on the organisation and operation of fire protection units
The Ministry of Interior pursuant to § 101 (a) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 237 / 2000 Coll., provides for the implementation of § 65 (8) (a), (c) and (d), § 70 (6), § 72 (7), § 88 (2), § 91 (1) and § 93 (3) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 40 / 1994 Coll., Act No. 203 / 1994 Coll., Act No. 163 / 1998 Coll., Act No. 71 / 2000 Coll., and Act No. 237 / 2000 Coll. (hereinafter referred to as "Act ') and pursuant to Act No. 25 (2) of Act No. 238 / 2000 Coll., on the Hasich Rescue Corps of the Czech Republic and amending some laws, after discussion of trade unions:

INDIVIDUAL PROTECTION

HLAVA I

COMPLETE TERRITORIAL COVERAGE, BAREAL VEHICLE MARKING, INTERNAL ORGANISATION AND EQUIPMENT
§ 1
Organisation of area coverage by fire protection units
[Paragraph 65 (8) (a) of the Law]
(1) Flat coverage of the region's territory by fire protection units (hereinafter referred to as "surface coverage") means the deployment of fire protection units in the region's territory and the territory of the capital city of Prague. The fire protection units ("the units') shall be located on the basis of an order issued by the county authority pursuant to Paragraph 27 (1) (c) of the Act. The Fire Department of the Region and in the territory of the City of Prague The Fire Department of the City of Prague (the" Fire Rescue Corps of the Region ") provides documentation for the issue of the order of the authorities of the Region. To that end,
(a) determine the degree of danger of the territory of the municipalities in the county in accordance with the criteria set out in Annex 1;
(b) determine, in accordance with the requirements laid down in Article 65 (6) of the Act, in agreement with the units' founders; for fire-fighting rescue units of the Region, in agreement with the General Directorate of the Fire Rescue Corps of the Czech Republic (hereinafter referred to as "the Directorate-General '), the units to be covered by cover shall determine their category according to the Annex to the Act and the nature of the rescue work to be carried out (hereinafter referred to as" the pre-designation for rescue work'),
(c) identify emergency rescue and disposal units carried out in the framework of an integrated rescue system, (1) unless the Directorate-General has done so with the fire department units of the region;
(d) lay down the territorial scope for each unit with territorial competence ensuring area coverage and, in agreement with the Directorate-General, also for the fire department unit of the district designated for rescue and disposal operations referred to in (c);
(e) draw up a map of the area coverage with the information on the levels of danger of the territory of municipalities and the deployment of territorial units.
(2) If, for the purpose of carrying out the fire and rescue operations referred to in Article 70 (1) (a) and (b) of the Act or the rescue and disposal operations within the framework of an integrated rescue system (hereinafter referred to as the "intervention '), the action of the unit (Article 18), which has been designed to secure the coverage of the area, cannot be ensured, the controller of the unit shall notify the fire department of the region.
(3) If the criteria relevant for determining the level of danger of the municipality's territory are changed in the municipality, the fire brigade of the county will propose an amendment to the order of the county issued pursuant to § 27 (1) (c) of the Act.
§ 2
Colour marking of vehicles, ships and aircraft of units
[Paragraph 65 (8) (c) of the Law]
(1) The colour marking of vehicles, ships and aircraft of units means their external colour presentation, inscriptions and markings and the use of characters. The colour, inscription and marking of fire vehicles, including trailers, semi-trailers and containers, shall be laid down in a separate Regulation (2). The colour marking of fire vehicles of units dislocated at stations in the airport space must not be contrary to the international treaties that bind the Czech Republic. 3)
(2) A large unit with a height of not more than 500 mm in the centre of the bonnet on the longitudinal axis of the car shall be placed on the fire-fighting vehicles with the bonnet forward.
