on the organisation of the executive bodies of national committees.
The Government of the Czechoslovak Republic orders pursuant to § 33 of Act No. 13 / 1954 Coll., on National Committees:

Distribution of tasks of national committees in the capital of Prague, Bratislava and the regional cities.
§ 1.
(1) The tasks of the national committees of all grades are performed by the Central National Committee and the District National Committees in the territory of the capital city of Prague and the City of Bratislava.
(2) The Central National Committee and its executive bodies are primarily responsible for the tasks which otherwise belong to the Regional National Committees and their executive bodies.
(3) Circumstantial national committees and their executive bodies carry out tasks in urban areas which otherwise belong to district and local national committees and their executive bodies. However, the Circular National Committees and their executive bodies do not provide tasks which, for reasons of uniform implementation or for reasons of effectiveness, necessarily require them to be carried out by the Central National Committee and its executive bodies. These tasks shall be determined by the Central National Committee with the agreement of the Government.
§ 2.
(1) The tasks of district and local national committees are carried out by municipal national committees in regional cities.
(2) In the regional cities in which the district national committees operate, the municipal national committee and its executive bodies shall, in particular, carry out tasks which otherwise belong to the district national committees and their executive bodies.
(3) Circumstantial national committees and their executive bodies carry out tasks in urban areas which otherwise belong to local national committees. However, the Circular National Committees and their executive bodies do not provide tasks which, for reasons of uniform implementation or for reasons of effectiveness, necessarily require that they be carried out by the Municipal National Committee and its executive bodies. These tasks shall be determined by the municipal national committee, with the agreement of the regional national committee.

Executive bodies of national committees.

Oddíl 1.

National Committee Council.
§ 3.
(1) The Board of the National Committee ensures and organises the performance of the tasks of the National Committee at all sections of economic, cultural and social construction, according to the resolutions of its National Committee and the guidelines of the National Committees of Higher Education and their Councils and the guidelines of the Government.
(2) The central authorities shall be obliged to assist the national committees' councils in carrying out the tasks of the national committees, to carefully address their suggestions and comments and to deal with them within a reasonable time.
§ 4.
(1) The Board of the National Committee shall be entitled to address all issues relating to the tasks of the National Committee, unless they are entrusted to the exclusive competence of the National Committee.
(2) In particular, as the Executive Authority of the National Committee, the Board shall carry out the following tasks:
(a) prepare meetings of the national committee in cooperation with its standing committees and act at the meetings of the national committee;
(b) report regularly to the National Committee on its activities and on the activities of its trade unions, administrations and other bodies;
(c) ensure the correct and timely handling of complaints and other initiatives made by workers to the National Committee or its Board;
(d) discuss, in accordance with its work plan, the performance of tasks in the various sections of the work of the National Committee and manage, control and unify the work of its trade unions and administrations, lay down guidelines for their activities and approve their work plans;
(e) develop and promote socialist competition, in particular on the agricultural production and redemption sector, the local economy, the financial economy, labour recruitment and collection of waste materials;
(f) manage and control the work of the Councils of the Lower Level National Committees and assist them in the performance of their tasks;
(g) suspends the execution of a national committee resolution of a lower degree if the resolution violates socialist legality;
(h) abolish and amend the incorrect decisions of their trade unions and administrations and the executive bodies of national lower-tier committees.
§ 5.
(1) The Board of the National Committee shall reinforce its links with the workers in a broad manner. It shall organise the admission date of its members and members of the National Committee. It shall develop cooperation with women's committees, promote the creation and operation of Auxiliary Councils of Citizens (street committees, committees of confidants of the National Committee).
(2) The Council of the National Committee is working closely with the Permanent Commissions of the National Committee, advising them, asking them to discuss the issues in their field, closely monitoring their comments and suggestions, encouraging the development of cooperation between the Permanent Commissions and trade unions and administrations, taking full care of the work of the Permanent Commissions and creating all the conditions for their work.
(3) To discuss certain matters, the Board invites experts, important workers and other citizens to attend its meetings who can help to resolve the matter successfully. Invited workers shall have an advisory vote.
§ 6.
(1) The Council of the National Committee shall act in the College at all times.
(2) The Board of the National Committee shall entrust the President, its Deputy and the Secretary to the supervision of the various sections of the activities of the Board and their departments and administrations. These sections of activity shall be defined by trade unions and administrations.
(3) In this division of tasks, the Board of the National Committee shall entrust the Chairman with the supervision of the most important sections of the Board's activities. As a general rule, the Secretary shall be entrusted with matters related to mass organisation work, the management of the advice of the national committees of the lower level, the preparation of meetings of the national committee and meetings of the board, the provision of assistance to the standing committees and members of the national committees, the preparation of a schedule of tasks and the monitoring of socialist competition. The Board shall entrust the Deputy Presidents with the supervision of the other parts of the activities. As a rule, one of the Vice-Presidents will also be entrusted with the care of the development of women's committees.
(4) The other members shall be entrusted by the Board of the National Committee with different tasks resulting from the deliberations of the Board.

