GOVERNMENT REGULATION
of 24 August 2016
on higher education areas
The Government orders pursuant to § 44a (3) of Act No. 111 / 1998 Coll., on Higher Education and on the amendment and addition of other laws (Act on Higher Education), as amended by Act No. 137 / 2016 Coll.:
Subject matter
This Regulation provides for the definition of the different areas of education listed in Annex 3 to the Higher Education Act, including:
(a) basic thematic headings which are characteristic and decisive for the field of education;
(b) a list of typical study programmes falling within the field of education;
(c) the framework profile of graduates in the field of education, with an indication of the main objectives of education, including expertise, skills and other competences and characteristic professions, in particular those regulated, which are relevant.
Education areas
The definition of the different training areas is set out in the Annex to this Regulation.
Efficacy
This Regulation shall enter into force on 1 September 2016.

Definition of education areas
ARCHITECTURE AND URBANISMUS
A. Basic thematic circuits
a) Studio and art production,
(b) Design, tools and methods of design;
(c) Urban planning and planning;
(d) Landscape architecture;
e) Construction - building materials, construction and technology, statics and dynamics,
f) Theory and History of Architecture and Art,
(g) Memorial care and environmental protection;
h) Technical equipment and equipment of the building environment, infrastructure of settlements, landscape planning,
i) Preparation and implementation of buildings.
B. List of typical study programmes
(a) Architecture and urban planning;
(b) Territorial planning;
c) Landscape architecture.
C. Framework profile of graduate
(a) With regard to the type of study programme, graduates shall demonstrate in the appropriate scope and extent:
1. knowledge of architectural disciplines and specific expertise (architecture, urban planning, landscape architecture), including broader cultural and environmental connections;
2. knowledge of technical and technological, artistic, ecological, sociological, demographic and economic disciplines, including disciplines familiar with the mental and physical needs of the users of the architectural work, relevant to architectural practice;
3. knowledge of legislation relevant to architectural practice;
4. knowledge of the use of the environment by persons with reduced mobility or orientation.
(b) With regard to the type of study programme, graduates can, in the appropriate scope and extent:
1. analyse and synthesize problems within the building organisation and construction production and in the architectural practice;
2. carry out project and planning activities in connection with the provision of related professional services;
3. draw up planning documentation including planning documentation;
4. to draw up project documentation for buildings, except engineering,
5. develop project documentation for garden and landscape modifications, including zoning documentation and relevant parts of zoning documentation;
6. carry out architectural or urban surveys,
7. issue expert opinions;
8. to process documentation and assessments for the sub-evaluation of the environmental impact of buildings, including for management purposes before state authorities;
9. develop project documentation of the interior of the buildings,
10. carry out copyright or technical supervision over the implementation of the construction.
(c) With regard to the type of study programme, for example:
1. in the academic sphere and other institutions dealing with science, research, development and innovation;
2. as an authorized architect after passing a proficiency test or in an authorized architect's office;
3. at the construction offices,
4. for purchasers,
5. in the offices of conservation,
6. in nature and landscape conservation bodies,
7. in the management of the implementation of a simple construction, in the implementation of geodetic measurement for project activity,
8. Representation of the builder or, where appropriate, of the applicant in the territorial, building or approval proceedings;
9. In the performance of professional functions in public authorities on the area of planning or building order.

C. Framework profile of graduate
(a) With regard to the type of study programme, graduates shall demonstrate in the appropriate scope and extent:
1. knowledge of the security policy of the State, organisation or other entity, and its principles and concepts;
2. knowledge of risk assessment methods;
3. knowledge of the legal system of the Czech Republic in the field of security,
4. knowledge of specific security specialisation, including environmental threats;
5. knowledge of the principles of interpersonal communication, psychological aspects of security and leadership,
6. knowledge of global security threats, their connections and causes,
7. knowledge of the conduct of military and non-military operations;
8. knowledge of training and knowledge verification methods;
9. knowledge of specialised software to support risk analysis and risk prevention and computer management systems.
(b) With regard to the type of study programme, graduates can, in the appropriate scope and extent:
1. define and adequately address activities related to global security threats, their context and causes;
2. define and adequately address military and non-military operations;
3. define and define the elements of preventive, material, technical, personnel and financial security for emergency and emergency situations or for breaches of internal order and security, including ensuring preparedness for such solutions;
4. to propose and coordinate appropriate technical assistance in addressing incidents and military and non-military crisis situations;
5. design, implement and evaluate the logistical source security, for both military and non-military threats;
6. design and implement according to the needs, possibilities, conditions and limitations of the use of computer systems in the assessment of security threats and risk assessment;
7. evaluate the possibilities of misuse of weapons of mass destruction;
8. Define the personnel policy of the organisation in the field of security, based on the principles of the corporate economy and management,
9. Communication within the framework of crisis management in its organisation;
10. organise training and education in defence and protection of the population.
(c) With regard to the type of study programme, for example:
1. in the academic sphere and other institutions dealing with science, research, development and innovation;
2. public authorities or legal persons,
3. in the Security Corps and Armed Forces of the Czech Republic,
4. in professions where the work is linked to knowledge and proper application of the legislation of the Czech Republic and the international obligations of the Czech Republic in matters of public order and security.
D. Relevant characteristic profes2)
1. a person qualified to evaluate the properties of sources of ionising radiation by driving and performing tests;
2. a person competent for the management of sources of ionising radiation;
3. person competent for fire protection and technical and organisational activities in the field of fire protection;
4. authorized engineer,
5. authorized technician,
6. a person competent to carry out tasks to prevent risks to safety and health at work;
7. Person competent for the processing of risk assessment;
8. Person competent for the treatment of highly hazardous substances which are incapacitated in violation of the prohibition of chemical weapons,
9. Person competent to provide technical services for the protection of property and persons;
10. Person competent for the surveillance of property and persons,
11. Security technician,
12. person competent for the purchase and sale, lending, development, production, repair, modification, storage, transport, degradation and destruction of safety material,
13. person qualified to assess the risks of the disposal of hazardous waste;
14. coordinator of health and safety at the construction site,
15th professional firefighter,
16. a person qualified to carry out tasks in the prevention of risks in the field of safety and health at work.

C. Framework profile of graduate
(a) With regard to the type of study programme, graduates shall demonstrate in the appropriate scope and extent:
1. knowledge of basic systematic and experimental biological disciplines, in particular botany, zoology, microbiology, genetics,
2. knowledge of chemistry, geology, physics, mathematics and applied sciences, in particular agricultural, forestry and water management, relevant for exploring living nature,
3. knowledge of the relationships and interconnections of living and inanimate nature and understanding of nature as an integrated whole;
4. knowledge of specific specialisation, biological or ecological fields, with an emphasis on related disciplines;