(3) On the front of the bodywork of all fire-fighting vehicles, the unit sign or the sign "HASIČI 'may be placed. Other features or inscriptions, except for the designation of the manufacturer of a fire-fighting car, shall be permitted only if the specific Regulation so provides. 4)
(4) A small unit character of not more than 100 mm height, supplemented by a red sign on the white surface or a white sign on the red surface with the name of the unit, shall be placed on other fire-fighting vehicles without the bonnet being extended. The font height shall not exceed 100 mm. The small character of the unit is located on a smooth part of the bodywork under the front window near the longitudinal axis of the car.
(5) In the area of white highlighting the horizontal lanes of the driver's cab front door by which the fire-fighting vehicles are marked, the identification of the dislocation point of the unit or the dislocation point of the educational establishment of the Ministry of Interior (hereinafter referred to as "the Ministry ') may be placed in a space close to the vertical axis of the door and symmetrically with the horizontal axis of the lane in accordance with Annex 2.
(6) To indicate the location of the dislocation of units on the fire truck, the inscription on the fire truck is made in black in 2 or 3 rows. The letter height is 28 mm, the gap between the lines is 32 mm.
(7) The colour treatment of ships, except inflatable ships and unit hovercraft, is clearly red with a white highlighting horizontal line around the hull. A white highlighting bar of 100 mm height is located above the dive line. A small unit character in the design referred to in paragraph 4 shall be placed on the sides of the sides of the white highlighting horizontal bar on the bow, symmetrical with the horizontal axis of the strip. The white highlight bar and the small character of the unit shall not prevent the marking of the ship by means of the distinguishing marks specified in the specific Regulation. 5)
(8) On both sides of the aircraft of the unit, its small or large character shall be placed in the version referred to in paragraph 4. The location of the inscriptions and markings of aircraft of units shall be approved by the competent authority in accordance with the specific Regulation. 6)

HLAVA II

METHOD OF ESTABLISHMENT, INTERNAL ORGANISATION AND EQUIPMENT
[Paragraph 65 (8) (d) of the Act]
§ 3
Method of establishing units
(1) The fire brigade units of the county are dislocated in the area of the county at stations. The deployment of stations, internal organisation, numerical status and pre-determination of rescue units shall be determined by the Directorate-General.
(2) A legal person or an operating natural person (hereinafter referred to as "undertaking") or a municipality establishes a unit of establishment. The instrument of incorporation may be replaced by a contract establishing a joint unit under Section 69a of the Act.
(3) The Fire Rescue Corps of the Region may, taking into account the level of fire hazard (7) of the undertaking or the documentation of the fire-fighting operation (8), determine that a voluntary fire-fighting unit of the undertaking will be set up in addition to the fire-fighting unit of the firm.
(4) The fire brigade unit of the company is dislocated at the stations of the company. In addition to the central station of the undertaking, branch stations of the undertaking shall be established in cases where it is necessary to ensure that the journey time of the unit from the holding to the place of intervention does not exceed 5 minutes; This does not apply to undertakings operating transport and to undertakings operating line lines, power lines and surface mines. In the case of a fire brigade unit of a company dislocated at stations in the airport area, the journey time to the point of intervention may be up to 5 minutes only if the international agreements by which the Czech Republic is bound do not provide otherwise .3)
Internal organisation of units
§ 4
(1) The unit consists of the fire technique and means of fire protection 9) and the unit commander of the specified number of
(a) members of the Fire Department of the Czech Republic (hereinafter referred to as "the Member"), if they are a unit of the Fire Department of the Region,
(b) the employees of the undertaking, if they are a unit of the fire brigade of the undertaking,
(c) members of the unit of the voluntary fire department of the municipality or of the unit of the voluntary fire department of the undertaking ("voluntary unit") and persons serving in the unit of the voluntary fire department of the municipality or the unit of the voluntary fire department of the undertaking ("voluntary unit") as their employment ("member").
(2) Members, employees of the undertaking and members ("firemen") in the unit are divided into numbers, cooperatives, smaller numbers and groups. Platoon is divided into 2 or 3 teams or groups. The cooperative consists of a team leader and five other fire fighters. The team on reduced numbers, consists of the team leader and 3 other fire fighters. The group shall consist of a group leader and at least one firefighter.
