The Ministry of Foreign Affairs states that at the Joint Meeting of Experts of the International Railway Regulations on the Transport of Dangerous Goods (RID) and of the European Agreement on the International Carriage of Dangerous Goods by Road (ADR), held in Geneva on 16 - 20 September 1996, amendments and additions were adopted to the Convention on International Carriage by Rail (COTIF) adopted in Bern on 9 May 1980.1.
Amendments and additions to Annex I - The Regulations for the International Carriage of Dangerous Goods by Rail, Appendix B, entered into force on 1 January 1997 and entered into force on that date for the Czech Republic.
The Czech translation of the full text of Annex I - Order for the international carriage of dangerous goods by rail is hereby declared simultaneously.

General provisions
1 (1) Annex I is the Implementing Regulation for Article 4 (d) and Article 5 (1) (a) of the Single Legislation on the International Carriage of Goods by Rail (CIM). It shall be marked with the abbreviation "RID '.
The provisions of this Annex are identical to those applicable to national transport. Annex I CIM - Therefore, the Regulation on the International Carriage of Dangerous Goods by Rail (RID) is also Annex 1 to the Railway Regulations, marked "PNZ '," Special Conditions for the Carriage of Dangerous Goods', as defined in Section 7, paragraph 1 (a) and DU 1.
The provisions relating only to PNZ are underlined by a straight line (-) in the text of this Annex.
The Appendix to PNZ contains additional and derogating provisions for international and national transport.
The amendments as at 1 January 1997 are marked by a vertical line at the outer edge of the page.
(2) RID substances and articles (PNZ) are classified in the following classes:

(3) Substances and articles falling within the terms of Classes 1 and 7 (Exclusive Classes) are excluded from transport subject to the following exceptions. It is permitted to transport substances and articles listed in points 101 and 701 if they comply with the conditions laid down in the relevant classes.
(4) The substances and articles listed in points 201, 301, 401, 431, 471, 501, 551, 601, 651, 801 and 901, or substances and articles covered by the aggregates in these points, Classes 2, 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9 (free classes) are only allowed to be transported if they comply with the conditions laid down in the relevant classes. Other substances and articles falling within the concept of these classes shall be admitted to transport without special conditions.
(5) Substances and articles which are explicitly excluded from transport according to the wording of the notes in each class are not permitted to be transported.
(6) For RID (PNZ) substances and articles, the basic conditions for the carriage of goods by rail, as laid down by law, are applicable, unless the RID (PNZ) provides otherwise.
Article 5 (2) of CIM's Uniform Legislation reads as follows:
"§ 2. - Two or more States may negotiate by agreement, or two or more railways may negotiate by tariff provisions the conditions under which it is permitted to transport certain substances or certain articles which, according to RID, are excluded from transport. States or railways may, in the same way, mitigate the conditions for carriage foreseen in RID. These conventions and tariff provisions shall be published and communicated to the Central Authority; The Central Authority shall notify the States."
The texts of these specific arrangements are set out in the Appendix.
2 (1) The transport conditions applicable to each class, with the exception of those for Class 7, are divided into the following sections:
A. Pieces
1. General terms and conditions of packing;
2. Specific provisions on packaging;
3. Joint packaging;
4. Labels and stickers to indicate hazards in pieces.
B. Method of transmission, restriction (delineation) of the dispatch authorisation
C. Data on consignment note
D. Means of transport and technical equipment
(1) provisions on wagons and loading;
2. Labels and stickers to identify hazards in vehicles, boiler cars and small containers.
E. Prohibitions on joint loading
F. Empty packaging
G. Other conditions

(2) In addition, the provisions necessary to comply with the formalities required by the customs and other administrative authorities should be observed (see Article 25 (1) of the CIM Uniform legislation). In particular, it is necessary to enter on the consignment note, in addition to the entries and certificates prescribed in this Annex, the certificates prescribed by the administrative authorities and to attach the accompanying documents required by them.
