on the atonement of certain injustices caused by the Czech working youth.
The Provisional National Assembly of the Czechoslovak Republic decided on the following Act:
(1) Helpful workers of Czech nationality who, from 21 May 1938 to 4 May 1945, were employed in the Czech and Moravian-Silesian countries for reasons of national, racial, political or work-related competence in the Czech and Moravian-Silesian countries and who, at that time, were employed in the Czech and Moravian-Silesian countries by works falling within a recognised field of study, may be eligible for teaching in that field:
(a) transferred to the teaching ratio of the Regional Labour Protection Office, responsible for the establishment of the teaching establishment, provided that the period during which such work was carried out was shorter than the prescribed teaching period; the transfer to the teaching relationship may be subject to the condition that those auxiliary workers undergo additional training as referred to in paragraph 4;
(b) admitted by the relevant Chamber of Commerce and Trade to the final examination of the apprenticeship, if the said employment has lasted at least for a period corresponding to the teaching period laid down for the field in question. Prior to the admission to the final apprenticeship examination, these auxiliary workers shall undergo the additional training provided for in paragraph 4. If these auxiliary workers successfully pass the final apprenticeship exam, they will be given a trade and trade chamber teaching, after the case of the Tovarich certificate. These documents are evidence of the proper termination of the teaching relationship and the completion of the final apprenticeship examination.
(2) Auxiliary workers who fulfil the conditions of paragraph 1 (b) but who are not admitted to the final apprenticeship examination under the rules issued under paragraph 4 may be transferred to the teaching ratio referred to in paragraph 1 (a).
(3) In the cases of paragraphs 1 (a) and 2, the Chamber of Commerce and Trade shall decide, in accordance with the rules laid down in paragraph 4, to set off the period during which the auxiliary workers have carried out their work in the course of their studies.
(4) Guidelines for transferring auxiliary workers to the teaching relationship, for counting the duration of auxiliary work to the teaching period, for additional training and for authorising the final apprenticeship examination will be issued by the Government Regulation.
(1) The period spent by the apprentices of Czech nationality between 21 May 1938 and 4 May 1945 in the teaching relationship outside the territory of the Czechoslovak Republic or in the state territory, which was occupied by foreign defence powers in 1938, is included in the teaching period, if these apprentices continue in the Czech and Moravian-Silesian countries in the teaching sector and go for the same or related teaching field. In the case of a foreign field, the provisions of Sections 1, 1, (a) and 4 shall apply mutatis mutandis.
(2) For an apprentice of Czech nationality who had been taught at the time referred to in paragraph 1, in a national territory which was occupied in 1938 by foreign military powers or outside the territory of the Czechoslovak Republic by a school branch which has not yet been recognised, the provisions of § 1, paragraph 1, point (b) and paragraphs 2 and 4 shall apply mutatis mutandis.
The period during which apprentices, who interrupted the learning relationship and participated in the foreign resistance, or who were employed outside the teaching establishment during the German occupation, were engaged in work falling within their teaching or related classes, may be fully or partly counted into the teaching period. The Chamber of Commerce and Trade will decide on the set-off after hearing the current Lord and racing board (confidant).
(1) Entrepreneurs who have at least two thirds of the teaching period and satisfy the conditions to be laid down in paragraph 2 may be admitted to the final examination of the apprenticeship. Teachers who pass this test successfully shall be forgiven the remaining teaching period and shall be given a teaching certificate, in the case of the Tovarich.
(2) The conditions under which apprentices referred to in paragraph 1 may be permitted to perform the final apprenticeship examination shall be laid down by the Government.
Participants in the supplementary training provided for in Section 1, paragraph 4 may receive support under the Government Decree of 27 August 1943, No. 250 Coll., on support for inclusion in the work whose applicability is extended to the whole territory of the Czech and Moravian-Silesian countries.
Applications for benefits resulting from the provisions of Sections 1 to 4 must be submitted no later than 3 months after the date of publication of this Act at the relevant Chamber of Commerce and Trade. Persons who were unable to submit an application within the prescribed time limit without their own fault may, however, apply for such benefits no later than 3 months after the end of the obstacle.
This Act takes effect on 1 October 1945 and applies in the Czech and Moravian-Silesian countries; it shall be carried out by all members of the Government.