(3) A unit consisting of fire brigade of at least two units referred to in § 65 (1) of the Act or of fire brigade of at least one unit and persons incorporated in an integrated rescue system component or of fire brigade of the unit and persons providing personal and material assistance pursuant to § 18 and 19 of the Act (hereinafter "personal and material assistance") is a period. The department is divided into teams, teams or groups. The department shall set up a regional fire brigade or a Directorate-General, in particular for the purpose of operational management of units in the provision of assistance in the regions or for international assistance by units. The commander's commission will be determined by the man who's assembling the service.
(4) The fire brigade set up by the municipality or undertaking under Paragraph 69 (1) of the Act shall consist of a fire patrol commander and at least three other members.
(5) The basic and minimum number of members of the fire department unit of the region in the exchange at the stations is set out in Annex 3.
(6) The basic number of members of the voluntary fire department unit of municipalities is given in Annex 4.
(7) The basic number of the unit of the fire brigade of the undertaking at the stations of the undertaking shall be determined mutatis mutandis in accordance with Annex 3 and the voluntary unit of the undertaking mutatis mutandis in accordance with Annex 4, in such a way that at least one cooperative or cooperative of reduced numbers is prepared for the exit for intervention.
(8) In cases where undertakings set up a joint unit pursuant to Section 69a of the Act, the amount of force and resources of the unit shall be determined on the basis of the results of the assessment of the fire hazard or on the basis of documentation of the firefighting of all parties to the contract, in order to meet the requirements of Section 65 (6) of the Act.
§ 5
(1) There is a chemical service, machinery service, communication service, information service and technical service in the fire department of the region and in the fire department of the undertaking.
(2) The chemical service maintains the operability of material fire protection devices, in particular those for the work of hazardous substances, for decontamination, for the detection of gases and hazardous substances, for fire extinguishers and for underwater work, and also provides professional support in the intervention of units in the environment of hazardous substances on site and for the protection of the population.
(3) The machinery service maintains the operation of fire-fighting equipment and means of fire protection, equipped with propulsion components, including their essential accessories and hydraulic discharge devices, and ensures maintenance of repair, diagnostic and other similar equipment.
(4) The service shall operate regular and radio transmission equipment, including the equipment of the warning and notification system, including their terminal equipment and shall supervise the fire protection radio network.
(5) The information service operates information systems, including network terminal equipment and computer equipment, and monitors transmission networks.
(6) The connection service and the information service provide professional support to the operational centres referred to in Section 6.
(7) The technical service shall maintain the operability of the fire protection devices in question, in particular fire hoses, fire fittings, non-motor-powered rescue and rescue devices, means of work at height, above free depth or at water level.
(8) The commander of a voluntary unit designated by the body shall designate the firefighters who carry out the task of special services in accordance with paragraphs 2 to 4 and 7.
§ 6
In the operation of units,
(a) an operational and information centre of the fire department of the region, for the needs of the region; in the territory of the capital city of Prague, for the needs of the territory of the capital city of Prague,
(b) an operational and information centre of the fire brigade of the region, for the needs of a part of the territory of the region, if this is necessary to ensure a link between the units (hereinafter referred to as the "territorial operational centre"),
(c) the Operational and Information Centre of the Directorate-General;
(hereinafter referred to as the "Operational Centre ').
Unit equipment and use of fire-fighting equipment and means of fire protection
§ 7
(1) The minimum equipment of the fire department station of the region selected by the fire technique and selected material means of fire protection is given in Annex 6.
(2) The minimum equipment of the units of voluntary fire-fighting units of municipalities selected by the fire-fighting technique and selected material means of fire protection is given in Annex 4.
(3) The fire patrol is equipped with simple means of fire protection intended to fight fire or rescue. The fire brigade will determine the next equipment for the fire patrol.
