Standardisation and Measurement Office
of 14 February 1964
on Czechoslovak analytical standards
In agreement with the relevant ministries and central authorities pursuant to Section 9 of Act No. 35 / 1962 Coll., the Standards and Measurement Office provides for a measure service:
Preliminary provisions
(1) The Czechoslovak analytical standard (also the Czechoslovak reference material of the composition, hereinafter referred to as "normal") is a rate in the form of a substance or material with a specified content of one or more ingredients officially certified by the Office for Standardisation and Measurement (hereinafter referred to as the Authority).
(2) The standard is used to verify the accuracy of the analytical methods for the analysis of the material and to check the accuracy of the apparatus used in the analysis.
(3) The detailed details of each type of standard, the procedure for the production of material for normal, the number of organisations carrying out analyses of that material before its official verification and the number of such verification analyses are established by state technical standards.
Manufacture of normal material
(1) An organisation producing material intended for normal use (hereinafter referred to as "the manufacturer") shall submit a technical specification for such production before its commencement to the Authority for approval.
(2) The production of material for the standard shall be notified by the manufacturer to the Authority; At the same time, it shall propose and request approval of the organisation for carrying out the verification analyses as well as the methods of those analyses.
(3) The manufacturer shall attach a report on the results obtained in relation to the technical specifications to the declaration of the finished production of the material for the standard; At the same time, it shall transmit samples of the material to the Office in accordance with Article 3.
Official verification
After approval of the organisations proposed to carry out verification analyses and methods of analysis, the Authority shall take samples of the material for carrying out verification analyses. Such samples shall be labelled by the Office, officially sealed at the closure of each batch and forwarded to the manufacturer; one sample shall be taken into custody by the Office and the other material officially secured.
(1) The supporting documents for the correct and reliable determination of the content of the individual components of the material for normal uses are provided by series of verification analyses of samples of the material taken at different locations and at different times. To this end, the manufacturer shall carry out the prescribed number of verification analyses and ensure that the same number of analyses is carried out by each organisation approved by the Authority pursuant to Article 3. The analyses shall be carried out independently in each organisation on different calendar days.
(2) If the material for normal meets the requirements of normal according to the results of the verification analyses, the manufacturer shall submit these results to the Authority.
(3) Verification of normal is the nature of detection and determination of certain values (attestation). In justified cases, in particular when the verification is carried out using a state etalon, (1) verification analyses shall not be carried out at different locations and at different times referred to in paragraph 1 and the verification procedure shall be determined in an approved technical specification.
(1) The evaluation of the results of the verification analyses shall be carried out by the Czechoslovak Analytical Standards Commission (hereinafter referred to as "the Commission"), set up as its permanent advisory body by the President of the Office in agreement with the relevant ministries and central bodies from experts in the field of analysis. Another task of the Commission is to assess fundamental issues related to standards. The Commission's organisation, composition and manner of action shall be governed by the Rules of Procedure of the Commission, which shall be issued by the President of the Office.
(2) After assessing the results of all the verification analyses, the Commission will recommend material meeting the requirements of normal approval.
(1) The standard approved shall be officially verified and published in the Bulletin of the Office for Standardisation and Measurement.
(2) The individual doses of approved normal shall be checked by officially sealing the closure of the dose, accompanied by a label and an official certificate. The Authority shall keep three validated doses of each approved normal.
(3) The validity of the official verification of the dose of normal expires if the official seal or label has been removed before normal use or the official certificate has been lost.
(4) The Authority may, depending on the nature of the normal nature, provide for a method of official verification other than that referred to in paragraph 2.
(5) Samples intended for safekeeping in accordance with paragraph 2 and § 3 shall be transmitted free of charge to the Office in the quantities specified.
If the material does not meet all the requirements of normal after evaluation of the results of the verification analyses, the manufacturer's authority shall invite some of the approved organisations or the approval of the material as normal to repeat the verification tests.
When carrying out official verifications at the premises of the manufacturer, the manufacturer shall provide the Authority with an appropriate room and manpower for its cargo and shall ensure the other conditions necessary to carry out official verifications requested by the Authority's authority.
Control
(1) The Authority is entitled at any time to consult the manufacturer and the organisations carrying out verification analyses on compliance with the procedure laid down for the production of material for standards and on compliance with approved methods of verification analyses and other duties imposed by the Authority.
(2) In carrying out their tasks, the Authority's authorities are entitled to enter the operating rooms of both the manufacturer and the organisation conducting the verification analyses; This shall comply with the specific rules applicable to the entry into the various operating rooms of the organisations. The authorities of the Office shall be shown by a special card issued by the Office.
(3) The authorities of the Authority are entitled to require audited organisations to submit all documents of the material processed for normal and to provide the necessary information.
Reference material of characteristics
(1) Czechoslovak reference material of characteristics (hereinafter referred to as "reference material") is a rate in the form of a substance or material which, for the duration of its validity, continuously reproduces the value of a particular variable and is officially certified by the Authority.
(2) For the reference material established and used as the main business etalon2), the verification carried out under this Decree shall be as type-verification and official verification carried out before it is put into circulation.
(3) The provisions of the Ordinance on Standards shall also apply mutatis mutandis to reference materials, with the exception of the provisions of Section 4 (1).
Common provisions
(1) At the request of the organisation, the Authority may exceptionally verify the material for the standard or reference material, without complying with Section 2 or allowing it to be verified abroad.
(2) The indigenous customer normal from imports or reference materials from imports is obliged to obtain an authorisation from the office prior to the conclusion of an economic contract with an organisation authorised for foreign trade and to submit the necessary supporting documents to the Authority, in particular in view of the need for imports.
(3) The standard of import or reference material from imports is considered to be certified under this Decree, provided that this results from an international treaty binding on the Czechoslovak Socialist Republic.
(4) The register of standards and reference materials is managed by the Czechoslovak Metrology Institute. The Institute shall also ensure, to the extent specified by the Office, the relevant organisational and technical activities under this Decree and shall invoice organisations according to the price list of metrological performance of the remuneration for official verification.
This decree does not apply to operational standards and operational reference materials not intended for official verification.
Final provision
This decree shall take effect on the day of its publication.