(3) According to the provisions of Section 2 of the RIEx (Annex IV of the Uniform CIM legislation), RID substances and articles are only permitted to be transported as express goods if this mode of transport is explicitly mentioned in Section B of each class, except in Class 7. For transport of Class 7 substances as express goods, see Section 701 (4). In domestic transport - see § 30 (5) Railway Regulations.
(4) According to Article 18 (e) of the Uniform Legislation on the International Carriage of Passenger and Luggage by Rail Contract (CIV), RID substances and articles are excluded from transport as luggage unless the tariffs allow for exceptions. In domestic transport - see § 24 (2) Railway Regulations.
(5) For carriage within the meaning of Article 3 (3) of the Convention on International Carriage by Rail (COTIF), in addition to the provisions of the RID, special national or international rules on the carriage of dangerous goods by road or by waterway shall also be respected, provided that they do not conflict with the conditions of the RID.
3 (1) Substances which are not radioactive [see definition of radioactive substances in point 700 (1)], which fall within the aggregate labelling of a class, are excluded from transport if they also fall under the concept of certain exclusive classes in which they are not listed.
(2) Substances which are not radioactive [see definition of radioactive substances in point 700 (1)], not rated in any class and falling under two or more aggregates of different classes, are subject to the transport conditions laid down for:
(a) exclusive classes where one of the classes eligible is exclusive;
(b) classes corresponding to the greatest risk posed by the substance during transport, if none of the classes eligible is exclusive.
(3) The following provisions shall apply to substances, solutions and mixtures (as preparations and wastes) which are not included in the designation of substances of each class:
Note 1. Solutions and mixtures consist of two or more components. These components may be either RID (PNZ) substances or substances for which RID (PNZ) conditions do not apply.
2. Solutions and mixtures with one or more components of one exclusive class shall only be permitted to be transported if those components are specifically mentioned in the designation of exclusive class substances.
3. Solutions and mixtures with a specific activity exceeding 70 kBq / kg (2 nCi / g) are substances of Class 7 [see paragraph 700 (1)].
(a) A solution or mixture containing in RID (PNZ) one listed hazardous substance as well as one or more safe substances shall be classified according to the listed hazardous substance unless:
1. the solution or mixture has been individually listed at another site in RID (PNZ); or
2. it was particularly clear from the figure for this dangerous substance that it applies only to a pure or technically pure substance; or
3. the class, physical condition or group of packages of the solution or mixture differ from the dangerous substance.
For such solutions or mixtures, the word "solution ', or" mixture', such as "acetone, solution ', should be added to the loading list as part of the labelling of the consignment.
If the class, physical condition or group of packages differs from the pure substance, the solution or mixture should be classified for the aggregate labelling of the n.e.c. corresponding to the degree of hazard.
(b) Substances with more dangerous properties, such as solutions and mixtures with several components for which RID (PNZ) conditions apply, shall be classified in the digit or letter of the relevant class on the basis of their dangerous properties. This classification based on hazardous properties shall be carried out as follows:
1.1 Physical, chemical and physiological characteristics shall be determined by measurement or calculation and classification shall be performed according to the criteria of each class.
1.2 If this determination is possible only at a disproportionately high cost (e.g. for certain wastes), solutions and mixtures shall be classified in the class of components with predominant hazard.
2. If a substance has more dangerous properties or a solution or mixture contains several components of the following classes or groups of substances, the substance, solution or mixture shall be classified in the class or group of substances with the prevailing hazard.
2.1 If no hazard outweighs, classification shall take place in the following order:
- Class 1 substances and articles
- Class 2 substances and articles
- self-decomposing substances, substances similar to self-decomposing substances and explosive substances in the non-explosive state (wet or phlegmatised explosive substances) of Class 4.1
- pyrophoric substances of Class 4.2
- substances of Class 5.2
- Class 6.1 substances which, on the basis of the criteria of point 600 (3), are very toxic when inhaled, [those substances, solutions and mixtures (preparations, waste) are removed, which meet the conditions for classification in Class 8 and their toxicity when inhaled by dust and fog (LC50) corresponds to group (a), but the toxicity when affected or absorbed by the skin corresponds to group (c) or show less toxicity. These substances, solutions and mixtures (as preparations and waste) shall be classified in Section 8.]
