Government Regulation
of 10 April 1951
adapting the tasks of the five-year economic plan.
The Government of the Czechoslovak Republic orders pursuant to § 41 paragraph 1 of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
Initial provision.
In the struggle to preserve peace, our people's democratic state will make every effort to consolidate the unity, strength and power of the peace camp, led by the Soviet Union, primarily by accelerating the pace of building socialism.
The main task is to accelerate the construction and rebuilding of industry by further accelerating the growth of heavy industry production, increasing agricultural production on the basis of an accelerated transition to higher production forms, strengthening independence from the capitalist world, speeding up the socialist industrialisation of Slovakia, achieving a faster pace of rising living standards for the working people and ensuring further strengthening of state defence capabilities.
The higher tasks of the five-year plan, which are further set for this objective for the years 1951 to 1953, will be met thanks to the ever-increasing labour initiative, reflected in the rise in socialist competition, the assault movement and other new forms of work, and thus significantly increased labour productivity.
In 1953, the national pension will increase by 15% against the initial task and will reach CZK 508 billion, which is a 70% increase against 1948.
Production development.
Industrial development.
The task set out in Section 4 of the Five-Year Plan Act (hereinafter referred to as "the Act ') is newly amended by increasing the gross value of industrial production by 23% in 1953 against the initially determined task; that will be 98% higher against 1948. In particular:
(a) extend substantially the raw material and energy base;
(b) accelerate the industrial development of Slovakia.
The tasks set out in Section 5 of the Act are newly amended as follows:
(a) the gross value of heavy industry production shall be increased by 38% in 1953 against the task initially determined; that will be 133% higher against 1948; in the various sectors of the heavy industry, for the year 1953 they increase against the tasks originally set out

Development of agriculture.
The task set out in Section 7 of the Act is newly amended by increasing the gross value of agricultural production by 10% in 1953 against the original task; 53% higher against 1948. This will be achieved in particular by increasing the yield per hectare and the performance of livestock production, extending cooperative large-scale production in single agricultural cooperatives and better management of the state sector.
The tasks set out in Section 8 of the Act are newly amended as follows:

the gross value of livestock production will be 71% higher than 1948.
Construction development.
The tasks set out in Section 10 of the Act are newly adjusted by increasing the gross value of construction production by 21% in 1953 against the initially stipulated task; This will increase the scope of investment buildings by 200% against 1948. In particular:
(a) the production of building components and semi-finished products shall be increased by 165% in 1953 against the original task;
(b) the characterisation of buildings, which accounted for 8% of construction production in 1950, will be increased to 25% in 1953.
Transport development.
The tasks set out in § § 11 and 12 of the Act are newly regulated as long as the performance
(a) in rail freight transport, it shall be increased by 27% in 1953 against the initial task; 69% higher against 1948;
(b) road transport will be increased by 53% in the year 1953 against 1950 in the transport of goods and by 35% in the transport of persons.
Developing the material and cultural level of the people.
The tasks laid down in Article 15 of the Act are newly adjusted as the aggregate social and private consumption, in which the standard of living is immediately reflected, will increase by 9% on average in 1953 against the initially set task, and by 49% against 1948, provided that labour productivity increases are planned.
The tasks set out in § § 16 to 20 of the Act are newly regulated as follows:
(a) further develop and improve social and health services for workers by expanding existing and building new social and health facilities; in particular:
1. the number of places in children's facilities in 1953 will increase to 642.000 against the original task to facilitate women's entry into employment; the number of seats in childcare facilities will be 251% higher than 1948;
2. the number of people consumed in the canteen in industrial enterprises will increase by 1,300,000 in 1953;
(b) increase the cost of books in 1953 by 85% against 1950;
(c) new buildings will provide a total of 133,000 housing units for workers, especially in the heavy industry, between 1951 and 1953.
Presumed to meet the five-year plan.
Increasing labour productivity and production efficiency.
Labour productivity.
The tasks set out in Section 21 of the Act are newly adjusted as labour productivity increases in 1953 against 1948 by 64% in heavy industry, 59% in light industry and 60% in construction.
Increase the number of workers.
The tasks laid down in Section 22 of the Act are newly adjusted as the number of persons active in all sectors of the economy, with the exception of agriculture, increases by 780,000, i.e. a quarter in 1953 against 1948; Between 1951 and 1953, the number of workers and civil servants will increase by 550,000, while in the heavy industry and construction industry it will increase by 380,000 in these years.
Investment.
The task set out in Section 24 of the Act is newly regulated by making investments totalling CZK 558 billion at the prices of 1950 in order to ensure the progressive development of the economy between 1949 and 1953.
The tasks of the five-year plan in the areas.
Economic development of Slovakia.
The tasks set out in Sections 30 and 31 of the Act are newly amended as follows:
(a) the gross value of heavy industry production shall be increased by 96% in 1953 against the task initially determined; 308% higher than 1948; in the various sectors of the heavy industry, for the year 1953 they increase against the tasks originally set out

Final provision.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
