GOVERNMENT REGULATION
of 15 December 2004
defining the Eastern Krusty Mountain Bird Region
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
§ 1
Subject matter
(1) The Eastern Krusty Mountain Bird Region ("the Bird Area") is defined.
(2) The object of the protection of the birds' area is the stock of tetra (Tetrao tetrix) and its biotope.
(3) The aim of the protection of the bird region is to preserve and restore the ecosystems relevant to the bird species referred to in paragraph 2 in its natural area of extension and to ensure conditions for the conservation of the stock of that species in a favourable conservation situation.
§ 2
Definition of bird area
(1) The birds' area is situated in the territory of the Ústí Region, in the cadastral territories of Cínovec, Czech Jiřetín, Long Louka, Dubí u Teplice, Fláje, Fojtovice u Krupka, Habartice u Krupka, Horní Krupka, Klíny I, Kliny II, Moušnice u Liboubová, Košany, Beautiful Les in Krušné Mountains, Krupka, Libouchec, Loučná u Loma, Mackov, Interestří u Litvínov Litvínova, Mikušek v Krušníšek v Krupa, Molva, Naklířov, Nové Ves u Oseka, Nová Měska u Mikulov, Olva, Pastvina v Molva, Petrovice u Chabařovice, Tisá, Tisá, Unčín u u u u u u u u u u u u u u u u u u u u u u u u u u u u u obásásásá@@
(2) The territorial demarcation and description of the border of the bird area is set out in Annex 1 to this Regulation, the indicative graphical representation of the bird area is given in Annex 2 to this Regulation.
(3) The 1: 50 000 map documents, in which the territory of the bird region is drawn, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Regional Office of the Ústí Region and the municipal authorities of the enlarged municipalities whose administrative area is located.
§ 3
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of municipalities be located in the birds' area outside the concurrently built and stoppable (3)
(a) change the type of land and the means of usingit (4);
(b) carry out activities causing a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established;
(c) maintain drainage systems;
(d) organise sports competitions and other events with public participation, carried out outside permanent sports areas and marked tourist routes;
e) Marking new tourist, cycling, riding and ski tracks5)
(f) conduct an aerial application of biocides and substances which may alter the chemical properties of the soil environment;
(g) use chemical agents for rodent control in agricultural and forestry management.
(2) Prior consent of the competent nature conservation authority is not required
(a) the activities referred to in point (b) of paragraph 1, if they are carried out in accordance with the waterworks control rules (6);
(b) for the activities referred to in paragraph 1 (c), in the case of the maintenance of a reinforced forest outbound road, allowing for year-round operation, or of a reinforced and unpaved outbound road, allowing seasonal operation;
(c) in the implementation of road operations7);
(d) the activities referred to in paragraph 1 (a), where such activities are subject to a decision under a specific legislation (8) and have been given an opinion by the competent nature conservation authority.
§ 4
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border of the Eastern Krusty Mountains Bird Region
Since the border crossing, the border of the birds' area south on the west side of the road *) No II / 248 of the municipalities of Petrovice has been established in Petrovice. It then crosses the road No II / 528 and follows it in a southeast direction to Libouchec. It passes through the village of Tisá and about 75m behind the bridge through the stream Tisá leads on the unpaved road * *) along the edge of the forest to the southwest. In the place where the road goes into the forest, the border passes to the edge of the forest and leads along this edge west to the dam of the Zizlar pond. From there, the pond continues along the south bank to the watercourse watering the pond. It goes to this water tower and leads upstream of it about 700m to the point where the water tower crosses the forest path, to which it crosses and continues along it about 650m southwest of the road to the intersection of the forest roads. It goes to a forest road directly south and leads along it through cubicle 822 to former military objects on the views. Here it gets to the unpaved path leading directly west. On this road, the Fox Stone will lead through 628. At the intersection of the roads about 100m southeast of cubicle 632, it passes to the road coming from the southwest and leads to the river Jílovský. Along the river Jílovský leads west to road No II / 248, then south and southwest to Telnice. Here it passes on a road leading northwest to the ski resort in Zadní Telnica. It passes through the rear telnice and still leads along the road to Adolfov. About 100m before crossing this road with the Telnik creek, it dodges the border west on the forest road leading to the slope. From where the forest road leaves the forest and continues to westward, it leads the border of the bird area south, copying the region of the forest. Still along the edge of the forest passes south of the PR Black meadow, crosses the Habartic stream and continues to the place where the forest region touches the Marshov creek. It passes to the Marshov stream and leads to its current, after about 80 m it passes to its right-hand tributary, on which it leads to the edge of the forest north of the Cube of Suzi Mountain (cubit 694). From there, it copies the forest edge west to booth 732 south of Fojtovice Plain. From there, it leads west on an unpaved road towards Komáří horka's cubicle. Before reaching the cubicle it passes to the forest edge and leads north, crossing the road Upper Krupka - Fojtovice and still along the edge of the forest it leads north and later west to the watercourse, flowing straight east to Fojtovic. It goes to this water tower and leads west, upstream to the crossing of the water stream with two forest roads. From the crossing it leads along the forest road southwest and later west through the cubits 791, 776 and 732 (north of Títkovsky creek). From cubicle 732 leads along the forest path forming at the same time the boundary of the cadastres of the municipalities k. Ú. Cínovec and k. Krupka southwest, while bypassing the cubit of the Robber (757). South-west of the cubicle, the Robbery Man crosses the border of the town cadastres k. Ú. Cínovec and k. Dubí near Teplice, which leads west to the international road E55. On this road, the border leads southwest towards Dubi to the point where Bystřice flows from the West Rock stream. The border passes to the Rock stream and leads upstream through the 731 cubicle on a forest road about 120 m west of this cubicle. Here it crosses the forest road and leads along it in the southern and western direction, passing from the south around the cubit Jedlovák, crossing the forest creek and from the southwest circling the cubicle Pramenáč until it reaches the mountain cabin Vitiška. Here it passes on the mountain road Mikulov - Moldova and leads along it towards Moldova. In the New Town in the Erzgebirge Mountains, it meets at the bridge through the Wild Bystřice from the road and along the forest road along the chatrooms leads southwest and then south to the east edge of the Huttung meadow enclave. From there, it continues along the forest road southwest through cubicle 806 at the intersection of the forest roads northeast of the top of the three masters on the booth 856. From there, he dodges the border at a right angle and follows the forest road southwest, while from the south he passes the top of the three masters and continues further west through the cubicle 864 to the cubicle 837. Here at the crossroads of forest roads, it passes at a right angle to a road leading south and leads along it about 1200 m to the next crossroads of forest roads. Here it turns at a sharp angle and along the forest road leads directly southwest to the edge of the village of Long Louka. Here it comes to the edge of the forest, along which it leads northwest to the road coming out of the forest, on which it continues southwest to booth 872 on the road Loučná - Fláje. It crosses the road and continues along the so-called Mlýn road west towards the Fláska branch. At the fence the field leads along the forest road south of the Loučná cubit to the west parallel to the fence up to the crossing with the forest road coming from the southeast, which is also the boundary of the cadastres of the municipalities k. Ú. Loučná near the Loma and K. Intersection near Litvinov. Following this border it leads northwest, then it crosses the border of the cadastres of the municipalities k. Ú. Interborí near Litvinov and k. Ú. Fláje. Following this border leads to the road Klíny - Czech Jiřetín. On this road the border leads southwest towards the Black Pond and further southeast to the Klín. From there southwest on the road Klíny - Míšek to Mníšek to the same-name border crossing. Following the state border, the border leads northeast via Český Jiřetín, Moldova to the Cínovec. At border stone 14 / 9 it is diverted from the state border and leads south to the road to the Hotel Border. It crosses the international road E55 and along the road along the edge of the forest leads southeast about 250 m. Here it leaves the road and continues along the edge of the forest northeast. On the northern edge of the forest, it passes on a road leading directly to the north and northeast, overloading the road Cínovec - Fojtovice, and along the road it continues in the northeastern, southeast finally to the state border, with a pond on Cínovec from the west and north. It leads east to border stone No 11 / 35. Here it leaves the state border and leads to the edge of the forest east until it reaches an unpaved path oriented in the direction of the northeast-southwest. Around 520 m leads southwest along this road to the crossing of the field roads. Here it moves to a road leading southeast and later east, overloading the Fish stream and reaching the road leading from the state border to the Beautiful Forest. On the road passes the village of Beautiful Les. Immediately behind the village on the road Králové Les - Petrovice leaves the road and leads through the unpaved road through cubits 644, 688, 699 and 683 up to road No II / 248. Following this road leads to Petrovice until the turn of the Beautiful Forest. Following this road continues towards the Beautiful Forest until crossing with the Slatina stream. Following the Slatina stream leads to the state border and the state border to the starting point.
Explanatory notes:
*) If the text of the Annex indicates that the border leads on the road, it is indicated that it leads on the edge of the road auxiliary parcel, namely the edge facing into the bird's area.
* *) If the text of the Annex indicates that the border leads along the way, it is expressed that it leads along the edge of the road, namely the border heading into the bird's area.