- substances capable of causing Class 6.2 infection.
2.2 Where there are dangerous properties of several classes or groups of substances not referred to in paragraph 2.1, substances, solutions or mixtures shall be classified in the class or group of substances with the prevailing hazard.
2.3 If no hazard outweighs, the substance, solution or mixture shall be classified as follows:
2.3.1. Classification in class must be done taking into account the different dangerous properties or different components according to the following table. For classes 3, 4.1, 4.2, 4.3, 5.1, 6.1, 8 and 9, consideration shall be given to the hazards identified by groups (a), (b) or (c) of each digit (see paragraphs 300 (3), 400 (3), 430 (3), 470 (3), 500 (3), 600 (3), 800 (3) and 900 (2)).
Note: Examples for using the table:
The mixture consists of an incendiary liquid classified in Class 3, Group (c), toxic substances classified in Class 6.1, Group (b) and liquid corrosive substances classified in Class 8, Group (a).
Procedure:
the intersection of row 3c) is given by column 6.1b) gives 6.1b); the intersection of row 6.1b) is given by column 8a). This mixture is therefore to be classified in Class 8, Group (a).
2.3.2. Classification for the aggregate marking of the number of digits specified in paragraph 2.3.1 of the class determined taking into account the dangerous properties of the individual components of the solution or mixture. Classification as a general aggregate designation is permitted only if classification under the specified aggregate designation is not possible
Note: Examples for classifying mixtures and solutions into classes and figures:
The phenol solution of Class 6.1, 14b) in benzene of Class 3, 3b) shall be classified in Class 3, Group (b); Based on the toxicity of phenol, this solution is to be classified in 1992 as an incendiary liquid, toxic, n.e.c. class 3, number 19b.
A solid mixture of grade 6.1 sodium arsenic, number 51b) and sodium hydroxide, class 8, number 41b) shall be classified in 3290 the substance toxic, inorganic, solid, corrosive, n.e.c., class 6.1, digit 67b).
Naphthalene solution of raw or refined class 4.1, digit 6c) in benzene of class 3, digit 3b) shall be classified in 3295 hydrocarbons, liquid, n.e.c. class 3, digit 3b).
A mixture of Class 3 hydrocarbons, 31c digits and Class 9 polychlorinated biphenyls (PCBs), Number 2b) shall be classified in 2315 polychlorinated biphenyls (PCBs), Class 9, Number 2b.
The mixture of propylene in class 3, the number 12 and the polychlorinated bifenils (PCBs) in class 9, the number 2b) shall be assigned to 1921 propylene, the stabilised class 3, the digit 12.
Explanation of footnotes to the table in point 3 (3)
1) Mixtures and solutions may have explosive properties. Such mixtures and solutions are only allowed to be transported under Class 1 conditions.
2) If the solutions or mixtures contain substances of Class 3, point 301, digits 6, 12 or 13, they shall be classified in these digits.
3) If solutions or mixtures contain substances of Class 6.1, paragraph 601, digits 1 to 5, they shall be classified in that class and in those digits.
(4) Where solutions or mixtures contain substances of Class 8, paragraph 801, digits 6, 14 or 15, they shall be classified in these digits.
5) Classification in the class and group of one digit may be carried out on the basis of the test procedure (see paragraphs 400 and 430).
(6) If solutions or mixtures contain substances of Class 9, paragraph 901, number 2b), they shall be classified under this heading, unless they also contain substances listed in the previous notes (1) to (4). If they contain such substances, they should be classified accordingly.
7) At that time there are no test criteria to confirm the hazard level (pack group) for Class 5.1 liquid substances. For these substances, the hazard level (group of packages) can only be established by comparing the substances listed by the name of one digit and the groups marked with (a), (b) or (c).
8) Devices for pest control shall be classified in Section 6.1.

(4) Wastes are substances, solutions, mixtures or articles for which no immediate use is foreseen but which are carried for processing, storage or removal by incineration or other process.
