GOVERNMENT REGULATION
of 16 August 2021
amending Government Regulation No 341 / 2017 Coll., on the pay ratios of employees in public services and administration, as amended
The Government orders pursuant to § 129 (2) of Act No. 262 / 2006 Coll., Labour Code, as amended by Act No. 362 / 2007 Coll.:
Čl. I
Government Regulation No 341 / 2017 Coll., on the remuneration of employees in public services and administration, as amended by Government Regulation No. 263 / 2018 Coll., Government Regulation No. 332 / 2018 Coll., Government Regulation No. 158 / 2019 Coll., Government Regulation No. 300 / 2019 Coll. and Government Regulation No. 603 / 2020 Coll., are amended as follows:
1. In Paragraph 8, the following paragraph 3 is inserted after paragraph 2:
"(3) The amount of the special supplement of the pedagogical worker in the class teacher group is between CZK 1,500 and CZK 3,000 per month."
Paragraph 3 shall become paragraph 4.
2. In Paragraph 8 (4), the words "in accordance with paragraph 2 'shall be inserted after the words" one specific supplement'.
3. In Article 8 (4), the words "and in accordance with paragraph 3 'shall be inserted after the words" I to V.'.
4. In Article 8 (4), the words "as referred to in paragraph 2 'shall be inserted after the words" with the exception of the special supplement'.
5. In Article 8 (4), the words "in accordance with paragraph 2 'shall be inserted after the words" for a specific supplement'.
6. Annex 5 shall read as follows:

"Annex No 5 to Government Regulation No 341 / 2017 Coll.

