DECLARATION
Ministry of Agriculture
of 8 January 2001
on professional competence to perform certain professional activities in the field of breeding and breeding of livestock
The Ministry of Agriculture provides pursuant to Article 33 of Act No. 154 / 2000 Coll., on the breeding, breeding and registration of livestock and on the amendment of certain related laws (Breeding Act) for the implementation of Article 30 (2) of this Act:
Breeding
Professional activity as a breeder may be carried out by natural persons who have a higher education in an accredited master's or doctoral study programme1) in the field of agriculture or veterinary medicine and hygiene or biological orientation in the fields of genetics, breeding and reproduction of livestock.
Breeding zootechnics
Professional activity as a breeding zoo may be carried out by natural persons with:
(a) higher education in an accredited master's or doctoral study programme in the fields of agriculture or veterinary medicine and hygiene or biology; or
(b) full secondary vocational and, where appropriate, higher vocational training in agriculture with the teaching of subjects relating to livestock production.
Person responsible for the expert management of the semen collection centre
The professional activity of the person responsible for the professional management of the semen collection centre may be carried out by natural persons having:
(a) higher education in an accredited master's or doctoral study programme in the fields of agriculture or veterinary medicine and hygiene or biology; or
(b) full secondary vocational and, where appropriate, higher vocational training in agriculture with the teaching of subjects relating to livestock production.
Person responsible for the professional management of the embryo transfer centre
The professional activity of the person responsible for the professional management of the embryo transfer centre may be carried out by natural persons who have a higher education in an accredited master's or doctoral study programme in the field of agriculture or veterinary medicine and hygiene or biology.
Insemination technician
(1) The professional activity of the semen collection technique may be carried out by natural persons having:
(a) higher education in an accredited master's or doctoral study programme in the field of agriculture or veterinary medicine and hygiene; or
(b) full secondary vocational or, where appropriate, higher vocational education of agricultural or veterinary studies, with the teaching of subjects relating to livestock production; and
If not for the insemination techniques for the insemination of runners, they successfully completed a training course for the insemination techniques.
(2) The provisions of paragraph 1 shall not apply to breeders who inseminate their own breeding animals. This activity requires at least a secondary vocational education of agricultural focus and the completion of a vocational course.
Professional courses
(1) Professional courses are announced for the professional activities of semen collection technicians with specialisation
(a) semen collection techniques for the insemination of bovine, ovine and caprine animals;
(b) insemination technician - technologist of the insemination centre,
(c) semen collection technician - technology for embryo transfer,
(d) semen collection techniques for the collection and transfer of embryos;
(e) embryo collection techniques;
(f) semen collection techniques for equine insemination;
(g) insemination techniques for the insemination of pigs.
(2) The training course is composed of:
(a) from a theoretical study of presentation or distance;
(b) practical training.
(3) The vocational course is completed by the final examination.
(1) In the application for an expert course, the applicant shall indicate:
(a) surname, first name and title and, where appropriate, academic title;
(b) the date of birth;
(c) permanent residence;
(d) completed education;
(e) the name of the training course to which it is applied and the specialisation.
(2) The application shall be sent by the applicant to the Ministry of Agriculture (hereinafter referred to as the Ministry), which shall forward it to the appropriate educational establishment.
(3) The model of the application for the course is set out in Annex 1.
The organisation of courses may be entrusted to the Ministry by persons who have training in the subject of their activities and whose professional, material and technical conditions meet the requirements for teaching according to the framework content, taking into account the incoming professional courses listed in Annexes 2 to 8.
Final and corrective final test of the vocational course
Final test
(1) The final examination shall be carried out before a five-member examination committee set up by the Director of the educational establishment by appointing a representative of the Ministry as chairman; other members are experts from educational establishments, secondary and higher vocational schools, universities, research institutes or relevant recognised breeding associations.
(2) The final test is divided into theoretical and practical parts; the theoretical part consists of a written and oral examination.
(3) The knowledge of the course participant, as demonstrated by the final examination, shall be evaluated at "passed" or "failed" in both the overall evaluation and the evaluation of each part of the final examination separately according to the proven knowledge. If the test does not benefit in one part of the test, it does not satisfy the overall assessment.
(4) A report shall be kept on the completion of the final test. A copy of the Protocol shall be transmitted to the Ministry as a basis for issuing a certificate of competence.
Corrective final test
(1) If the tenderer fails to pass the final test, it may be repeated not earlier than 30 days and not more than six months after the date of failure of the final test.
(2) Candidates who could not attend the final test or the corrective final test for a serious reason or have duly apologized for their failure to participate shall be set a replacement date.
(3) If a candidate for the final examination or the corrective final test does not appear without a serious reason or a proper apology, he may only take it on the basis of a new application.
Certificate of competence
The Ministry shall issue, on the basis of the final examination report, a certificate of professional competence obtained through the training course within 30 days of receipt of the protocol.
Final provisions
This decree does not provide for the recognition of professional qualifications of citizens of the European Union.
This decree shall take effect on the day of its publication.