§ 8
(1) Where technical conditions are laid down for fire-fighting techniques and means of fire protection, 10) the fire-fighting equipment and means of fire protection may be included in the equipment of the units only if they comply with the specified technical conditions. If the technical conditions are not laid down by law, the technical standard or the international technical rule shall apply. Fire equipment and means of fire protection which have been included in the equipment of the units may only be used by fire fighters,
(a) who have a certificate of competence in accordance with § 35 (5) for the performance of the duties they hold in the unit or whose knowledge and practical skills (§ 32) have been verified in accordance with § 36 (4);
(b) whose ability to safely use fire-fighting equipment and means of fire protection has not been temporarily reduced for health reasons.
(2) When using breathing apparatus and similar means of fire protection, the operation of which is related to the exterior of the fireman, the firefighters shall be adjusted to ensure that their exterior adjustment is safe from the point of view of operation of the fire protection devices. The length of the hair in the facial part shall be considered as a safe treatment, not exceeding the eyebrows, not exceeding the earache and neck maximum reaching the shirt collar level. The face shall be smooth-shaved; Only a short-cut moustache is allowed, which does not interfere with the sealing line of the mask or half-mask in an unprepared state.
(3) Fire-fighting equipment and means of fire protection may be used by the units only if an operational check is carried out, prior to their inclusion in the unit, prior to use, after use, at regular intervals or under conditions specified by the manufacturer, and if necessary to ensure operational performance, also during shift rotation.
(4) The periodic inspection periods referred to in paragraph 3, unless the manufacturer has set a shorter time limit, are:
(a) 1 month for gas and hazardous substances detection devices;
(b) 1 month for checking the operation of the information and control systems of the unit; the check is also carried out at any change in hardware or software configuration;
(c) six months in the case of breathing apparatus, protective anti-chemical clothing, radiant heat and fire clothing and first aid products;
(d) six months as regards the check on the operation of fasteners, including radio stations, which are assigned to fire-fighters for permanent use and are not passed on between shifts; the operability of other radio stations and telephones is checked at the beginning of the shift,
(e) 1 year in the case of means of work at heights and over free depths;
(f) 1 year for pneumatic and hydraulic discharge devices.
(5) A record shall be kept of regular checks or checks carried out at intervals to be determined by the manufacturer, which shall be kept for a period of 5 years.

HLAVA III

ORGANISATION OF THE PROCEDURE IN UNIT
[Paragraph 70 (6) (a) of the Law]
§ 9
Organisational procedure
(1) The exercise of the service of members, employees of undertakings and persons serving in the unit of the voluntary fire-fighting unit of the municipality or in the unit of the voluntary fire-fighting unit of the undertaking as their employment (hereinafter referred to as "professional fire-fighters") shall be organised at the stations in exchange for 24 hours in order to ensure the capability of the unit under Paragraph 18. The capacity of the unit need not be secured for 24 hours in the event that a shift period of less than 24 hours is set for the performance of the service of professional firefighters or the number of professional firefighters in the exchange is changed due to various fire hazards in the station's territorial district.
(2) In the performance of their duties, the firefighters shall wear uniform arrangements for the equipment components to be determined by the commander of the unit. The uniform must be clean and undamaged.
(3) Replacement of shifts of professional firefighters may only take place when the firefighters are present and are on duty. When alternating shifts, professional firefighters shall pass on to each other tasks, fire techniques, means of fire protection and other means necessary for the performance of their duties.
(4) The unit commander appointed by the unit promoter or professional firefighter who has been designated as unit commander for the duration of the service of the unit in the exchange (hereinafter referred to as "unit commander ') shall carry out a check on whether the fire brigade entering the shift is sufficiently prepared to perform the service and shall specify their organisational classification.
(5) The professional firefighters on the shift will draw the commander's attention to any facts which might adversely affect the performance of the service, including their possible inreadiness to perform the service. The unit commander shall record the deficiencies and defects identified at the time of the service transfer, which have not been immediately removed, in the watchbook (§ 20 (1)), including a record of the measures taken.
