GOVERNMENT REGULATION
of 18 January 1961
laying down the Statute of the Slovak Planning Commission
The Government of the Czechoslovak Socialist Republic orders pursuant to § 3 (3) of Act No. 41 / 1959 Coll., on the State Planning Commission:
§ 1
The Slovak Planning Commission is the body of the Slovak National Council for the Planning section and the regional body of the State Planning Commission. Together with the State Planning Commission, the ministries, the other central authorities and the regional national committees, it participates in the implementation of basic directives on the versatile use of natural and economic resources in Slovakia in order to strengthen the economy of the Czechoslovak Socialist Republic and to gradually balance the economic and cultural level of Slovakia with the Czech Republic.
§ 2
The Slovak Planning Commission shall perform in particular the following tasks:
(a) prepare proposals for the overall development of the national economy in Slovakia within the framework of national economic development plans, in particular the long-term ones, and submit them to the Slovak National Council and the State Planning Commission. These proposals include the whole economy in Slovakia and are drawn up in basic indicators expressing the overall scope and pace of the development of the economy in Slovakia and its various parts;
(b) draw up, on the basis of the tasks set out by the Government and submit to the Slovak National Council, a territorial cross-section of the economic development plan in Slovakia and propose measures to mobilise workers in Slovakia to fulfil the planned tasks;
(c) examine the implementation of the economic development plan in Slovakia and submit proposals to the State Planning Commission for solutions to problems arising;
(d) submit proposals to the Slovak National Council and the State Planning Commission for the development of individual areas of Slovakia aimed at the most efficient deployment of production forces, as well as proposals for the location of major investment projects;
(e) participate in the methodological management of land-use planning, the preparation of investment construction and the examination of its economic efficiency, as well as design; participate in the rectifying of the solutions to territorial plans as well as planning and technical economic concepts of major buildings in Slovakia;
(f) participate in the development of a national economic planning methodology, explains the correct application and application of the methodology principles in production units, where appropriate in enterprises, and in national committees in Slovakia, and helps them to increase the level of planning; cooperate in the development and proper targeting of economic propaganda, ensuring that extensive familiarisation of workers with national economic planning problems supports their participation in addressing these problems; ensure the maximum use of the experience and proposals of the workers for the correct solution to economic issues;
(g) carry out a systematic analysis of the development of the economy in Slovakia and identify deviations from the planned proportions; for this purpose, as well as for documentary reasons, a statistical and documentation department is set up in the apparatus of the Slovak Planning Commission. On the basis of its findings, the Slovak Planning Commission shall, depending on the nature of the problem, submit initiative proposals to the Slovak National Council or the State Planning Commission and shall develop the necessary measures to address the issues of general economic development in Slovakia. It helps to detect reserves in the economy and proposes the use of additional resources;
(h) draw up opinions for the Slovak National Council, for the State Planning Commission and, where appropriate, for other bodies on proposals for economic reach submitted by other authorities;
(i) address issues related to the preparation of qualified cadets for national economies; Based on the needs and practical experience of planning bodies of all stages and the results of the research work of economic science.
§ 3
In carrying out its tasks, the Slovak Planning Commission shall pursue the following objectives:
(a) the universal development of the economy in Slovakia as an integral part of the national economy of the Czechoslovak Socialist Republic;
(b) the maximum use of the natural and economic resources and conditions of Slovakia in accordance with the needs and focus of the Czechoslovak Socialist Republic economy;
(c) continuous growth in social productivity as a prerequisite for increasing the physical and cultural level of the population;
(d) the gradual alignment of the economic and cultural level of Slovakia with the Czech regions.
§ 4
(1) The Slovak Planning Commission, as the body of the Slovak National Council, presents to the Slovak National Council proposals for the overall development of the economy in Slovakia, analyses and proposals on the development of the different sectors of the economy, addressing the issues of the deployment of production forces and the development of areas, reports on the results of the implementation of the plan and other materials drawn up on its own initiative or requested by the Slovak National Council or its Bureau. He works with the authorities of the Slovak National Council on issues which are the subject of their activities.
