DECLARATION
of 20 September 2018
of the mass, dimensions and continuity of vehicles
The Ministry of Transport provides pursuant to Article 137 (2) of Act No. 361 / 2000 Coll., on road traffic and on amendments to certain laws (Road Traffic Act), as amended by Act No. 478 / 2001 Coll., Act No. 53 / 2004 Coll., Act No. 411 / 2005 Coll., Act No. 226 / 2006 Coll., Act No. 274 / 2008 Coll., Act No. 133 / 2011 Coll., Act No. 297 / 2011 Coll., Act No. 230 / 2014 Coll., Act No. 249 / 2014 Coll., Act No. 48 / 2016 Coll., Act No. 199 / 2017 Coll., and Act No. 193 / 2018 Coll., ("Act ') for the implementation of Section 43a paragraph 6 of the Act:
Subject matter
This decree implements the relevant European Union1), following the directly applicable European Union5) and provides for
(a) the values of the mass and dimensions of vehicles and combinations, the ratio of the mass of vehicles in the combination and the distribution of the mass on axles, the axle group, the wheels and the wheel group whose non-compliance threatens road safety or the state of the infrastructure;
(b) the conditions of continuity of vehicles in a combination whose non-compliance threatens road safety;
(c) the conditions for the use of tilting or removable equipment to reduce aerodynamic resistance, the non-compliance of which endangers road safety ("aerodynamic equipment"); and
(d) the extent of the information given in the vehicle size document.
Basic concepts
For the purposes of this decree:
(a) by means of a double axle of a motor or trailer, two consecutive axles, the centre of which is less than 1,8 m apart;
(b) by a three-axle motor vehicle, three consecutive axles, the sum of which does not exceed 2,8 m,
(c) by a three-axle trailer, three consecutive axles, the sum of which does not exceed 3,6 m;
(d) a vehicle with one or two floors and more than nine seats, including the driver's seat, designed and equipped for the carriage of passengers and their luggage;
(e) an articulated bus comprising two or more fixed passenger compartments connected by the articulated section, allowing the free movement of passengers between those departments, and whose connection or disconnection is only feasible at a specialised workplace;
(f) alternative fuel or energy sources which serve at least partly to replace fossil oil sources,
1. electricity,
2. Hydrogen,
3. natural gas, including biomethane, in gaseous form (compressed natural gas - CNG) and in liquefied form (liquefied natural gas - LNG),
4. liquefied petroleum gas (LPG); and
5. mechanical energy from the container / source in the vehicle, including waste heat;
(g) zero emissions of emissions of less than 1 g of CO2.kWh-1 determined in accordance with the directly applicable European Union Regulation on the approval of vehicles with regard to heavy duty vehicles (6), or emissions of less than 1 g of CO2. km-1 determined in accordance with the directly applicable European Union Regulation on vehicle approval with regard to emissions of light passenger and commercial vehicles (7); and
(h) intermodal transport operations of combined transport2) which are used for the transport of one or more containers or swap bodies with a maximum overall length of up to 13,716 m, or a transport operation which is used for the transport of one or more containers or swap bodies with a maximum total length of up to 13,716 m, using shipping when the length of the initial or final section of the road communication within the territory of the European Union is not more than 150 km; this distance may be increased by:
1. two-axle towing vehicle with a three-axle trailer with a total mass not exceeding 40,00 t,
2. a three-axle towing vehicle with a two-axle or three-axle semi-trailer with a total mass not exceeding 40,00 t,
3. a two-axle towing vehicle with a three-axle semi-trailer carrying one or more containers or swap bodies, with a maximum overall length of up to 13,716 m, with a total mass of not more than 42,00 t, in intermodal transport operations; and
4. a three-axle towing vehicle with a two-axle or three-axle semi-trailer carrying one or more containers or swap bodies, with a maximum overall length of up to 13,716 m and a total mass of not more than 44,00 t, in intermodal transport operations.