(6) If, during the course of the service, the unit commander is unable to maintain its ability to operate continuously during the shift, the unit commander shall notify the relevant operational centre without delay.
Operational management
§ 10
Alarm call
(1) The notification of an alarm to the units designated to intervene by the district fire alarm plan pursuant to § 27 (1) (c) of the Act shall be provided by the operational centres or other places designated to declare a fire alarm.
(2) The alarm shall be declared by acoustic means, means of telephone and radio communication or light signals. After the alarm has been declared, the firefighters shall arrive as soon as possible at a location designated in advance by the unit commander, where they shall prepare to exit the site of intervention.
§ 11
Unit exit
(1) The exit units are transmitted by an operational centre established for the territory where the intervention is to take place or by an operational centre taking over the intervention (hereinafter referred to as the "relevant operational centre").
(2) When an alarm is issued, they shall leave the place of their dislocation at the latest by:
(a) 2 minutes of units composed exclusively of professional firefighters;
(b) 10 minutes of units composed exclusively of fire-fighters who do not serve in the unit as a job;
(c) 5 minutes of a unit composed of the firefighters referred to in points (a) and (b) or of members to whom an off-site call has been made; or
(d) 5 minutes of the unit of the fire department of the county established at the P0 station in accordance with Annex 3.
(3) The time limits referred to in paragraph 2 shall apply to the departure of dislocated units in the airport area unless the international agreements by which the Czech Republic is bound provide otherwise. 3)
§ 12
Transport to the place of intervention
(1) In cases where it is not identified by the relevant traffic route operating centre, the commander of the unit shall designate the unit as soon as possible. Unless otherwise specified by the commander of the unit, special audible and warning lighting equipment (hereafter referred to as "priority-driving vehicle ') shall be used on the vehicle when it is transported to the point of intervention.
(2) If the transport of the unit to the site of intervention is impossible, a failure, accident, non-mobility of communication or other serious circumstances, the commander of the unit shall, if the conditions allow, notify the relevant operational centre. The relevant operational centre shall decide on the next procedure.
(3) If, during transport to the place of intervention, a unit finds another fire or incident other than those reported, the unit commander shall notify the relevant operational centre. The competent operational centre shall determine the location at which the unit shall first intervene. This is also the case if the relevant operational centre is informed of another fire or incident from a source other than the commander. If the commander of the unit is unable to notify the relevant operational centre of another fire or incident, he shall decide where the unit will intervene first.
§ 13
Research
(1) The purpose of the on-site survey is to identify:
(a) whether persons, animals and property are at risk;
(b) the extent of the fire, the manner and direction of its spread and the type of burning materials or the extent of the effects of the incident;
(c) the presence of dangerous substances and articles which may adversely affect the course of intervention;
(d) field and other conditions relevant to the use of fire-fighting equipment and means of fire protection.
(2) The on-site survey shall be carried out by:
(a) the intervention commander and at least 1 firefighter; or
(b) a survey group comprising at least two firefighters; or
(c) the whole unit.
(3) The commander of the intervention shall decide who shall conduct the survey. Where a survey group is conducted, the intervention commander shall designate its commander, who shall be responsible for the activities of the survey group and the results of the survey.
§ 14
Rescue of persons, animals and property
(1) The rescue of persons takes precedence over the rescue of animals and property. The task of the unit in the rescue of people and animals is to eliminate the immediate threat to their lives.
(2) The master of the intervention shall be entitled to suspend, for the necessary period of time, the rescue of persons, animals or property where it is no longer possible, despite the use of all available forces and resources, persons, animals or property, or to continue the intervention would immediately endanger the life of the intervening firefighters.
§ 15
Firefighting
(1) The objective of the fire fighting units is to:
(a) the location of the fire where the fire has been prevented from spreading further, and the force and devices of the hitting units are sufficient to eliminate the fire, and then:
(b) the destruction of the fire until the end of the unwanted burning.
