DECLARATION
of 8 October 2025
amending Decree No. 70 / 2012 Coll., on preventive inspections, as amended
The Ministry of Health provides, pursuant to Section 120 of Act No. 372 / 2011 Coll., on health services and the conditions for their provision (Health Services Act), as amended by Act No. 111 / 2019 Coll., Act No. 261 / 2021 Coll. and Act No. 240 / 2024 Coll., for the implementation of Section 5 (3) (a) of the Health Services Act:
Decree No. 70 / 2012 Coll., on preventive inspections, as amended by Decree No. 317 / 2016 Coll., Decree No. 259 / 2020 Coll. and Decree No. 45 / 2021 Coll., is amended as follows:
1. in § 2 (a), the words "other hereditary diseases" and "and the presence" shall be inserted after the words "diseases of the mind and."
2. In Article 2 (b), the word "carried out 'is inserted after the word" control', and at the end of the text of the letter the words "with a focus on periodic vaccination to the extent provided for by the legislation on vaccination against infectious diseases (1) and the recommended vaccination according to an individual risk assessment 'are added.
3. in Article 2, the following point (c) is inserted after point (b):
"(c) checking the completion of gynaecological preventive examination, screening programmes and early detection programmes for serious diseases covered by public health insurance, which are the screening of colorectal carcinoma, breast screening, early prostate cancer programme, early lung cancer programme, early abdominal aortic aneurysm programme, early osteoporosis programme and early dementia programme; if these tests have not been carried out within the prescribed time limits, recommendations to the patient for their completion and guidance on the risks associated with their rejection or failure to pass them, ';
Points (c) to (f) shall be renumbered (d) to (g).
4. In Article 2 (d), the words "and the circumference of the passport 'are inserted after the words" suspected risk', the words "prostate cancer 'are inserted and, at the end of the text of the letter, the words"; in the case of persons with a specified oncological risk, the preventive examination shall include checking whether the person is being monitored or whether he has been examined at the relevant specialised workplace or, where appropriate, the provision of such specialised examination'.
5. In Section 2, at the end of the text in point (e), the words "unless a laboratory urinalysis is indicated chemically 'are added.
6. in Article 2, the following points (f) and (g) are inserted after point (e):
"(f) an ECG test for the first general post-care preventive examination of the provider of the field, the general practitioner for children and adolescents, or the first post-registration preventive examination of the new general medical practice provider (hereinafter referred to as the" entry general preventive examination ") in persons with risk factors for cardiovascular disease at 30 years of age and at four years of age and from 40 years of age at two years of age; in persons without risk factors for cardiovascular disease at 40 years of age and at four-year intervals from the last examination,
(g) in an initial general preventive examination, a comprehensive laboratory examination where no current results are available, such as blood count, liver tests, blood glucose, serum creatinine, estimated glomerular filtration, urine chemically and sediment, the ratio of albumin to creatinine in the current urine (ACR), as well as total cholesterol, HDL-cholesterol, LDL-cholesterol and triacylglycerol (lipidogram); in the case of identified individually increased risk of selected diseases, the frequency and extent of individual laboratory tests for further preventive examinations shall be governed by current expert recommendations, '.
Points (f) and (g) shall be renumbered as points (h) and (i).
7. In Article 2 (h), the words "laboratory 'are inserted after the word" laboratory', the words "from available medical documentation 'and the words" to ensure them' are inserted after the word "individually increased risk of selected diseases', the frequency and extent of each laboratory examination for further preventive examinations shall be determined in accordance with current technical recommendations. ';
8. in § 2 (h) (1):
"1. lipidogram at 25 and 30 years of age, and at four-year intervals since the last examination, at 40 years, and at two-year intervals since the last examination, a laboratory examination of lipoprotein (a) at an initial general preventive test, if the lipoprotein (a) has not been tested in the past with the result available from the medical file; in women, repeat the lipoprotein (a) test after menopause, ';
9. In Article 2 (h) (2), the words "at the first general preventive post-care examination of a provider in the field, a physician for children and adolescents and at 30 years of age and from 40 years of age at two years of age after the last examination 'are replaced by the words" at two years of age and laboratory blood tests at the initial general preventive examination at 25 and 30 years of age and at four years of age after the last examination, at 40 years of age and at two years of age after the last examination'.
10. in § 2 (h) (3):
'3. in persons with risk factors for chronic liver disease, laboratory tests for liver function (ALT, AST, GMT, bilirubin) from 45 years of age at two-year intervals, '.