(5) Radioactive substance whose specific activity exceeds 70 kBq / kg (2 nCi / g) and which
(a) complies with the provisions for transport in accordance with sheet 1 of Class 7; and
(b) it has dangerous characteristics which fall within the concept of one or more classes;
is excluded from transport if, moreover, it falls under the concept of an exclusive class in which it is not mentioned.
(6) Radioactive substance whose specific activity exceeds 70 kBq / kg (2 n Ci / g) and which
(a) complies with the provisions for transport in accordance with sheet 1 of Class 7; and
(b) it has dangerous characteristics which fall within the concept of one or more other classes;
In addition to the provisions of sheet 1 of Class 7, they must comply with the provisions for transport:
- exclusive classes, if one of the classes in question is an exclusive class and the substance is mentioned therein,
or
- classes which present the prevailing danger in transport, if none of the classes in question is an exclusive class.
(7) In the sense of RID (PNZ) they are waterproof substances:
Substances, solutions and mixtures (as preparations, waste) which cannot be classified in Classes 1 to 8 or in Class 9 digits 1 to 8, 13, 14, 20, 21 and 31 to 36, but which, on the basis of test methods and criteria according to Attachment III, Section C, paragraphs 1320-1326, may be assigned to figures 11 and 12 of Class 9. Solutions and mixtures (as preparations and wastes) for which no data are available according to the assignment criteria shall be considered waterproof if, according to the following formula, the LC501 value is found)
LC50 = LC50 pollutants x 100 pollutant content in mass -%
shall not exceed:
(a) 1 mg / l,
(b) 10 mg / l, if the substance is not readily biodegradable, or if it is removable, shows log POW ≥ 3,0.
Note: For those substances which are waterproof substances of classes 1 to 8 and classes 9 digits 1 to 8, 13, 14, 20, 21 and 31 to 36, according to the criteria of Attachment III, Section C, paragraphs 1320 to 1326, no additional transport conditions apply.

(2) Where the weight of the piece is indicated in RID (PNZ), the total (gross) weight of the piece shall, unless otherwise specified, be understood.
(3) Unless expressly stated otherwise, the RID (PNZ) sign indicates "% ':
(a) for mixtures of solid or liquid substances, for solutions or for solids saturated with liquid: the percentage by weight of the total mass of the mixture, solution or saturated substance;
(b) in the case of compressed gas mixtures which are filled under pressure, the percentage by volume of the total volume of the gas mixture or, if filled by weight, the percentage by weight of the total mass of the mixture;
for liquefied gas mixtures, as well as under pressure of dissolved gases, the percentage by weight of the total mass of the mixture.
(4) Under the heading "n.e.c." (not elsewhere specified), in the sense of RID (PNZ), means the aggregate indication to which such substances, mixtures, solutions or articles may be classified, which:
(a) are not mentioned by name in the numbers of the names of the substances; and
(b) have chemical, physical and / or dangerous properties which correspond to the class, number and group and the designation of the designation
(5) Pressure of all types concerning containers (e.g. test pressure, internal pressure, pressure at which the safety valve is opened) is always indicated as excess pressure (pressure above atmospheric pressure); On the other hand, steam tension is always expressed as absolute pressure.
(6) If RID (PNZ) prescribes the degree of filling of the containers, it always applies to the temperature of the substances 15 ° C, unless another temperature is indicated.
(7) For the classification of substances, dangerous goods with a melting point or beginning of melting point of 20 ° C or less, at a pressure of 101,3 kPa, are considered to be liquid substances. A viscosity substance for which a specific melting point cannot be determined shall be subjected to the ASTM D 4359-90 test procedure or in Appendix III, paragraph 1310 described in the liquid test (penetrometer method).
(8) - The term "Recommendations for the Transport of Dangerous Goods' means the 9th revised edition of the UN Recommendations for the Transport of Dangerous Goods (ST / SG / AC.10 / 1 / Rev.9).
- The term "Test Manual and Criteria" means the second revised edition of the UN Recommendations on the Transport of Dangerous Goods, the Test Manual and the Criteria (ST / SG / AC.10 / 11 / Rev.2).
