on the organisation of training for veterinary surgeons operating in clinical veterinary medicine
The Ministry of Agriculture provides pursuant to Article 78 of Act No. 166 / 1999 Coll., on Veterinary Care and on the Amendment of Certain Related Laws (Veterinary Act), as amended by Act No. 131 / 2003 Coll., Act No. 316 / 2004 Coll., Act No. 48 / 2006 Coll., Act No. 124 / 2008 Coll., Act No. 182 / 2008 Coll., Act No. 227 / 2009 Coll., Act No. 308 / 2011 Coll., Act No. 18 / 2012 Coll., Act No. 302 / 2017 Coll., Act No. 368 / 2019 Coll., Act No. 59 / 2014 Coll., Act No. 139 / 2014 Coll., Act No. 250 / 2014 Coll., Act No. 264 / 2014 Coll.
§ 1
Subject matter
This decree sets out the content and organisation of the training for veterinary surgeons in clinical veterinary medicine, the verification of the knowledge of such education and the certification of clinical education.
Content and organisation of education
§ 2
(1) A university carrying out an accredited master's study programme in the field of veterinary medicine or veterinary hygiene organises optional training for veterinary surgeons working in clinical veterinary medicine, which is intended to enhance the level of knowledge of veterinary practitioners in clinical veterinary medicine.
(2) Education is divided into two stages according to its difficulty, namely the clinical level I education, representing a lower degree of difficulty at the level of practical knowledge, experience and skills, and the clinical level II education, representing a higher degree of difficulty at the level of specialised knowledge, experience and skills.
(3) Upon application, inclusion in:
(a) clinical training in grade I of a veterinarian who has at least 3 years of experience in veterinary medicine aimed at clinical detection, treatment and prevention of animal diseases, with at least 1 year of such experience continuously during the period immediately preceding the application for inclusion in such education;
(b) clinical training of grade II veterinary surgeon who has at least 5 years of experience in veterinary medicine aimed at clinical identification, treatment and prevention of animal diseases, with at least 2 years of such experience continuously during the period immediately preceding the application for entry into that training and who has successfully completed clinical education in grade I.
§ 3
(1) Class I clinical education is organised in two weekly professional blocks with a total range of 70 hours in the field
(a) diseases in dogs and cats;
(b) diseases of reptiles, exotic birds and small mammals;
(c) equine diseases;
(d) bovine, ovine and caprine diseases;
(e) swine disease,
(f) poultry and rabbit diseases;
(g) animal diseases;
(h) fish diseases;
(i) bee diseases; and
(j) animal diseases kept in zoos.
(2) Teaching in each field includes the teaching of internal veterinary medicine, anaesthesiology, imaging diagnostics, surgery and orthopaedic surgery, obstetrics, gyno and andrology, infectious and parasitic diseases, clinical, pathomorphological and laboratory diagnostics of diseases, the issue of the implementation of veterinary legislation in clinical veterinary practice and the issue of the protection of animals against animal abuse and well-being, where relevant for the species or group of animal species, as well as solutions to actual and model practical cases from practice. The training shall be provided by university experts carrying out an accredited master's study programme in the field of veterinary medicine or veterinary hygiene, State veterinary administrations, private veterinary surgeons and, where appropriate, other experts on relevant issues.
§ 4
(1) Level II clinical education is organised in a weekly concentration of 35 hours in specialisation fields.
(a) dog diseases;
(b) cat diseases,
(c) reptile diseases;
(d) exotic bird diseases;
(e) small mammalian diseases,
(f) equine diseases,
(g) bovine, ovine and caprine diseases;
(h) swine disease;
(i) poultry diseases;
(j) rabbit diseases;
(k) fish diseases;
(l) bee diseases,
(m) animal diseases; and
(n) animal diseases kept in zoos.
(2) Teaching in each field of specialisation includes teaching specialised issues concerning diseases of a given species or group of species of the chosen specialisation, as well as solving complicated real and model cases from practice. The training is provided by university experts carrying out an accredited master's study programme in the field of veterinary medicine or veterinary hygiene, State veterinary administrations, private veterinary surgeons and, where appropriate, other experts specialised in the relevant issues.
(3) The development of professional work is part of the clinical education of Grade II. Professional work has the character of professional qualification work, which is demonstrated by a clinical education participant in grade II by his or her professional level of knowledge and experience in the chosen specialisation field, the ability to process high level knowledge and use it for creative interpretation in dealing with a specialist issue focused on clinical veterinary medicine, or in a creative way to find new methods of diagnosis, treatment, prevention and prophylaxis of animal diseases.
Knowledge verification
§ 5
(1) At the end of grade I clinical education and grade II clinical education, its participants shall be subjected to the final examination before the Examination Committee. Part of the final exam to obtain a level II clinical education is the defence of professional work.
(2) The President and other members of the Examination Committee are appointed as the rector of a university carrying out an accredited master's study programme in the field of veterinary medicine or veterinary hygiene (hereinafter referred to as "Rector") from the experts of that university, the State Veterinary Administration and private veterinary surgeons. The Chairman of the Examination Board shall organise and ensure the performance of the final examination.
§ 6
(1) The Rector shall determine the date and place of the final examination.
(2) The result of the final examination decided by the examination panel by voting shall be assessed in the event of success of the tested "assessed by degree," in the event of failure "evaluated by degree."
(3) The Chairman of the Examination Board shall draw up a report on the course of the final examination, signed by all members of the Panel, indicating:
(a) the name, names and surnames, any academic titles, date and place of birth of the participant;
(b) the date and place of the final examination;
(c) the names and surnames of the chairman and other members of the Commission; and
(d) the result of the final examination.
(4) On the basis of a successful final examination to obtain a clinical education in 1st degree, this part of the study is completed and the rector shall issue a certificate to the participant in that study to obtain a clinical education in 1st degree for diseases of the relevant group of animal species. On the basis of a successful examination to obtain a level II clinical education, the specialisation part of the study is completed and the rector shall issue a certificate to the participant of the study to obtain a level II clinical education for diseases of the group of animals concerned.
(5) A participant in grade I or in grade II clinical education who has not completed the final examination may apply for its recurrence no earlier than 3 months from the date on which it was notified that it had not. The final test may be repeated only once.
(6) A participant in a clinical training course who has not passed the final examination and has not applied for it to be repeated no later than 6 months after the date on which it was notified that he had not passed the test, and a participant in a clinical training course that has not passed the final examination or repeated the final examination must have completed a further relevant degree of clinical training before the next final examination.
§ 7
Certificate of obtaining clinical education
(1) A certificate of obtaining a clinical level I education for diseases of the group of animal species concerned is issued on the basis of a successful examination to obtain a clinical level I education. This certificate authorises the veterinarian to use the designation as a practical veterinarian for diseases of the relevant group of animal species.
(2) A certificate of clinical education of grade II for diseases of the group of animal species concerned is issued on the basis of a successfully completed test for clinical education of grade II. This certificate entitles the veterinarian to use the designation of the veterinarian as a specialist for diseases of the relevant group of animal species.
(3) The certificate of clinical education shall contain:
(a) the identification data of the university which organises the training referred to in Article 2;
(b) the number of the certificate and its date of issue;
(c) the indication of the degree of clinical education achieved;
(d) the name, names and surnames, any academic titles, date and place of birth of the participant; and
(e) the designation of the field of education.
§ 8
Efficacy
This Decree shall take effect on 1 January 2022.
