GOVERNMENT REGULATION
of 15 December 2004
defining Bzenecka Doubrava - Strážnice Pomoraví
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
Subject matter
(1) The bird region of Bzenecka Doubrava - Strážnický Pomoraví ("the bird region") is defined.
(2) The protection of the bird's area is the populations of the white stork (Ciconia ciconia), the motage of the sprat (Circus aeruginosus), the lullula arborea, and their biotopes.
(3) The purpose of the protection of the birds' area is to preserve and restore ecosystems relevant to birds' species as referred to in paragraph 2 on their natural grounds of enlargement and to ensure conditions for the conservation of the populations of those species in a favourable conservation situation.
Definition of bird area
(1) The bird region is situated in the territory of the South Moravian Region, in the cadastral territories of Bzenec, Liděřovice in Moravia, Milotice u Kyjov, Moravian Písek, Petrov u Hodonin, Ratiškovice, Rohatec, Skoronice, Strážnice na Morava, Sudomeřice, Vacenovice u Kyjov, Veselí - Suburb, Vesilí nad Moravou, Vnorova, Vrácov and Zarazice.
(2) The territorial demarcation and description of the border of the bird area are set out in Annex 1 to this Regulation; the indicative graphical representation of the bird area is given in Annex 2 to this Regulation.
(3) The map documents of the scale 1: 25 000, in which the territory of the bird region is inscribed, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the White Carpathians, the South Moravian Region Regional Office and the municipal authorities of the enlarged municipalities in whose administrative district the bird area is located.
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of municipalities be located in the birds' area outside the concurrently built and stoppable (3)
(a) to enter the lithoral crops of ponds between 1 April and 31 July, except for owners and tenants of land and hunting for the purpose of caring for released ducks;
(b) carry out activities on land not intended to fulfil forest functions, including the maintenance of drainage systems, which trigger a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established;
(c) remove lithoral crops;
(d) to carry out full-scale soil preparation, including mechanical stripping, by summarising the upper humous layer during the period 1 April to 31 July on land intended for forest functions;
(e) to change the type of land and the means of usingit (4);
(f) carry out an aerial application of biocides on land intended to fulfil forest functions;
(g) to draw up new tourist and cycling routes (5);
h) organise sports competitions and other events with a mass participation, implemented outside the permanent sports areas and marked tourist routes;
(i) to establish the establishment of primal aquaculture holdings.
(2) Prior consent of the competent nature conservation authority is not required
(a) the activities referred to in point (b) of paragraph 1, if they are carried out in accordance with the waterworks control rules (6);
(b) the activities referred to in paragraph 1 (d) where they have been notified at least 15 days in advance to the competent authority of nature conservation;
(c) the activities referred to in paragraph 1 (a) and (c) in the railway protection zone under special legislation (7);
(d) the activities referred to in paragraph 1 (e), where such activities are subject to a decision under a specific legislation (8) and have been given an opinion by the competent nature conservation authority;
(e) the activities referred to in paragraph 1 in the case of activities carried out under special legislation9) in the territory of the specified conquest area and exclusive bearings;
(f) the implementation of road operations10).
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border Birds regions of Bzenecka Doubrava - Strážnice Pomoraví
From the railway bridge to the river Moravia near the village Rohatec on the railway line Rohatec - Sudoměřice leads the border north of the groove body. In front of the railway station Rohatec dodges at a right angle to the north and along the forest border he leads northwest along the groove of the railway train Rohatec-Ratiškovice. From the groove body passes to the road *) Ratiškovice-Vacenovice and follows it in the north direction to Vacenovice. In front of the village Vacenovice intersects the wiring of the electrification (400 kV), 150 meters behind this cross at a right angle ducts to the right of the forest path * *) and passes through the forest area. At the field in Vacenovice he comes out of the forest, from there he goes around the adjacent without trees from the south side, copying the border of the forest, passing the grove of Březíček and in the northeast direction along the edge of the forest he goes around the built-up grounds of the village of Vacenovice. At the east end of the village, it comes from the forest to the field road, which continues in the northeast direction. After 200 metres, the road turns at the right angle and continues in the northwest direction, after another 200 metres, in the place where the road leads to the outlying street of the village coming at the right angle from the left, the border continues in the northeast direction along the outer boundary of the property (p.p.n.413, K. Vacenovice near Kyjov) until it reaches the field road. Here it turns to the left and along this road it continues in the southwest direction. After about 60 metres, it turns north at a sharp angle and continues along the field road to the southwest corner of the draw closing southeast to the PP Lake, from there it continues in the north direction along the west edge of the draw. After 60 metres, it passes to a small water tower (forming the border of PP Lake) heading northwest. Following the PP border, it leads northwest and later