DECLARATION
of 6 October 2025
amending Decree No. 84 / 1996 Coll., on Forest Economic Planning, as amended
The Ministry of Agriculture provides pursuant to Sections 24 (7) and 25 (5) of Act No. 289 / 1995 Coll., on Forests, and amending and supplementing certain laws (Forest Act), as amended by Act No. 250 / 2025 Coll.:
Decree No. 84 / 1996 Coll., on Forest Economic Planning, as amended by Decree No. 186 / 2022 Coll. and Decree No. 201 / 2023 Coll., is amended as follows:
1. in Paragraph 1 (1) (a), "4" is replaced by "5."
2. in Article 4 (3) (a), the words "forest category, imisum forest threat zone" shall be replaced by the words "forest category."
3. In Article 4 (3) (c), the words "and inclusion 'are replaced by the words", incorporation and economic form'.
4. In Article 4 (4) (b), the word "crop 'is replaced by the words" forest land for state forests'.
5. In Article 4 (4) (c), the word "forest 'is inserted after the words" forest' and the words "State-owned forests and municipal-owned forests' are replaced by the words" State-owned forests'.
6. In Article 4 (5) (b), the words "and forest conservation 'shall be inserted after the word" destination'.
7. In Article 5 (2), the words "State map 1: 5 000 - derived 'are replaced by the words" Basic topographical map of the Czech Republic in the scale 1: 5 000, shown in the Coordinate system of the Single Trigonometric Network of Catastral.'
8. footnote 5 reads:
"5) Decree of the Government No. 159 / 2023 Coll., on the determination of geodetic reference systems binding throughout the Czech Republic, databases of geodetic and geographical data and state map works produced for the whole territory of the Czech Republic and the principles of their application."
9. In Article 5 (4), the words "at least 1: 10 000 'are replaced by the words" 1: 10 000 or more (more detailed) if any'.
10. In Article 6 (4), at the end of the text of the first sentence, the words "their purpose is to facilitate orientation in the forest 'shall be added, and in the second sentence, the word" generally' shall be inserted after the word "not '.
11. in Article 6 (5), the word "normally" shall be inserted after the word "does not exceed."
12. in Paragraph 6 (6), the sentence "In the case of syllables, the parts of the forest with different ownership shall be inserted after the first sentence."
13. in the third sentence of Article 6 (6), the word 'generally' and 'if the forest is not owned by different bodies' shall be inserted after the word 'does not fall';
14. in Article 6 (10), "above" shall be deleted and at the end of the text of the paragraph the words "and more" shall be added.
15. in Article 7 (i), the words "equal to or" shall be inserted after the words "this thickness."
16. in Article 7 (k), the words "equal or" shall be inserted after the words "equal or" and the number "80" shall be replaced by "60."
17. in Article 7, at the end of point (l), the dot is replaced by a comma and the following point (m) is added:
"(m) the forest type of the grassland group which is considered to be the predominant forest type of the represented forest type in the grassland group.";
18.Paragraph 8 (16) reads:
"(16) When increasing the binding provision, the maximum total amount of extractions due to a change in the plan under Article 27d (1) of the Forest Act shall be determined separately by the amount of random and intentional mining. The increase in the mandatory provision of the maximum total amount of the extractions shall be determined as the sum of the amount of random and intentional mining. ';
19. In Section 9, the word "forest 'is inserted after the words" interventions in'.
20. In Paragraph 9 (1), the word "forest" shall be inserted after the words "interventions in."
21. In Section 10, the word "forest 'is inserted after the word" renewal'.
22. in Articles 10 (1) and 16 (2), "80" is replaced by "60."
23. In Article 10 (2), the word "minimum 'shall be inserted after the word" minimum', the word "minimum 'shall be inserted after the word" minimum' and the words "or grazing in the forest shall be added at the end of the text of the paragraph.
24. In Article 10 (3), the word "minimum 'shall be inserted after the word" fixed' and the word "minimum 'shall be inserted after the word" fixing'.
25. in Paragraph 10 (4), the word "minimum" shall be inserted after the word "minimum," the word "minimum" shall be inserted after the word "achieved," and the reference to footnote 8 shall be replaced by the reference to footnote 9.
Article 26 (11) and (12) shall be deleted, including the headings and footnotes No 10.
27. In Annex No 1, Part 1, entitled "Final tables of LHP and LHO aggregates', in the table headed" Basic data by forest category ', under the line:

28. In Annex 6, Part I, point 3, the words "method a 'are replaced by the words" methods'.
29. In Annex 6, Part I, at the end of point 4, the dot is replaced by "a 'and the following point 5 is added:
"5% of normal volume, in the case of torso land or crown or stem fracture of the live strain, expressed as a percentage of the remaining sample volume, by an expert estimate. ';
30. In Annex 6, Part II, point 8 is deleted.
Points 9 and 10 shall be renumbered 8 and 9.
31. In Annex No 6, Part II, point 8, the word "k 'is replaced by" k', the word "at least 'is inserted after the word" against' and the word "generally 'is inserted after the word" at least'.
32. In Annex 6, Part II, point 9 is deleted.
33.In Annex 6, Part III, point 10, points (l) and (m) are deleted.
Points (n) to (y) shall be renumbered as points (l) to (w).
34. in Annex 6, Part III, point 13, point (h) is deleted;
Point (i) shall be renumbered as point (h).
35. In Annex 6, Part V., point 1, the words "digital map 'are replaced by the words" boundary'.
36. In Annex 6, Part IX., point 3, the word "fatty 'is replaced by" fatty' and, when multiplied by a percentage of normal volume in the case of torsion of land or stem and crown fractures of live strains'.
37. In Annex 6, Part IX., the words "and instead of a percentage of the normal volume of the current inventory, the percentage of the normal volume of the previous inventory shall be used 'shall be added at the end of the text in point 4.
38. In Annex 6, Part XI. point 3:
'3. The local density for the estimate of CBP is calculated as follows at the level of the individual area:

where Z (xl) and xl (xl) are local stock estimates for the current and previous inventory periods, see formula (18), and t (xl) is local wood production estimates for the period since the previous inventory, see formula (19). Local density of o (xl) corresponds to landmarks and is defined by formula

where Iio is an indicator variable with a value of 1 for strains classified as "landbreak ', see node 12b diagram in Figure 1. The local density (xl) corresponds to the reduction in dry land volume and stem or crown breaks of live strains since the previous inventory. Calculated by formula

where Iisz refers to a set of strains that are classified as "No change, land 'or" No change, live strain' (see nodes 14 and 18 schematics), and in the latter case it must also be a tribal or crown fault (state in current inventory). Member l (xl) indicates the actual length of period since previous inventory in years (to be collected for individual inventory areas separately).
On areas which have not been investigated in the previous inventory, or also on areas where it was not possible to re-identify and assess the strain status according to the diagram in Figure 1, the local density value of CBPe (xl) shall be found by expert (e.g. using growth tables, growth simulator, incremental aeroplane analysis). In the case where the expertly obtained CBPe (xl) value exceeds the CBPmax (xl) value according to Table 1, determined on the basis of the altitude of the centre of the area and its competence in the ecological series of the typology system, the CBPmax (xl) value shall be used. This procedure shall also be used to determine the local density of CBP on all surfaces at the first inventory.

39. In Annex 6, Part XII, point 4, Table 2 reads as follows:
