Regulation on the purchase of motor vehicles permanently unfit for use

on the purchase of motor vehicles permanently unfit for service.
In agreement with the Minister of Light Industry pursuant to § 41 (4) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan), the Minister-President of the Planning Office hereby orders:
§ 1.
(1) In order to make efficient use of motor vehicle material permanently unfit for operation, their purchase shall be made under this Regulation.
(2) This Regulation shall not apply to motor vehicles of armed corps.
§ 2.
(1) Motor vehicles permanently unfit for use shall, pursuant to this Regulation, be wrecks of motor vehicles and motor vehicles which have been or will be recognised as permanently unfit for use by the technical authority of the Regional National Committee.
(2) The provisions of paragraph 1 shall apply mutatis mutandis to motor vehicle trailers.
§ 3.
(1) Owners of motor vehicle wrecks, for users of rooms, buildings or other real estate in or on which they are stored, are required to report them to the national undertaking, within 14 days of the date on which this Regulation takes effect.
(2) The report referred to in paragraph 1 shall specify:
(a) a description of the shipwreck of the motor vehicle, containing, where possible, the main technical data (make, type), condition and approximate weight;
(b) the place where the wreck is stored;
(c) the date of the notification, the name and address of the notifier and his signature.
(3) The reports of motor vehicles which have been or will be recognised as permanently unfit for operation during a technical inspection shall be made in a manner specified by the Ministry of Transport in an agreement with the Ministry of Light Industry.
§ 4.
Owners of motor vehicles permanently unfit for operation (Section 2) are obliged to leave them to the Collective raw materials, a national enterprise, at prices and under conditions laid down by the Ministry of Light Industry in agreement with the Ministry of Internal Trade.
§ 5.
The collection of raw materials, the national undertaking, shall take over motor vehicles permanently unfit for operation at the place where they are stored and shall ensure that the disassembly does not cause damage to those parts identified by the expert representative of Mototechna, the national undertaking, and, as regards tractors, the expert representative of the Department of Agriculture Mechanisation, the national undertaking, as fit; Such parts shall indicate the Collective raw materials, the national undertaking, the mark and the type of vehicle from which they have been withdrawn and shall leave them to Mototechina, the national undertaking, following the Agriculture Mechanisation Centre, the national undertaking, at the prices set by the Ministry of Light Industry in agreement with the Ministry of Internal Trade.
§ 6.
Details of the purchase and dismantling of motor vehicles permanently unfit for operation are provided by the Ministry of Light Industry in agreement with the Ministry of Internal Trade, Transport and Agriculture.
§ 7.
The tasks of the national committees in the implementation of this Regulation shall be determined by the Ministry of Light Industry in agreement with the Ministry of Interior and other participating ministries.
§ 8.
This Regulation shall enter into force on the day of its publication.
