the possibility to use the translation dictionary."
14. in Article 5, paragraphs 3 and 4 are deleted;
15. Article 6 shall be deleted;
16. in Article 7, paragraph 3 is deleted;
17. Article 8 shall be deleted;

„§ 10
Optional exam from mathematics expanding
The didactic test of mathematics expanding takes 150 minutes. At the request of the pupil, the duration of the didactic test is extended by 15 minutes, according to the third sentence of Paragraph 20 (4). In the course of the didactic test, the pupil has the possibility to use the translation dictionary according to § 20 (4) of the third school law. "
19. in Article 11 (1), the words "and written works" shall be deleted;
20. In Article 11 (5), the word "unseal 'is replaced by" open' and the word "unseal 'is replaced by" opening'.
21. In Article 12, the words "and written work" shall be deleted.
22. In Section 13, the words "or written works' are deleted.
23. Paragraph 14 (1) reads:
"(1) The school director may include only subjects or other comprehensive parts of the training content in the offer of compulsory examinations of the profile part of the graduation examination, the sum of which is at least 4 teaching hours in each of the years set out in the school curriculum's curriculum curriculum. If the content of the examination is more than one content of related subjects or other comprehensive parts of the educational content of the school curriculum, then their weekly teaching hours shall be added up. ';
24. In Article 14, paragraphs 3 and 4 are added:
"(3) The minimum length of the weekly teaching period referred to in paragraph 1 shall not apply to short studies under § 85 of the Education Act for examinations under § 14a to 14d.
(4) When writing from Czech language and literature and from foreign language, each pupil sits in a separate bench. In one classroom, there may be a maximum of 14 pupils with recognised conditions for the completion of the graduation examination. '
25. After Paragraph 14, the following Sections 14a to 14d are inserted:
„§ 14a
Written work from Czech language and literature
(1) Written work from the Czech language and literature means the creation of a coherent text whose minimum range is 250 words. Written work takes at least 110 minutes, including time to choose the assignment. In the course of the written work, the pupil has the possibility to use the Czech spelling rules.
(2) For written work, the school director shall determine at least 4 subjects which shall be made available to pupils immediately before the beginning of the examination. After the start of the test, the pupil chooses 1 entry. The enrollment of the written work shall include the name of the enrollment, the way in which the enrollment is processed and, where appropriate, the default text for enrollment.
(3) The enrolment of written work is the same for all pupils in the field of education of the school concerned. Written work is carried out by pupils of the field of education on the same day and time; in the case of the same award, written work for several fields of education of the same school shall be carried out on the same day and time by written work of pupils of those fields.
(4) At the request of the pupil, the duration of the written work from the Czech language and literature is extended by 40% according to § 20 (4) sentence of the third school law. In the course of the written work, the pupil has the possibility to use the translation dictionary and the dictionary of writing Czech.
§ 14b
Oral examination from the Czech language and literature before the Exam Committee
(1) For the oral examination of the Czech language and literature, the school director shall determine a graduate list of at least 60 literary works in accordance with the framework and school curriculum of the field of education. The school director with multiple fields of education can create one graduate list of literary works which contains literary works for different fields of education if the number of literary works is preserved for each field of education according to the first sentence. At the same time, the school director sets out the criteria for drawing up his own list of literary works by the pupil. The academic list of literary works and criteria are also valid for the repair and replacement tests.
(2) From the graduate list of literary works and in accordance with the criteria laid down in paragraph 1, the pupil shall prepare his own list of literary works in the number determined by the school director; the lowest number of literary works in the student list is 20. The student shall submit the list to the school director or to a person authorised by him by 31 March of the year in which the final examination takes place for the spring trial period and by 30 June of the year in which the final examination takes place for the autumn examination period.
(3) The oral examination shall be conducted by means of a controlled interview using a working sheet containing fragments or extracts from a particular literary work. The school director shall provide working papers for pupils for works from their own lists of literary works. Part of the working list is the assignment of the student's knowledge and skills related to language and style teaching.
(4) The student draws the number of the working list immediately before preparing for the oral exam. The preparation for oral testing takes 15 to 20 minutes. The oral exam shall take no more than 15 minutes. On one day, the working list for the same literary work cannot be drawn twice. If the student does not submit his own list of literary works by the date referred to in paragraph 3, he shall draw lots for all the works of the graduate list of literary works for the field of education.