Connectivity in terms of trailer weight and sets
Road safety is compromised if any of the following conditions are not met:
(a) the mass of the trailer or trailers shall not exceed two and a half times the weight of the towing vehicle in the case of combinations with a towing vehicle whose maximum design speed is not more than 40 km.h-1; in the case of a tractor combination and a tractor semi-trailer, the mass of each of the vehicles of the combination shall be the sum of the masses corresponding to each tractor and semi-trailer axle; the part of the mass attributable to the tractor trailer axle shall not exceed the maximum authorised mass of the trailer shown on the tractor technical licence;
(b) the mass of the trailer or trailers shall not exceed one-and-a-half times the weight of the towing vehicle in the case of combination with a towing vehicle with a maximum design speed exceeding 40 km.h-1; This provision does not apply to trailers of categories O1 and O2,
(c) the mass of the combination shall not be greater than the maximum technically permissible mass of the combination determined at the time of approval of the technical suitability of the towing vehicle;
(d) the mass of trailers of categories O3 or O4 in the combination shall not be greater than the maximum permissible mass of the braking trailer specified for the towing vehicle as indicated in the technical licence and registration certificate of the towing vehicle; in the case of several trailers, the sum of their masses;
(e) the centre vehicle of the combination shall be of a mass greater than or equal to the last vehicle of the combination; the combination of the auxiliary trolley in conjunction with the semi-trailer is considered to be one vehicle for this purpose, provided that the trolley is equipped with only one axle, two axle or three axle; an auxiliary trolley for the above purposes means a one-axle or multiple-axle trailer of category O or R with its structure intended to connect the trailer of the relevant category using a fifth wheel to connect the semi-trailer pin;
(f) for coupling vehicles in combination with trailers of categories O1 or O2:
1. the mass of the unbraked trailer of category O1 shall not be greater than the maximum authorised mass of the unbraked trailer specified for the towing vehicle as indicated on the technical licence and registration certificate of the towing vehicle,
2. the mass of the braking trailer of categories O1 or O2 shall not be greater than the maximum authorised mass of the braking trailer specified for the towing vehicle as indicated in the technical licence and registration certificate of the towing vehicle, provided that the mass of such trailer is not greater than the maximum authorised mass of the towing vehicle for vehicles of categories M1 and N1 and one and a half times the maximum authorised mass of the towing vehicle for vehicles of categories M1G and N1G;
3. for a vehicle of category T, C; or Z trailers of categories O1 or O2 may be connected, subject to conditions with regard to trailer masses determined at the time of approval of the technical competence of these vehicles,
4. if the trailer is not equipped with a height adjustable drawbar, the tractor coupling shall be located at a height of 350- 420 mm;
5. if the drawbar of the trailer is adjustable for height, the height of the tractor coupling may be different, provided that the centre line of the trailer braking control device is not more than ± 10 ° down from the horizontal plane; and
6. non-braked vehicles of category O1 may be connected to vehicles of categories M or N whose service mass is at least twice that of the coupled vehicle, unless otherwise specified when the technical competence of the towing vehicle has been approved.
