implementing certain provisions of Act No. 594 / 2004 Coll., implementing the European Community regime for the control of exports, transport, brokering and transit of dual-use items, as amended
The Government hereby orders pursuant to § 24 (a) of Act No. 594 / 2004 Coll., implementing the European Communities' regime for the control of exports, transport, brokering and transit of dual-use items, as amended by Act No. 343 / 2010 Coll. and Act No. 383 / 2022 Coll., to implement § 6 (6), § 11 (5) (d) and § 13 (4):
Subject matter
This Regulation regulates the scope of data relating to transactions executed on the basis of:
(a) registration for the use of general export permits;
(b) an individual export permit, an aggregate export permit or an authorisation to provide brokering services; or
(c) authorisation for the intra-Community transport of dual-use items.
Data relating to transactions made on the basis of registration for the use of general export permits
Data relating to transactions made following registration for the use of general export authorisations are set out in Annex 1 to this Regulation.
Data relating to transactions executed under authorisation
Data relating to transactions executed on the basis
(a) an individual export permit, a comprehensive export permit or an authorisation to provide brokering services is set out in Annex 2 to this Regulation; and
(b) the authorisation for the carriage of dual-use items within the Community is laid down in Annex 3 to this Regulation.
Repeal
Government Regulation No 344 / 2010 Coll., on the establishment of application forms for individual and aggregate export authorisations, applications for authorisation to provide brokering services and applications for international import certificates for dual-use goods and technology, shall be repealed.
Efficacy
This Regulation shall take effect on 1 March 2023.

Annex No. 1 to Government Decree No. 30 / 2023 Coll.
Data relating to transactions made on the basis of registration for the use of general export permits
(a) the file number under which the general export authorisation is registered;
(b) the calendar year and half-year for which the information is submitted;
(c) a description of the goods,
(d) the number of the general authorisation provided for in Annex II to Regulation (EU) No 2021 / 821 of the European Parliament and of the Council, as amended, under which the goods were exported,
(e) the entry number of Annex I to Regulation (EU) No 2021 / 821 of the European Parliament and of the Council, as amended, in which the goods fall,
(f) the Harmonised System code or the Combined Nomenclature code under which the goods fall,
(g) the quantities used and the unit of measurement,
(h) value and currency used;
(i) the trading firm or name and registered office, or the name or, where applicable, the name, surname and registered office of the end-user;
(j) the country of final destination,
(k) any comments on exports made; and
(l) the date of processing of the information.

(a) the authorisation number;
(b) the calendar year and half-year for which the information is submitted;
(c) a serial number corresponding to the description of the goods in the authorization,
(d) a description of the goods,
(e) the quantities used and the unit of measurement specified in the authorisation;
(f) the value used and the currency specified in the authorisation;
(g) any comments on the export effected;
(h) the date of processing of the information.

(a) the authorisation number;
(b) the calendar year and half-year for which the information is submitted;

(e) the quantities used and the unit of measurement specified in the authorisation;
(f) the value used and the currency specified in the authorisation;
(g) any comments on the transport carried out; and
(h) the date of processing of the information.