11. in Article 2 (h), points 4 and 5 are deleted;
Point 6 is renumbered point 4.
12. in Article 2 (h), the words "laboratory examination of the rate of albumin and creatinine in current urine (ACR)" and the words "cardiovascular complications from 50 years of age in four years of age" shall be replaced by "cardiovascular disease and for all persons over 50 years of age in two years of age."
13. in Article 2 (h), the following point 5 is added:
"5. testing NT- for BNP in persons with at least two risk factors for heart failure at 50 years and further at two years, in persons with at least one risk factor for heart failure at 60 years and further at two years intervals; NT- for BNP examination will not be performed in a patient who is already dispensed for heart failure or is in the care of a cardiologist or other specialist."
14. in Article 2, at the end of point (i), the dot is replaced by a comma and the following point (j) is added:
"(j) evaluation of physical and laboratory findings, diagnostic summaries, evaluation of the individual cardiovascular-metabolic-renal risk of the patient, possible inclusion in the dispensarisation, possible design of individual treatment, including treatment regime and management of chronic diseases, design of recommended vaccination and guidance of the patient."
15. in Article 3 (1) (b), the words "control of vaccination of a child or, where appropriate, the addition of missing vaccination, to the extent provided for by the legislation governing vaccination against infectious diseases (1)," shall be deleted;
16. In Article 3, at the end of paragraph 1, the dot is replaced by a comma and the following point (g) is added:
"(g) control of the vaccination of the child and, where appropriate, the addition of the missing vaccination, to the extent provided for by the legislation governing vaccination against infectious diseases (1), a lesson on the possibility of further vaccination recommended for age, including both paid and not covered by public health insurance (2).
2) Article 30 of Act No. 48 / 1997 Coll., on Public Health Insurance and on the amendment and addition of certain related laws, as amended. "
17. in Article 3 (2) (a) (7), the words "and breast-feeding, possibly artificial milk nutrition" shall be replaced by the words "in health and illness, the foundations for handling the newborn."
18. in Article 3 (2) (a), the following point 8 is added:
"8. lesson on breast-feeding or artificial milk nutrition,"
19. in Article 3 (2) (c), the words "control of the initiation of vaccination and the plan for further vaccination" shall be deleted;
20. in Article 3 (2) (d) and (e), the words "control of vaccination and plan for further vaccination" shall be deleted;
21. in Article 3 (2), the following point (g) is inserted after point (f):
"(g) children of 6 to 12 months of age with visual examination, early detection of severe eye defects as part of a screening programme, in the event of a unclear or negative outcome of a control test 6 months after the date of the first examination but up to 18 months of age, in the case of a positive family history, the examination shall be repeated at 2 and 3 years of age of the child,"
Points (g) to (j) shall be renumbered as points (h) to (k).
22. in Article 3 (2) (j) and (k), the words "control of vaccination and plan for further vaccination of the child" shall be deleted;
23. in Article 4 (1) (a), the words "and the plan" shall be deleted and the words "and, at the end of the text of the letter, the instructions on the possibility of further vaccination recommended for a given age, including both covered and not covered by public health insurance (2)" shall be added;
24. in § 4 (2) (d) and § 5 (1) (l), the words "testing of total cholesterol, HDL-cholesterol, LDL-cholesterol and triacylglycerol" are replaced by "lipidogram."
25. in Article 5 (1) (b):
"(b) a check on the vaccination of the child and, where appropriate, the addition to the missing vaccination, to the extent provided for by the legislation governing vaccination against infectious diseases (1), on the possibility of further vaccination recommended for that age, including both paid and not covered by public health insurance (2);"
26. in Article 5 (2) (a), the words "vaccination of a child" shall be inserted after the word "control" and the words "instruction on the possibility of further vaccination recommended for a given age, including both paid and not covered by public health insurance," shall be added at the end of the text of the letter.
27. in Article 5 (3) (a), the words "vaccination of the child," the words "child," shall be deleted and the words "instruction on the possibility of further vaccination recommended for a given age, including both covered and not covered by public health insurance," shall be added at the end of the text of the letter;
28. in § 7 (j) and (k):
"(j) the examination of breast cancer screening, if this has not been carried out within the prescribed time limits, the recommendation to the patient to complete it and to inform the patient of the risks associated with its rejection or failure to do so;
(k) the examination of the completion of a colorectal cancer screening examination, unless this examination has been carried out within the prescribed time limits, the recommendation of the patient to complete it and to instruct the patient about the risks associated with its rejection or failure to pass it. "
Efficacy
This Decree shall take effect on 1 January 2026.