Connectivity of vehicles in the combination
The safety of road traffic is further compromised if any of the following conditions are not met:
(a) only S-category vehicles may be connected to vehicles of categories M, N, L or Z, provided that this has been provided for when the technical competence of both vehicles or O-category vehicles has been approved;
(b) only vehicles of category R or S may be connected to vehicles of categories T, C or Z unless otherwise specified in Paragraph 3 (1) (f);
(c) vehicles of categories R or S which are not equipped with a braking device and vehicles of categories R or S which are equipped with a braking system may only be connected to towing vehicles whose service mass is equal to or greater than that of the connected vehicle, unless otherwise specified when the technical competence of the towing vehicle has been approved; in the case of vehicles of the above categories with a maximum authorised mass exceeding 3 t fitted to a combination, the effect of the parking brake on the towing vehicle shall be capable of braking the combination of vehicles with that vehicle to a 12% gradient road, unless otherwise specified when the technical suitability of the towing vehicle has been approved;
(d) in the case of coupling of a towing vehicle with a trailer or another trailer, the following conditions shall be met:
1. the vertical static load of a fixed drawbar, vertically non-variable, in the case of trailers with centre axle, shall always have a positive value to prevent the relief of rear axles of the towing vehicle; and
2. the vertical vertical drawbar of the trailer shall not have an angular deviation from the horizontal plane of more than 10 ° in the present state, the drawbar position being given by the coupling of the drawbar centre axes and the point of connection to the towing vehicle;
(e) the connection of vehicles to the combination, except in the case of towing trailers of categories O1 or O2 with an emergency brake, is possible in the following combinations:
1. towing vehicle with ABS and trailer with ABS,
2. towing vehicle without ABS and trailer without ABS,
3. a towing vehicle without ABS and a trailer with ABS, provided that the towing vehicle is equipped with a device to power and check the correct functioning of the ABS trailer; and
4. a towing vehicle of category T with ABS and a trailer without ABS whose maximum design speed is up to 40 km.h-1;
(f) a trailer of category O1 or O2 may be connected to a combination of towing vehicles so that the point of the illuminating surface of the front position lamp of the towing vehicle, which is the closest plane to the largest width of the trailer, is not more than 400 mm from that plane measured on each side of the combination of vehicles connected to the combination and the longitudinal axis;
(g) the length of the trailer behind a two-wheel motor vehicle shall not exceed the length of the towing vehicle but not more than 2,5 m;
(h) any moving motor vehicle or vehicle combination shall be able to rotate in a circle in which there are no obstacles, having an external radius of 12,50 m and an internal radius of 5,30 m.
Maximum authorised mass of road vehicles, special vehicles and their distribution into axles
(1) The axle load values, the group of axles of the vehicle and of the combination, including the load, the excess of which risks road safety or the condition of the infrastructure, are:
(a) for individual axles - 10,00 t,
(b) for individual driving axles - 11,50 t,
(c) in the case of a motor vehicle dual axle, the sum of the load on both axles of the dual axle at its partial wheelbase
1. less than 1,0 m - 11,50 t,
2. from 1,0 m and less than 1,3 m - 16,00 t,
3. from 1,3 m and less than 1,8 m - 18,00 t,
4. from 1,3 m and less than 1,8 m, when the driving axle is equipped with a double tyre assembly and air-conditioning or an equivalent fitting, or when each driving axle is fitted with a double tyre assembly and the maximum axle load does not exceed 9,50 t - 19,00 t,
(d) in the case of a double axle of trailers, the sum of the load on both axles of the double axle at its partial wheelbase
1. less than 1,0 m - 11,00 t,
2. from 1,0 m and less than 1,3 m - 16,00 t,
3. from 1,3 m and less than 1,8 m - 18,00 t,
(e) for motor vehicle tricycles, the sum of the loads of all tricycles - 27,00 t;
(f) in the case of an individual non-driven axle in a motor vehicle triaxle - 9,00 t,
(g) in the case of a tricycle of trailers, the sum of the loads of all tricycles at its sub-base
1. up to 1,3 m inclusive - 21,00 t,
2. above 1,3 m to 1,4 m inclusive - 24,00 t,
3. above 1,4 m to 1,8 m inclusive - 27,00 t,
(2) The mass values of vehicles and combination vehicles, including cargo, the excess of which threatens road safety or the state of the infrastructure, are:
(a) for two-axle motor vehicles - 18,00 t,
(b) for motor vehicles with two axles, in the case of vehicles of category M3 - 19,50 t,
(c) for three-axle motor vehicles - 25.00 t,
(d) in the case of motor vehicles with three axles, when the driving axle is equipped with a double installation of tyres and an air-conditioning or suspension recognised as equivalent, or when each drive axle is fitted with a double installation of tyres and the maximum axle load does not exceed 9,50 t - 26,00 t;
(e) for motor vehicles with four or more axles - 32,00 t,
(f) for trailers with two axles - 18,00 t,
(g) for trailers with three axles - 24,00 t,
(h) for trailers with four or more axles - 32,00 t,
(i) for two-cell articulated buses - 28,00 t,
(j) for three and multi-article articulated buses - 32,00 t,
(k) for combination vehicles - 48,00 t,
(l) for belt vehicles - 18,00 t,
(m) in the case of vehicles and combinations of fire brigades and fire protection units, 60,00 t.
