DECLARATION
of 21 August 2009
amending Decree of the Ministry of Transport and Communications No. 341 / 2002 Coll., on the approval of technical competence and on technical conditions for the operation of vehicles on the road, as amended
The Ministry of Transport provides, pursuant to § 91 (1) of Act No. 56 / 2001 Coll., on the conditions for the operation of vehicles on the road and on the amendment of Act No. 168 / 1999 Coll., on liability insurance for damage caused by the operation of the vehicle and on the amendment of certain related laws (Act No. 170 / 2007 Coll.), as amended by Act No. 307 / 1999 Coll., as amended by Act No. 103 / 2004 Coll., Act No. 411 / 2005 Coll., Act No. 226 / 2006 Coll. and Act No. 170 / 2007 Coll. ("Act ') for the implementation of § 2 (5) to (8), § 19 (8), § 25 (2), § 72 (3) and § 76 (1):
Decree No 341 / 2002 Coll., on the approval of technical competence and on technical conditions for the operation of vehicles on the road, as amended by Decree No 100 / 2003 Coll., Decree No 197 / 2006 Coll. and Decree No 388 / 2008 Coll., is amended as follows:
1. in Article 2 (2) (b), "70 / 156 / EEC, 74 / 150 / EEC and 92 / 61 / EEC" shall be replaced by "70 / 156 / EEC, 74 / 150 / EEC, 92 / 61 / EEC, 2002 / 24 / EC, 2003 / 37 / EC and 2007 / 46 / EC";
2. in Article 3 (1) (a), the words "the Czech Republic" shall be replaced by the words "a Member State of the European Union or another State forming the European Economic Area."
3. In Article 7 (4), the words "or the municipal police 'shall be inserted after the words" The police of the Czech Republic'.
4. In Article 8 (3), the words "or the municipal police 'shall be inserted after the words" The police of the Czech Republic'.
5. In Article 10 (1), the first sentence is replaced by the following: "Vehicles of categories M, N, O, L and T shall bear mandatory labels in accordance with technical regulations such as Directives 76 / 114 / EEC, 89 / 173 / EEC or 93 / 34 / EEC."
6. In Article 10 (1), the words "with the exception of vehicles of category T 'shall be inserted after the words" the rules must be'.
7. In Article 10 (2), the words "with the exception of vehicles of category T 'shall be inserted after the words" special vehicles'.
8. Paragraph 11 (1) to (3) reads as follows:
"(1) Vehicles of categories M2, M3, N2, N3, O, OT, With the exception of front-mounted machinery of category SN and single-axle tractors with trailers and special work adapters shall have at the rear of the bodywork, if the vehicle structure so permits, the highest permitted speed rounded in the left half of the vehicle,
(a) for vehicles with a design speed not exceeding 45 km.h-1 to the nearest lower integer,
(b) in the case of other vehicles to the nearest lower integer divisible by five.
(2) The highest permitted speed marking shall be a white colour circle which shall be lined with a red colour with an external diameter of 200 mm; the letters in the circle (if used) shall be height "k '35 mm," m' 24 mm, numbers 75 to 80 mm, the thickness of the line of letters 6 mm and 12 mm. The color of the inscription is black. The highest speed marking shall always be legible and shall not be obscured when operating. The marking is required from retroreflective material of Class 1 according to EN 12899-1 (red and white), letters and figures are non-reflex. Retroreflective material is not required for vehicles where operation is prohibited under reduced visibility, for special vehicles and carried machinery.
(3) In the case of trailers of categories O1, O2, OT1, OT2, vehicles of category S, one-axle tractors with trailer and special work adaptors, it is not possible to place a 200 mm mark, it is permissible to use marks with an external diameter of 150 mm; then the letters in the circle (if used) shall have a height "k" 20 mm, "14 mm, numbers 75 to 80 mm, the thickness of the line is for letters 3,5 mm and 12 mm."
9. In Article 12 (2), the words "or the municipal police 'shall be inserted after the words" The police of the Czech Republic'.
10. in Article 15 (2) (a), the words "in the case of a category vehicle" shall be inserted after the words "18,00 t,"

11. Paragraph 15 (11) reads:
"(11) The load on the vehicle (even in the set) shall be evenly distributed and properly secured by appropriate machinery against movement. If the coupling and clamping assembly is used to attach the load, it shall be in proper technical condition and shall correspond to ČSN EN 12195-2, ČSN EN 12195-3, ČSN EN 12195-4. Binding and clamping sets shall correspond to the number and location of the CSN EN 12195-1, where the static coefficient of friction can alternatively be used for the calculation of the number of fasteners for the dynamic friction coefficient when the acceleration coefficient is applied simultaneously in the longitudinal direction equal to 1. '
12. in Article 16 (1) (c) (10), "40,00" is replaced by "65,00."
13. in Article 18 (3), the word "for example" shall be inserted after the words "the inscription";
14. in Paragraph 18 (3), the fifth sentence, the words "STOP," "POLICE STOP," "ATTENTION OF KOLON" or "STOP KOLON" shall be replaced by the words "On vehicles of the police of the Czech Republic."
15. In Section 21, at the end of paragraph 2, the sentence "The sticker warning may be replaced by a device permanently installed in the vehicle (e.g. on-board computer). 'is added.
16. In Section 21 (5), the last sentence is replaced by the following: "In the case of M1 tyres, the main tread grooves are grooves with TWI wear indicators."
17. Paragraph 21 (7) reads:
"(7) Retreaded tyres of vehicles of categories M and N and their trailers shall comply with the requirements of ECE Regulation No 108 or ECE Regulation No 109 and shall be approved accordingly. ';
18. In Article 21 (13), the last sentence is replaced by the following: "The type of tread of the tyre shall be that of the summer and the winter, where the marking M + S, M.S, M / S or MS is indicated on the sidewall of the tyre; a special design shall also be considered as a winter design with the designation ET, ML or MPT on the sidewall of the tyre. ';
19. In Article 22 (4), the second sentence is replaced by the following: "Under reduced visibility, its operation is not permitted if the marking of the contours does not comply with the requirements of Section 23, or the installed work equipment is limited by the geometric visibility of the tractor's lighting equipment, or the restriction was established when the installed work equipment was approved. '
20. In Paragraph 22, the words "or Directive 78 / 933 / EEC 'shall be added at the end of the text of paragraph 5.
21. in Article 23 (2), the words "ČSN 01 8020 a 'are deleted;
22. in Article 24 (1) (a):
"(a) motor vehicles and trailers carrying out work while driving or working on a standing vehicle on the road or on the road;"
23. Sections 27 and 28, including the headings, read:
Technical requirements for the design of vehicles of categories T, OT
(K § 2 (8) of the Act)
(1) The technical requirements for the design of vehicles of categories T and OT are set out in Annex 3 to this Regulation.
(2) The approval of a vehicle type pursuant to paragraph 1 shall be subject to:
(a) each system, component or separate technical unit of the vehicle shall comply with the requirements of Section 12;
(b) the approval of a vehicle type as a whole pursuant to Directives 74 / 150 / EEC or 2003 / 37 / EC shall replace all sub-approval according to ECE or EEC / EC regulations.
(3) The requirements for vehicles produced in a small series or a individually produced vehicle of categories T and OT are set out in Annex 8 to this Regulation.
Technical requirements for the construction of special vehicles of categories SS, SP and work machines carried
(K § 2 (8) of the Act)
(1) The technical requirements for the construction of special vehicles of categories SS, SPT and working machinery carried by SN are set out in Annex 4 to this Regulation.