B. Practical section:
(a) laboratory experience
1. Autopsy of the sex organs of breeds of bovine, ovine and caprine animals, training for insemination in isolated uterus.
2. Treatment of equipment used in insemination.
3. Disinfection and sterilisation of equipment used in insemination, equipment and maintenance of insemination bag, disinfection of containers and liquid nitrogen containers.
(b) stable practice.
1. Clinical examination of the external and internal sex organs of bovine breeding animals, determination of the stage of the estral cycle and suitability for insemination.
2. Insemination of bovine breeding animals by the method of rectal, sheep and goat using the vaginal mirror (specula) method,
- preparation of the insemination dose (beds, pellets),
- procedure for insemination.
3. Training to test the pregnancy of bovine breeding animals of the palp uterine horns.
4. Record of the operations carried out in the initial documents for central registration purposes.

Duration of practical preparation 3 days.
A. Theoretical section
1. Brief history and use of insemination in reproduction and breeding of livestock.

3. Operation and establishment of the semen collection centre, the principles of treatment and feeding of breeding animals and their handling.
4. Male sex organs of breeders
- anatomy, histology and physiology,
- neurohumoral control of male sexual function, sexual reflexes, nerve types - classification,
- spermiogenesis, factors that affect it.
5. Sperm, sperm - chemical composition, morphology, sperm properties, effect of the sperm environment, seminal plasma - chemical composition, meaning.
6. Fertility disorders of breeding bulls, rams, goats, boars and stallions.
7. Sperm collection (principles, hygiene conditions, self-collection, collection aids).
8. Evaluation of semen (volume, colour, odour, density, activity of fresh and preserved semen, morphology, thermal test).
9. Requirements for semen intended for processing.
10. Processing of semen (dilution of semen, freezing in the form of pellets and pellets, storage of semen).
11. Registration at the semen collection centre for central registration purposes.
B. Practical part

2. General legislation governing the management of the sex functions of bovine breeding animals, the sex cycle, the dynamics of changes in the sex tract at the various phases of the estral cycle with a focus on embryo transmission.
3. Technological procedure for the transfer of embryos
- selection and preparation of female donors from a breeding and health point of view,
- superovulation, physiological bases of superovulation, hormone treatment of donors, hormone function in superovulation, repeated superovulation,
- insemination after superovulation, fertilisation, reproduction tract embryo procedure,
- collection of embryos, non-surgical recovery of embryos, isolation of embryos,
- the evaluation of embryos,
- decontamination of embryos,
- the storage of embryos by short and long-term freezing and vitrification,
- micromanipulation of embryos, divisions and biopsies for the collection of cells for the sexation of embryos,

- the principles governing the registration of the transfer of embryos.

1. Media preparation (flushing, handling, freezing, eradication).

3. Morphological evaluation of embryos and selection of transfer of viable embryos.

Duration of practical preparation 3 days.

2. General legislation governing the management of the sex functions of bovine breeding animals with a focus on embryo transfer, sex cycle, dynamics of changes on the sex tract in the various phases of the estrus cycle.
3. Selection of donors, superovulation, insemination after superovulation, fertilization, embryonic procedure by reproductive tract.
4. Embryo collection, non-surgical embryo recovery (pre-rinsing donor examination for superovulation response, flushing catheter function and uterine placement, rinsing methods).
5. Non-surgical transfer of embryos (preparation of female recipients, treatment of female female recipients, pre-transfer examination and their selection for transmission).
6. Procedure for the non-surgical transmission of fresh and frozen embryos.
7. Record of embryo transfer, records of operations carried out.