(3) The axle (s) shall be considered to be separate beyond the value of the axle subdivision 1,8 m and 3,6 m respectively.
(4) The mass relating to a single axle of a double axle and a three-axle of a trailer shall not exceed 10 tonnes.
(5) In the case of special motor vehicles equipped with individual belts on one or more axles, such belts on each axle in respect of the requirements referred to in paragraph 1 shall be considered to be a double axle with a partial wheelbase given by the distance of the extreme pulleys of the belt chassis, respectively the distance of the extreme pulley and the driving wheel. Only those which are in contact with the ground through the belt shall be regarded as extreme pulleys or driving wheels within the meaning of this provision.
(6) For the purposes of paragraph 2, a combination shall only be regarded as a combination of a towing vehicle and a trailer which allows the movement of both vehicles. If the coupling is fixed when driving, without degrees of freedom, such coupling shall be considered as an individual vehicle.
(7) The mass set out in paragraph 2 (a) to (e) and (i) may be increased by the additional mass required for alternative fuel vehicles or for zero-emission vehicles, determined on the basis of documentation provided by the manufacturer when the vehicle is approved, by a maximum of 1,00 tonnes for alternative fuel vehicles or by a maximum of 2,00 tonnes for zero-emission vehicles.
(8) The maximum authorised mass of special vehicles shall not exceed the values applicable to road vehicles. In the case of vehicles of category R or S, except towed vehicles with drawbars, the maximum permissible mass may be higher than the mass determined for trailers referred to in paragraph 2 (f), (g) and (h) depending on the number of axles per axle per coupling, depending on the type of coupling device and its authorised load, unless otherwise specified when the vehicle has been approved to be technically fit.
(9) The maximum permissible mass of unbraked trailer per category L vehicle shall not exceed 50% of the service mass of the towing vehicle.
Additional provisions on the masses required for road traffic
(1) The safety of road traffic and the state of the infrastructure are at risk if:
(a) the mass of the vehicle above the value of the greatest technically permissible mass of the vehicle;
(b) the mass of the combination exceeding the value of the largest technically permissible mass of the combination; and
(c) axle mass higher than the value of the maximum technically permissible axle mass.
(2) The mass of the vehicle or combination shall not exceed the maximum authorised mass of the vehicle or combination declared on the vehicle registration certificate Part II (registration certificate) and Part I. In the case of pollution, for example by mud or snow, the maximum permissible mass of the vehicle or combination shall be exceeded by 3%.
(3) The mass attributable to the controlled axle or axle of a category N motor vehicle or articulated bus - measured at standstill on a horizontal road - must not fall below 20% of the mass and, for other buses, with the exception of Class I and Class A buses, below 25% of the mass.
(4) In the case of vehicles of categories M, N, O or L in service, the uneven distribution of the mass of the vehicle on wheels of individual axles between the right and the left half is permitted, provided that the load capacity of the tyre does not exceed 15% of the axle weight. However, this value may be exceeded if the manufacturer determines, for the vehicle and its specific mass, the range of permissible positions of centre of gravity of the load and indicates this information in the vehicle user manual.
(5) For vehicles of categories T, C or for special vehicles of subcategory SS within the range of service to the maximum permissible mass, the axle load - measured at standstill on a horizontal road - shall not be less than 20% of the vehicle weight. However, in the case of vehicles of categories T or C, a lower axle load shall be permitted after the superstructure has been installed or the working machine has been connected while reducing the maximum speed to 20 km.h-1; however, the axle load shall not be less than:
(a) 19% for tractors weighing not more than 4,50 tonnes,
(b) 18% for tractors weighing more than 4,50 tonnes.