Oddíl 2.

Divisions and management of the Board of National Committees.
§ 7.
(1) National Committees shall establish trade unions and boards of the National Committee for each branch of government.
(2) The departments and the management of the boards of the national committees shall be established in such a number and with such designation as it corresponds to the tasks of economic, cultural and social construction to be provided by the national committee in its territory.
(3) The National Committees organise individual trade unions and administrations in such a way that they are able to carry out their assigned tasks through their organisational structure. In doing so, care must be taken to ensure that the focus of operational activity is on trade unions and councils of regional national committees, and that trade unions and boards of regional national committees manage and control the work of trade unions and administrations of lower-level national committees.
§ 8.
(1) As a general rule, the central and regional national committees shall establish the following trade unions and administrations:
Agriculture and forestry management
management of the local economy
Transport management
business management
Financial Department
Department of Education and Culture
Medical Department
Social Security Department
Department of the Purchase of Agricultural Products
Department of Home Affairs
Department of Labour
Department of Construction
Department of Water Management
Industrial Department
Church department.
(2) With the approval of the Government, the Central and Regional National Committees may set up other departments (administrations) according to the needs of the economic and cultural construction of their territory, after which they may waive the establishment of a branch (administration).
(3) As their own apparatus, the central and regional national committees shall, as a general rule, be set up by the Organisational, Control and Kadar departments; Furthermore, it shall set up a Planning Commission (section 3) and in accordance with special civil defence staff regulations.
§ 9.
(1) Regional national committees, municipal national committees and district national committees in Prague and Bratislava generally form the following trade unions:
Department of Agriculture and Forestry
Department of Local Economy
Department of Transport and Industry
Department of Commerce
Financial Department
Department of Education and Culture
Medical Department
Social Security Department
Department of the Purchase of Agricultural Products
Department of Home Affairs
Department of Labour
Department of Construction.
(2) Regional, urban and district national committees in Prague and Bratislava may, with the agreement of the Regional (Central) National Committee, set up other departments according to the needs of economic and cultural construction of their territory, after which they may waive the establishment of a department.
(3) As their own apparatus, the Regional, Urban and District National Committees in Prague and Bratislava generally establish a general department; further establish the Planning Commission (section 3) and establish the Regional and Urban National Committees in accordance with special civil defence staff regulations.
§ 10.
Local national committees in municipalities of over 6000 inhabitants may, according to the needs of economic and cultural construction of their territory, taking into account their tasks, form similar trade unions and their own facilities as municipal national committees, with the agreement of the Regional National Committee.
§ 11.
For councils of local national committees in municipalities of up to 6000 inhabitants and for councils of district national committees in regional cities, trade unions and administrations shall not be set up unless the specific regulations provide otherwise or the regional national committee provides for an exemption. The performance of the tasks of the local (district) national committee shall be provided and organised by the Council directly with the assistance of its members, members of the national committee, staff of the national committee and voluntary staff from among citizens.
§ 12.
The national committee may, with the agreement of the national higher-level committee, the regional or central national committee, with the approval of the government, provide that the board department (s) shall also carry out work for the advice of another national committee of the same level.
§ 13.
(1) National Committees shall organise individual departments (administrations) in accordance with the respective central authorities.
(2) The internal organisation of its departments (administrations) shall be determined by the Board of the National Committee within the limits of the principles agreed by the Government and within the framework of the basic systemisational indicators.
§ 14.
(1) The Head of Unit (Administration) shall establish and exempt the National Committee, acting on a proposal from the Board, submitted with the agreement of the Head of Department (Administration) of the High Level National Committee, with the departments (administrations) of the Central and Regional National Committee, with the approval of the competent Central Authority.
(2) The other staff of the Department (Administration) shall be designated and relieved by the Board of the National Committee on a proposal from the Head of the Department (Administration), unless otherwise provided for in specific provisions.
(3) The Head of the Department (Administration) ensures a constant increase in the political and professional qualifications of the Department's staff. They manage their work so that all tasks are performed in time and properly. In doing so, it relies on cooperation with the authorities of the Racial Workers' Department, in particular with the authorities of the Revolutionary Trade Union Movement and the Czechoslovak Youth Union.
§ 15.
The Head of the Department (Administration) shall decide and take measures in all matters covered by the Department (Administration). The right of decision and action may be delegated to the staff of the department (administration) to the extent that it also provides.
§ 16.
(1) The heads of trade unions and administrations are required to follow, on the one hand, the resolutions of their national committee and its advice, and, on the other, the instructions of the head of the department or board of the national higher-level committee and of the competent central office.
(2) Any discrepancies, if not resolved by agreement, shall be decided by the Council of the national higher-level committee, after the case of the Government.
§ 17.
(1) The heads of trade unions (administrations) shall establish, in their trade unions (administrations), auxiliary and advisory bodies, commissions and assets, either in accordance with specific regulations or in connection with the performance of the tasks of the department (administration).
(2) These choirs (commissions, assets) may be established for both permanent and temporary tasks. They don't have discretion.

