amending Act No. 23 / 2017 Coll., on the Rules of Budgetary Responsibility, as amended by Act No. 277 / 2019 Coll.
Parliament has decided on this law of the Czech Republic:
Act No. 23 / 2017 Coll., on the Rules of Budgetary Responsibility, as amended by Act No. 277 / 2019 Coll., is amended as follows:
1. The heading "Determination of the total expenditure of the public institutions sector 'is inserted above Section 10 and Section 10 is deleted.
2. The following Section 10a is inserted after Section 10:
The Ministry shall determine the total expenditure of the public institutions sector for:
(a) 2021 as a sum of not more than 4% of the forecast nominal gross domestic product and the forecast total consolidated revenues of the public institutions sector adjusted for the effects of the business cycle and the impact of one-off and transitional operations for 2021; the total expenditure of the public institution sector is consolidated by their mutual financial relations and is determined in accordance with the directly applicable European Union law governing the European system of national and regional accounts in the European Union3),
(b) between 2022 and 2027, corresponding to the annual improvement of the general government sector's balance sheet adjusted for the impact of the business cycle and the effect of one-off and transitional operations, by at least 0,5 percentage points. ";
3. The heading "Corrective Component 'is inserted above Section 11 and Section 11 is deleted.
4. The following Section 11a is inserted after Section 11:
For the purposes of Section 11, the amount of total expenditure of the public institution sector for:
(a) the year 2021, calculated retroactively in 2022, increases the amount used by the Ministry in 2021 in accordance with Paragraph 10a (a);
(b) the years 2022 to 2027, calculated retrospectively in the following year, shall increase by 0,5 percentage points the amount corresponding to the annual improvement of the balance of the general government sector's management, adjusted for the impact of the business cycle and the impact of one-off and transitional operations. ";
Efficacy
This Act shall take effect on the day of its publication.
