on the implementation of the Arms Management Act in certain cases affecting the internal order or security of the Czech Republic
The Government hereby orders, pursuant to Sections 4 (2), 5 (2), 4 and 5, 6 (2), 7 (1) to (3), 9 (1) (a), 10 (2) (b), 10 (3) (c) and (h), 16, 17 (2) and 22 (3) of Act No 14 / 2021 Coll., on the disposal of weapons in certain cases affecting the internal order or security of the Czech Republic (hereinafter "the Act '):

INTRODUCTORY PROVISIONS
§ 1
Subject matter
This Regulation lays down:
(a) shooting programmes and their organisation and content;
(b) courses for shooting programmes;
(c) the conditions for participating in the shooting programme and the way in which they are proved to be fulfilled;
(d) the conditions under which a member of the shooting programme and the weapon to which he or she participates are included in a specified advance payment to the State;
(e) the conditions for obtaining and probation in the shooting preparation system and the way in which they are proved to be met;
(f) the conditions under which the armed security force, the Military Police or the Municipality may issue a certificate for the issue of and probation in the shooting training system to its member or officer of the municipal police;
(g) conditions and method of transfer of ammunition to the holder of and probation in the shooting preparation system;
(h) the conditions for the transfer of a firearm within the firearms preparation system;
(i) requirements for the competence of an accredited person to provide a course under the shooting programme;
(j) the form and extent of documentation drawn up by an accredited person in connection with its activities;
(k) specific measures to safeguard weapon data; and
(l) models of the prescribed forms.
§ 2
Definition of certain terms
For the purposes of this Regulation:
(a) a mixed course course aimed at using a short ball gun and a long ball gun;
(b) a teaching hour of 45 minutes of uninterrupted teaching or training;
(c) a small distance from the length of the extended arm to a distance of 3 m;
(d) a prohibited target silhouette used in practical training in shooting or shooting which simulates non-participating persons; such target is not to be affected by fire and is appropriately distinguished from other targets used in the shooting programme,
(e) comparable rounds of factory-manufactured rounds of manufacturing design used for routine training of armed forces or armed security forces in calibre
1. 9 mm Luger, if it is about ammunition for a short ball gun, and
2. 5,56 x 45 mm (.223 Remington), if you go for a long ball gun.