Oddíl 3.

Planning committee.
§ 18.
(1) The Planning Commission is the objective body of the Board of the National Committee in which it is established.
(2) It shall in particular:
(a) ensure a consistent methodology for the planning work of trade unions and administrations of the Board of National Committee;
(b) to draw up proposals for the forward and annual economic development plans managed by the national committee;
(c) examine the implementation of the regional economic development plan and report to the Council of the Regional National Committee on the results of the checks, together with proposals for measures to ensure that the plan is implemented;
(d) to draw up national economic analyses and assessments on the management and planning of the national economy in the national committee area for the advice of the national committee;
(e) to address all possibilities for the use of local sources of raw materials, materials, labour and other resources and for their efficient exploitation.
(3) The departments and the management of the Board of the National Committee are required to submit their proposals concerning the plan or monitoring the implementation of the plan to the Planning Committee for consideration.
§ 19.
(1) As regards the methodology of its work, the Regional Planning Commission and the City Planning Commission in Prague and Bratislava follow the instructions of the State Planning Office, the other Planning Committee also follows the guidance of the Planning Committees of the National Higher Level Committees.
(2) Planning commissions are only subordinate to the national committee in which they are set up and to its Council.
§ 20.
(1) The Regional Planning Commission and the City Planning Commission in Prague and Bratislava are composed of the President, his Deputy Directors and 7 to 10 members.
(2) As a general rule, the President and his deputy shall be appointed by the National Committee from among the members of the Board, with the agreement of the Minister - President of the State Office of Planning; The same applies to their acquittal. The members of the Planning Committee shall be appointed and relieved by the Board of the National Committee on a proposal from the Chairman of the Planning Committee.
§ 21.
(1) The Regional, Urban, District and Local Planning Committees are composed of the President and between 4 and 6 members.
(2) The President shall be appointed and relieved by the National Committee on a proposal from the Council, submitted with the agreement of the Chairman of the Planning Committee of the National Higher Level Committee. The members of the Commission shall be appointed and relieved by the Board of National Committee on a proposal from the Chairman of the Planning Committee.
§ 22.
(1) The Presidents of the Planning Committees and their Vice-Presidents shall perform their duties as their agents.
(2) It shall be assigned the necessary number of staff from the staff of the National Committee to arrange the work of the Planning Committee.
§ 23.
More detailed provisions on planning committees shall be issued by the Prime Minister, who shall also determine the remuneration of the Presidents of the Planning Committees and their Deputy Directors pursuant to Paragraph 22 (1).

