Budget Act 1953
of 23 April 1953
The National Assembly of the Czechoslovak Republic decided on the following Act:
State budget objectives.
All the funds paid by the State stem from the construction work of the working people. Therefore, they should be managed in such a way that all planned construction tasks are met, with the minimum cost necessary to ensure that funds are used to support efforts to maintain peace and security and to continuously increase the material and cultural level of the working people.
Determination of the amount of the State budget.
(1) The total revenue of the State budget is estimated at CZK 435.207,287.000, the total expenditure is fixed at CZK 430.910,216.000, resulting in a surplus of CZK 4.297,071.000.
(2) The national budget shall contain the budgets of the national committees, the revenue and expenditure of which shall be CZK 70.086,417.000; In addition, the balance of the budget of the national committees, moving up to 1954, amounts to CZK 1.346,000.000.
(3) In order to balance the budgets of the national committees and to encourage the interest of the national committees in the collection of State revenue, the amount of CZK 54.966,370,000 shall be allocated from the State revenue collected by them; that allocation is contained in the revenue of the national committees referred to in the preceding paragraph. The allocation of state revenue shall be determined at a percentage rate; However, it may be fixed for a transitional period. The government shall determine the method for determining the allocation on a proposal from the Minister of Finance.
Government budget management.
(1) Expenditure incurred by economic and budgetary organisations, whether investment or non-investment, may be carried out only within the limits of the amounts planned in the State budget or in the financial plans for economic organisations.
(2) The Government may authorise the execution of the necessary expenditure, not covered by the State budget, if it provides for its reimbursement by means of higher revenue or by way of the removal of other less urgent expenditure. However, in so doing, funds intended for investment and personal expenditure may not be used to cover other expenditure.
(3) National Committees shall manage their balanced budgets.
(4) The Government will adapt the management regulation according to the State budget.
Responsibility of the government and its members.
The government and each member of the government shall be responsible for the management of the State for ensuring that all planned tasks are carried out economically and that the spending amounts of the State budget will not be exceeded, except in cases permitted under this Act, and revenue amounts will at least be achieved.
State budget adjustment according to the public administration organisation.
The Government is hereby authorised to make adjustments to the state budget resulting from the new organisation of government work and the abolition and establishment of certain ministries and delegates.
Credit measures.
The Government is hereby authorised to carry out the necessary credit operations, conversions and repayment of State debts.
Organisation of funds, special-purpose assets and foundations.
The Government shall take measures to abolish, liquidate or otherwise modify all remaining funds, special-purpose assets and foundations as necessary and effectiveness.
Interim management of state management in 1954.
(1) The Government will take appropriate measures for the State's management between 1 January 1954 and the publication of the budgetary act for 1954, but not later than 31 March 1954, unless the budgetary act for that year is declared before 1 January 1954, mutatis mutandis to the principles of the State budget rules for 1953.
(2) The revenue and expenditure for the duration of the interim management of the State's management is to be definitively settled on the State budget for 1954, following the publication of the budgetary act for 1954.
Funds for national committees, moving into their budgets for 1954.
(1) In order to cover the temporary discrepancy of budgetary revenue and expenditure of the national committees, the national committees shall be provided with funding, which shall be carried over to 1954, up to a maximum of 2% of their total expenditure, budgeted for 1953. These funds constitute the budget revenue of the national committees.
(2) National committees shall be required to manage in such a way that, at the end of 1953, the funds referred to in the preceding paragraph are kept in full; the balance at 31 December 1953 of these funds shall be transferred from the 1953 management to the national committees' budgets for 1954 as the first item of revenue.
The effectiveness of the law.
This Act shall take effect on 1 January 1953; by the Minister for Finance and other members of the Government.