5 When authorised as plastic packaging, the railway may require the dispatch country to demonstrate the suitability of the plastic for such use.
6 The substance or object of RID (PNZ) may be transported in bulk in boiler wagons, container containers or small containers only if this method of transport is expressly authorised for that substance or article in the class concerned.
7 (1) In the sense of RID (PNZ), containers shall be those which comply with the conditions of these Regulations and, if they have a volume of 1 m3 or more, with the provisions of the RICo (Annex III to the Uniform CIM legislation).
Note 1. Large bulk containers (IBC) (see Attachment VI) are not considered as containers within the meaning of RID (PNZ).
2. Sensable superstructures (replacement superstructures) are considered large containers in the sense of RID (PNZ).
(2) Large containers and container containers falling within the definition of "container" of the International Container Safety Convention (CSC) 7 or UIC 5908 (Condition 01.01.1989) and 592-1 to 592-48 (Condition 01.07.1994) may be used for the transport of dangerous goods only if the large container or container frame complies with the terms of the CSC or UIC 590 and 592-1 to 592-4.
Large containers may be used for transport only if they are suitable for this purpose from a design-technical point of view.
(a) "Suitable from a design-technical point of view" means that the design elements of the container, such as upper and lower visible longitudinal columns, upper and lower trunks, threshold and door beam, floor cross beams, corner posts and fittings, do not show any major damage. "Major damage 'means bulge or bulge of components which are deeper than 19 mm, regardless of their length; cracks or quarries in the components; more than one insert, or a non-technical liner (e.g. overlapping liners) on upper or lower partitions, or a support door, or more than two liners in one of the upper or lower lengthwise, or a liner in the door threshold or corner column; hinges and door fittings which are erect, twisted, broken, broken (discarded) or for other reasons not functioning; Intight seals or seals; any contraption of the structure which is so strong as to prevent proper grip by the translator, or establishment and fixation at designated points or vehicles.
(b) In addition, regardless of the material used, any wear on a single construction element of the container, such as rust marks on metal side walls or shackles on glass fibre components, shall be prohibited. However, normal wear, including corrosion (rust), small lumps and grooves and other damage which do not affect usability or weather resistance are possible.
(c) Containers should be inspected before loading to ensure that they do not contain any residues of previous cargo and that the floor and walls are free of protruding parts.
(3) All the provisions of RID (PNZ) on carriage in wagons apply mutatis mutandis to carriage in large containers, with the exception of storage containers.
(4) The provisions of Attachment X apply to the transport of liquid, powder and granular substances in containers of a capacity exceeding 0,45 m3. Tank containers for Class 2 substances have a volume greater than 1000 litres.
(5) Small containers - intended for the transport of substances in bulk, except in the case of container containers referred to in paragraph (3) - shall be subject to the conditions for containers sent as pieces, unless the conditions of each class provide otherwise.
8 (1) Where the provisions of Section A.3 of each class or the conditions of Class 7 permit the combined packaging of several substances and articles or the combined packaging with other goods, internal packaging containing different substances and articles must be carefully and safely separated in a common packaging if dangerous reactions such as the formation of dangerous heat, burning, the formation of mixtures sensitive to friction or impact, the development of flammable or toxic gases could occur by damage or destruction of internal packaging. Unless otherwise prescribed in this paragraph or in specific conditions for the packaging of certain substances, liquid substances of classes 3, 4.1, 4.2, 4.3, 5.1, 6.1, 8 or 9 which fall under (a) or (b) of different numbers and are contained in containers of glass, porcelain or stoneware shall be packed using appropriate absorbent materials. The absorbent material must not react dangerously with the liquid. The absorbent materials are not necessary if the inner packaging is so protected that it does not escape from the outer packaging if the contents are broken under normal transport conditions. Once the absorbent substance is prescribed and the outer packaging is not liquid-proof, a tight cover, plastic bag or other equally effective device shall be used to capture the liquid in case of leakage [see also paragraph 1500 (5)].