§ 14c
Written work from a foreign language
(1) Written work on a foreign language means the creation of a coherent text or texts in the total minimum range of 200 words. Written work takes at least 60 minutes, including time to choose the assignment. In writing, the pupil has the possibility to use the translation dictionary.
(2) For written work from a specific foreign language, the school director shall determine 1 or more subjects which shall be made available to pupils immediately before the start of the examination. If more than 1 entry is specified, the pupil chooses 1 entry after starting the test. The enrollment of the written work shall include the name of the enrollment, the way in which the enrollment is processed and, where appropriate, the default text for enrollment.
(3) The enrolment of written work from a specific foreign language is the same for all pupils in the field of education of the school concerned. Written work is carried out by pupils in the field of education on the same day and time. In the case of the same enrolment of written work for several fields of education of the same school, pupils of these fields shall perform written work on the same day and time.
§ 14d
Oral examination from a foreign language before the Trial Graduate Committee
(1) For an oral examination of a foreign language, the school director shall set 20 to 30 subjects in accordance with the framework and school curriculum. Topics are also valid for repair and replacement tests.
(2) The oral examination of a foreign language shall take the form of a controlled interview using a working sheet containing 1 or more entries on a specific topic. For fields of education with a code name, the category of education achieved by M and L is part of the working list as well as the specification verifying knowledge of terminology relating to the educational field of vocational education.
(3) The pupil draws a single topic immediately before the oral examination begins. The preparation for oral testing takes 15 to 20 minutes. The oral exam shall take no more than 15 minutes. You can't draw the same theme twice in one day. "
Article 26 (19), including the title, reads:
„§ 19
Common provisions for the performance of the profile part examination
(1) The specific duration and scope of the written work text according to § 14a and 14c, the graduate list of literary works and the criteria for drawing up the pupil's list of literary works according to § 14b, the details of the length of the defence of the graduation work pursuant to § 15, the length and manner of the written examination according to § 17 and the practical examination according to § 18, the school director shall publish, together with the offer of tests of the profile part of the graduation examination within the time limit of § 79 (3) of the school law, in a publicly accessible place at the school and in a manner enabling remote access.
(2) Where the school director determines a combination of 2 or more of the forms referred to in paragraphs 15 to 18 for the purpose of conducting the tests, each part of the examination shall be carried out in accordance with the provisions of this Decree relating to the relevant form of examination.
(3) For the purpose of carrying out the written work referred to in § 14a and 14c and the written examination referred to in § 17, the school director shall determine the method of recording the text produced and shall inform the pupils of this decision no later than 2 months before the relevant examination is carried out in a publicly accessible place at the school and in a way that allows remote access. '
27. in Article 19a (1), the words "at level B1 or higher in accordance with the Common European Framework of Reference for Languages" shall be replaced by the words "at language level provided for in the framework curriculum of a given field of education or higher but at least at level B1 in accordance with the Common European Framework of Reference for Languages."
28. In the second sentence of Paragraph 20 (2), the words "the award of written works and" shall be inserted after the word "the adaptation."
29. In Article 20 (5), the words "test materials," shall be replaced by the words "common and profile part of the graduation exam," and the words "in accordance with the recommendation referred to in paragraph 1" shall be inserted after the words "record sheets."
30. In the last sentence of Paragraph 20 (6), the word "inform 'shall be replaced by the word" notify' and the words "conditions' shall be replaced by" with conditions'.
31. in Paragraph 21 (2), the word "composed" shall be replaced by "held."
32. in Article 22 (1), the words "and sub-tests" and the words "and the criteria for the overall evaluation of the graduation examination" shall be deleted and the sentence "The border of success of the didactic tests shall be added to the centre's test books."
33. In Paragraph 22 (2), the third sentence is replaced by the sentence "The school director shall make the results available to pupils in the form of a report on the results of the pupil's didactic tests' and the words" The extract, accompanied by facsimile of the signature of the Centre Director 'shall be replaced by the words "Protocol'.