(2) The requirements for machines of categories SS, SPT and SN produced in small series or individually produced are set out in Annex 8 to this Decree. '
24. in Paragraph 32 (1) (b):
"(b) after one replacement filament lamp of a replaceable light source from each type used in devices for external lighting and light-signalling and tools necessary for their exchange, except for a special light warning device;"
25. in Article 32 (2) (a), "M1 and N1" is replaced by "M and N";
26. In Article 32, at the end of paragraph 2, the dot is replaced by a comma and the following point (c) is added:
"(c) vehicles which are equipped with means for undismantled repair of the damaged tyre to allow emergency milking; for vehicles of categories N2, N3, M2 and M3, equipment for undismantled repair equipment may be replaced by an appropriate contractual relationship to ensure repair of the damaged tyre continuously throughout the Czech Republic; This provision shall apply to vehicles of categories M1 and N1 put into service before 15 September 2009 only with the agreement of the manufacturer or to vehicles of categories M1 and N1 of the same type as vehicles which are placed on the market as new without a spare wheel in accordance with this Regulation. This provision shall apply mutatis mutandis to trailers fitted with vehicles of categories M and N. '.
27. in Paragraph 32 (3), the words "category T" shall apply to the provisions of paragraph 1, except for point (e), for vehicles of category "category T" shall be replaced by the words "category T";
28. In Paragraph 32, the following sentence is added at the end of paragraph 4: "This obligation shall not apply to trailers and semi-trailers of category OT which are operated on a restricted territory within the operational scope of its operator's service services. The provisions of paragraph 2 (c) shall apply mutatis mutandis to the compulsory fitting of the trailer and semi-trailer with a spare wheel. ';
29. in Paragraph 32 (5):
"(5) Motorcycles and motor tricycles shall be equipped with at least one replacement fuse. ';
30. In the third sentence of Paragraph 32 (6), the words "with a characteristic designation 'are deleted.
31. in Paragraph 32 (9), including footnote 6:
"(9) A bus with a maximum of 22 passenger seats other than the driver's seat shall be equipped with one or more fire extinguishers with a minimum extinguishing capacity of 21 A or 113 B, other buses with a minimum extinguishing capacity of 43 A or 183 B and an ambulance with a fire extinguisher with a fire extinguisher capacity of 34 B according to the technical standard (6).
6) EN 3-4. Portable fire extinguishers. Part 4: Quantities and fillings, minimum requirements for extinguishing capacity. ';
32. In Section 32, paragraph 11 is added, including footnote 7b:
"(11) Motor vehicles shall be equipped with a clothing supplement marked with retroreflective material according to another legislation. 7b)
7b) Article 3 of Decree No. 30 / 2001 Coll., implementing the rules on road traffic and the adaptation and management of road traffic. '.
33.In Article 37 (1) (b) and (c), the words "and OT4 'are replaced by the words", OT4 and S';
34. in Annex No 1 (1) (a), the entry "124 Uniform provisions for the production of retreaded tyres of motor vehicles and their trailers" is replaced by "124 Uniform provisions for the approval of wheels for passenger vehicles" and the entry "126 Uniform provisions for the approval of passenger restraint systems for the protection of passengers against released baggage, supplied as non-original vehicle equipment" is replaced by "126 Uniform provisions for the approval of passenger restraint systems for the protection of passengers against released luggage, supplied as non-original vehicle equipment."
35. In Annex 1, point 1 (b), the following is added at the end of the table:

9) The numbering of individual points is maintained as in Directive 70 / 156 / EEC, as amended, in Annex IV thereto, Part I (list of directives for vehicle type approval). The omitted numbers shall refer to the directives and regulations referred to in paragraph 5 of this Article. The ECE Regulations, for which the EEC / EC Directive is not applicable and are therefore not listed in Annex IV to Directive 70 / 156 / EEC, are indicated in the table with the number starting with X. In the same way, Regulation (EC) No 3821 / 85 for tachographs which are subject to provisions other than those laid down in Directive 70 / 156 / EEC is indicated in Annex IV.