(2) The units use fire control documentation or emergency plans prepared under specific legislation11) and also use the conditions created by undertakings pursuant to § 5 (1) (b) of the Act.
(3) In the event that the cost of overcoming the fire by a standing object, such as a stack or a forage warehouse, could be considered to be cost-effective and the survey confirmed that the lives of persons or animals or the environment are not at risk, the intervention commander shall consider the effectiveness of the intervention and, where appropriate, terminate it without achieving the objective of the operation of the units in the firefighting referred to in paragraph 1 (b).
§ 16
Replacement of firefighters during intervention
The rotation of fire fighters during the intervention shall be carried out as decided by the commander in such a way as not to endanger them and interrupt the intervention.
§ 17
Transmission of the point of intervention
(1) Where it is necessary to ensure supervision of the location where the units intervened, the commander shall carry out the transfer of the site to the owner or other authorised person. If this cannot be done immediately, the commander shall ensure that the place of intervention is supervised for as long as there is a danger.
(2) The transfer of the place of intervention shall be made in writing if the measures necessary to eliminate the risk of a fire being restarted are determined under Paragraph 88 (1) of the Act.

HLAVA IV

CONDITIONS OF UNIT ACCESSIBILITY
[K § 70 (6) (b) of the Act]
§ 18
The capability of the unit shall mean the organisational, technical and technical readiness of the forces and means of intervention. The unit is operational if:
(a) the number of firefighters and the internal organisation of the unit are in accordance with the provisions of Section 4 and the unit is able to make a call for intervention within the time limit referred to in Section 11 (2);
(b) firefighters shall have a certificate of competence in accordance with § 35 (5) for the performance of their duties in the unit and regular training shall be carried out in the unit in accordance with § 36 to 39;
(c) it has fire-fighting equipment and means of fire protection ready for intervention and the conditions for use of fire-fighting equipment and means of fire protection in accordance with § 8 (2) to (5) are fulfilled.
§ 19
The capability of the unit shall be documented, which may be kept in electronic form. The documentation on the capability of the unit shall be understood as:
(a) the watchbook as regards the unit in which the fire brigade operates;
(b) documentation of regular training provided for in Sections 36 to 39;
(c) a partial intervention report or an intervention report pursuant to Article 26 (2);
(d) tactical procedures for the individual operations of the unit in the event of intervention and documents for orientation in the territorial perimeter of the unit;
(e) radio service station protocol and records of tests of fasteners for operational control;
(f) the records referred to in Article 8 (5).
§ 20
(1) The Watchbook shall contain records of the performance of the service. The unit commander shall be responsible for the accuracy of these records. The Watchbook units shall be kept for 10 years from the date of the last entry.
(2) The documentation on regular training provided for in Sections 36 to 39 contains:
(a) annual periodic training plans which may be developed into monthly plans;
(b) a protocol on regular training containing the information referred to in Article 36 (4) and the training records containing the topic of training, the date of training and the list of training of the present firefighters and, if the topic is the protection of the health and life of fire fighters in intervention, their signatures and the signatures of trainers.
(3) The radio service station protocol shall include confirmation of the transmission and take-over of the radio station when the service is handed over and taken over.
(4) The intervention sub-report shall contain time data on the operation of the unit during the intervention, the nominal list of the fire extinguishers of the unit involved, the technical equipment and the intervention site procedure, the specificities of the intervention and the record of the use of personal and material assistance. The sub-report shall be processed by the unit commander and forwarded to the intervention commander no later than 3 days after the end of the intervention.

HLAVA V

PRINCIPLES OF THE HEALTH AND ACTIVITIES OF THE HASICS IN CONSIDERATION
[K § 70 (6) (c) of the Act]
§ 21
Taking command of jointly intervening units and components of the integrated rescue system
(1) In the event of intervention of two or more units of intervention, the commander of the unit which commenced operations at the site of intervention shall take over the intervention first. This does not apply if any of the commanders of the intervening units exercise the right of priority command under Section 22. If the technical means so allow, the commander of the unit that arrived at the site of intervention first shall notify the competent operational centre of the taking over of the command of the intervention and specify the location and nature of the intervention.