Oddíl 4.

Committees for Physical Education and Sports.
§ 24.
(1) Regional, central, district and urban national committees, district national committees in Prague and Bratislava, and local national committees in municipalities with more than 6,000 inhabitants, set up committees for physical education and sport which provide government administration in matters of physical education and sport. Circular national committees in regional cities and local national committees in municipalities of up to 6.000 inhabitants, but with more than 2.000 inhabitants, may set up a committee for physical education and sport, if the regional national committee so agrees.
(2) The chairman and members of the Committee on Physical Education and Sport shall establish and exempt the National Committee, on a proposal from the Board, with the agreement of the Senior Committee on Physical Education and Sports, on a proposal from the Chairman.
(3) The Committee on Physical Education and Sport is responsible for its activities both to the National Committee and to its Board and to the Higher Committee on Physical Education and Sports. The bodies superior to the Bodybuilding and Sport Committees shall have the right to review their decisions and measures and to interfere or amend them.
(4) More detailed regulations on committees for physical education and sport will be issued by the State Committee for Physical Education and Sport in the Government of the Czechoslovak Republic.

Část třetí.

The ratio of national committees to other bodies.
§ 25.
(1) National Committees shall monitor and facilitate the performance of all public authorities and other bodies in their territory, assess the performance of their tasks.
(2) These bodies shall give the President of the Central, Regional, Regional, Urban National Committee, the District National Committee in Prague and Bratislava, upon request, an explanation and provide him with the information necessary to enable the National Committee to carry out the task referred to in paragraph 1.
§ 26.
This Regulation shall not alter the ratio of the national committees and their executive bodies to the national fire control authorities and to the national arbitration authorities. There shall also be no change in the position and tasks of the hygienists and the main and leading accountants.

Final provisions.
§ 27.
(1) All provisions governing the organisation of national committees and their executive bodies, in particular:
(a) Act No. 280 / 1948 Coll., on Regional Establishment,
b) Act No. 76 / 1949 Coll., on the organisation of administration in the capital city of Prague,
(c) Government Decree No. 80 / 1949 Coll., on the Internal Organisation of the Prague People's Administration Authorities,
(d) Government Decree No. 81 / 1949 Coll., on the division of the powers of the Prague authorities of the People's Administration,
(e) Government Decree No. 139 / 1949 Coll., on the Organisation of the People's Administration in the Counties,
(f) Act No. 142 / 1949 Coll., on the performance of folk administration in the settlements of regions,
(g) Government Decree No. 14 / 1950 Coll., on the organisation of local national committees,
(h) Government Decree No. 119 / 1951 Coll., on Secretaries of Local National Committees,
(ch) any provisions issued under them.
(2) The rules on the criminal committees of the national committees remain without prejudice.
§ 28.
The competence in the various fields of government, which have been carried out so far by national committees of individual degrees, remains, in principle, the responsibility of the national committees of the same level.
§ 29.
This Regulation shall enter into force on 17 May 1954; All members of the government will do it.
