The Federal Ministry of Foreign Affairs announces that an Agreement was signed in Prague on 11 October 1989 between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on the mutual recognition of equivalence of evidence of education and evidence of scientific values and titles issued in the CSSR and in the MRLs. The Agreement entered into force on 20 April 1990 pursuant to Article 10 thereof.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Hungarian People's Republic on mutual recognition of the equivalence of evidence of education and evidence of scientific values and titles issued in the Czechoslovak Socialist Republic and in the Hungarian People's Republic
The Government of the Czechoslovak Socialist Republic and the Government of the Hungarian People's Republic
led by the intention to develop mutual cooperation in the field of education and science,
in order to help study at different degrees and in different institutions of the other State,
basing on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on 13 March 1986, in accordance with the Agreement on the Mutual Recognition of the Adequacy of Documents on the Graduate of Secondary, Secondary Vocational Universities, as well as documents on the award of scientific degrees and degrees signed in Prague on 7 June 1982,
have agreed as follows:
The primary school report in the Czechoslovak Socialist Republic and the primary school report in the People's Republic of Hungary are recognised as equivalent.
The Certificate of Graduation issued in the Czechoslovak Socialist Republic after completion of the studies at Gymnasium, Secondary Vocational Schools, Secondary Vocational Schools and the Certificate of Graduation, Certificate of Graduation in the People's Republic of Hungary are recognised as equivalent.
These reports confirm that their holders have received an education to the extent required in both countries for admission to higher education.
It is recognised as being equivalent to the certificate and the proof of completion of studies in the three-year fields of secondary vocational training in the Czechoslovak Socialist Republic and of the certificate and of completion of studies in the three-year fields of vocational training in the Hungarian People's Republic.
The education certificate corresponding to the studies referred to in paragraph 1 of this Article, obtained by other forms of preparation at secondary schools, shall also be recognised as equivalent.
Diplomas awarded after completion of four or more years of study at Czechoslovak universities and evidence of the results of studies, partial studies and individual examinations awarded in the Czechoslovak Socialist Republic and diplomas awarded after completion of studies at Hungarian universities and evidence of the results of studies, partial studies and individual examinations issued in the Hungarian People's Republic are recognised as equivalent.
These diplomas confirm that their holders have received an education to the extent required for admission to the education of scientists in the Czechoslovak Socialist Republic and the Hungarian People's Republic.
The degrees awarded by universities in the Czechoslovak Socialist Republic referred to in Article 4 shall be recognised on the basis of the state final examination in the People's Republic of Hungary.
Graduates awarded by universities in the People's Republic of Hungary on the basis of a state examination are recognised in the Czechoslovak Socialist Republic.
Graduates' degrees awarded by universities in the Czechoslovak Socialist Republic referred to in Article 4 on the basis of a state rigorous examination shall be recognised in the People's Republic of Hungary.
The degree of university doctor (Doctor universitatis) obtained in doctoral proceedings at universities in the People's Republic of Hungary is recognised in the Czechoslovak Socialist Republic.
Evidence of the award of scientific degrees to "candidate for science" and "doctor of science" in the Czechoslovak Socialist Republic and in the People's Republic of Hungary is recognised as equivalent.
In the case of certificates and diplomas of termination of studies for which equivalence is not dealt with by the Agreement, the Contracting Parties shall recognise the level of completed education.
The Parties shall cooperate in the implementation of this Agreement and shall inform each other, in order to do so, of changes in their education systems and shall exchange the specimen documents referred to in Articles 1, 2, 3, 4, 5 and 6 of this Agreement.
The Parties shall recognise the certificates, diplomas, scientific qualifications and titles on the basis of the original document or a certified copy.
This Agreement shall be subject to approval under the national law of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement is concluded for an indefinite period. Each Contracting Party may denounce it in writing by diplomatic means. In such a case, this Agreement shall cease to apply one year from the date of service of such notice.
Dane in Prague on 11 October 1989 in two original copies, each in the Czech and Hungarian languages, the two texts being equally authentic.