(2) If one or more units intervenes in an emergency with other components of the integrated rescue system12) and one of the intervening components of the integrated rescue system, having regard to the nature of the rescue and liquidation work, it is the responsibility of the management of such work under the Specific Regulations 13), the commander cooperates with that component of the integrated rescue system. If the relevant components of the integrated rescue system are not in place, the commander shall ensure that they are informed. Until they arrive, or if there is a dispute over which component has rescue and disposal work to manage, the management of rescue and disposal works shall be taken over by the commander of the intervention.
(3) When concentrating more force and resources and in organisational, complex or large-scale intervention or in an integrated rescue system, the intervention commander may set up a staff of the intervention commander (hereinafter referred to as "the staff '), individual sections and designate a section commander. If the commander sets up a section, he shall determine the tasks to be carried out by the sections and allocate the necessary strength and resources to carry out these tasks. For several sections, the intervention commander may establish a common sector and designate its commander. Unless otherwise provided for by the commander, the fire brigade shall be directly subordinate to its unit commanders. The unit commanders shall be subordinate to the section commander, the sector commander and the intervention commander. If there is a danger of delay, the section commander, sector commander or fire brigade commander may issue fire brigade orders or orders directly.
§ 22
Right of priority command
(1) In the case where 2 or more units are present, the intervention procedure may be taken over under the right of priority command. The right of priority command shall mean that:
(a) the commander of the fire brigade of the county shall take precedence over all unit commanders except the commander of the fire brigade of the undertaking in the case referred to in point (b);
(b) the commander of the fire brigade of an undertaking shall take precedence over all unit commanders where the place of intervention is the undertaking for which that unit was established;
(c) the commander of the unit of the voluntary firefighters of the municipality shall take precedence over the commander of the unit of the voluntary firefighters of the undertaking, except in the case referred to in (d);
(d) the commander of the unit of the voluntary firefighters of the undertaking shall take precedence over the commander of the unit of the voluntary firefighters of the municipality where the place of intervention is the undertaking for which the unit was established;
(e) the commander of the unit within whose territorial jurisdiction the place of intervention is situated shall take precedence over other units of the same type; This shall not apply if the unit within whose territorial jurisdiction the place of intervention is situated is not involved in the intervention site activities or if the commanders of the units agree otherwise.
(2) The management of the intervention referred to in paragraph 1 may not be taken over if the Director-General of the Fire Rescue Corps of the Czech Republic (hereinafter referred to as "the Director-General ') or the authorised representative, the Director of the Fire Rescue Corps of the Region, or the Director of the Department of the Fire Rescue Corps of the Region, or the officials of the Fire Rescue Corps of the Region (hereinafter referred to as" the Director of the Fire Department of the Region'), or the Director of the Department of the Fire Department of the Region (hereinafter referred to as "the Director '), designate the Chief of Action or assume command themselves.
(3) When transferring and assuming command, the outgoing commander shall inform the new commander of the action of the progress of the intervention units and notify the units of his resignation. The new commander will take action by declaring that he is in charge. If the participation of the resigning commander is not possible, the new commander shall notify the troops of the takeover of command and shall record this in the intervention report referred to in Article 26 (2).
§ 23
Crew
(1) The crew, in accordance with the decisions of the intervention commander, shall organise the operation of the units at the intervention site, shall be used to coordinate the components of the integrated rescue system and prepare the decision of the intervention commander. The crew shall:
(a) Chief of Staff;
(b) a member of the Joint Staff;
(c) a member of the staff for the rear;
(d) a member of the staff for the analysis of the situation at the site of intervention;
(e) a member of the staff for the deployment of forces and resources;