34. in Article 22 (3) and (4):
"(3) Didactic tests of the common part of the graduation exam are evaluated verbally" succeeded (a) "or" failed (a) "with a percentage of success.
(4) If the pupil did not perform the test, the reference to the relevant test subject instead of the degree of benefit shall be "did not." '.
35. in Paragraph 22, paragraph 5 is deleted;
36. Article 23 shall be deleted;
37. The second sentence of Paragraph 24 (1) reads: "The method and criteria of evaluation of each or part of the test, including the limit of success, and the method of determining the final assessment of the tests shall be proposed by the school director, unless otherwise specified, and, at the latest before the first examination, shall be approved by the examination committee," and the words "in an accessible place" shall be replaced by the words "and approved evaluation criteria according to the second sentence in a publicly accessible place."
38. In § 24, the sentence "In the case of tests from Czech language and literature and from foreign language, the evaluation of written work is 40% and the evaluation of oral examination is 60% of the total assessment of the test subject."
39. In Article 24 (3), the words "taking different forms' shall be inserted after the words" parts'.
40. In Paragraph 24 (4), the words "sub-test 'are replaced by the words" part of the test'.
41. in Article 24 (5), the words "written work" shall be inserted after the words "written work," the words "examination of the examination" shall be inserted after the words "examination committee," and the words "written work" shall be inserted after the words "written examination."
42. In Paragraph 25 (3), the words "at school 'are replaced by the words" in the relevant class'.
43. footnote 13 is deleted, including the footnote reference.
44. in Article 26 (2) (a), the words "the profile part of the graduation examination" shall be inserted after the words "compulsory examinations" and "compulsory examinations";
45. in Article 26 (2) (b), the words "the profile part of the graduation examination" shall be inserted after the words "compulsory examinations";
46. in Article 26 (2), the words "and the pupil has succeeded in the compulsory examinations of the common part of the final examination" shall be added at the end of the text of points (a) and (b).
47. in Paragraph 26 (2) (c):
"(c) did not benefit if the pupil has been assessed as insufficient from a compulsory examination of the profile part of the graduation examination at level 5 or failed to pass a compulsory examination of the common part of the graduation examination for another reason."
48. in Article 26a (2) (a), the words', the Annex to the Protocol pursuant to the second sentence of Article 29a (1) 'shall be deleted;
49. in Article 27 (2), the words "or written work" shall be deleted;
50. in Article 27 (3) and Article 28 (1), the words "and written works" shall be deleted;
51. Paragraph 29, including the title, reads:
„§ 29
Report on the results of the pupil's didactic tests
(1) The report on the results of the pupil's didactic tests is evidence of the pupil's evaluation in the test subjects of the common part of the graduate examination.
(2) The report on the results of the didactic tests is processed by the Centre and made available to the School Director through the Centre's information system in the spring trial period by 15 May and in the autumn examination period by 10 September.
(3) The report on the results of the didactic tests will be obtained by the pupil who carried out at least 1 didactic test. The protocol shall be obtained either by the student in paper form from the school director or in a way that allows remote access on the basis of his request authorised in the Centre's information system.
(4) The protocol on the results of the didactic tests contains the pupil
(a) the name and, where applicable, the name, surname and date of birth of the pupil, the name of the school and the address of the school's head office, the department identifier of the legal person carrying out the school's activities, the field of education, the registration number of the protocol, in the case of pupils who have been granted the conditions for the completion of the graduation examination,
(b) details of the results of the didactic tests
1. name of test subject,
2. the success of the pupil as a percentage of each test subject;
3. percentile placement in individual test subjects, related to the test results at the proper date of the graduation exam,
4. the results of the evaluation of the pupil in each test subject;
5. date of test;
(c) facsimile signature of the Director of the Centre,
(d) the date of its completion.
(5) The report on the results of the pupil's didactic tests shall be drawn up on a form the model of which is set out in Annex 4 to this Order. ';
52. Article 29a is deleted.
53. The heading of Section 30 reads:
"Protocol on the course of the profile part of the graduation exam."
54. In Article 30, the words "and oral examinations of the common parts' are deleted.
55. in § 31 (3) (b) (5):
"5. number and title of the assignment of written work from Czech language and literature and written work from foreign language,."