HLAVA I

MEDIUM PREPARATION PROGRAMMES AND EVALUATED CEREALS
§ 3
Principles of safe handling of firearms
(1) The definition of the principles of safe handling and compliance with firearms is an integral part of the theoretical preparation and practical training of the shooting programme.
(2) When defining the principles of the safe handling of firearms referred to in paragraph 1, account shall be taken of the specificities of the situations targeted by the shooting programme, the real environments in which the firearms may be used and the design and effectiveness of the firearms and ammunition used in the shooting programme.
(3) In the case of shooting programmes which are provided in the form of courses, they shall define the principles of safe handling of firearms and supervise compliance with them by an accredited person.
§ 4
Shooting programmes
(1) The following shooting programmes are established for the internal order and security of the Czech Republic:
(a) an MV-101 shooting programme aimed at theoretical knowledge and safe training of firearms management and use in necessary defence and extreme emergency;
(b) an MV-102 shooting programme aimed at the use of a short ball gun or long ball gun in the necessary defence and extreme emergency;
(c) an MV-201 shooting programme aimed at practical procedures for attacking an easily vulnerable target or attacking an active attacker;
(d) an MV-301 shooting programme aimed at the management of firearms in the framework of emergency measures pursuant to Article 17 (1) of the Act; and
(e) an MV-1-500 shooting programme aimed at the individual shooting preparation of the holder of advanced and probation in the shooting preparation system.
(2) The programmes for shooting preparation MV-101, MV-102, MV-201 and MV-301 are provided by an accredited person in the form of courses.
(3) The programmes for shooting preparation MV-201 and MV-301 are organised in the form of mixed courses.
§ 5
Course for shooting preparation programme MV-101
(1) The course for the shooting programme MV-101 includes theoretical teaching in a minimum time range of 8 hours aimed at:
(a) the principles of safe handling of firearms, the definition of the effects of firearms, their range and the risk of projectile reflection and penetration of various types of obstacles;
(b) the legal framework of the necessary defence, extreme emergency and legal obligations following the use of a firearm;
(c) a situation overview, ways of avoiding a situation that could result in the use of a firearm, and protection of a non-party;
(d) the principles of communication in a risk situation with a view to a safe calming or mitigation of conflict;
(e) the use of a defence device different from a firearm instead of a firearm;
(f) tactical principles for dealing with self-defense situations using firearms;
(g) technical aspects of firearms, ammunition and other equipment with regard to the carrying and use of firearms under the conditions of necessary defence and extreme emergency;
(h) analysis of real cases of use of a firearm in conditions of necessary defence and extreme emergency; and
(i) first aid procedures aimed at gunshot wounds.
(2) Instead of a firearm, a training dummy is used in the MV-101 training programme, which excludes the use of ammunition and which is markedly coloured different from that intended for sharp shooting.
§ 6
Course for shooting preparation programme MV-102
(1) The courses for the MV-102 shooting programme include practical training in short-range and long-range shooting of a short-range firearm or long-range firearm with a minimum range of 250 shots and a minimum time range of 8 hours of instruction aimed at:
(a) small-range shooting and short-range shooting up to 15 m or long-range shooting up to 50 m;
(b) shooting from standard and non-standard positions of the shooter and shooting from calm and moving towards and from the target and moving to the side;
(c) training to draw a concealed short ball gun or to use a long ball weapon in connection with its wearing on a submersible belt with subsequent shooting, from the different starting positions of the shooter, especially back to target, side to target and sitting;
(d) multiple-target shooting, including those partially covered by an obstacle and those partially covered by a prohibited silhouette;
(e) shooting from behind the cover; and
(f) solution of weapon defects and weapon overtaking.
(2) The shooting is conducted on targets which are symmetrical to the vertical axis and which are 50 to 80 cm high and 40 to 55 cm wide. The target is marked with graduated intervention zones. In particular, it may be used to train for accurate shooting or shooting at multiple or moving targets also targets different from those specified in the first sentence.
§ 7
Course for shooting preparation programme MV-201
(1) The course for the shooting programme MV- 201 includes:
(a) theoretical instruction within a minimum time range of 8 hours aimed at:
1. the principles of the safe handling of firearms, taking particular account of the conditions of open public spaces and situations involving easily vulnerable objectives and defence against an active attacker;
2. definition of the issues of vulnerable targets and defence against an active attacker;
3. the legal framework for carrying and using firearms in connection with the protection of vulnerable targets and the defence against an active attacker;
4. recommended procedures with regard to the development and impact of the attack and the obligation of persons in connection with the intervention of the components of the integrated rescue system;
5. analysis of real cases of active assailant attacks,
6. first aid in connection with the protection of vulnerable targets or defence against an active attacker; and
7. the issue of finding ammunition, explosives and explosive articles,
(b) practical training in short ball shooting in a minimum range of 150 shots and in a minimum time range of 8 teaching hours
1. low-range shooting and shooting up to 50 m;
2. shooting in a comprehensive decision-making situation with a larger number of prohibited silhouettes in the immediate vicinity of both the shooter and the target;
3. shooting from behind different shelters and from different sides of shelters,
4. shooting after finding a suitable cover,
5. shooting at moving or disappearing targets,
6. two-handed and one-handed shooting with a strong hand or weak hand holding a gun; and
7. the transition between the use of a short ball gun and a long ball gun; and
(c) practical training in long ball shooting in a minimum range of 150 shots and in a minimum time range of 8 hours for shooting
1. at a distance of 7 m to a distance of 100 m or at a distance of 50 m, where appropriate reduced targets are used,
2. in a comprehensive decision-making situation with a larger number of prohibited silhouettes in the immediate vicinity of the shooter and target,
3. from behind different covers and from different sides of covers and
4. on moving or disappearing targets.
(2) The shooting is conducted on targets prescribed for the MV-102 shooting programme.
§ 8
Course for shooting preparation programme MV-301
(1) The course for the shooting programme MV-301 includes:
(a) theoretical instruction within a minimum time range of 8 hours aimed at:
1. the principles of safe handling of firearms in the context of crisis situations;
2. the definition of the issue of emergency situations and emergency measures for their resolution and measures taken under Article 17 (1) of the Act;
3. the definition of the scope of the individual components of the integrated rescue system and their tasks and the definition of the main responsibilities of persons in crisis situations;
4. modulation of civilian and military emergency situations;
5. communication and command technology and coordination of controlled shooting intervention;
6. basic principles for the protection of the population against the effects of weapons of mass destruction and industrial accidents,