(2) In the case of combined packaging, the conditions laid down in the RID (PNZ), relating to the particulars on the consignment note, apply to each different dangerous goods named, packed in the package. Each piece shall bear all labels and labels indicating the hazards prescribed in RID (PNZ) for dangerous goods transported in a piece.
9 (1) Transport packages may be used for the transport of dangerous goods if they fulfil the following conditions:
The term "transport package 'means a connection which is used by a single consignor to contain one or more pieces and to create a unit to facilitate loading and handling during transport. Examples of transport packaging files:
(a) loading aids, such as pallets, on which more than one piece is built or sewn and which are secured with plastic strips, shrink or threading sheets or other appropriate means; or
(b) external protective packaging, such as boxes or formwork.
Note: This definition does not apply to transport packages defined in Class 7 (see paragraph 700, definition 13).
The transport package shall bear a number to indicate the substance before which the letters "UN 'are added and stickers to indicate the hazards of all items contained in the transport package, unless the numbers to indicate and labels to indicate the hazards of everything in the transport package of the dangerous goods remain visible.
Each piece of dangerous goods contained in the transport package shall comply with all applicable conditions. The predicted function of individual packages shall not be affected by the transport package.
The combined loading bans referred to in Section E of the different classes shall also apply to transport packages.
(2) Damaged, defective or loose pieces with dangerous goods or dangerous goods which have spilled or escaped may be transported (-) in special rescue packages as referred to in point 1559. The use of packaging of an appropriate type and properly tested under the conditions of paragraph 1500 (14) with larger dimensions shall not be excluded. In case of transport of damaged pieces in life-jackets, a number shall be placed on the life-pack to indicate the substance before which the letters "UN 'and all stickers to indicate the hazards of all those inside the damaged items, as well as the supplementary marking" SAFETY' shall be added.
In addition to the data prescribed in each class for the goods transported, the consignor must note in the consignment note: "life package '.
10 In order to comply with the common loading bans prescribed in Sections E of each class, except for the conditions of Class 7 as prescribed in Section 703, Section 7, it is necessary to take into account labels to indicate the hazard of connection IX. These labels shall be placed on pieces, except for Class 7, according to the conditions of Section A.4 of each class. For glues containing Class 7 substances, see paragraph 706.
11 (1) Unless otherwise specified in each class, the cuts may be loaded
(a) covered wagons; or
(b) to open wagons covered with sails; or
(c) to open wagons (without sails).
(2) The pieces whose packaging consists of moisture-sensitive materials are loaded into covered wagons or open wagons covered with tarpaulins.
(3) Pieces, including large bulk containers (IBC), as well as uncleaned empty packages, including uncleaned empty bulk containers (IBC) with stickers in accordance with model 6.1 - except for Class 2, 6.2 or 9 substances, where they last contain substances of numbers 1, 2, 3 or 13 of Class 9, shall not be stored or disposed of in carriages and on loading, unloading or transhipment sites in close proximity with those known to contain food, food or feed.
Where they are loaded in the immediate vicinity of cuts known to contain food, food or feed, they shall be separated from these:
(a) full bulkheads which must be as high as loaded pieces with stickers in accordance with model 6.1, 6.2 or 9, provided that they last contained substances of numbers 1, 2, 3 or 13 of Class 9; or
(b) by means of pieces which are not labelled in accordance with model 6.1, 6.2 or 9, provided that they last contain the substances of the digits 1, 2, 3 or 13 of Class 9; or
(c) a gap of at least 0,8 m;
unless the pieces bearing stickers conforming to model 6.1, 6.2 or 9 are subsequently packaged or completely covered (e.g. with foil, cardboard box or other measures) when they last contained the substances of Class 9, Nos 1, 2, 3 or 13.
(4) The loading of the goods shall comply with the conditions applicable to the dispatch station, unless special conditions are foreseen in each class.
12 RID (PNZ) substances and articles, except those transported as express goods, may only be carried on freight trains.
13 For the transport of dangerous goods referred to in point 1802 of Attachment VIII, they shall bear a marking in accordance with the conditions of the following connection:
- boiler wagons,
- battery wagons,
- wagons with removable tanks,