56. in Article 31 (3) (b), the following points 6 and 7 are inserted after point 5:
"6. name of the working list for entering the oral examination from the Czech language and literature, number or topic of the working sheet for entering the oral examination from the foreign language,
7. the name of the entry or subject of the tests from other test subjects, ';
Point 6 is renumbered point 8.
57. In Paragraph 31, the sentence "If a pupil has successfully passed one of the compulsory tests of the profile part of the Czech language and literature or of a foreign language held by the pupil in the common part of the graduation exam, the protocol on the results of the didactic tests of the pupil is annexed to the protocol of the profile part of the exam."
58. in Paragraph 35 (2), the final part of the provision is deleted;
(59) In Paragraph 35 (4) (a), the words "at least 1 week before the beginning of the first test of the profile part of the graduation examination, at the latest," shall be inserted after the word "period."
60. in Article 36 (1), the text "§ 6, 8," is replaced by "§ 14b, 14d,"
61. in Paragraph 36 (2), the second sentence is replaced by the following: "The examination of the oral examination is proposed by the examiner's examination committee. Evaluation of practical examinations, written examinations and written work shall be proposed by the examination committee by the teacher responsible for the school director. '
62. Paragraph 36 (5) is deleted.
63. In Paragraph 37 (a), the words "and the evaluators" and the words "during and during the evaluation of the results of written work and oral examinations of the common parts," shall be deleted.

77. The heading of Part 13 reads:

78. Paragraph 47 (3) is deleted.
Paragraph 4 shall become paragraph 3.
79.In Article 47 (3), "up to 3" is replaced by "and 2."
80. In Section 48 (2) of the Introductory Part of the provision, the words "in the terms laid down in Section 4 (1) 'shall be inserted after the words" in the first sentence' and the words "from mathematics or from mathematics extending 'shall be inserted after the words" in the form of a common part of the examination' and the dot shall be replaced by a comma at the end of paragraph 2 and point (h) shall be added:
"(h) where appropriate, an affidavit from the applicant that, for the same test period, the Czech language and literature or a foreign language have also applied to both parts, which correspond in their content and form to the tests of the profile part of the graduation exam."
81. In Paragraph 48 (4), the second sentence is deleted.
82. In Article 48 (5), the words "and 23" are deleted.
83. In Paragraph 48 (6), the words "or the last partial examination from the Czech language and literature or from a foreign language 'are deleted.
84. In Paragraph 48 (7), the words "the common part of the graduation examination 'shall be inserted after the words" the individual test'.
85. In Paragraph 50 (1), the amount "CZK 1 500" is replaced by "CZK 2 000," the words "including the reduction of the remuneration referred to in paragraph 2" shall be inserted after the words "the Centre" and the words "the Centre" shall be replaced by the words "the Centre and the Director of the School shall be replaced by the words" the individual examination according to § 49. "
86. In Paragraph 50, the following paragraph 2 is inserted after paragraph 1:
"(2) If, for the same trial period, a candidate applies for examinations of a test subject, Czech language and literature or a foreign language, which, in their content and form, corresponds to the common and profile part of the graduation exam, a fee of up to CZK 1000 shall be paid for each such examination if the applicant declares in the application that the conditions for lower remuneration are met."
Paragraphs 2 to 4 shall become paragraphs 3 to 5.
87.In Paragraph 50 (3), "paragraph 1" is replaced by "paragraph 1 or 2."
88. In Paragraph 51 (2) (d), the words "subtests or" shall be deleted.
89. In the first sentence of Paragraph 51 (4), the words "and written works of the common part 'are replaced by the words" and written tests and written works of the profile section' and the words "in the course of the didactic tests' are inserted after the words" for reasons'.
90. In Paragraph 51, paragraph 8 is added:
"(8) A pupil who has already obtained a secondary education with a graduate examination and who requests that the examination of a common part of the graduate examination or of the profile part of the graduate examination be carried out in accordance with Section 81 (6) of the Education Act shall accompany the application to the graduation examination; if the student receives a secondary education after the application for the graduation exam has been submitted, the application shall be submitted by the school director immediately after the completion of the diploma. ';
(91) footnote 16 is deleted.