7. ballistic protection and protection of the individual against the effects of chemical, radioactive and biological substances and agents; and
8. First aid in the context of crisis situations,
(b) practical training in short ball shooting in the minimum range of 300 shots and in the minimum time range of 12 hours for shooting
1. small distance and shooting up to 50 m;
2. on command with target designation,
3. from behind different covers and from different sides of covers,
4. fitted with ballistic protection devices of protective hull with a resistance of at least class IIIA or their mass and dimensional equivalent; and
5. to a target partially or completely covered by different obstacles; and
(c) practical training in long ball gun shooting in the minimum range of 300 shots and in the minimum time range of 12 shooting lessons
1. from 7 m to 300 m;
2. on command with target designation,
3. from behind different covers and from different sides of covers,
4. fitted with ballistic protection devices of protective hull with a resistance of at least class IIIA or their mass and dimensional equivalent; and
5. to the target partially or completely covered by various obstacles.
(2) The shooting is conducted on targets prescribed for the MV-102 shooting programme.
§ 9
shooting programme MV-1-500
(1) The MV-1-500 shooting programme includes shooting training to maintain and deepen the knowledge and skills acquired in previous shooting programmes, in the form of self-study and individual shooting training.
(2) Individual shooting training as referred to in paragraph 1 shall be required to carry out at least the extent of the support received for shooting training provided for in Section 19 (2).
§ 10
Specific provisions on practical training in shooting
(1) When performing practical training in shooting, a maximum of 8 participants in the shooting programme may be assigned to one training instructor ensuring the course progress.
(2) Practical training in short-ball shooting in MV-102 and MV-201 shooting programmes also involves training to carry such a weapon hidden.
(3) Practical training in shooting in shooting programmes MV-201 and MV-301 may be carried out on a partial basis using a firearm intended for the rival shooting system, provided that participants in the shooting preparation programme for the use of such a firearm are trained.
Other conditions for participation in the shooting programme
§ 11
The condition for participation in the shooting programme shall be:
(a) the creation of a military obligation or the voluntary takeover of a military obligation; that condition remains fulfilled even if the defence obligation has ceased because of the reason set out in § 7 (a) or (e) of the Law; and
(b) the participation of a participant in a shooting programme for the duration of the course for the relevant shooting programme.
§ 12
(1) The condition for participation in the shooting programme for the internal order and security of the Czech Republic is also the possession of the E-group weapons licence and, in the case of the shooting programme, the holding of the arms licence.
(a) MV-102 completion of the shooting programme MV-101,
b) MV-201 obtaining basic and probation in the shooting preparation system;
(c) MV-301 completion of the programme of shooting preparation MV-201; or
(d) MV- 201, MV- 301 and MV- 1-500 classification under § 16.
(2) The applicant shall apply to the accredited person by means of an application, the model of which is set out in Annex 1 to this Regulation, to participate in the shooting programme MV-101, MV-102, MV-201 and MV-301.
(3) Participation in the MV- 1-500 shooting programme is due to the issue of advanced and probation in the shooting preparation system.
§ 13
Demonstration of compliance with the conditions for participation in the shooting programme
(1) Compliance with the conditions for participation in the programme of shooting preparation MV-101, MV-102, MV-201 and MV-301 shall be demonstrated by the applicant with the accredited person who is enrolled in the course for the programme of shooting preparation, with the candidate to prove compliance with the condition under:
(a) Article 11 (a) shall state the affidavit in the application to participate in the shooting programme; if the applicant was not voluntarily able to assume a military obligation due to a lack of need to complement the armed forces, he shall demonstrate this fact by a copy of the decision of the relevant Regional Military Command,
(b) Paragraph 12 (1) of the Introductory Part of the provision sets out the number of the arms licence in the application for participation in the shooting programme and presents the arms licence to an accredited person;
(c) Paragraph 12 (1) (a) shall provide the accredited person with a certificate issued by the accredited person for which he has completed the course within the scope of the MV-101 shooting programme; This does not apply if it is the same accredited person,
(d) Paragraph 12 (1) (b) shall submit basic and probation in the shooting training system;
(e) Paragraph 12 (1) (c) shall submit to the accredited person a certificate issued by the accredited person for which the course was completed within the scope of the shooting programme MV- 201; This does not apply if the same accredited person is involved; or
(f) Paragraph 12 (1) (d) of Article 12 (1) in the application to participate in the shooting programme and in the application for the issue of advanced ababation in the shooting system, by signing the promised advance to the State, shall give its assent to its inclusion in the designated advance to the State.
(2) An accredited person shall exclude a participant from participating in a shooting programme who does not participate in the course in the manner and to the extent specified in Section 11 (b).
(3) The authority which, pursuant to Article 5 (1) of the Act, organises a shooting programme (hereinafter referred to as the "umbrella body") or excludes the control authority from participating in the shooting programme of the participant,
(a) which no longer fulfils the conditions for participation in the shooting programme; or
(b) unless it is excluded by an accredited person, although the conditions laid down in paragraph 2 are met.
Rated shooting
§ 14
(1) Rated shooting is not part of the course for the shooting programme.
(2) The principles of the safe handling of firearms in assessed shootings shall be defined by their organiser, who shall inform all persons participating in the assessed shootings about them before the shooting begins.
§ 15
(1) Rated shooting takes place within a shooting race
(a) organised or in cooperation with an accredited person;
(b) an open participation of at least 20 competitors, including public competitors who are entitled to dispose of the relevant firearms; and
(c) which forms part of a standard exercise complying with the requirements set out in Annex 5 to this Regulation.
(2) The proposition of the shooting site under which the rated shooting takes place and information on the possibility of participation shall be published on the website of the accredited person who organises or cooperates with the shooting site for at least 30 days before the date of the shooting site. For at least 12 months after the date of the shooting site, the results of the shooting contest shall be published on this website, with a breakdown by racer, including the results obtained during the standard exercise.
(3) The completion of a shooting race without disqualification and standard exercise within a specified time limit, taking into account the penalties provided for, and without interference with, the prohibited silhouette, shall be subject to the condition of completion of the assessed missiles referred to in paragraph 1. Infringement of the principles of safe handling of firearms during the shootings is always grounds for disqualification.
(4) The standard exercise cannot be repeated within the same shot assessment.
(5) Upon request, the organiser of the assessed missiles will issue a certificate of completion of the assessed missiles to the participant.

