concerning the Cultural Cooperation Agreement between the Republic of Czechoslovakia and the Republic of Poland.
A Cultural Cooperation Agreement was negotiated between the Czechoslovak Republic and the Republic of Poland in Prague on 4 July 1947.
This Agreement was approved by the Government at its meeting on 17 June 1947 and was ratified on 17 October 1947 by the President of the Republic.
The replacement of instruments of ratification was carried out in Warsaw on 2 July 1948 and the Agreement entered into force pursuant to Article 10 thereof.

THIS AGREEMENT:
Agreement
on cultural cooperation between the Republic of Czechoslovakia and the Republic of Poland.
The Government of the Czechoslovak Republic and the Government of the Republic of Poland, in an effort to deepen the allied and friendly ties that connect the brotherly peoples of both countries, as well as to extend and develop cooperation in the fields of science, education, education, art, physical life and all manifestations of cultural life, have decided to conclude a cultural agreement to this end and have appointed their representatives:

who, following the exchange of their full powers, found in good and proper form, have agreed on the following provisions:
The two High Contracting Parties shall give a ruling on:
(a) to increase the number of existing stools and lectorates of the language, writing, history, geography, economy and technical teaching of both countries in universities, as well as to support, within the framework of secondary, professional and university education, interpretations of basic knowledge of both countries;
b) that they will take care to establish an Institute of Czechoslovak Culture in Poland and an Institute of Polish Culture in Czechoslovakia, whose task will be to expand the knowledge and study of Czechoslovak Culture in Poland and Polish Culture in Czechoslovakia,
(c) that by establishing colleges, academic houses and appropriate scholarships, the exchange of scientific researchers, professors, teachers, artists, journalists, library and museum officials, university students, as well as members of both countries' youth sports and physical organisations will be encouraged;
d) that they will support translation into Czech and Slovak of valuable literary and scientific writings of Polish and translation into Polish of valuable literary and scientific writings of Czech and Slovak,
e) that they will facilitate the cooperation of representatives of science, literature, art, theatre, music, films, radio and physical education of both countries and cooperate to eliminate the harmful consequences of anti-Slavic German propaganda in the field of science and culture.
In the context of the above provisions, each of the High Contracting Parties shall ensure the freedom of scientific research and work for representatives of science and art of the other Party, provided that the rules and laws in force in that country are complied with.
The two High Contracting Parties will promote the exchange and publication of and dissemination of books, magazines and newspapers, as well as other publications and gramophone records of the other Contracting Party on their territory. They will also facilitate mutual action by press agencies and correspondents.
The two High Contracting Parties will support the organisation of artistic and other exhibitions on their territory, as well as concerts, theatrical and artistic performances, broadcasting of radio services of the other Party and ensuring that relations from the field of science, history, literature, music, art and other general issues concerning the country and life of the other Party are taken into account in radio station programmes.
In order to implement the provisions laid down in the previous Articles, a joint Czechoslovak-Polish Commission, consisting of 12 members, of which 6 are appointed by the Polish Government, 6 the Czechoslovak Government, will be established as soon as possible. The Joint Commission will be composed of two sections, one of which will be based in Warsaw, one in Prague.
Each section will have six delegates who will elect a chairman from among themselves. They may be attended by one or two representatives of the other Party's embassy with an advisory vote. The lists of delegates shall be submitted for mutual approval.
Each Party shall cover the personal expenses of its delegates; the expenditure in kind will be borne by the party where the committee (section) meets.
The plenary committee meetings will take place at least once a year alternately in Prague and Warsaw. The President of the Plenary Session of the Commission shall be appointed by the Government or, where appropriate, the competent Minister of the country in which the meeting will take place.
Each section may invite experts to act as appropriate when addressing specific problems, taking into account that each Party has the same number of experts.
During the periods between the meetings of the Joint Commission, the two sections will proceed by mutual agreement. The Joint Commission shall draw up rules for the activities of the section itself.
The Joint Commission shall, in plenary, draw up, within the shortest possible time, the proposals necessary to conclude an agreement on:
(a) establishment in the territory of the Czechoslovak Republic and in the territory of the Czechoslovak Constitution within the meaning of Article 1 (b) and the creation, after the renewal of the companies whose task is to deepen the relations of the Czechoslovak-Polish Republic under this Agreement,
b) increasing the number and occupancy of stools and lectorates of Czech and Slovak languages and writing in Poland and Polish in Czechoslovakia,
c) introduction in schools in Poland teaching in Czech and Slovak and Czechoslovakia in Polish,
d) organizing holiday courses, works in races, recreational and educational camps for Czech and Slovak youth in Poland and Polish in Czechoslovakia,
(e) exchange of technical school pupils on holiday courses in industrial plants in both countries;
(f) the conditions under which scientific diplomas and diplomas will be mutually recognised and under which the employment of persons who may be declared by such diplomas and testimonies will be allowed;
(g) the conditions under which both countries will communicate with each other the reform proposals drawn up by their governments on education issues or the organisation of intellectual life;
(h) the exchange in previous articles of the cultural and awareness-raising goods described, as well as the exchange of sets and sports undertakings.
This Agreement shall be concluded for a period of five years, counting from the date on which it enters into force. If it is not withdrawn six months before the expiry of that period, it shall be extended for a further period of five years each.
This agreement will be ratified and the replacement of instruments of ratification will be carried out in Warsaw. The Agreement shall enter into force on the date of the replacement of the instruments of ratification. The exchange will take place as short as possible.
In evidence of this, the appointed delegates signed this agreement and attached their seals to it.
Made in Prague on 4 July 1947 in two specimens in Czech and Polish languages, both texts are authentic.