For table valid
(a) Where there is an empty field in the columns of the validity of the special Regulation for each category of vehicle, this means that the object of the special regulation is not mandatory for that category of vehicle (in the case of the table in Article 5, it is not intended for that category of vehicle). If the manufacturer intends to apply the subject matter of such a special Regulation to this category of vehicle, the approval authority shall decide whether the manufacturer may use it and whether it will then require compliance with the requirements of this special Regulation or whether it will specify other requirements.
(b) If the third column of the table (EEC Basic Directive) is mentioned.... /... this means that a proposal is prepared which will be issued soon as a EC Directive.
(c) In cases where a particular ECE Regulation or EEC / EC cannot be applied to a given type of vehicle, which is determined by the scope laid down in each of these Regulations, only the provisions applicable under their scope shall apply. "
37. In Annex 1, point 5 of the table, the row with the object "Retro reflective marking 'is deleted.
38. In Annex 1, point 6, the sentence "The provisions of this paragraph shall not apply to vehicles which are based on a passenger car of category M1 at the end of the first paragraph, even if the vehicle has been approved in accordance with the provisions of this paragraph. ';
39. In Annex 1, point 8 (a), the last sentence is deleted.
40. In Annex 1, point 8 (b), the first sentence is replaced by the following: "In the case of vehicles of categories M, N and O, an electrical socket and plug socket (passenger cars and lorries of categories M and N with a 12 V system) may be used to connect the electrical installation of the socket and plug according to ISO 11446 or 15-pole (vehicles with a 24 V system) according to ISO 12098. ';
41. In Annex 1, point 18, the words "N and O 'are replaced by the words" and N';

"Annex 3 to Decree No 341 / 2002 Coll.
Technical requirements for the construction of special vehicles of categories T and OT
1. This Annex applies to all vehicles of category T and to their trailers of category OT. This Annex shall also apply to all vehicle systems, separate technical units and components fitted to or intended to be fitted to vehicles.
The term "vehicle 'in this Annex means a vehicle as defined in this paragraph.
Technical requirements for the construction of vehicles of category T
2. The list of individual approvals and approvals required for type-approval of vehicles of category T is set out in Directive 2003 / 37 / EC, Annex II, Chapter B "List of EC type-approval requirements', Part I" List of separate Directives'.
The technical requirements of each EEC / EC Directive and of the ECE Regulations for motor vehicles of categories M and N which may be used instead of those corresponding to the Directives for agricultural tractors are set out in Directive 2003 / 37 / EC, Annex II, Chapter B "List of requirements for EC type-approval of tractors', Part IA and IB.
The correlation between the respective Directives and the OECD standard codes is set out in Directive 2003 / 37 / EC, Annex II, Chapter B "List of requirements for EC type-approval of a tractor ', Part IIC.
3. Where systems, separate technical units or components which are not retrofitted to a tractor in Directive 2003 / 37 / EC, Annex II, Chapter B "List of requirements for EC type-approval of a tractor ', Part I" List of separate Directives', or where such systems, separate technical units or components are retrofitted to a tractor, they shall be homogenised or approved in accordance with ECE or EEC / EC regulations. Their installation shall be carried out in the manner and with the particulars specified by the relevant technical regulation, if this Regulation so provides.
4. The tractor braking equipment shall comply with the conditions laid down in the technical regulation referred to in Directive 2003 / 37 / EC, Annex II, Chapter B "List of requirements for EC tractor type-approval ', Part I" List of separate Directives'. The braking performance shall also be met when the tractor is connected to a combination of unbraked vehicles of categories OT and SPT.
5. Tractors may be equipped to brake vehicles of categories OT and SPT by air or hydraulic connections. A tractor equipped with an air braking coupling designed to tow an OT4 category vehicle shall have both a single-line inverse and a double-line system. In the case of a dual-hose system, the time of charge of the air pressure in the coupling head and energy storage devices shall comply with the conditions laid down in Technical Regulation No 13, Annexes 6 and 7 or Directive 71 / 320 / EEC, Annexes III, IV.
