establishing the parameters for the permissible degree of water pollution
The Government of the Slovak Socialist Republic orders pursuant to § 23 paragraph 2 of Act No. 138 / 1973 Coll., on Water (Water Act):
§ 1
(1) The indicators of the permissible level of pollution of surface water (hereinafter referred to as "indicators") listed in the Annex to this Regulation are binding on the water authorities when authorising discharges of waste and special waters into surface water; In serious cases, in particular in order to protect the environment and, where appropriate, for other important interests of the company, water authorities shall use stricter values for the purpose of authorising discharges of waste and special waters into surface water for each water stream, or for each section of water streams which are not water streams, up to the levels applicable to water streams.
(2) Where the water operator authorises the discharges of waste or special waters into groundwater, due to the important interest of the company, the discharges must be cleaned or adjusted, where appropriate, so as not to deteriorate or jeopardise the quality of groundwater.
§ 2
(1) The indicators refer to the quantity of substances in the receiving substance after mixing with waste or special waters. The effect of effluent effluent or specific water on water in the recipient shall be measured by converting from the water values into the recipient ratio by considering the actual volume of water in the recipient, which is replaced by 355day flow rate for water flows. In artificially airborne sections of water courses (water tanks, etc.) this flow rate is determined in the profile where water flows from the air section.
(2) The water quality of the recipient shall be determined by analysing these waters according to the technical standards for conducting analyses to determine the degree of contamination of surface water (1). In order to determine the water quality in the water flow, the results of measurements made at 355day flow are primarily decisive.
(3) The indicators established for water flows must be observed at any point in these flows. The indicators established for other surface waters shall be complied with at places to be determined by the water authority in connection with the authorisation of discharges of waste or special waters; is based on current and planned water management. For sedimentation tanks and other similar equipment intended for cleaning, accumulation or other management of waste or special waters, only the effluent points from those facilities shall be observed.
(4) If the surface water quality is already worse than that laid down in an indicator, its further pollution by waste or specific waters in that indicator shall be inadmissible.
§ 3
(1) Directive 74 / 1957 / EC of the Central Water Administration of the Czech Republic on the quality of surface water in recipients is hereby repealed.
(2) The exemptions allowed under Article 6 of the Directives No 74 / 1957 Ú. v., on the quality of surface water in the receiving waters and under Article 9 of Act No. 11 / 1955 Coll., on the Water Economy, as amended by Act No. 12 / 1959 Coll., remain in force for the period for which they were authorised.
§ 4
This Regulation shall enter into force on 1 April 1975.

Indicators of permissible level of pollution of surface water
I. Basic indicators which, when authorising discharges of waste and, where appropriate, specific waters into surface water, must not be broken or exceeded:
1. the biological status of waters, expressed in terms of pollution index (sapropytes) of less than 2,2 for water streams and the biological status of waters, expressed in terms of pollution index (sapropytes) of less than 3,2 for other surface waters;
2. a condition allowing the normal life of trout fish in watercourses and caprovers in other surface waters;
3. odourless state in waters of water courses and in tanks and slightly foreign to other waters;
4. a condition in which the colour changes are not visible in the waters of water courses in the layer up to 20 cm and in other surface waters up to 10 cm;
5. a temperature up to 20 ° C for trout and water streams and up to 26 ° C for other surface waters;
6. intact self-cleaning capacity of surface water,
7. the state of surface water in which there is no excessive development of undesirable organisms (e.g. water bloom), or the formation of sludge benches or cover of water levels with foam, fats and oils or other substances;
8. the state of surface water in which health protection requirements for ionising radiation are not violated, 2)
9. The state of surface water in which radioactive and other substances are not toxic to aquatic organisms.

In items 20 to 32, the maximum permissible concentration of toxic metal refers to the sum of the dissolved and undissolved forms of the individual substance.
(1) "Uniform methods of chemical analysis of waters," "Uniform methods of biological analysis of waters I and II" and "Methods of microbiological analysis of waters" shall be used until technical standards are adopted.