(2) Slovak Planning Commission as Regional Authority The State Planning Commission is involved in addressing issues and ensuring that the tasks of the development of the economy in Slovakia, established by the Party and Government directives, are carried out. To this end, the State Planning Commission shall submit to the State Planning Committee supporting documents, analyses and proposals concerning the overall development of the economy, the development of individual sectors of production as well as the growth of the material and cultural levels of the population, the deployment of production forces and the development of individual areas, as well as the implementation of the plan in Slovakia. It presents opinions to the State Planning Commission on the draft plans of the Regional National Committees in Slovakia, as well as on the draft plans of the ministries as regards the tasks of economic development in Slovakia, and takes part in the discussion of these proposals in the State Planning Commission. It presents to the Bureau of the Slovak National Council for discussion and expression the draft plans drawn up by the State Planning Commission as individual Slovak regions before their definitive discussions with the Regional National Committees. She is carrying out other tasks entrusted to her by the State Planning Commission.
(3) In dealing with the development of individual sectors of the economy in Slovakia, the Slovak Planning Commission cooperates closely with the ministries and central authorities and is discussing serious problems with the development of the economy in Slovakia; further cooperate closely with production units and, where appropriate, with businesses, in particular on the use of production capacities, the construction and deployment of new plants, the use of labour and the provision of qualified cadres.
(4) The Slovak Planning Commission, as the regional body of the State Planning Commission, cooperates with the Regional National Committees in Slovakia to draw up draft plans, to address the problems of the development of their managed economy and the comprehensive development of the economy in their territory. In doing so, it shall ensure compliance with the directives of the parties and the Government for the development of the economy in Slovakia and the creation of the right proportions between the different regions.
(5) The work of the Slovak Planning Commission is methodically managed by the State Planning Commission.
§ 5
(1) The ministries and other central authorities, as well as the regional national committees and production units and, where appropriate, undertakings in Slovakia, are obliged to assist the Slovak Planning Commission in carrying out their tasks and to provide it with the necessary information. In particular, they shall send the Slovak Planning Commission:
(a) production units or firms, where appropriate, copies of plans and analyses of the results of the plans submitted to the relevant ministries;
(b) regional national committees of copies of draft plans and analyses of the results of the implementation of plans submitted to the State Planning Commission;
(c) ministries of the Directive and schedules of plans for production units in Slovakia, or for enterprises in Slovakia which are subordinate to the production unit in the Czech regions;
(d) Statistical summary data on the results of the implementation of the plan in cross-section for Slovakia and for its individual regions and districts.
(2) In its work, the Slovak Planning Commission is based on its own analyses and verifications in production units and, where appropriate, in enterprises and in national committees.
§ 6
(1) A permanent method of working by the Slovak Planning Commission is working with the asset. The members of the Slovak Planning Commission and the staff of its apparatus are obliged to rely on the assets of the best experts in science and practice and to verify the resolution of important issues on assets, economic conferences and directly at the workplace.
(2) The employees of the Slovak Planning Commission are involved in significant planning work in production units, or in businesses, or in national committees, to help them achieve the objectives of these works and to obtain practical experience and knowledge for the work of the Slovak Planning Commission.
(3) The Slovakian Planning Commission makes good use of the results of the research institutes and other scientific institutions in carrying out its tasks.
§ 7
(1) The work of the Slovak Planning Commission and its apparatus is managed by the Chairman of the Slovak Planning Commission. The Secretariat of the Slovak Planning Commission, which consists of the Chairman of the Slovak Planning Commission, the Deputy Chairman of the Slovak Planning Commission and some of the staff of its apparatus appointed by the Bureau of the Slovak National Council on a proposal from the President of the Slovak Planning Commission, helps him in his daily work management.
(2) The apparatus of the Slovak Planning Commission is divided into trade unions. The head of trade unions shall appoint and dismiss the Bureau of the Slovak National Council on a proposal from the President of the Slovak Planning Commission.
(3) Standing committees or temporary commissions may be set up at the Slovak Planning Commission for a comprehensive assessment of national economic issues. A member of the Slovak Planning Commission is always the head of standing committees. The President and the members of the standing committees shall be appointed and removed by the Bureau of the Slovak National Council on a proposal from the President of the Slovak Planning Commission. The Chairman and members of the temporary commissions shall be appointed and removed by the Chairman of the Slovak Planning Commission.
§ 8
Details of the meeting of the Slovak Planning Commission shall be laid down in its Rules of Procedure, approved by the Bureau of the Slovak National Council.
§ 9
Government Decree No. 45 / 1959 Coll., laying down the Statute of the Slovak Planning Commission, is hereby repealed.
§ 10
This Regulation shall enter into force on the day of its publication.