6. If the tractor is equipped with a braking device for vehicles of categories OT and SPT, the tractor parking braking system shall be so designed as to activate the service braking system of those vehicles when used.
7. The tractor manufacturer shall determine the maximum technically permissible mass of the braking and unbraked vehicles of categories OT and SPT. Both particulars must be included in the dossier.
8. The tractor driver's cab shall be equipped with at least one sun screen, except for tractors where the use of the screen is not compatible with their working activity (ensuring upward vision of the working equipment - for example, tractors equipped with a telescopic beam etc.). The sun-screen shall be made at least in a self-adhesive foil of an approved design glued to the cab's windscreen.
9. The tractor with the driver's cab shall be equipped with a motor-driven washer for cleaning the outer surface of the windscreen.
10. The burning rate of the materials used in the tractor driver's cab shall not exceed 250 mm.min-1; the measurement shall be based on the technical standard CSN ISO 3795.
11. Materials containing asbestos shall not be used for parts, components, units and groups used or intended for tractors.
12. Tyres shall comply with the conditions laid down in UNECE Regulation No 106 and shall be approved accordingly; if these tyres are not approved, they shall be approved and bear an approval mark.
13. Tractors whose maximum design speed does not exceed 40 km.h-1 (slow vehicles) shall be equipped with rear marking plates when operating on the road on the rear. This marking shall comply with the conditions laid down in UNECE Regulation No 69 and shall be approved accordingly.
14. For tractors with a maximum design speed exceeding 40 km.h-1, the requirements set out in Parts II A and II B, Chapter B, Annex II to Directive 2003 / 37 / EC shall apply.
15. The provisions in force for wheeled tractors shall apply mutatis mutandis to belt tractors intended for the same work, except for the strength of the protective structure covered by the technical regulation OECD Code.
Technical requirements for the construction of trailers of category OT
16. Attachments of category OT are tractor trailers and semi-trailers - within the meaning of technical standard ČSN EN 1853, intended for freight transport. Their maximum design speed shall not exceed 40 km.h-1.
17. For tractor trailers and semi-trailers (hereinafter referred to as "vehicles'), the provisions of this Annex and the provisions of the provisions of the Regulations relating to:
- vehicle dimensions,
- marking of vehicle contours,
- mass of vehicles,
- wheels and tyres,
- marking of certain particulars on the vehicle,
- label, serial number,
- the location of the plate with the registration mark,
- mandatory equipment.
18. Brake equipment shall comply with the conditions laid down in the Technical Regulation "ECE document TRANS / SC1 / WP29 / R.274," except for brake performance values in the Type-0 test.

19. Vehicles of category OT4 shall be equipped with an air two-hose braking system.
20. In the case of vehicles with a dual-hose air braking system, the pressure rise time and energy storage devices shall comply with the conditions laid down in UNECE Technical Regulation No 13, Annexes 6 and 7 and Directive 71 / 320 / EEC, Annexes III, IV.
21. The braking system may be equipped with vehicles of category OT1, OT2.
22. The external lighting and light-signalling devices shall comply with the conditions laid down in UNECE Regulation No 48, in addition to the requirements for rear fog lamp, reversing lamp and conspicuous marking. The lamps shall comply with the conditions laid down in the technical regulations and shall be approved accordingly.
23. Vehicles with a maximum design speed of more than 20 km.h-1 shall have all wheels fitted with effective guards (fenders, wheels) and at least at the last axle wheels and effective dirt traps, which, to a sufficient extent, prevent the spray of the dirt to the rear of the moving vehicle.
24. The fenders, treads and impurities shall overlap the width of the tyre tread and the outer side edges of the fenders shall be rounded; for the front wheels of the trailer, the superstructure (trailer bodywork) may be considered as such covers; in the case of axles placed immediately behind each other, a common wheel cover is sufficient. In the case of vehicles, the tilting bodywork shall be sufficient if the rear guards are fitted with the wheels of the last axle on their rear side.