HLAVA II

DETERMINED STATE BASIS
§ 16
(1) A participant in a shooting programme will become part of a fixed advance to the State on the basis of the composition of the promised advance to the State, as amended by:
"I pledge allegiance to the Czech Republic.
I promise that, as a citizen and a patriot, I will respect the principles of a democratic rule of law and I will do the tasks that will be imposed on me as a member of the appointed reserve state.
I promise to act responsibly, boldly and modestly in carrying out the tasks assigned to the State and in civil life.
If necessary, I will be determined to endure the discomfort and the dangers associated with it.
I promise that I will always pay particular attention to the principles of safe arms management. "
(2) The advance provided for by the State may not include:
(a) refuse to make a promise to the State of a specified advance or to deposit it, subject to:
(b) by acting in contravention of the promised advance payment to the State in a repeated or gross manner, render it impossible, impair or impede the achievement of the purpose of the training system or reduce or threaten its seriousness; or
(c) without serious reason, it fails to fulfil or refuses to carry out the task of a specified advance to the State imposed by a government order issued pursuant to Article 17 (1) of the Act or other legislation.
(3) The firearm with which a participant in a training programme is handling is part of a specified State advance when a participant in a training programme holding such a weapon requests the police of the Czech Republic to indicate this in the central register of weapons maintained under the arms law.

HLAVA III

APPROBACATION IN THE SYSTEM OF MEDIUM PREPARATION
Obtaining and probation in the shooting preparation system
§ 17
(1) In the case of shooting programmes for the internal order and security of the Czech Republic, it is possible to obtain
(a) basic and probation in the shooting training system on the basis of the completion of the programme of shooting training MV-101 and MV-102 and assessed shooting; and
(b) advanced and probation in the shooting preparation system based on completion of the MV-301 shooting preparation programme.
(2) Basic Aprobation in the shooting training system is issued for firearms of category A- I or B, ammunition of category A- I, superlimited tanks and for the purpose of participating in the MV-201 shooting preparation programme.
(3) Advanced and probation is issued in order to allow support for individual shooting preparations in the framework of participation in the MV- 1-500 shooting programme.
(4) The model of the prescribed application form for aprobation in the shooting preparation system is set out in Annex 2 to this Regulation.