ČÁST A

Working groups according to the degree of aggravating effects of working conditions
Group I. - Work with increased neuropsychological load or other potential risk to health or life
1. Work done alternately in various shifts under two-shift operating regime.
2. Direct pedagogical activity linked to the supervision of pupils or students who are at increased risk of injury due to the use of machines, instruments or apparatus in practical training or training.
3. Work requiring individual access to individual persons, or decision making when choosing from multiple options, consisting of continuous direct personal contact with
3.1. Citizens in crisis social situations in which life, health, basic living needs (nutrition, clothing, accommodation) and, where appropriate, the development of minors,
3.2. Citizens in the performance of assessment services.
4. Works connected with the protection and safeguarding of public interests and carried out outside the registered office of the employer, its organisational departments, with the exception of those carried out with legal persons whose founder or founder is the employer, or which under specific legislation is managed by the employer, consisting of:
4.1. Continuous Revision, Control and Search Activities,
4.2. In carrying out state health surveillance in the framework of the health service.
5. Work consisting of review, control and search activities in relation to the verification of the correctness of data for tax and tax payers, social and health insurance premiums and the contribution to national employment policy.
6. Work consisting of photographic evaluation and redrawing of maps.
7. Works performed by State staff in central administrative offices who are entrusted by special legislation with the tasks of defence and security of the State or by armed forces and security forces, in so far as they are involved in the performance of these tasks, if it is work consisting of continuous preparation for the performance of tasks relating to the transition of the State from a peaceful state to a state of danger or in the provision of crisis management.
8. Implementation of acts relating to the activities of the court or prosecutors.
Group II - Work with a significant degree of neuropsychological burden or other potential risk to health or life
1. Work done alternately in various shifts under multi-shift or continuous operation.
2. Direct pedagogical, diagnostic or social work with children, pupils or students with special educational needs
2.1. In schools, classes, departments or study groups set up separately for these children, pupils or students, and in schools at health institutions;
2.2. in educational groups of educational establishments set up separately for such children, pupils or students, in classes or in educational groups of educational establishments set up separately for such children, pupils and students,
2.3. in a specially educational centre or in educational establishments for the performance of constitutional education or protection and for preventive education;
2.4. In social services facilities for persons with mental or physical disabilities.
3. Work in which an employee comes into contact with detainees, defendants, defendants or convicted persons in criminal proceedings.
4. Work consisting of carrying out specific tasks for the preparation and provision of State defence and security, carried out by State staff in central administrative offices entrusted by special legislation with defence and security tasks of the State or by armed forces and security forces.
5. Handling of applications for permanent residence or for granting international protection linked to direct daily personal contact with foreigners.
6. Continuous exercise of control and surveillance on roads or state professional supervision in road transport in uninterrupted road traffic.
7. Work in which an employee comes into contact with foreigners located in foreign detention facilities or with applicants for international protection resident in asylum facilities.
Group III - Work with considerable neuropsychological burden and work with increased risk of life or health risks
1. Geodetic work associated with the creation of maps, carried out mainly in the underground.
2. The execution of works consisting exclusively of the execution of acts in the context of the enforcement of judgments by the court.
3. Work to protect the life and health of citizens and property from fires, to carry out fire interventions and to provide assistance in natural disasters and other emergencies.
4. Work carried out by staff of the State in the armed forces and the Security Corps if:
4.1. consist of handling explosives,
4.2. are permanently carried out underground,
4.3. They are carried out by ground personnel.
5. Work related to the protection of the interests of the State or to the protection and safeguarding of public interests where such work may endanger life, health or other serious risks
5.1. Involving in decision-making in tax or other administrative proceedings within the competence of the customs administration of the Czech Republic,
5.2. The employees of the State in the office of the Customs Administration of the Czech Republic, consisting of the continuous exercise of control, review, search, securing and execution activities.
6. Maintenance (common, continuous, winter) and repair of roads in uninterrupted road traffic.
7. Work in which a staff member carries out physical checks on convicted persons in the course of the execution of alternative penalties and measures, including the sentence of house arrest or court-imposed restrictions and obligations.
8. Regular provision of health services by non-medical health professionals without professional supervision to a range of at least 3 hours consecutive
8.1. for providers of bed-care health services at a time for which the Decree on minimum staff security requirements provides for lower requirements for staff security,
8.2. in social services accommodation facilities between 16 and 7 hours of the following day.
9. Execution of decision-making activities in the judicial or prosecutorial area.
Group IV - Work with the highest neuropsychological load and work with high risk of life or health
1. Work related to the protection of the interests of the State or to the protection and safeguarding of public interests where such work is likely to endanger the life, health or other serious risks of the State's employees
1.1. the National Security Office and the National Office for Cyber and Information Security in the performance of tasks related to the protection of the State's security interests,
1.2. Intelligence.
2. Works performed by staff of the State in the armed forces and security forces, consisting of:
2.1. Air traffic control,
2.2. activities of diver, paratrooper, special physical training instructor or military rescue officer,
2.3. Securing the execution of detention, the execution of imprisonment and the execution of detention detention, the security of detention prisons, prisons and detention facilities, and in the care of accused and convicted persons and persons in the exercise of detention detention and direct pedagogical activities in detention prisons, prisons and institutions of detention detention.
3. The work carried out by municipal police officers associated with the protection and safeguarding of public order, where they may pose a threat to life, health or other serious risks in securing local public order matters.
4. Providing urgent health care to members of the exit group of the medical emergency services.
5. Continuous provision of health services
5.1. Operational and delivery rooms,
5.2. Anesthesiologic Corpuscitation and Urgent Intake Divisions,
5.3. Intensive care units,
5.4. Cancer wards.
6. Continuous provision of direct health or service to persons with a health service provider and in social services facilities
6.1. In the psychiatric and gerontological departments of bed facilities,
6.2. In separate nursing departments for persons bound to bed or requiring other difficult nursing care, or in separate nursing departments for the treatment of persons with dementia,
6.3. With physical impairment, mental disorder or behavioural disorder.
V. group - Working with an exceptional risk to life or health
1. The work of an executive pilot.
2. Work consistently carried out by State employees in areas with an increased risk of war conflicts or other risks, where they may endanger life, health or other serious threats.

ČÁST B

Group of work carried out by pedagogic workers with an increased degree of specific neuropsychological burden
The work of the class teacher, the head of the Conservatory Department or the primary art school or the head of the study group at the higher vocational school. '
Čl. II
Efficacy
This Regulation shall enter into force on 1 September 2021.