north to the point where the PP border moves sharply east. The border of the birds' area leads west on the northern border of the property nr. 214 K. Vacenovice u Kyjov. At the end it turns north and along the eastern border of the land no. 208, 205, 203 and 202 (all K. Vacenovice near Kyjov) reaches the road Vacenovice-Vracov. From there, it continues along this road towards Vracov, after 250 metres, when the fence of the agricultural area is separated from the road, passes to this fence and the area from the east, north and partly west side passes. On the west side of the fence it passes 180 meters south of the northwest corner at a sharp angle on a field road leading northwest, after 800 meters it reaches the edge of the forest, where it turns west on a water tower supplying Sandy Pond. After the watercourse it reaches the PR border Sandy Pond, which it copies from the south until it reaches the water tower under the pond dam. Following the watercourse the border continues in the northwest direction to the border of the fence of the castle in Milotice, which copies from the east, south and west side. In the place where the fence of the castle park is diverted from the Milotice- Skoronice road, the border continues along this road about 150 metres to the fence of the agricultural building which it copies from the south and east side. In the place which forms the northeast corner of the fence of the agricultural building, the border passes to the field road, which leads in the eastern direction, undergoes the electrode (110 kV) and reaches the edge of the forest. From there it copies the northern edge of the forest area in the eastern direction to the boundary of the k. At the point of further crossing the border of the k.ú Vlkok u Kyjov and the border of the forest area, it continues along the edge of the forest east to the built-up areas of the village of Vracov, which is circling the edge of the forest from the west and south side, where it passes to a small water tower which flows from the south from the water surface resulting from the extraction and flooding of the peat in the western edge of the village of Vracov. After the watercourse, the border of the bird area continues upstream to the Vacenovice-Vracov road on which it crosses. Following this road leads to Vacenovice towards the edge of the forest on which it passes. Following the forest border, the eastern direction continues south of the built-up area of the village of Vracov to the southeast corner of the fence field at the southeast edge of the village. Here it crosses the border to this fence and leads in the northeast direction to the tiny watercourse to which it passes. Following the watercourse it leads downstream in the eastern direction, after the confluence with the Vracovský creek passes to it and continues further east. After the confluence of the Vrákovský creek with the river Syrovinka passes to this stream and leads further east to the point where the flow crosses with the railway Hodonin-Old Town near Uherský Hradiště. From there, the border leads northeast along the groove body towards the Moravian Sand. Behind the railway station crosses the border on the road No II / 427 Bzenec- Uherské Hradiště, after which it leads towards the Moravian Sand. In the place where the fencing of the agricultural area begins on the right, the border passes to this fencing. At the end it goes to the road that leads south to the place where the forest (the Olšová Forest complex) begins on the east side. From there, the border along the edge of the forest leads first in the north and then in the east direction to a small water stream which is attached to the forest from the northeast side. The border follows the watercourse in a southeast direction to the point where the forest is diverted from it on the west side. On the edge of the forest, the border leads in a southern direction to New Moravia. There's a southwest border along the right bank. In the place where Nová Morava crosses the road No I / 54, it crosses this road and leads southeast to Veselí nad Moravou. Here passes Bata's sailing channel, the western arm of the river Moravia and at the crossing point with the eastern arm Moravia passes to it. Following the left bank of Moravia, the border leads in the direction of the flow to the western end of the built-up area of the village of Vnor, attached to the water flow, to the point where the small flow flows from the south. The border follows this stream in the southwest direction. The cca 450 meters before the bridge of this stream near the agricultural area on the southwest edge of the village Vnor border crosses left onto the field road and continues towards the agricultural area which passes from the north, west and south side. On the southeast edge of the complex it reaches a red-marked field road, which leads southwest towards Strážnice. He crosses Veliček and continues south on the fence of the castle park in Strážnice, which passes from east and south until it reaches Bata's sailing channel. After the navigation channel leads along the southwest direction of the Cca 400 meters past the fourth right pass, it passes at right angle to the field road on the left bank and leads southeast, after another 200 meters it turns at right angle and continues southwest along the field road. On the second crossing of the field paths, the northerner of them continues to the northeast edge of the forest draw. From there it leads to the southern edge of the forest southwest until it reaches the water stream, after which it continues to collide with the navigation channel. After the confluence with Radejovka continues along the stream of Bata's canal to the confluence with Moravia. Against the stream of Moravia leads to the starting point, the railway bridge through Moravia on the line Rohatec - Sudoměřice.