25. Wheel covers and dirt traps shall meet these additional conditions
(a) in the case of the service mass of the vehicle, the wheel covers (except for rear fenders of vehicles with folding bodies) shall cover the wheels so that the front and rear edges of the wheel cover are not more than 150 mm above the horizontal plane passing through the centre of the wheel;
(b) the rear cover on the rear of a vehicle with a tilting bodywork shall be at least as high as the highest tyre point at the maximum permissible mass of the vehicle and the lower edge below the centre of the wheel at its operating mass;
(c) the dirt trap shall be a lower edge so low that the plane intersected by the theoretical point of contact of the tyre at the maximum permissible mass of the vehicle and the lower edge of the trap is at an angle of not more than 20 ° with the ground plane.
26. Side walls, floors and floor coverings, if made of wood or other combustible material, shall be protected by fireproof material in places which may be exposed to high temperatures when the functional parts of the vehicle (tyres, etc.) fail. The materials of sidewalls, floors and floor coverings shall also resist in the short term fuels, lubricants, water and common disinfectants.
27. Wooden floors and sidewalls of bodywork must be made without a through-the-gate clasp. Such joints shall be so tight as to prevent cargo from penetrating effectively. The floor of the vehicles with folding bodywork, if not all-metal, shall be rinsed.
28. The locking and locking, opening and closing of the sidewalls, the rear face and their tipping shall be possible by such design of the fittings, hinges and conclusions that any manual (muscular) handling shall be easy, without excessive physical effort and preferably without other devices. The closing devices of the sidewall and the rear face shall be so positioned that the operator can act on them from a point outside the reach of tilting the sidewall or forehead. The sidewalls shall be so constructed that they are secured against self-opening and resistant to lateral deformations causing the vehicle's external contour to change. For manual xhandling of the rear forehead and sidewalls, the control force (muscular) shall not exceed 245 N. In the case of vehicles with a tilting bodywork, the opening and closing of the rear face or sidewalls, or the rear face and sidewalls, may be automatic or operated from the driver's seat. The folding body shall be so constructed as to ensure that it is prevented from self-motion.
29. The means of access to the loading area or loading area shall comply with the requirements of technical standard ČSN EN 1853.
30. The drawbar eyes of the vehicle shall be carried out according to the technical standard ISO 20019.
31. Two or more axle trailers shall have an drawbar balanced so that it cannot touch the road after uncoupling and so that the coupling of the trailer with the towing vehicle can be carried out with the least effort possible. The drawbar eye of these trailers shall be approximately the same height above the ground as the towing vehicle curtain or shall be adjustable to that height.
32. In the case of semi-trailers and non-axle trailers, where the force for manual drawbar lifting exceeds 245 N, the semi-trailer or, where applicable, the trailer shall have a front overhang part before the axle or drawbar equipped with a support device which:
(a) prevent the vehicle from being turned over when disconnected from the towing vehicle in the range of operating loads even when the load is uneven and when loading handling is permitted in the vehicle's operating instructions;
(b) allow the trailer to be connected to the towing vehicle in the supported condition.
The vertical downward load on the drawbar of the semi-trailer shall be at least 3% of the mass of the empty semi-trailer.
33. For double axle and multi-axle trailers with fifth wheel steering, the drawbar shall be so long that the distance between the axis of the drawbar eye and the centreline of the fifth wheel is at least 1,2 m greater than the contour radius of the front of the fifth wheel axle.
34. Non-axle trailers shall not be equipped with a coupling device at the rear.
35. Vehicles of categories OT3 and OT4 shall be equipped in the rear with a rear underrun protection device sufficient to protect vehicles of categories M1 and N1 in the event of rear impact on vehicles of the above categories. Vehicles of categories OT3 and OT4 and rear protective devices shall comply with the conditions laid down in UNECE Regulation No 58 or Directive 70 / 221 / EEC and shall be approved or approved accordingly. The provisions of this paragraph shall not apply to:
(a) trailers of special design for the transport of very long indivisible costs;
(b) vehicles where any rear protective device is incompatible with the purpose of using the vehicle in question.
