DECLARATION
Ministry of Education of the Czech Socialist Republic
of 18 December 1980
on the inspection at universities
The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 22 paragraph 2 and § 98 paragraph 1 of Act No. 39 / 1980 Coll., on Higher Education:
§ 1
Inspection tasks
(1) The Ministry of Education of the Czech Socialist Republic (hereinafter referred to as "Ministry of Education") controls inspections at universities in particular
(a) the level of management and control of educational activities;
(b) the content, organisation, methods and results of educational activities;
(c) ensuring the study of textbooks, teaching aids, texts and didactic techniques and their quality;
(d) compliance with the principles for examining the assessment of student knowledge;
(e) the selection, deployment, increase of teaching and scientific qualifications of teachers and fulfil their duties;
(f) the level of management of scientific or artistic and research activities, taking into account educational activities;
(g) the creation and implementation of a plan for the education of new researchers and the use of the training capacity of universities;
(h) the planning, implementation and use of contacts between universities with foreign universities and other scientific, research, development and artistic establishments abroad with particular regard to the scientific and educational growth of teachers;
(ch) organisation, course and level of admission to study at universities.
(2) The purpose of the inspection is further:
(a) familiarise university officials with the results of the inspection activity, together with proposals to address problems and address identified deficiencies; submit appropriate proposals to the Minister of Education of the Czech Socialist Republic (hereinafter referred to as "Minister of Education ') as appropriate,
(b) to generalise and disseminate progressive working methods in educational activities and good experience from the organisational and control activities of universities;
(c) methodically guide the control activities of university officials in educational activities.
§ 2
Inspectors
(1) Inspections shall be carried out by inspectors of the Ministry of Education ("inspectors").
(2) University teachers and, where appropriate, major practitioners may participate under the supervision of inspectors, who shall, with their agreement and in the case of practitioners, be appointed by the Ministry of Education to the inspection groups by the Ministry of Education, with the agreement of the organisation with which they are in employment, service or membership; Such personnel shall have the same rights and obligations as inspectors during the inspection.
§ 3
Rights and obligations of inspectors
(1) When carrying out an inspection, inspectors are entitled to:
(a) with the knowledge of the Rector (Dean of the Independent Faculty) to enter and inspect the premises of universities and their parts in writing and documents relating to inspection tasks (§ 1),
(b) attend meetings of the advisory bodies of the Rector and Dean, meetings of the departments and commissions set up at universities and their faculties;
(c) to check all forms of educational activity;
(d) propose to university officials or, where appropriate, to the Minister for Education, the abolition of guidelines and decisions issued by university officials which are contrary to generally binding legislation, the guidelines of the Ministry of Education and the instructions of the Minister for Education;
(e) propose to the Minister of Education or to university officials moral or material evaluation of university teachers who have achieved exceptional work results; propose appropriate measures in the event of breaches of the professional discipline of university teachers.
(2) Inspectors shall:
(a) carry out inspections as planned or directed by the Minister for Education;
(b) record the results of the inspection;
(c) discuss with university officials the findings, results and conclusions of the inspection together with the proposed measures to address the problem and address the deficiencies identified;
(d) carry out checks on compliance with the measures taken following the previous inspection.
§ 4
Obligations of university officials
In particular, university officials are required to create conditions for carrying out an inspection
(a) assist inspectors in their activities;
(b) provide inspectors with the information and observations required, including information on the implementation of the measures taken to address the deficiencies identified;
(c) allow designated university teachers (§ 2 (2)) to participate in the inspection.
§ 5
Efficacy
This Decree shall take effect on 1 February 1981.