(6) In the case of vehicles of categories T, C, R, S or of special vehicles of subcategory SS, the uneven distribution of the mass of the vehicle on wheels of individual axles between the right and the left half is permitted if the load capacity of the tyres so permits,
(a) for vehicles of categories T, C or R, not more than 15% of axle weight,
(b) for category vehicles: S or, in the case of special vehicles of subcategory SS, not more than 20% by axle load, or
(c) the tractor, after the superstructure has been installed or the working machine has been connected to a maximum of 20% of the axle weight.
Maximum permissible vehicle and combination dimensions
(1) The dimensions of vehicles and combination vehicles, including cargo, the overrun of which threatens road safety and their values are:
(a) the width which shall be:
1. vehicles of categories M, N, O, R, T or C, unless otherwise specified in this Regulation - 2,55 m,
2. Vehicles with fixed or movable superstructures specially equipped for the transport of cargo at controlled temperatures and side walls, including insulation, at least 45 mm thick - 2,60 m,
3. in the case of special vehicles of subcategory SS when driving on Class II and III roads, local roads and special purpose roads; if they exceed the width of the vehicle referred to in paragraph 1 up to a total width of 3,50 m, they may only be operated using a special amber warning light or using a technical escort vehicle equipped with a special orange warning light - 3,50 m,
4. two-wheel mopeds - 1,00 m,
5. other vehicles of category L - 2,00 m,
6. trailers for two-wheel motor vehicles - 1,00 m,
7. self-propelled and interchangeable towed machinery, carried in combination with a vehicle and tractor under conditions laid down by other legislationm3; if they exceed the width of the vehicle referred to in paragraph 1 up to a total width of 3,00 m, they may be operated only by means of a special orange warning light or by means of a technical escort vehicle equipped with a special orange warning light - 3,00 m,
8th tram - 2,65 m,
9. vehicles of fire brigades and fire protection units within 2.70 m,
10. vehicles of fire brigade and fire protection units; if they exceed the width of the vehicle referred to in paragraph 9 up to a total width of 3,50 m, they may be operated only by using a special amber colour warning light or a technical escort equipped with a special orange colour warning light of 3,50 m, except where the driver of the vehicle uses special blue or blue and red warning lights;
(b) the height, which shall be:
1. vehicles, including trams and trolleybuses in the lowest working position - 4,00 m;
2. vehicles of category L - 2,50 m,
3. vehicles of categories N or O intended for the transport of vehicles - 4,20 m;
4. towing vehicle combination with trailer - 4,08 m,
5. vehicles of fire-fighting rescue corps and fire-fighting units within 4,20 m,
(c) length, which shall be:
1. an individual vehicle with the exception of a bus and a semi-trailer - 12,00 m,
2. trolleybus and bus with two axles - 13,50 m,
3rd trolleybus and bus with three or more axles - 15.00 m,
4. articulated two-cell bus and trolleybus - 18,75 m,
5. articulated three and multiple bus and trolleybus - 22.00 m,
6. motor vehicle combination with semi-trailer - 16,50 m,
7. motor vehicle combination with one trailer - 18,75 m,
8. motor vehicle combination with one category O trailer intended for the transport of vehicles - 20,75 m,
9. vehicles of category L - 4,00 m,
10. trams (solo) including couplings - 18,00 m,
11. Trams and articulated trams including couplings - 65,00 m,
12th tractor combination with one trailer - 18,00 m,
13th tractor combination with two trailers - 22.00 m,
14. self-propelled machinery combination with chassis for transporting work equipment - 20,00 m,
15. Trailers with two trailers or a combination of semi-trailer and one trailer - 22,00 m,
16. an individual vehicle of a fire brigade or fire protection unit of 15,00 m,
17. vehicle combinations for fire-fighting rescue or fire-fighting units with one or more trailers, within 22.00 m,
(d) the distance between the centre of the pin of the tractor and the rear face of the semi-trailer - 12,00 m,
(e) distance measured simultaneously with the longitudinal axis of the trailer combination from the foremost external point of the cargo compartment behind the cab to the rearmost external point of the trailer of the vehicle combination, reduced by the distance between the rear face of the towing vehicle and the front face of the trailer - 15,65 m;
(f) distance measured simultaneously with the longitudinal axis of the trailer combination from the foremost external point of the cargo compartment behind the cab to the rearmost external point of the trailer of the vehicle combination - 16,40 m
(2) For the purposes of paragraph 1, a combination shall only be considered as a combination of a towing vehicle and a trailer which allows the movement of both vehicles. If the coupling is fixed when driving, without degrees of freedom, such coupling shall be considered as an individual vehicle.