36. Vehicles of categories OT3 and OT4 with a maximum design speed exceeding 25 km.h-1 shall be adequately conditioned with the possible use of shock absorbers and stabilisers.
37. Materials containing asbestos shall not be used for parts, components, assemblies and groups used or intended for vehicles.
38. The outer surface of the vehicles shall not have pointed or sharp projections facing outwards which increase the risk of injury to persons by their shape, dimensions or hardness.
39. Vehicles shall be equipped with at least one wedge. Vehicles with three or more axles, non-axle trailers and semi-trailers shall be equipped with at least two wedges. These wedges shall be capable of effectively securing the vehicle against spontaneous movement, shall be easily accessible to the operator and shall be securely accessible.
40. Tyres shall comply with the conditions laid down in UNECE Regulation No 106 and shall be approved accordingly; if these tyres are not approved, they shall be approved and bear an approval mark.
41. Vehicles whose maximum design speed does not exceed 40 km.h-1 (so-called "slow vehicles") shall be equipped with rear marking plates when operating on the road to the rear. This marking shall comply with the conditions laid down in UNECE Regulation No 69 and shall be approved accordingly.
42. The electrical installation of the vehicle shall be insulated and conducted in such a way as to prevent spontaneous damage to conductors or short circuit formation. The connection of the electrical installation for the prescribed lighting to the towing vehicle shall be done by a seven-pole electrical line with a seven-pole black (dark) colour fork. Forks for design, colour and location shall comply with and be approved according to the technical standard ISO 1724. ';
45. In Annex 4, points 3 to 6 read:
'3. When operating on road, the machine shall be in an approved transport position. Trailers and working machinery shall not be connected to the road except for work equipment of a machine which is carried on a chassis, unless otherwise specified when its technical competence is approved. The chassis with working equipment shall comply with the conditions laid down for the working machinery fitted. The braking system may be equipped with bogies with machine work equipment whose maximum permissible mass does not exceed 4,00 t. The operating mass of the machine shall be equal to or greater than the instantaneous mass of the chassis, with respect to the braking effects the assembly shall meet the requirements of Article 4 of this annex. If the machine is equipped with a coupling device, this device shall provide the attached chassis against the spontaneous release with a double mechanical fuse.
4. Braking equipment of machinery intended for agricultural and forestry activity with a maximum design speed not exceeding 30 km.h-1 shall meet the conditions laid down in the Technical Regulation "ECE document TRANS / SC 1 / WP 29 / R.274."
Braking equipment of machinery intended for agricultural and forestry activity with a maximum design speed not exceeding 40 km.h-1 shall comply with the conditions laid down in Directive 76 / 432 / EEC.
5. Braking equipment for machinery intended for agricultural and forestry activity with a maximum design speed exceeding 40 km.h-1 shall comply with the conditions for braking in service, emergency and parking laid down in UNECE Technical Regulation No 13 or Directive 71 / 320 / EEC.
For the calculation of the stopping distance in the Type-0 test the following formulae apply:
Service braking
with ≤ 0,15 + v2115
Emergency braking
with ≤ 0,15 + 2v2115
The test speed of the vehicle shall be set at v = 50 km.h-1, for machines below the maximum design speed.
(The maximum design speed of the machine is the maximum speed specified by the machine manufacturer. The test to determine the actual maximum speed of the machine shall not differ by more than + 5 per cent under the prescribed conditions.
Type test I shall be carried out under the conditions laid down for vehicles of category N2.
The parking braking system shall keep the vehicle stationary in climb and fall at an angle of 18%.
In the tests, the force applied to the control required to achieve the prescribed braking effects shall not exceed 700 N if the control is the pedal and 400 N on the manual control.
The effects of braking shall be assessed in both the operational and maximum authorised mass of the machine (combination) and the distribution of the mass per axle approved for road operation.
