GOVERNMENT REGULATION

of 15 April 1970
on economic instruments to safeguard regional proportionality
The Government of the Czech Socialist Republic orders pursuant to § 9 (2) (e) and § 3 (a) of Act No. 83 / 1966 Coll., on the fourth five-year plan for the development of the National Economy of the Czechoslovak Socialist Republic:
(1) State economic organisations and cooperative organisations may be provided from the State budget
(a) special-purpose regional subsidies for investment actions launched after 1 January 1970 in the border, provided that they serve to ensure the long-term prospects of reconstruction and construction of the border, in particular to stabilise and expand industrial, construction and agricultural production, to stabilise and expand employment opportunities, to expand and improve the business network and services for the population, to further exploit natural wealth and to improve living conditions in the border;
(b) special-purpose investment grants for actions launched after 1 January 1970 in places outside the border, in so far as they contribute to their development, to an effective increase in employment or to the implementation of plans approved by the Government;
(c) subsidies to cover interest payable on investment loans granted by the Czechoslovak State Bank for investment projects for which grants under points (a) and (b) have been granted.
(2) Exceptional subsidies may be granted to the National Committees from the State Budget to address deficiencies in border equipment, for reconstruction, maintenance, equipment and, exceptionally, for the construction of buildings serving to meet social needs.
The Government of the Czech Socialist Republic sets out the conditions for granting subsidies and identifies the authorities which decide on them, as well as the places in which subsidies can be granted and the areas in which national committees can provide a contribution to additional investments as an investor's obligation. *)
The provisions of Sections 3 (7) and 40 (1) (a) and (b), 2 and 3 of the Government Decree No. 100 / 1966 Coll., on the planned management of the national economy, as amended, do not apply in the Czech Socialist Republic.
This Regulation shall enter into force on 1 May 1970.