(3) Values referred to in paragraph 1 (b) (c) are increased by 0,15 m in the case of vehicles or sets of vehicles which are used for the transport of containers or swap bodies of 13,716 m in length, empty or loaded when the road transport of the container or the replacement superstructure is carried out in an intermodal transport operation.
(4) For the purposes of paragraph 1 (c) (2) to (5), any removable equipment, such as a ski box, shall be included in the maximum authorised length of buses.
(5) The total length of the vehicle or combination does not include the length of the loading satellite trolley, which is installed in the back of the vehicle in the transport position, unless the vehicle exceeds by more than 1,50 m.
(6) Road safety risks do not occur by exceeding the value referred to in paragraph 1 (d) when the semi-trailer is put into service before 1 January 1991, provided the total length of the set does not exceed 15,50 m.
Additional requirements for authorised vehicle and combination dimensions
(1) The length of the rear overhang of the vehicle, with the exception of the centre axle trailer, shall not exceed one third of the overall length but not more than 3,50 m; This provision shall not apply to vehicles approved in accordance with the directly applicable European Union provisions governing the approval of vehicles (4).
(2) The distance between the front edge of a vehicle of category M or N, including superstructures, shall not exceed 3,00 m from the centre of the steering wheel and, in the case of vehicles of categories T, C or special vehicles of subcategory SS, including superstructures and working machinery carried, shall not exceed 4,00 m; This provision shall not apply to vehicles approved in accordance with the provisions directly applicable to the European Union on vehicle approval.
Use of aerodynamic equipment
(1) Road safety risks do not occur when the vehicle or combination of vehicles of categories M, N or O, equipped with aerodynamic devices, exceeds the values referred to in § 7 (1) (c) (1) to (4) or (6) to (7). The above values shall not exceed the cost length of such vehicles or vehicle combinations. The use of aerodynamic equipment shall be consistent with intermodal transport operations for vehicles used in the intermodal mode. In folded or withdrawn form, these devices shall not exceed the maximum authorised length by more than 0,20 m.
(2) The use of aerodynamic equipment in domestic transport shall take into account the specific characteristics of areas where the maximum permissible speed is 50 km.h-1 or less and where there is a higher likelihood of pedestrians, cyclists or motorcyclists being present.
Scope of the data contained in the vehicle size document
The document showing the dimensions of the vehicle shall show:
(a) the name of the vehicle manufacturer,
(b) the vehicle identification number,
(c) length of the vehicle,
(d) the width of the vehicle;
(e) measuring the length of the combination, which is:
1. the distance between the front face of the motor vehicle and the centre of the coupling device (hook coupling or trailer tractor seat); in the case of a saddle coupling with several coupling points, the maximum and minimum values shall be indicated;
2. the distance between the centre of the trailer coupling device (tractor seat pin) or the semi-trailer (trailer seat pin) and the rear face of the trailer or semi-trailer; in the case of multiple coupling points, the smallest and greatest values shall be given;
(f) additional masses required for alternative fuel vehicles or for zero-emission vehicles determined on the basis of documentation provided by the manufacturer when the vehicle is approved.
Efficacy
This Decision shall enter into force on 1 October 2018.
